										<content:encoded><![CDATA[<p>Lagos Women Run 2024 took place on Saturday with so much fun and excitement but it was the Deputy Governor of the Central Bank of Nigeria, CBN, Emem, Usoro, who blew everyone away with her role on the day of event.</p>
<p>Ms Usoro flagged off the race at the Tafawa Balewa Square but more importantly, the CBN Deputy Governor, Operations, started the race with the runners and completed it with them at the Mobolaji Johnson Arena Onikan.</p>
<p>She encouraged over a thousand women at the start line to run their race with pride and his left smiles and laughter on their faces.</p>
<p>Runners and dignitaries including the Director General of Lagos State Sports, Lekan Fatodu, and African Table Tennis President, Enitan Oshodi, were in shock at the finish point in Onikan as the CBN Deputy Governor raced to the finish point in the 10km race.</p>
<p>Ms Usoro commended all the participants for making efforts to embrace fitness as she was given a certificate of participation like all other runners.</p>
<p>Oyo State-based Gbogbo Akinrodoye told our correspondent that she was elated about the role played by the CBN deputy governor.</p>

<p>“She finished her race and that is amazing. It is good to keep fit and we were all happy to see many dignitaries including men giving support to the women event. It is a positive feeling,” she said.</p>
<p>Olayiwola Adeoba who was at the finish point to witness the race said he was also surprised about the overall turnout of the event.</p>
<p>“To see a top government official at that level complete a 10km race is strange but commendable. Fitness is very good for everyone and when you see women do this, it’s a plus,” Adeoba said.</p>
<p>Liliane Ugueta, the Cameroonian who emerged second was full of praises for the Lagos State government.</p>
<p>“The race was not just about the final day, I was told about many other things like training and EXPO which ran for four days and even on final day, we witnessed a carnival of sort. I will be here again next year,” she said.</p>
<p>Joy Abiye David won the race with a time of 38:35:21 while Cameroon’s Nguesta who finished with a time of 40:02:54.</p>
<p>Charity Ogofure was third with her 40:09:23 effort.</p>

<p style="text-align: justify;">The legislature has a crucial role to play in checking corruption and breaches of integrity in the judiciary. And, beyond politics, it is now committed to see that happen. That was the summation of a paper presented by the President of the 10th Senate and Chairman of the National Assembly, Senator Godswill Akpabio, CON, at the All Nigeria Judges’ Conference, recently.</p>
<p style="text-align: justify;">As a lawyer and representative of the masses, Akpabio is well aware of the issues of alleged corruption pervading the judicial system. Hence, in addressing the egg-heads gathered at the National Judicial Institute, Abuja, on November 14, 2023, he felt the weight of the moment. He knew exactly what the common man feels when expectation for justice is deliberately denied on account of corruption.</p>
<p style="text-align: justify;">Akpabio’s discourse on “Preventing Corruption and Breaches of Integrity in the Justice Sector, the Role of the Legislature,” therefore flowed from the deep. His avowed “legislative interventions” towards eliminating corruption in the judiciary has drawn grand applause because it is long overdue. What however gives much hope now is the declaration to pursue “the alleged corruption and breaches of integrity in the justice sector” with vigor and intentionality.</p>
<p style="text-align: justify;">A lot contribute to the alleged corruption and breach of judicial integrity. For long, Nigerians have been fed with mere rhetoric, when it comes to the vexed issue of corruption in the judiciary. Copious excuses have often been advanced for the cankerworm. But, for once, Akpabio’s commitment appears to generate hope. “This collective action-plan must be intentional to create a just, accountable and reliable justice system that serves the very best interest of every citizen”, he said.</p>
<p style="text-align: justify;">Riddled with non-existing tools, poor working conditions and motivation, inadequate number of judges and other judicial staff, exacerbating economic challenges, among others, the judiciary has been staggering on the brink of collapse. What then can the legislature really do to strengthen judicial integrity?</p>
<p style="text-align: justify;">According to Akpabio, through appropriate legislation, the National Assembly is bent on changing the status quo. “The legislature is determined to improve the judiciary through very intentional appropriations and we are going to work closely on this”, he assured.</p>
<p style="text-align: justify;">The Judiciary and the Legislature share a unique relationship. In Akpabio’s words, “the legislature is the assembly of the people, while the judiciary is the people’s last hope.”  If each complements the other, as expected, the result will be “strong, productive and independent” institutions with high utilitarian value. On the part of the National Assembly, however, Akpabio has promised a “stringent resource allocation, transparent and merit-based appointments” as some of the measures to assist the justice sector to regain its glory.</p>
<p style="text-align: justify;">It was heart-warming listening to a leader who seemed to have not just the grasp of the subject but the passion to change the negative narratives. “Let it be known also that fostering a culture of integrity and accountability is achievable through continuous training of judicial officers on ethical standards and anti-corruption measures. Educating the public about their rights and the justice system’s operations, enhancing transparency in court proceedings and making legal processes more accessible and affordable are essential components,” he said, confidently!</p>
<p style="text-align: justify;">A justice system that encourages a case running for a long as 20 years is bound to be susceptible to manipulation and corruption. But Akpabio, to the delight of many, announced an impending reform. The National Assembly, he said is soon to ensure that some matters stop at the court of appeals, for the reason of ensuring quicker dispensation of justice. A bill, he said, was on the way to ensure that.</p>

<p style="text-align: justify;">As hinted by the Senate President, the judiciary needs proper funding. Thus, the legislature should allocate sufficient funds to the sector to ensure its effective functioning.  This article agrees that judicial officers need further trainings, for instance, on ethics and integrity. The  court infrastructure also needs modern technology, to reduce errors and opportunities for corruption.</p>
<p style="text-align: justify;">To further the cause, it is hereby  proposed that independent bodies be established to oversee the judiciary&#8217;s activities and ensure accountability. These bodies, which must not be subject to political manipulation, should have the authority to investigate allegations of corruption, conduct audits, and impose disciplinary measures when necessary. They can also provide a platform for citizens to report corruption cases and seek redress for any grievances.</p>
<p style="text-align: justify;">Additionally, aside setting up laws that require judges to disclose their financial interests and assets, there is a need for “ghost monitoring”.  There should be mechanisms for reporting corruption anonymously and protecting whistleblowers.</p>
<p style="text-align: justify;">Furthermore, the legislature can encourage public participation and engagement in the fight against corruption within the judiciary. This can be done through public hearings, consultations, and involving civil society organizations in the development and implementation of anti-corruption initiatives.</p>
<p style="text-align: justify;">In trying to strengthen judicial independence the legislature should enact laws that safeguard and  ensure that judges are free from political pressure or interference. This includes protecting tenure, immunity, and non-arbitrary removal processes for judges.</p>
<p style="text-align: justify;">Specifically, the legislature can strengthen the independence and impartiality of the judiciary by safeguarding its autonomy and ensuring that the appointment and promotion of judges is based on merit rather than politics. This would help prevent corrupt practices, such as bribery or favoritism, from undermining the fairness and integrity of the judicial system.</p>
<p style="text-align: justify;">The judges also need adequate international exposures. Participation in anti-corruption conventions, sharing information and best practices with other countries, and cooperating in cross-border investigations are bound to increase their experience and secure integrity.</p>
<p style="text-align: justify;">So far, the avowed National Assembly’s  commitment to prevent corruption and uphold integrity within the justice sector is not in doubt. Already, Akpabio has assured the nation of robust legislative actions. “With these interventions and strategic moves, the 10th Assembly is dedicated to enhancing the administration of justice and improving justice service delivery across the nation”, he said.</p>
<p style="text-align: justify;">Soon, if all goes well, the nation will be sure of, as the President of the 10th Senate put it,  “a judiciary that is perceived as fair, independent and justice-driven with improved positive perception by the members of the public”.</p>

<p style="text-align: justify;">In any democratic society, adherence to legislative compliance is crucial for a smooth and efficient functioning of the government. Democracy thrives on the idea of complementarity among the three arms of government for effective delivery of good governance.</p>
<p style="text-align: justify;">This article explores the importance of legislative compliance by the executive arm of government and its impact on governance, accountability, and the overall well-being of the society.</p>
<p style="text-align: justify;">In Nigeria, like in other democracies, while the legislature makes laws, the executive is responsible for implementing them. The flouting of those laws and policies attracts punishments pronounced by the judiciary. By implication, the three arms are expected to work in complementary roles to stabilize the society for the good of all.</p>
<p style="text-align: justify;">However, if the legislature makes laws and the executive refuses to play a pivotal role in ensuring that those laws are followed and enforced, the outcome will be a society of anarchy. That was the concern that recently made the chairman of the National Assembly and Senate President, Senator Godswill Akpabio, to urge the executive to be more responsive to legislative issues.</p>
<p style="text-align: justify;">Akpabio’s message was not an indictment of the entire executive arm, but a clarion call to those wont to be sluggish and less concerned about the general issue of governance. It was a subtle warning to those who believe in “business as usual” approach, not minding if the “usual” lacks a utilitarian flavour.</p>
<p style="text-align: justify;">As he decried the attitude of some heads of Ministries, Departments and Agencies (MDAs), often in the habit of snubbing the summons of the Committees of the National Assembly as well as the laws and resolutions of the legislature, Akpabio signalled his commitment to help change the narrative of governance for the better.</p>
<p style="text-align: justify;">As said earlier, legislative compliance, particularly in implementation by the executive, guarantees governance and rule of law. Clearly, when the laws enacted by the legislature are effectively implemented, they provide a framework for governance and stability. By adhering to legislative requirements, the executive arm helps maintain order and justice within the society, fostering an environment where citizens can trust in the fairness and impartiality of government actions.</p>
<p style="text-align: justify;">Moreover, complying with legislative outputs promote accountability and transparency. It has been argued by political experts that when the government complies with legislation, it becomes easier for the citizens and relevant oversight bodies to monitor and evaluate the actions of the executive. This accountability fosters a sense of trust and confidence in the government&#8217;s ability to act in the best interests of the people. By complying with legislative requirements, the executive arm demonstrates its commitment to transparency, allowing citizens to have a clear understanding of government decisions and policies.</p>
<p style="text-align: justify;">Also, legislative compliance by the executive arm also helps in curbing corruption and preventing abuse of power. This is where the principle of Separation of Power becomes relevant in a democracy. When the executive follows the laws and regulations set by the legislative branch, it reduces the chances of unauthorized actions that may harm the public interest or violate individual rights.</p>

<p style="text-align: justify;">It does appear that Akpabio did not only have his eyes on transparency and accountability, but also on justice and protection of human rights. For Plato, justice consists in everyone doing his due. He does not see justice as mere strength, but a harmonious one. Justice is not the right of the stronger but the effective harmony of the whole. All moral conceptions revolve about the good of the whole &#8211; individual as well as social. Applying this to Akpabio’s appeal to the executive for legislative compliance, it is clear that he aimed at ensuring a harmonious government for the benefit of the masses.</p>

<p style="text-align: justify;">It is in a society, as afore pictured, that protection of human rights and justice can be effectively ensured. It is common expectation that laws enacted by the legislature often aim to protect individual liberties, and promote equity and social justice.  The manifestation of the above expectations becomes easy when the executive complies with the laws, thus contributing to the protection of human rights and equitable treatment of all. On the reverse, non-compliance can lead to violations of constitutional rights, making the executive arm accountable for any potential harm caused by disregarding legislation.</p>
<p style="text-align: justify;">There is also the issue of effective policy implementation. Policies and programs designed to meet societal needs cannot be effective, if they are not executed in accordance with the law. By understanding and adhering to legislative outputs, the executive arm can ensure that policies are implemented effectively, efficiently, and in a manner consistent with the intended goals. Compliance allows for meticulous planning, proper allocation of resources, and overall enhanced policy outcomes.</p>
<p style="text-align: justify;">Legislative compliance by the executive arm of government is of paramount importance for the successful functioning of a democratic society. It promotes governance, accountability, transparency, and the protection of human rights. By adhering to legislative requirements, the executive arm ensures the effective implementation of policies, leading to favorable outcomes for the society as a whole. Consequently, fostering a culture of legislative compliance within the executive arm is vital for maintaining the rule of law and ensuring a just and fair society.</p>
<p style="text-align: justify;">In summary, legislative compliance is crucial for the successful functioning of a democratic society. It upholds the rule of law, promotes accountability and transparency, prevents corruption, and ensures the protection of human rights. By adhering to legislative requirements, the executive arm plays a vital role in maintaining a just and fair society for its citizens.</p>

<p style="text-align: justify;">Is there any benefit from Nigeria’s election into the executive committee of the Inter-Parliamentary Union (IPU)?  The question, in the last few days, has become a song on the lips of many. The quest for answer becomes necessary, following the historic election of Senator Godswill Akpabio into the executive committee of the international legislative organ. Akpabio, the leader of the Nigerian delegation to the 147th Assembly summit, is the Senate President!</p>
<p style="text-align: justify;">For about 59 years, we heard nothing about IPU. If Nigeria was participating in its activities, few knew. But few weeks back, Akpabio and the 10th National Assembly emboldened and emblazoned our country’s name on the global history book.  Suddenly, Nigeria is conspicuous on the world’s radar, after Akpabio got elected into the Exco committee of IPU.</p>
<blockquote><p>Specifically, through its activities, the IPU helps strengthen parliaments, promote transparency, and ensure accountability in governance.</p></blockquote>
<p style="text-align: justify;">Some, who heard the news dismissed it as another fruitless venture. A few expressed confidence that it holds enormous possibilities for the nation. Yet, the curiosity lingers. Even Akpabio’s explanation on return from Angola, where the celebrated election took place, has not satisfied some.</p>
<p style="text-align: justify;">The Senate President had told newsmen on arrival from the summit, that his election into IPU Exco would impact positively on the country, through the creation of employment and developmental opportunities for young Nigerians, who are seeking to become diplomats.</p>
<p style="text-align: justify;">His words: &#8220;A lot of employment opportunities would be created, a lot of offices would be opened; sub-national offices would be opened and a lot of young Nigerians who wish to be diplomats will have the opportunity of working there.</p>
<p style="text-align: justify;">Additionally, he said: &#8220;This will also attract foreign direct investments in the area of training and retraining and capacity building, not just for the legislature but for people who are in different fields. The benefits are enormous, so we thank God for it.&#8221;</p>
<p style="text-align: justify;">For easier understanding, IPU plays a major role in promoting job creation and foreign direct investments by facilitating dialogue and cooperation between parliaments and governments. It supports the development of policies and legislations that promote economic growth, entrepreneurship, and investment.</p>
<p style="text-align: justify;">Through its programs and initiatives, the IPU provides opportunities for parliamentarians to exchange knowledge and experiences on best practices for attracting foreign direct investments (FDIs) and creating an enabling environment for job creation.</p>
<p style="text-align: justify;">Additionally, the IPU works to ensure that sustainable development goals are integrated into national legislation and policies, which can contribute to creating a conducive environment for job creation and attracting FDIs.</p>
<p style="text-align: justify;">For years, Nigeria was missing at the decision-making table of that Union. But with Akpabio’s election into the IPU Exco, our nation is sure to benefit in specific areas of economic growth, sustainable democracy, entrepreneurship, and investment.</p>

<p style="text-align: justify;">According to experts, with the active involvement at the Exco level, Nigeria stands to reap huge, including from the following:</p>
<p style="text-align: justify;">* Investment promotion: The IPU could work with Nigeria to develop investment promotion policies and strategies. These may include offering tax incentives, creating special economic zones, and streamlining regulations to attract foreign direct investment.</p>
<p style="text-align: justify;">* Small and medium-sized enterprises (SMEs) support: The body is known to have supported legislations that simplify business registration processes, provide access to finance and credit, and promote entrepreneurship education and training. Nigeria is bound to benefit from such gestures, too.</p>
<p style="text-align: justify;">* Innovative financing mechanisms: IPU is likely to encourage  Nigeria to explore innovative financing mechanisms to support economic growth. This could include levers like the establishment of venture capital funds, public-private partnerships, and crowdfunding platforms, etc, to support startups and innovation.</p>
<p style="text-align: justify;">* Labour market reforms: The IPU advocates for labour market reforms that promote flexibility, social protection, and fair working conditions. Thus, the union is in a position to support legislations that enhance worker rights, improve access to training and skills development, as well as promote gender equity, especially in the workforce.</p>
<p style="text-align: justify;">* Sustainable development integration: Records show that  IPU has supported the integration of sustainable development goals into some national legislations and policies. With Nigeria’s election into its Exco, we are likely to witness increased promotion of environmentally-friendly business practices, renewable energy adoption, and responsible investment practices.</p>
<p style="text-align: justify;">Just like Akpabio explained, IPU plays a major role is growing democracies in most member nations. The extent and speed of such growth may be interrogated. But such speed may also depend on how serious those beneficiary nations are. In Nigeria’s case, with the avowed commitment of the current administration, we are likely to witness the actualisation of “renewed hope” in areas like democracy, peace, cooperation, etc.</p>
<p style="text-align: justify;">Interestingly, IPU, through “Networking and Diplomacy,” allows parliamentarians to connect and engage with their counterparts from other countries, fostering relationships and enabling international cooperation. It also provides a platform for sharing information, experiences, and best practices among its members. This can help the lawmakers learn from one another and enhance their legislative and governance skills.</p>

<p style="text-align: justify;">Another benefit of being at the apex of the IPU is in advocacy.  Here, Nigeria can join in advocating for key issues and contribute to global decision-making processes. She can also influence international policies and promote human rights, democracy, and sustainable development.</p>
<p style="text-align: justify;">Aside from serving as a forum where parliamentarians engage in meaningful dialogue and share concerns on various global challenges, thus seeking common solutions, IPU membership offers support for democratic institutions. Being in the Exco of the organ places Nigeria at a vantage, when any such issue comes up.</p>
<p style="text-align: justify;">Specifically, through its activities, the IPU helps strengthen parliaments, promote transparency, and ensure accountability in governance. By belonging to the highest decision making body, Nigeria is certainly aiming for the top in democracy, peace and sustainable development, among others.</p>
