										<content:encoded><![CDATA[<p>President of the Senate, Ahmad Lawan, has said that certain gaps in the 1999 Constitution created by the exclusion of traditional institutions in the governance and security architecture of the country remains largely responsible for the deteriorating security situation in Nigeria.</p>
<p>Lawan made the disclosure on Thursday when delivering a speech to declare open a meeting between the Senator Ovie Omo-Agege-led Constitution Review Committee and the National Council of Traditional Rulers in Abuja.</p>
<p>According to Lawan, the worsening activities of insurgents, bandits and criminals had placed Nigeria in a dire situation that demands an urgent review of the 1999 Constitution along the lines of reorganising the structure of governance to give specific roles to traditional rulers in various communities, as well as the incorporation of traditional institutions as part of the security architecture of the country.</p>
<p>The Senate President, while advocating for roles for traditional rulers in the constitution, also underscored the need for specific functions for traditional institutions in guaranteeing the safety of lives and properties within their various jurisdictions.</p>
<p>He said: “I’m here to show the commitment of the National Assembly in its entirety, to listening and supporting our royal fathers on the Constitutional Review currently going on, and in what many of us believe that is the right thing; that we have our royal fathers properly and formally given some roles in the governance structure or the administration of our country.</p>
<p>“The pre-colonial, colonial and post-colonial history of our royal fathers give us indication of how important our traditional institution was in those days.</p>
<p>“In fact, at the risk of going into some avoidable history, in 1947 the British created a single traditional institution for the Tivs by creating the title of Tor Tiv. This was because they knew that the traditional institutions were playing very critical and crucial roles in running the affairs of those they governed.</p>
<p>“Probably, the 1979 constitution had envisaged specific functions for the traditional institutions, but I think we missed it after that, and maybe the 1999 Constitution did not take account of certain things that could have been helpful.</p>
<p>“Maybe before the 1976 local government reforms, the traditional institutions might have played some roles in ensuring that our communities were secured and safe.</p>
<p>“So, what do we need to do to bring our country into a safer climate and more secured life for our people and their property?</p>
<p>“I believe that we need to take a holistic assessment of our situation. Every community, every people makes law for itself to specifically deal with some challenges, and you don’t have to copy what works elsewhere, because your history may be different. So, we have a very peculiar history when it comes to our traditional institutions playing some roles in the affairs of our people.</p>
<p>“This is an opportunity for our traditional institutions to ask for specific roles, but our desire as a National Assembly is to undertake this Constitutional Review because it is part of a very important legislative agenda, and also our desire to continuously work as a Legislature with the Executive arm of government to create a safer and more secured  Nigeria.”</p>
<p>The Senate President who recalled the critical role played by traditional institutions in security arrangements in the country before 1976, stressed that the current security architecture should not be limited to the armed forces, police and other paramilitary organisations alone.</p>
<p>“If our traditional institutions would be part of our security architecture, so be it. Actually, what we need is to secure the lives and properties of our people. How do we achieve that? This is where the meeting of today, between our Constitution Review Committee headed by the Deputy President of the Senate, and the National Council of Traditional Rulers would be very critical.</p>
<p>“I’m sure most if not all members of the National Assembly, would like to see a situation where our security architecture is not limited to our armed forces, the police and paramilitary alone.</p>
<p>“You have played a very significant and important role before in the security arrangement of our communities. Though our communities have transformed, I’m sure that our traditional institutions have also transformed and, therefore, we can get the kind of benefit and value that the traditional institutions can bring to bear in our security arrangement and, of course, in the administration of the country in a non-executive function,” Lawan said.</p>
<p>In his presentation of a memorandum by the National Council of Traditional Rulers of Nigeria signed by the Chairman, His Eminence, Alh Muhammad Sa’ad Abubakar, the Sultan of Sokoto and the Co-Chair, His Royal Majesty, Oba Adeyeye Enitan Ogunwusi, Ojaja II, Ooni of Ife to the Constitution Review Committee, the Etsu Nupe, His Royal Highness, Alhaji (Dr.) Yahaya Abubakar recalled that the Nigerian First Republic Regional Governments had bi-cameral Legislative arrangement with the Houses of Chiefs serving as the Upper chambers to those of the elected Houses of Assemblies.</p>
<p>“The society was at that time progressive, peaceful, decent and full of beautiful traditions and cultures. Lives and properties were sacrosanct and accountability and honesty were the hallmarks of the traditional local Administrations,” he said.</p>
<p>According to him, “General Ironsi 1966 Unitary Government Decree, General Gowon’s and General Obasanjo’s 1967 and 1976 Local Government Reform Decrees respectively stripped Traditional Rules of their powers and gave same to the local government council thereby giving birth to the present insecurity and corruption, constitutionally and protocol wise, traditional rulers are relegated to the background.”</p>
<p>The Etsu Nupe lamented that under the present arrangement, “Traditional Rulers do not have the constitutional or other legal backing to perform effectively as they are not even mentioned in the 1999 Constitution.”</p>
<p>“This is a great departure from all earlier Constitutions that recognised them and even gave them some functions to perform.</p>
<p>“Indeed, all the Nigerian earlier constitutions gave the Chairmen of the States Councils of Chiefs seats in the National Council of State alongside former Presidents, Chief Justices, etc. For example, this is clearly provided for under Section 140 (l) and under Part 1 of the Third Schedule of the 1979 Constitution,” he added.</p>
<p>The traditional ruler, however, emphasised that “no Community or Nation would thrive successfully without due consideration of its historical evolution, customs, values and beliefs, adding that, ‘the Nigerian Nation evolved from the amalgamation of several Empires, Kingdoms, Caliphates, Chiefdoms and autonomous communities.’</p>
<p>“Undermining the traditional institution through unsavoury politically motivated actions will reduce the respect accorded it by the citizenry.</p>
<p>“This will translate into its ineffectiveness in performing its roles. It will also affect its capacity to mobilise the people towards governments programmes and projects and in managing communal, ethnic and religious conflicts and crisis.</p>
<p>“This will certainly not augur well for the envisaged peace, progress and wellbeing of the nation and its people as the government will lose a respected willing partner in these regards,” he warned.</p>
<p>The Etsu Nupe while calling on the National Assembly to intervene in safeguarding the sanctity of the Traditional Institution by ensuring its insulation from politically motivated actions that run foul of the well-established traditional settings, advised that Traditional Rulers should be accorded specific responsibilities for conflict and security management in their domains.</p>
<p>He added that, “Nigeria needs to explore all available means of conflict resolution, intelligence gathering and containment of insecurities that will complement the conventional security outfits.”</p>
<p>On his part, the Deputy Senate President, Ovie Omo-Agege, who chairs the Constitution Review Committee, said, “what you’re seeking here today, is the reinstatement of the Council of Traditional Rulers that we had in all of our previous Constitutions which was omitted in the 1999 Constitution. The question becomes, why was there that omission?”</p>
<p>“With respect to this request, it shouldn’t be very demanding because we all come from constituencies and we are all your subjects.</p>
<p>“At a time like this when we have so much insurgency in the North-East, banditry in the North-West and most of the North-Central, the same challenges we also have in the South-South, South-East and South-West; with religious tension everywhere, if His Royal Highness said that in Colonial and Pre-Colonial and Post-Colonial times, that there was need to maintain the status of traditional institutions to help us preserve peace, now is even more apt today than it was.</p>
<p>“We don’t need to convince people too much about this, we just need to work out the structures here at the national level which we have already activated in your presentations and the structures at the state level,” Omo-Agege added.</p>

										<content:encoded><![CDATA[<p>Osun State Governor, Adegboyega Oyetola, has called for holistic approach in the quest to end security challenges in the country.</p>
<p>He urged Nigerians particularly the stakeholders and security agencies to partner the traditional rulers in the fight against the scourge.</p>
<p>Governor Oyetola spoke on Wednesday while addressing the people at the National Summit on Security and Insecurity in Nigeria, held at Centre for Black Culture and International Understanding, Osogbo.</p>
<p>This is also as the Sultan of Sokoto, Alhaji Muhammed Sa’ad Abubakar, and the Ooni of Ife, Oba Adeyeye Enitan Ogunwusi, the Chairman and Co-Chairman of the National Council of Traditional Rulers of Nigeria respectively, tasked the government and the citizens to remain committed to the peace and unity of the country.</p>
<p>The duo, in their separate remarks, also pledged the readiness of the traditional rulers to partner with government in combating the scourge of insecurity in Nigeria.</p>
<p>Governor Oyetola said for the country to overcome the menace, security agencies  must collaborate with the traditional rulers, sensitise and encourage their subjects to provide intelligence and expose the criminals in their domains.</p>
<p>He lauded the organisers of the summit for the initiative, advising that the programme should be held regularly both at state and national levels as a way of enhancing security in the country.</p>
<p>“The State of Osun holds traditional rulers in high esteem as the embodiments and custodians of our culture, tradition and our Omoluabi ethos which make us tick,” Governor Oyetola added.</p>
<p>Earlier, Ooni of Ife, Oba Adeyeye Enitan Ogunwusi, expressed the readiness of the traditional rulers to partner the government in strengthening security in the country, just as he reiterated the commitment of the monarchs to ensuring a united Nigeria.</p>
<p>He called for good leadership and committed following as panacea for ensuring a sustainable peace in the country.</p>
<p>Oba Ogunwusi who described security of lives and property as fundamental to existence, advocated the need for government to return security matters to traditional rulers for effective and efficient policing at the grassroots.</p>
<p>Also, the Sultan of Sokoto, Alhaji Muhammadu Sa&#8217;ad Abubakar, called on Nigerian leaders to do the needful in maintaining peace and stability in the country.</p>
<p>He canvassed peaceful coexistence among Nigerians just as he expressed readiness to continue to partner government to enhance the security in the country.</p>
<p>The Sultan, who advocated good governance and justice as panacea for national security, urged the citizens to rise to the occasion and speak up with one voice in all honesty and fear of God to ensure permanent peace in Nigeria.</p>
<p>He also called for proper upbringing of the young ones, saying the gesture would go a long way to prevent vices in the society.</p>
<p>He maintained that the time had come for all to follow the path that would continue to promote peace, unity, and tranquillity, particularly in the wake of dire security situation in the country.</p>
<p>Those in attendance at the occasion were former Osun State Governor, Prince Olagunsoye Oyinlola; Speaker, Osun State House of Assembly, Hon. Timothy Owoeye; members of the Osun State Executive Council, traditional rulers including Owa Obokun of Ijesaland, Oba Gabriel Adekunle Aromolaran; Osomowe of Ondo, Oba Adenrele Kiladejo; Olowo of Owo, Oba Ajibade Gbadegesin; Obasaaju of Oweland, Kabba, Obasaju Kehinde; Director- General, Developmental Agenda for Western Nigeria (DAWN) Commission, Seye Oyeleye; security operatives; members of the civil society organisations; top government officials; and  political leaders.</p>

										<content:encoded><![CDATA[<p>The National Assembly should without delay amend the present constitution of Nigeria to give roles to traditional institution in governance.</p>
<p>A traditional chief in Ibadanland, Chief Adegboyega Adegoke, made the call while speaking with journalists shortly after him and other chiefs in Ibadanland were promoted by the Olubadan of Ibadanland, Oba Saliu Adetunji.</p>
<p>Those promoted by the Olubadan include Adegoke and the younger brother of the immediate past Governor of Oyo, Senator Abiola Ajimobi, Chief Wasiu Ajimobi.</p>
<p>Adegoke who was the Mogaji of Abose family was promoted to the position of Ajia Balogun of Ibadanland, while Ajimobi, who was the Aare Onibon Balogun, was promoted to the position of Lagunna Balogun of Ibadanland.</p>
<p>The Executive Director, Finance and Chief Financial Officer of OES Energy Services, said the traditional rulers being closer to the people were in a better position to know their needs,  stating that if they were given roles in the constitution, there would be less tension in every community, town and city.</p>
<p>His words:  &#8220;National Assembly should make a legislation in giving roles to traditional institution in governance. Government should not wait till there is a crisis somewhere or when election is coming before they run to traditional rulers.</p>
<p>&#8220;Traditional rulers are closer to the people than local government chairmen.  Hardly would you see anyone who would not recognise his monarch but they may not even know their chairman.  So, for this democracy to thrive, there is need for involvement of traditional rulers in government constitutionally.</p>
<p>&#8220;My advice to the government is that we need to involve traditional rulers in governance at the national, state and at the local government. This idea of just assembling  traditional rulers calling them advisers, is not right because nobody takes their advice.  The best thing is to actually amend the constitution and give a role to the traditional rulers because they are the closest to the people, community and the grassroots.</p>
<p>&#8220;They are even closer to the grassroots than even the chairmen of local government. They know their communities, they know their people and they listen to them.  So, I don&#8217;t see anything in it if government creates roles for them in the constitution. Until that is done, that is when the government can take them serious.”</p>

										<content:encoded><![CDATA[<p>President Muhammadu Buhari Wednesday in Abuja assured Obas from the South West that his administration was doing everything possible to tackle security challenges in the country.</p>
<p>Responding to an address by the obas led by the Ooni of Ife, Oba Adeyeye Ogunwusi, during a courtesy visit to the State House, Abuja, the President said: “Working with the state governments we intend to beef up the equipping of the police force with advanced technology and equipment that can facilitate the work of the security agencies.”</p>
<p>The President disclosed that he “will be issuing directives to the appropriate federal authorities to speedily approve licensing for States requesting the use of drones to monitor forests and other criminal hideouts,” adding that, “We also intend to install CCTVs on highways and other strategic locations so that activities in some of those hidden places can be exposed, more effectively monitored and open to actionable review.”</p>
<p>He spoke further: “This administration will continue to do everything necessary to protect the lives of all Nigerians and ensure that every Nigerian in every state is safe, and that our people can live in peace and harmony, regardless of ethnicity, religion or region. As a government, we remain committed to the ideals of our democracy, particularly entrenching the rule of law and the sanctity of life.”</p>
<p>He also assured the obas “and the entire nation that we will enforce the law, prosecute law breakers and secure an atmosphere of tranquility for all Nigerians where-ever they choose to live and also protect our communities from all forms of crimes. This is both in our interests as an administration and the interests of the people who voted us into office.”</p>
<p>“We need security to deliver on our many programmes to the people. There can be no prosperity if there is no security.</p>
<p>“This is not only a message of hope but a call to action to all of us as we seek ways to secure our country.</p>
<p>“On our part, as the Federal Government, we are ready to deal decisively with anyone that is fomenting this spate of criminal activities by every means necessary. We intend to deal severely with those evil Nigerians inciting violence for political ends,” he told the obas.</p>
<p>While acknowledging the presence of significant security challenges in the South West and other parts of the country, President Buhari said such understanding informed the ongoing consultations embarked by Vice-President Yemi Osinbajo with some obas “so that together we can proffer solutions to the lingering security problems in the South-West and other parts of the country.”</p>
<p>According to the President, “These consultations are important because traditional rulers form a critical part of governance structures, especially in their respective communities, where they feel the pulse of the people being the closest to the populace at the grassroots level.</p>
<p>“As a government, at all times, we need your active collaboration as we continue to deal with crimes of kidnapping, banditry and other forms of unlawful and criminal attacks resulting in needless deaths and causing fear among our people.”</p>
<p>“There are some who might want to cause instability and difficulties, but we are very confident that God willing and working together as a nation, we will be able to overcome such difficulties and all our problems, and set our country on the path of peace and prosperity,” he stated.</p>
<p>Drawing attention to the fact that “the dynamics for safeguarding security keep changing,” President Buhari noted that “we must adapt our strategies to these challenges as well as adopt modern, technological and people-centred methods in achieving these goals.”</p>
<p>According to the President, “When Nigerians voted massively for us in 2015, we focused on three areas – security, economy and fighting corruption. We have not relented on this promise and we will not.”</p>
<p>Going forward, he declared: “Let me be very clear about our firm resolve to change the security architecture of Nigeria. It is one of the top priorities for this government but we won’t be able to achieve this goal without the support and input of you, our royal fathers.</p>
<p>“As the traditional authorities in your communities, government and the security agencies will be relying on you to monitor the several different communities and people coming in and out of your areas.</p>
<p>“We hope that, for instance, traditional rulers would be able to observe new entrants into the community by requesting leaders of such ethnic groups to notify the traditional authorities of new intakes, thereby creating the opportunities for the gathering of actionable intelligence which tracks such movements in and out of communities thereby offering early warning signals.”</p>
<p>Outlining some of these interventions, President Buhari said they “include an expedited commencement of community policing, a robust revamping of police intelligence gathering capacity and the significant boosting of the numbers of security personnel in our local communities. This in specific terms will include recruiting a lot more police officers and doing so right from their local government areas, where they would then be stationed in the best practice of community policing.”</p>
<p>According to him, “We will equally continue to bring in our military when needed to complement the work of the police including possible deployment of troops on certain highways on a temporary basis, and the use of the Air Force assets to bomb hideouts where criminals are located.”</p>
<p>Admitting that these measures are inter-related and have to be well coordinated, he stressed that, “The speedy implementation of community policing will facilitate a more effective collection of intelligence. This is especially in the area of a more useful and effective intelligence gathering process that traditional rulers will play some of the most critical roles.”</p>
<p>Earlier, the Ooni, as well as other traditional rulers with him,  had individually apprised the President with security challenges they were facing in their domain and called on the President to support their efforts in addressing the issues.</p>

										<content:encoded><![CDATA[<p>The Governor of Oyo State, Engr. Seyi Makinde has stated that his government would rely heavily on the traditional rulers in the state to improve the security of lives and property.</p>
<p>The governor, who made the pledge while speaking at an event to mark the 56th birthday of the Olugbon of Orile Igbon, Oba Francis Alao, said he would be constantly knocking the doors of the monarchs for consultations and support to tame insecurity.</p>
<p>Governor Makinde, who was represented at the occasion, said that since security was one of the four cardinal objectives of his government, he would leave no stone unturned to tackle the menace.</p>
<p>A statement by the Chief Press Secretary to the Governor, Mr. Taiwo Adisa, indicated that Governor Makinde assured the traditional rulers that he would assign them huge roles in the government even though the Constitution does not isolate specific roles for the traditional institution.</p>
<p>The statement quoted the governor as saying: “Though royal fathers have not been accorded their rightful recognition, as they have been excluded by the Constitution of the Federal Republic of Nigeria, 1999, from having specific roles and functions, I want to make it abundantly clear that our royal fathers will have a place and a huge responsibility in this government.</p>
<p>“We have identified four key areas as the pillars of this government: Education, Economic Expansion, Health Care and Security. Traditional rulers will have major roles to play in the success of these programmes, especially in the area of security.</p>
<p>“Our traditional rulers, like no other persons, are great custodians of values, ethos, and culture that can be explored to re-orientate the society and keep it secured.</p>
<p>“Therefore, I will be looking forward to consulting with all royal fathers on how best to achieve the objective of making Oyo State one of the safest in the country.”</p>
<p>The governor also promised to give a facelift to the road leading to Ilaji Hotels and Resort, venue of the event, adding that his government would give priority to roads with economic importance.</p>
<p>“If any investor has brought business into this state, the least we can do is to add value by creating good roads to such companies,” the governor said.</p>
<p>While speaking at the event, the Olubadan of Ibadanland, Oba Saliu Adetunji, congratulated the Olugbon who is also the Vice Chairman, Oyo State Traditional Council.</p>
<p>Oba Adetunji said that being alive was not a right but a privilege, adding that it was an opportunity for any human being to be alive.</p>
<p>Some of the dignitaries that graced the occasion include the Eleruwa of Eruwa, Oba Samuel Adegbola; the Onpetu of Ijeru, Oba Sunday Oladapo Oyediran; the Aseyin of Iseyin, Oba Abdulganiyu Adekunle and the Deputy Speaker of the Oyo State House of Assembly, Hon. Mohammed Fadeyi.</p>

										<content:encoded><![CDATA[<p>Ogun State government has set up a committee to review the appointment, installation and promotion of some traditional rulers in the state.</p>
<p>The review will affect the 75 persons installed as kings by the immediate past governor of the state, Ibikunle Amosun, shortly before his exit – between February 2019 and May 28, 2019.</p>
<p>According to a statement issued by the Chief Press Secretary to the Governor of Ogun State, Mr. Kunle Somorin, the committee is saddled with the responsibility of identifying all the Obas and Chiefs whose appointments or promotions were within the review period as contained in the recent resolution of the Ogun State House of Assembly.</p>
<p>The cases would be reviewed separately to determine whether the appointments or promotions were in accordance with due process and extant laws of Ogun State.</p>
<p>The committee would also identify and address any other issue that the committee might consider relevant to its assignments and make appropriate recommendations as deemed necessary to the government.</p>
<p>In the committee are His Royal Majesty Oba Kehinde Olugbenle, Olu of Ilaro and Paramount Ruler of Yewaland (chairman); His Royal Highness, Oba Yinusa Adekoya, the Dagburewe of Idowa; His Royal Highness, Oba Adewale Osiberu, the Elepe of Epe, Sagamu; High Chief Yinka Kufile, the Aro of Egbaland; Babajide Oyeti, former Permanent Secretary, Ministry of Local Government and Chieftaincy Affairs; and Lanre Osota, the current Permanent Secretary, Ministry of Local Government and Chieftaincy Affairs.</p>
<p>Osota will serve as the secretary of the committee.</p>
<p>It would be recalled that the installation of the traditional rulers has been a source of controversy.</p>
<p>The House of Assembly, barely some hours after the end of Amosun’s administration passed a resolution suspending the latest appointment of traditional rulers.</p>
<p>The appointments affected are those made between February 2019 and May 28, 2019.</p>
<p>The argument was that due process was not followed.</p>
<p>The installation of the kings also caused disenchantment among the people of Aworiland who claimed that some non-indigenes were imposed on them as kings.</p>
<p>At a press conference addressed by the Olota in Council, the people of Aworiland vowed to resist any imposition of non-indigenes on them as kings.</p>

										<content:encoded><![CDATA[<p>The Ogun State House of Assembly has passed a resolution suspending all the traditional rulers appointed between February 2019 and May 28, 2019.</p>
<p>The resolution was passed on Friday.</p>
<p>The appointments made by Amosun as he was getting set to leave office, were said to have caused a crisis in Aworiland.</p>
<p>The Awori people of the state had complained that non-indigenes were being appointed as traditional rulers in their land.</p>
<p>In the same vein, the House of Assembly suspended all Local Council Areas and Local Council Development Areas political appointees.</p>
<p>The legislature said the action was to allow a probe into  alleged gross misconduct and misappropriation of public funds against them.</p>
<p>The local governments and local council development areas, the legislature directed, should hand over the affairs of the institutions.</p>
<p>They have also been directed to appear before the assembly on June 7, 2019.</p>

										<content:encoded><![CDATA[<p>Governor Abdullahi Ganduje of Kano State has said that he signed the law creating four new emirates into law because that is the desire of the people of the state.</p>
<p>He made this known on Wednesday when signing the amendment of the Local Government and Chieftaincy Affairs law after the approval by the State House of Assembly.</p>
<p>“This will encourage active and deeper participation of people of Kano State especially in the rural communities in the affairs of the state.</p>
<p>“It will also encourage active participation of traditional rulers in the areas of agriculture, education, health and security,” the governor said.</p>
<p>The state’s House of Assembly had approved the amendment of the Local Government and Chieftaincy Affairs law, paving way for the decentralisation of the Kano Emirate council.</p>
<p>The bill, known as Kano Emirs Appointment and Deposition Amendment Bill 2019 was promptly signed into law by Governor Abdullahi Ganduje.</p>
<p>It allows for the creation of four more emirates with first class emirs  &#8211; Rano, Karaye, Bichi and Gaya councils.</p>
<p>The assembly embarked on its earlier plans to amend the law following a petition filed before the house by Ibrahim Chambers.</p>
<p>The petitioner demanded for the upgrading of some traditional rulers to the status of 1st class emirs.</p>
<p>Chambers in the petition sought for the creation of the four additional first class emirates in Karaye, Bichi, Rano and Gaya.</p>
<p>According to the petition, the establishment of the emirate councils will bring more development to the people of the area.</p>
<p>The committee earlier set up by the assembly to look into the issue of reviewing the law presented its report before the legislators on Tuesday.</p>
<p>Reading the joint committees report before the floor of the house on Tuesday, the majority leader, Alhaji Baffa Danagundi, said the report also recommended the review of the law.</p>
<p>According to him, the decision followed wide consultation with stakeholders, adding that the feedback the committee received from the public, massively supported the upgrade of those emirate councils.</p>
<p>He said the response received clearly showed that the need to upgrade the traditional rulers was necessary.</p>
<p>According to Danagundi, the law if signed into law by the governor of the state, Dr Abdullahi Ganduje, the emirate council, except Bichi, would have their own kingmakers.</p>
<p>He explained that the Bichi emirate council would have its Kingmakers from the old emirate council, Gidan Dabo in particular.</p>
<p>According to Danagundi, the creation of the new first class emirs would bring more job opportunities, boost the economy, and ensure security of the state.</p>
<p>Governor Ganduje, who spoke immediately after signing the bill into law, said “this is what the people of Kano State want.</p>
<p>“This will encourage active and deeper participation of people of Kano State especially in the rural communities in the affairs of the state.</p>
<p>“It will also encourage active participation of traditional rulers in the areas of agriculture, education, health and security.”</p>
<p>The governor also said that there was need to upgrade the traditional rulers based on their historical antecedents so that aspirations and dreams of their forefathers would come true.</p>
<p>Ganduje added that all other processes for the take off of the new emirates would be completed while letters of appointment and dates of coronation of the new first class emirs would be fixed.</p>
<p>The governor also signed six other bills into law.</p>
<p>The bills are Kano State Administration of Criminal Justice Law 2019, Kano State Public Health Law 2019 and Kano State Water and Sanitation Sector Reform Law 2019.</p>
<p>Others are, Kano State College of Health Science and Technology Law 2019, Kano State Sharia Courts Amendment Law 2019, Kano State Pension and Rights of Governors and Deputy Law 2019 and Kano State Pension and Right of Speaker and Deputy Speaker Law 2019.</p>

										<content:encoded><![CDATA[<p>President Muhammadu Buhari on Tuesday welcome traditional rulers in the country to the “Next Level”, urging them to be prepared to play a crucial role in the prevention and detection of criminal activities in their domains.</p>
<p>Speaking while receiving members of the National Council of Traditional Rulers led by the Sultan of Sokoto, Alhaji Muhammad Sa’ad Abubakar III, at State House, Abuja, the president noted that involving the royal fathers had become necessary in view of the deep knowledge of their localities.</p>
<p>According to him, “You know all the families who harbour criminals and you know those who produce respectable individuals. You know the weaknesses of our society. We need your support to consolidate our achievements.”</p>
<p>President Buhari listed several significant efforts by his administration to enhance national security while emphasising the overall need for stability in the country.</p>
<p>“What we need now is your support. No government can serve creditably without your support. We will always count on your support,” he told the traditional rulers.</p>
<p>The President also welcomed the royal fathers to his “second and final term, at the end of which I will, God willing, go to Daura and settle down.”</p>
<p>The Sultan of Sokoto and Co-Chairman of the Council, told President Buhari that the body “on behalf of all the Traditional Rulers in Nigeria, is here to congratulate you on your re-election as the President of the Federal Republic of Nigeria.”</p>
<p>Urging “all Nigerians to accept the election result as the will of God,” the Sultan assured the President of the traditional rulers’ “continued unflinching support in your laudable projects, particularly your government’s cardinal objectives of fighting corruption, containing insecurity, generally sanitising the governance machinery, entrenching discipline, hard work and peaceful co-existence amongst the citizenry.”</p>
<p>The Co-Chairman of the Council and Ooni of Ife, Oba Adeyeye Ogunwusi Ojaja II, assured President Buhari that their members would work very closely with his administration to fight criminal activities.</p>
<p>The Ooni urged the re-elected Nigerian leader to be a President for the whole nation and father to all citizens.</p>
