The Senior Staff Association of Nigerian Polytechnics, SSANIP, has urged President Muhammadu Buhari to assent to the Higher National Diploma, HND, and Bachelor’s Degree (BSc.) dichotomy bill, recently passed by the National Assembly.

Mr Adebanjo Ogunsipe, SSANIP national president, said this in a communique issued at the end of the quarterly meeting of the union’s General Executive Council, on Thursday, in Abuja.

Ogunsipe said that expediting action on the bill would be in the interest of growth and development of polytechnic education in the country.

“Council wishes to commend the National Assembly for painstakingly seeing the HND/BSc. dichotomy Bill to a logical conclusion, while it is currently before the president of the country, awaiting his assent,” he said.

He described the non-payment of salaries of some state polytechnics workers as “insensitive”, adding that they were unhappy with the persistent refusal of many state governments to implement the new minimum wage.

Ogunsipe identified some of the polytechnics that were being owed salaries to include Rufus Giwa Polytechnic, Owo, Ondo (11 months’ unpaid salaries) and the Osun State Polytechnic, Iree, Osun (30 months’ unpaid half salaries).

He further listed the others as: College of Technology, Esa-Oke in Osun (30 months unpaid half salaries) and Abia State Polytechnic, Aba, Abia (28 months’ unpaid salaries), among others.

The unionist added that “council-in-session, for the umpteenth time, wished to express her displeasure at the unrepentant and seeming deliberate poor funding of Polytechnic education by some state governments in the country.”

Kwara State governor, AbdulRahman AbdulRazaq, on Friday commissioned the expansive fully air-conditioned Kwara State Polytechnic auditorium initiated by the late former Governor Muhammed Lawal some 20 years ago.

Abdulrazaq reiterated his commitment to ensure that all abandoned projects funded with tax-payers would be fixed in phases and as resources permit.

“The construction of this auditorium started over 19 years ago. It got stalled on the altar of politics of who conceived what. In 2019, I pledged not to let Kwara be a mortuary of abandoned projects. The commissioning of this facility is therefore a fulfilment of that pledge,” AbdulRazaq said at the Kwara State Polytechnic Ilorin.

The governor said the present administration was determined to set new, people-focused priorities and make public funds work for the public.

“God willing, we will do our best to complete all abandoned projects as resources may permit. This is because allowing them to rot away is a waste of public funds already invested in the projects and an abuse of public trust. As we have funded this auditorium to a befitting completion, projects like the Osi and Ilesha Baruba campuses of Kwara State University, which we inherited, will be funded to completion. This is developmental politics,” he said.

AbdulRazaq also announced the approval of another round of scholarships to boost the morale of hardworking students.

“I urge our students and youths to reciprocate our investments in education and other areas of human capital development by being good ambassadors to their respective homes and our state. I’m glad to announce to you that I have approved another round of scholarships to boost the morale of our hard working students. The Ministry of Tertiary Education will give the details in subsequent communications,” he said.

“I appealed to our young people to shun cultism and drug abuse. I urge you to be the best that Kwara people will be proud of. On our part, we will never spare any available resources to ease your path to the top.”

Commissioner for Tertiary Education, Science and Technology, Ibrahim Sulyman, for his part, called on the management of the polytechnic to take proper care of the auditorium so that the colossal sum of money sunk into the project did not go down the drain under few months.

“The story of this auditorium will be incomplete and grossly inadequate without the mention of the special interest, passion, commitment and strong political will of His Excellency who defied all odds to break the jinx and ensured that the project is completed and ready for use through constant and up-to-date release of funds to the contractor,” he said.

“We also owe our gratitude to the contractor, Alhaji Abdulraheem Oladimeji, the Jagunmolu of Igbomina land, for his patience in the last 20 years.”

Rector, Kwara State Polytechnic, Dr Abdul Jimoh, said the auditorium would solve some of the infrastructural challenges facing the institution.

“The auditorium will go a long way in solving some of our challenges. For instance, we used to hold our matriculation and convocation ceremonies in an open field which is not befitting enough. With this auditorium, we will able to confidently hold our matriculation and convocation ceremonies and some other important functions in the institution,” he added.

“The structure was conceived during the Late Rear Admiral Muhammad Alabi Lawal administration on September 7, 2001 but suffered lack of funding from previous governments. We thank God that the people’s governor, Mallam AbdulRahman AbdulRazaq intervened and the result is what we’re seeing today.”

Oladimeji, for his part, commended Governor AbdulRahman AbdulRazaq for his intervention which made him to complete the project nearly 20 years after laying the foundation.

The governor, meanwhile, also pledged to look into the challenges confronting the students in the school such as the light up project and the dam of the school.

In a brief meeting with the students’ union government executives of the school, the governor called on the students to continue to be of good character and said the administration will always support them.

Obafemi Isaac, the president of the SUG, commended the governor for his pro-people programmes such as his recent waiver for students who were yet to pay their tuition in the school to sit their examinations while they pay up later.

The Non-Academic Staff Union of Educational and Associated Institutions, NASU, has issued a 14-day ultimatum to the federal government to address anomalies in the nation’s Research Institutes and Integrated Payroll and Personnel Information System, IPPIS.

The union’s president, Dr Makolo Hassan, in a statement following its National Executive Council, NEC, meeting on Thursday, said the union was warming up for a total shut down .

According to him, NASU was an arm of the Joint Health Sector Unions, JOHESU.

“For almost 10 years, the government has failed to honour the content of the agreement it freely entered into with the Joint Research and Allied Institutions Sector Unions (JORAISU) as contained in the year 2010 JORAISU/FGN Agreement.

“The underlisted issues include payment of twelve months arrears of 53.37 per cent salary increase, peculiar allowances and earned allowances.

“Also, retirement age of 65 years for Non-Research staff as obtainable in the universities, withdrawal of circular on non-skipping of Salary Grade Level 10, that is the National Industrial Court’s judgement delivered in favour of the trade unions.

“Others include the establishment of a central body to be known as National Research Institutes Commission (NARICOM), adequate funding of Research Institutes and release of conditions of service, ” he said.

The union leader said that the government had yet to address the issues in spite of several reminders, strikes and Memorandum of Understanding (MoU) entered into with the government on the matter.

Hassan said: “We, therefore, use the opportunity of this meeting to request the government to act speedily, particularly on the issue of the 12 months arrears.

“Except some concrete steps are taken within the next 14 days, NASU members in all the research institutes in Nigeria will be compelled to commence strike to press home their demand in this regard,” he said.

The union leader also said that government had not lived to its promise of a hitch-free migration on the IPPIS, as according to him, IPPIS had demonstrated high level of incompetence and inefficiency.

He said that the union’s experience since it migrated to the platform had been a painful one.

“All efforts to get government and the office of the Accountant General of the Federation (AGF) to redress the noticeable shortcomings have not yielded positive result.

“The noticeable shortcomings include non-payment of salaries to some staff, underpayment of salaries, non-payment of approved allowances as contained in the year 2009 FGN/NASU Agreement as well as failure to pay check-off dues to the union as and when due.

“Others are non-payment of promotion arrears, non-deduction of welfare scheme, high taxation, non-release of pay slips to workers, delay in payment of salaries and non-release of schedule of payments made.

“In the face of these challenges and the lukewarm attitude of the government and IPPIS office toward redressing these shortcomings, NASU may have no choice than to embark, as soon as possible, on a full blown strike in the universities and inter-universities centres.

“Also, in polytechnics and colleges of education, except something is done very urgently to positively remedy the situation,’’ Hassan said.

Ogun State Police Command has warned that anyone caught driving an unregistered car or motorcycle will be dealt with and the car or motorcycle will be impounded.

It also warned that the owner would be prosecuted.

The warning followed the killing of a polytechnic lecturer in Ogun State by suspected hired assassins who operated with an unregistered car.

In addition, the police advised that owners of vehicles with factory fitted tinted glasses should approach the command’s department of operations for tinted permit certificate, while those using artificial tinted glasses should remove them forthwith or face prosecution.

The warning was made in a statement issued on Thursday by the spokesman of the police in Ogun State, DSP Abimbola Oyeyemi.

The statement reads:

Ogun State Police Command has observed with great concern the reckless usage of unregistered vehicles and motorcycles across the state and the rate at which they are being used to carry out heinous crimes. The most recent coincidence was the assassination of an ICT lecturer who was blocked at Itori area by gunmen using unregistered Lexus jeep.

In view of this, the command hereby warns that anybody caught driving an unregistered car or motorcycle will be dealt with and the car or motorcycle will be impounded while the owner will be prosecuted.

Similarly, owners of vehicles with factory fitted tinted glasses are advised to approach the command’s department of operations for tinted permit certificate, while those using artificial tinted glasses are advised in their own interest to remove them forthwith or face prosecution.

Meanwhile, Area Commanders and DPOs throughout the state have been directed to clamp down on those plying the roads with unregistered vehicles and motorcycles, and vehicles with tinted glasses without permit.

As an organisation saddled with constitutional responsibility of protection of life and property, the command will not fold its arms while criminally minded individuals makes life difficult for good people of the state. The command will therefore do everything within its power and law to bring criminals to their knees, especially as we are approaching the yuletide season.
