Oyo State Government has vowed to clamp down on illegal private primary schools operating within the state, saying that a taskforce would be set up to address the menace.

The vow was made on Monday by the Executive Chairman, Oyo State Universal Basic Education Board (SUBEB), Dr. Nureni Aderemi Adeniran, during an inspection of schools in Ibadan, the state capital.

Adeniran revealed that the state government, without further delay, would set up a task force over illegal schools, to be spearheaded by Oyo State Ministry of Education, Science and Technology, in collaboration with Oyo State Universal Basic Education Board.

He said the task-force would close down all mushroom private schools endangering quality in the education sector in the state.

Dr. Adeniran however charged parents and guardians to enrol their children and wards in public schools, noting that the free education policy by Governor Seyi Makinde was already yielding positive results in schools in the 2019 academic session.

“Looking at the influx of new intakes in public schools today, being the first day of resumption, it is apparent that Governor Seyi Makinde’s free-education policy is yielding good fruits in the state.

“It is highly important that those private primary and secondary schools be put under searchlight to know those operating without government approval and monitoring.

“We will henceforth close such schools found within the state,” he said.

The chairman expressed government’s readiness to place public schools as favourable competitors with private schools, saying government was working assiduously on provision of basic amenities needed by both teachers and students across the state.

He stressed that Governor-Seyi-Makinde-led administration demands maximum cooperation from all stakeholders in the sector, while the government would commit every necessary resource in achieving quality education in the state.

He further pledged government’s commitment to returning schools’ grants and renovation of bad school infrastructures in schools.

The SUBEB chairman and his team visited include People’s Primary School, Adeoyo; St. Williams School, Oke-Ado, AUD School, Foko; Islamic Primary School, Bode and St. David Primary School, Kudeti.

Others schools visited include I.M.G Primary Schools, Orita-Aperin and Ode-Aje; Ikolaba Community Primary School; Methodist Primary School, Bodija, and Methodist Primary School, Mokola.

The Oyo State government has said that the ongoing construction of buildings – new blocks of classrooms and other structures – at a state-owned primary school, All Saints Primary School, Araromi-Aperin Village, will boost the morale of children within school-going-age in Ona-Ara Local Government Area in the state.

The Executive Chairman, Oyo State Universal Basic Education Board, Dr. Nureni Aderemi Adeniran, said this on Tuesday during an inspection of two blocks of six classrooms constructed and donated by an alumnus of All Saints Primary School.

The other facilities built on the premises of the school include, Headmaster’s quarters, Staff quarters, a vicarage, church building, football pitch and sickbay, which were valued at about N100 million.

While commending the donor, an alumnus of the school, Mr. Olusola Alagbe, for supporting the state government with such projects, Dr. Adeniran urged other well-meaning indigenes of the state and non-profit organisations at all levels, including businesses, associations and faith-based organisations to take a cue from the donor and impact their societies.

“This is commendable and we appreciate Mr. Olusola Alagbe’s kind gesture in complementing government’s efforts. We also call on associations and faith-based organisations to contribute their quota to the development of education in their immediate communities,” he said.

Dr. Adeniran added that the constructing of the buildings was a good gesture which would afford children in Araromi Village enjoy free and quality education, at no cost.

He promised government’s contribution to the laudable project, saying Oyo State government would provide furniture for the pupils and teachers in the school.

Speaking earlier, representative of the donor, Engr. Diran Oyetunji, said the gesture was part of Alagbe’s efforts to give back to the society that made him who he is today.

He thanked the state government on his behalf for providing the necessary support, saying “this has afforded Mr. Alagbe the opportunity to contribute meaningfully to the educational development of Oyo State, and by extension Nigeria.”

Oyo State government has expressed its readiness to put into use the BESDA take-off grant, to educate about 170, 536 out-of-school children in 23 local government areas and ensure their retention in schools.

The Chairman, Oyo State Universal Basic Education Board, Dr. Nureni Adeniran, said this, after a two-day interactive session held in Ibadan, on implementation of World Bank assisted Better Education Service Delivery for all, on Monday.

Dr. Adeniran reiterated Oyo State government’s resolve to effectively take off the street all out-of-school children and educate them, saying the programme would cater for hawkers and almajiris in the state.

“Despite all the hiccups, I strongly believe that the essence of BESDA, which is to effectively take all the out-of-school children off the streets and draw them back to schools, will be accomplished in Oyo State.”

Expressing displeasure on the outrageous number of out-of-school children in the state, Dr. Adeniran stated that, the state government would ensure that a total of 62, 733 hawkers were taken back to school, while 107, 803 almajiris would be taken off the streets in the Oke-Ogun region of the state.

He revealed that the board had embarked on strategies that would ensure all out-of-school-children were returned to schools before year-2022.

“Oyo State, as one of the participating states, would ensure that all out-of-school-children are brought back to schools within the years of the programme implementation in the country as a whole,” he stated.

The chairman also promised that the state government, under the leadership of Governor Seyi Makinde would pay undivided attention to reduction in the number of out-of-school children, improve their literacy level and strengthen the education system.

Speaking earlier at the occasion, the Head, Coordination Support Team, BESDA, Mallam Iro Umar, expressed optimism that Oyo State had a good team to implement BESDA project.

He further noted that the state, through Oyo State Universal Basic Education Board, had met necessary parameters and had what it took to drive the programme to a fruitful end.

Oyo State government would receive an initial BESDA grant of $3 million, to kick off the programme in Ona-ara, Kajola, Surulere, Saki West, Akinyele, Olorunsogo, Iseyin, Saki East, Oyo West, Ogbomosho South, Ogbomosho North and Iwajowa.

Other local government areas are, Ogo-Oluwa, Ibadan South East, Oriire, Oluyole, Afijio, Oyo West, Ibadan South East, Egbeda, Oreloope, Ibarapa Central and Ibadan North East.

Oyo State government has said that it is poised to do the needful to access the sum of N2.7 billion outstanding funds from Universal Basic Education Board, UBEC, adding that this will help the Governor Seyi Makinde-led administration’s effort at better education delivery in the state.

Speaking during an advocacy visit by a team from Universal Basic Education Board, the Chairman, Oyo State Universal Basic Education Board, OyoSUBEB, Dr. Nureni Adeniran, said the state would leave no stone unturned to ensure every grant for the promotion of education in the state was accessed.

“Government will ensure that Oyo State Universal Basic Education Board benefits from every unaccessed fund at UBEC,” he said.

He said if accessed, the funds would be channelled into the development of education in the state, thereby encouraging enrolment in public schools across the state.

Dr. Adeniran said the board would also involve education stakeholders in addressing the menace of out-of-school children in the state.

Lamenting the increasing number of such children, Dr. Adeniran promised that the state government through the board would involve all stakeholders, such as traditional rulers, parents and educationists to ensure an aggressive enrolment of the children in public schools.

The Chairman promised that 2018 UBEC/SUBEB projects would not be sited based on political considerations, rather on needs of each school.

“Governor Seyi Makinde is committed to education in the state, and he considers that Basic Education is pivotal to the development of the state. Therefore, politics will not be a yardstick in siting schools. Rather, we would consider each school’s needs,” Dr. Adeniran said.

He further harped on Oyo State government’s resolve to contribute its quota on promoting equitable and quality basic education in the state, and by extension in Nigeria.

Appealing to UBEC to support the state government in order to replicate the Model schools, he said, “Oyo State government will stick to replicating Model schools in the State. This in turn will promote education in the state, we believe.”

Speaking earlier, the Director, Administration and Supply, UBEC, Rt. Rev. Edwin Jarumai, who represented the commission’s governing board, urged the government to do the needful in accessing it’s outstanding funds.

He further commended the state government’s concerted efforts at completing various UBEC/SUBEB projects across the state.

Play-based learning initiative for pre-primary to primary two children has been described as a crucial bedrock for children which Oyo State government intends to harness for the development of education.

In this regard the state government has promised to train all pre-primary school teachers in order to inspire standard practice in the education sector as well as grow teachers’ self esteem during teaching.

This was said on Tuesday by the Chairman, Oyo State Universal Basic Education Board (Oyo SUBEB), Dr Nureni Adeniran, during a courtesy visit by the Chief Executive Officer, Early Childhood Development Initiative, ECDI, Canada, Mrs. Patricia Eno Falope, to his office in Ibadan.

Adeniran, who stressed the importance of the play-based initiative, informed his visitors that the state government would embark on various measures to get more from teachers, as according to him, the gains in training teachers more on early childhood education in the state would be to the benefits of the teachers and the society.

He maintained that if initiatives targeted at teachers’ capacity improvement and development were adopted, the state could then boast of providing quality education.

“Oyo State Government would key into this laudable initiative of Early Childhood Development Centres, across the state to get more in return to achieve the ultimate dream of having success through students’ performance, as the input through the teacher will surely reflect in the final result seen in students’ performance in public examinations.

“While monitoring schools across all LGAs in the state, I noticed we do not have enough ECDs. This is disheartening. But be rest assured that the Seyi Makinde led administration would rectify these anomalies. We will ensure training for all pre-primary teachers and we will increase the ECD centres,” he ascertained.

Dr. Adeniran noted that state-wide enactment of Early Childhood Development Centres would help the Governor Seyi Makinde-led administration realise the desired paradigm shift in the education sector.

He therefore pledged the state government’s readiness to harness the early childhood development and training-the-trainer initiatives for a superlative transformation of the sector.

Dr. Adeniran also thanked the team for contributing its quota to the educational development of both teachers and pupils which he said had helped birthed the initiative in Oyo State.

In her reaction, Mrs. Patricia Eno Falope noted that Oyo State was the only South-West state that had keyed into the initiative, expressing her assurance for the vibrant running of the pilot study.

She disclosed that the initiative had study partners such as Ryerson University and ECDI, Canada, while Oyo State Government through the Oyo State Universal Basic Education Board, United Nations Children’s Fund (UNICEF), National Commission for Colleges of Education, University of Ibadan and UBEC were partners in the initiative.

She further revealed that the development initiative already had 24 pre- primary school teachers undergoing training in Ogbomosho North and Ido Local Government, while 271 pupils were benefiting from the pilot study.

The three-year long study was targeted at measuring the impact of play-based learning on children’s educational outcomes from pre-primary to primary two in public primary schools in the state.

Oyo State Government has disclosed that it has no plan to proscribe School Governing Boards in public schools but has worked on reviewing the mode of operation of the initiative.

The disclosure came on Friday from the Chairman Oyo State Universal Basic Education Board, Dr. Nureni Adeniran, who said that the Governor Seyi Makinde led-administration would further strengthen the idea of school governing boards through genuine participation and inclusion of all stakeholders, but would not subscribe to extortion of the masses.

Nureni called on old students and other stakeholders to intervene and contribute to the development of their alma-maters, appealing to them not to relent in their various efforts at developing their old schools.

“Oyo State Government has not proscribed SGBs in schools. Old students can still intervene in their various school projects. It is laudable and as the governor had made known in his inaugural address, any policy that is seen as beneficial to the generality of the people of Oyo State will not only be supported but be leveraged upon.

“What we are ill-disposed to is the idea that some people will use the initiative to milk the unsuspecting general public, and we have worked on this to reflect the true sense of what SGB should be.

“We are not pleased with extortion of pupils in public schools and that is the only thing Governor Seyi Makinde’s government has put a stop to. We have never been aversed to the idea of SGBs,” he concluded.

Meanwhile, Oyo State Government has expressed its displeasure towards Messrs Stock-Shield Ltd, Geostud Energy Consult and Bumtitas Ltd. contracted by the last administration for school projects, but had allegedly abandoned the site.

The Federal Government- Universal Basic Education Commission and Oyo State Universal Basic Education Board intervention projects at Ebenezer Primary School, Akingbile, Olunde Junior Secondary School and Oluyole OLGC Primary School, Ayegun, had respectively been abandoned by the two contractors.

The need for the invitation extended to the contractors was based on what the state government described as ‘faulty’ quality and design of projects that were among the 2012-2013 FGN-UBEC/SUBEB projects inaugurated by the previous administration.

Speaking for government, Dr. Adeniran said he could not understand why such projects should still be left undone and would liked the contractors to show up and defend the faulty lines in the project designs.

“Throughout the world, there is what we all know as accountability, especially from the one that is offering service. Also, in a situation whereby the one that is being served feels not satisfied, there should be dialogue and from there, progress. We want these contractors to show up so that we can rectify grey areas and move on,” he posited.

Oyo State government has ordered that the contractors handling abandoned building projects on the premises of St. Paul’s Anglican School 1 and 2, Yanbule, Bashorun, Ibadan, Bamolaid Multi Business Services should return to site with immediate effect.

The Executive Chairman, Oyo State Universal Basic Education Board, Dr. Nureni Adeniran, made the pronouncement on Monday while inspecting school construction projects across Ibadan, the state capital.

Dr. Adeniran opined that pupils in primary sector, must be given necessary support and morale that would endear them to their studies, one of which is having a good roof over their heads while studying.

He promised an immediate offset of backlog of arrears owed the contractors by the previous government, noting that the decongestion of the little space on the school premises is key.

The chairman expressed his dissatisfaction at the slow pace at which the project was executed, while expressing optimism that there would be a quick return to normalcy and prompt completion of the project before the incumbent administration’s 100 days in office.

“There is a significant cost here. In this case, it is very important to complete this project in earnest, considering the unconducive environment in which these children are learning. The contractor must come back to work immediately, and we assure him that the debts owed by the previous government will be paid.

“The pupils are at the receiving end of this and as parents and government that care for its citizens, all efforts must be put into correcting every anomaly that might have affected the education system over the years.

“We are using this medium to announce to the public that all ongoing and abandoned contracts in our public schools will be concluded soon,” he said.

In another development, the chairman has also declared immediate distribution of instructional materials to schools across the 33 local governments of the state without further delay.

“As a government, it is standard practice for us to fulfil our campaign promises, one of which is delivering free and qualitative education and we will not stop until we ensure this is done.”

The instructional materials include science kits, maths sets, charts and other necessary education materials for Junior secondary schools.

Oyo State government will do everything possible to achieve the United Nations Educational, Scientific and Cultural Organisation (UNESCO) standard for education, the Chairman, Oyo State Universal Basic Education Board, Dr. Nureni Adeniran, has assured.

Adeniran promised allocation of adequate funds to revamp the education sector in Oyo State.

Adeniran who made the promise while speaking with newsmen in Ibadan recently reiterated Governor Seyi Makinde’s promise to run free education in the state.

He called on parents and students to desist from any form of payment under any guise in schools across the state, promising stiff penalty against any teacher caught collecting money from students.

The SUBEB chairman noted that since democratic governance returned, the annual budgetary allocation to education in the state had been between four and five per cent.

He however commended Governor Seyi Makinde who promised ìnitial annual commitment of 10% of annual budget to education.

He described the Governor’s gesture as a good start, which would bring about a quick resuscitation of the education sector in the state.

Dr. Adeniran also affirmed that Oyo State Government had keyed into the Universal Basic Education Board’s scheme, Better Education Service Delivery for All (BESDA) by looking for ways to return out-of-school-children back to school and giving them quality education.

“This administration will do everything possible to achieve excellent education for our students without straining the financial capacity of parents and guardians,” he said.

“The UNESCO standard is our target and the target requires that funding for education must not be a matter of mouthing alone. Any serious government that wants to invest in education will allocate substantial fund to the sector in its budget, and that exactly is what we are doing,” he added.
