Public debate on government finances in Nigeria is once again clouded by confusion, little knowledge, and deliberate misrepresentation. At the centre of the current controversy is a misunderstanding of the distinction between total revenue generated by government agencies and the portion that actually belongs to the federal government.

The confusion has been amplified by commentators who should know better and by a media ecosystem increasingly driven by noise rather than nuance. As a result, statements by President Bola Tinubu on revenue performance and remarks by the Minister of Finance and Coordinating Minister of the Economy, Mr Wale Edun, have been wrongly framed as contradictory, when in fact they address two entirely different fiscal realities.

There is a deliberate effort by some individuals to muddy the waters by feeding the public with misleading information. One wonders why anyone would take pleasure in unleashing such information warfare on the public.

Regrettably, it appears the mainstream media, which should help frame rational and meaningful public discourse, increasingly relies on social media for stories. They appear more interested in amplifying popular sentiments, even when wrong or absurd, for clicks and views rather than clarity. The situation is even worse on television and radio, where self-styled experts are given ample airtime to spread ignorance. These individuals parade themselves as public affairs analysts, often lacking the requisite expertise.

Last September, President Tinubu said the federal government had achieved its non-oil revenue target for 2025 by August. He made this statement during a meeting with members of the defunct Congress for Progressive Change (CPC) and The Buhari Organisation (TBO), led by former governor of Nasarawa State, Senator Tanko Al-Makura.

By August, the Nigeria Revenue Service had collected over ₦22 trillion in taxes, while the Nigeria Customs Service had generated over ₦5 trillion. The NNPC also reported several trillions of naira in remittances to the government. These figures did not even include receipts from other revenue-generating agencies such as the Nigerian Ports Authority (NPA), the Nigerian Maritime Administration and Safety Agency (NIMASA), the Nigerian Communications Commission (NCC), and others.

However, during a public hearing at the National Assembly late last year, Edun said the Federal Government could not fund its capital budget adequately because it did not have enough money. Some analysts and opposition figures, due to their poor understanding of the minister’s statement, seized on it as a talking point to misinform Nigerians. In reality, President Tinubu was correct, and Minister Edun did not contradict him.

Here are the facts:

President Tinubu was right to say revenue targets were met, as revenue-generating agencies exceeded their 2025 targets. Meeting revenue targets does not mean a government has all the money it needs. No government in the world, including the wealthiest nations, has all the money it needs. This is why most governments run deficits. A deficit is the gap between revenue and expenditure, which is usually financed through borrowing and other non-revenue sources. Nigeria’s situation is like that of a man who needs ₦10 million annually to meet his personal and family obligations but earns ₦3 million. If he sets a target to increase his income to ₦6 million and succeeds, he has met his target but still falls short of his needs.

All revenues generated by agencies such as the Nigeria Revenue Service, NNPC, NIMASA, NPA, Customs, NCC, NMDPRA, and NUPRC are paid into the Federation Account. The money in the Federation Account does not belong solely to the Federal Government. It is a pool from which the federal government, state, and local governments receive their statutory allocations.

When Mr. Edun spoke about ₦10 trillion as Federal Government revenue in 2025, he was referring to the Federal Government’s share from the Federation Account— the actual money available for federal spending.

The money being spent by the 36 states, the FCT, and the 774 local governments is primarily derived from the Federation Account through monthly FAAC allocations, as stipulated by the 1999 Constitution (as amended). Apart from Lagos State, Rivers State, the Federal Capital Territory and possibly two other states, over 90 per cent of the revenue of 32 states and the 774 local governments comes from their share of the Federation Account. The internally generated revenue of many states and local governments, as reflected in their 2026 budget proposals, is less than 10 percent of their planned expenditure for the year. It, therefore, the federally collected revenues into the federation account that the entire machinery of the three levels of government essentially run on. It is very important that this distinction is made for a better public understanding of how our government is funded.

While it is the job of the opposition and civil society to criticise and hold the government accountable, the media must act as the buffer and guardrails in promoting honest and open public conversations. The media as the watchdog and moral compass of the society should frame national debate in a way that the public is properly educated and enlightened. A well-informed citizenry is essential to sustaining democracy and promoting good governance. Democracy is endangered when charlatans are given unhindered access to microphones to ventilate falsehoods and misrepresent facts.

By AZUH ARINZE

In a political landscape often dominated by noise, bluster, and the bare-knuckled theatrics of power, Hadiza Bala Usman has managed to stand out – gracefully yet forcefully. Her trajectory, from her early days working closely with former Kaduna State Governor, Nasir El-Rufai, as his Chief of Staff, to her influential tenure at the Nigerian Ports Authority (NPA), and now as Adviser to President Bola Ahmed Tinubu on Policy Coordination, has been anything but ordinary. It is a journey marked by intellect, courage, administrative brilliance, and an uncommon poise that belies the toughness with which she confronts entrenched inefficiencies.

Those who encountered the 49-year old during her days with Nasir El-Rufai knew immediately that she was no ornament in public service. Rather she was a sure-footed strategist – sharp, meticulous, unafraid to speak truth to power, and even less afraid to roll up her sleeves. El-Rufai, himself famously impatient with mediocrity, found in her the perfect match: someone who could translate ideas into action and ensure that decisions were not just made but implemented with precision.

In Kaduna, she became a powerful force within a government that prized efficiency. Whether dealing with bureaucrats resistant to change or coordinating sensitive policy programs, Hadiza proved repeatedly that competence and courage were her defining traits. Her growing reputation for discipline and smart execution soon set the stage for a much bigger assignment.

When Hadiza Bala Usman was appointed Managing Director of the Nigerian Ports Authority in 2016, sceptics whispered. A young woman at the helm of a notoriously tough and deeply political institution? Many expected her to be swallowed whole. What they did not expect was that she would confront the long-standing rot – fearlessly and frontally.

At the NPA, Hadiza’s tenure was defined by transparency reforms, digitalisation of key operations, improved revenue collection, and a deliberate effort to break the cartel-driven culture around port operations. She pushed for the adoption of the electronic call-up system in Lagos ports, reduced human interactions that fuel corruption, and insisted on accountability at levels the agency had not experienced in years.

Of course, such a shake-up was never going to be easy. She battled vested interests, political landmines, and the predictable pushback that attends any meaningful reform. Yet, through the turbulence, she remained consistent: firm, focused, and unwilling to retreat from what she believed was right for Nigeria’s maritime economy.

Her exit – the controversy, the rumours, the politics – may have made headlines, but even her fiercest critics quietly admit that the NPA of today is still operating on the scaffolding she built. Her reforms, though resisted, were never reversed. That, in government, is the ultimate compliment.

Today, as Adviser to President Bola Ahmed Tinubu on Policy Coordination, Hadiza Bala Usman once again sits at the table where Nigeria’s most consequential decisions are shaped. It is a role less flashy than managing the NPA but arguably more influential. It is also a role tailor-made for her strengths – strategy, coordination, discipline, and the ability to demand results without raising her voice.

Her job is to ensure that ministers and agencies deliver. And if Nigeria knows anything about Hadiza by now, it is that she is the last person one should assign to a position if the intention is to tolerate excuses or lethargy. With her at the centre of policy monitoring, ministries know someone is watching – methodically, professionally, and with data in hand.

What makes her story even more compelling is that she carries out her duties without the bluster that often accompanies political proximity. She works, delivers, and moves on – quietly, efficiently and beautifully.

Hadiza Bala Usman’s beauty is often remarked upon, but the real beauty – perhaps the one history will record with more urgency – is in her work: her discipline, her courage, her intellect, her refusal to be cowed by vested interests, and her capacity to reform deeply broken systems.

In a public sector littered with uneven performance and waste, her career is a study in what is possible when competence meets boldness. Whether beside El-Rufai (2015-2016), at the helm of the NPA (2016-2021), or working closely with President Tinubu (2023 till date), the Ahmadu Bello University and University of Leeds graduate has remained consistent in her approach: Nigeria must work, government must deliver, and excuses won’t be tolerated or entertained.

The beautiful works of Hadiza Bala Usman are therefore not just in her past – they are unfolding before us. And, if the past is any guide, then Nigeria is better for it.

Dangote Petroleum Refinery has stated that the Depot and Petroleum Products Marketers Association of Nigeria, DAPPMAN, demanded an annual subsidy of N1.505 trillion to enable members to match the refinery’s gantry prices at their own depots.

The refinery, in a statement made available to FrontPage, said although it offerred petroleum products to marketers at its gantry price, DAPPMAN insisted on taking delivery via coastal logistics, an option that would add N75 per litre in extra costs.

Based on daily consumption volumes of 40 million litres of Premium Motor Spirit, PMS, and 15 million litres of Automotive Gas Oil, AGO, that, it was said, would amount to an additional annual cost of N1.505 trillion (N1,505,625,000,000), “which they effectively asked the refinery to absorb or pass on to Nigerians.”

“Specifically, the marketers are demanding that we discount N70/litre in coastal freight, NIMASA, NPA and other associated costs as well as N5/litre for the cost of pumping into vessels to enable them to transport products from our refinery to their depots in Apapa and sell at the same price as our gantry.

“We wish to make it clear that we have no intention of increasing our gantry price to accommodate such demands, nor are we willing to pay a subsidy of over N1.5 trillion, a practice that historically defrauded the Federal Government for many years. DAPPMAN and other marketers are welcome to lift products directly from our gantry and benefit from our logistics-free initiative,” Dangote refinery said.

The refinery alleged that its refusal to comply with DAPPMAN’s subsidy request was the core reason behind recent public criticisms and attacks.

It reiterated that the refinery had sufficient capacity to meet domestic demand and support exports as it consistently maintained a closing stock of 500 million litres of refined products in its tanks each month.

READ ALSO: Matthew Simpa announces release of new novel, ‘Juliet’

“Between June and September, the refinery exported a combined total of 3,229,881 metric tonnes of PMS, AGO, and aviation fuel, while marketers imported 3,687,828 metric tonnes over the same period, an action that amounts to dumping, which is detrimental to the Nigerian economy and the well-being of its citizens,” it said.

Reaffirming its commitment to supporting the reform agenda of President Bola Ahmed Tinubu, the refinery stated that through various strategic interventions, it had helped stabilise the Naira, cushioned the effects of fuel subsidy removal, positioned Nigeria as a refining hub, boosted foreign exchange earnings, and created employment opportunities across multiple sectors.

“We enjoy strong working relationships with government agencies and remain committed to supporting their efforts, while not hesitating to hold institutions accountable where necessary.

“Dangote Petroleum Refinery remains firmly committed to the progress and well-being of Nigeria, and is open to partnerships with patriotic and responsible stakeholders in pursuit of national development,” it noted.

The refinery also reaffirmed its position regarding its recent statement on the DAPPMAN, which was published on Monday, 15 September, in several national dailies and reputable online platforms.

The refinery stressed that any party aggrieved by the content of the publication was free to seek redress through appropriate legal channels.

It noted that it would not be swayed by “threats or so-called seven-day ultimatums” and was fully prepared to defend its position through all legitimate means.

Dangote made the remarks over the weekend during a visit by the Minister of Industry, Trade and Investment, Dr Jumoke Oduwole, to the $20 billion Dangote Petroleum Refinery and Petrochemicals and Dangote Fertiliser Limited in Ibeju-Lekki, Lagos.

Commending President Tinubu’s efforts at addressing the issue of crude supply challenges to domestic refineries, Dangote praised the Naira-for-Crude initiative and the Nigeria First policy as bold and transformative steps capable of revitalising the economy faster than expected.

“I believe we must sincerely thank His Excellency, President Bola Ahmed Tinubu, for ensuring that there have been improvements in the supply of crude oil. His insistence that all crude oil transactions be conducted in naira has been particularly commendable. For us to effectively meet market demand—which we have the capacity to do—it is essential that crude is priced and purchased in our local currency,” he said.

The leading industrialist noted that the initiatives, along with other economic reforms, had brought a measure of stability to the naira-to-dollar exchange rate.

He expressed optimism that the naira would continue to strengthen in the coming weeks as the effects of the reforms become more visible.

READ ALSO: EXTRA: Thank you Super Falcons, By Asaju Tunde

According to him, the improved market predictability has helped investors make sound business decisions and restored confidence in the investment climate.

“We are also beginning to see some stability in the naira-to-dollar exchange rate, which has had a positive impact. There is now less fluctuation, and this has brought a degree of predictability to the market

“For those of us in the business sector, this is a welcome development, as it allows us to plan more effectively. Looking ahead, as market conditions continue to improve, we can expect to see a more favourable exchange rate,” he said.

Dangote also commended the federal government for establishing a One-Stop Shop, OSS, initiative to improve coordination among regulatory and security agencies, thereby facilitating smoother operations under the Naira-for-Crude programme.

He emphasised that the OSS had significantly reduced bottlenecks and allowed for real-time resolution of issues, in line with President Tinubu’s directive.

“The administration of His Excellency, President Bola Ahmed Tinubu, has established a One-Stop Shop that is working diligently. I am confident that the government intends to replicate this model in other sectors, particularly to streamline the clearing of goods—an essential area of business.

“At present, we are not experiencing any significant issues with loading. All the relevant agencies have been brought together under one roof, including the Navy, NIMASA, NPA, and others. This coordination has greatly improved efficiency. Whenever issues arise, they are promptly addressed through the leadership of the Chairman of the Technical Committee, Mr Zack Adedeji, who is doing an excellent job.”

The business magnate further disclosed that the refinery was set to launch a new initiative involving the deployment of 4,000 CNG (Compressed Natural Gas) tankers to distribute petroleum products more efficiently and in an environmentally friendly manner.

He explained that the move would reduce logistics costs and ensure Nigerians receive products at more affordable prices, closer to their locations.

Meanwhile, the Minister of Industry, Trade and Investment, Dr Jumoke Oduwole, reaffirmed the federal government’s commitment to promoting domestic investment and addressing the challenges faced by local investors.

“We are here today as a result of President Bola Ahmed Tinubu’s clear focus on domestic investment. As you are aware, we held a Domestic Investment Summit on Monday—the first of its kind. Today, we are gathered at the invitation of Alhaji Aliko Dangote, a leading investor who has committed an extraordinary amount of resources to Nigeria’s development,” she said.

Oduwole hailed the refinery as a landmark project, noting that even governments shied away from initiatives of such scale.

She said the administration was demonstrating real support for domestic investors by taking practical steps to reduce constraints and foster growth.

“He has taken on a project of such magnitude—one that even governments often hesitate to undertake. As an administration, we do not take this lightly. We are here to show our full support for him, both as a foremost domestic investor and as a prominent champion of African investment on the global stage.

“Our support is not limited to words; we are demonstrating our commitment through action. We are encouraging other domestic investors by recognising and backing those, like Alhaji Dangote, who put Nigeria first. This is not mere rhetoric—our time, attention, and effort are fully aligned with our priorities.

“That is why we have dedicated an entire day to immersing ourselves in this project—the Dangote Refinery.”

She added that the federal government was continuously engaging with stakeholders and reviewing regulatory and legislative frameworks to reduce business costs and stimulate industrial development.

By ABDUL SAMAD RABIU

As Nigeria marks two years under the leadership of President Bola Ahmed Tinubu, I believe it is important to reflect, not from the lens of politics, but from the perspective of business, of industry, and of the economy. I speak not only as the Chairman of BUA Group – one of Africa’s largest conglomerates, but also as someone who has lived through the complexity of Nigeria’s reforms. I have seen the cost of dysfunction, the burden of inefficiency, but more importantly, the promise of a level playing field and the dividends of decisive governance.

FUEL SUBSIDY REMOVAL

The removal of the fuel subsidy is one of the most important decisions taken by this administration. Before that, Nigeria was selling PMS at 200 or 250 Naira per litre, which was about 25 or 30 cents. I doubt there was any country in the world where fuel was being sold at that price. During my trip to Saudi Arabia for the lesser Hajj in February this year, I checked the pump price at one of the petrol stations as we drove from Jeddah to Mecca. When I converted the price to Naira, it was almost 1,500 Naira per litre. That was Saudi Arabia.

We could simply not afford the subsidy. It was not just Nigerians who were benefiting from it. We were subsidising the entire region. I remember visiting Niger Republic a few years ago when President Bazoum honoured us. During dinner, he joked and said, “Thank you for the subsidy.” He said 100 per cent of all PMS consumed in Niger was coming from Nigeria because it would cost them three times more to import. There was no incentive for them to bring in their own fuel or refine crude at their own refinery. This was the situation across the region.

Today, I understand that our fuel consumption has dropped by almost 40 to 50 per cent. It is not because Nigerians are consuming less, but because neighbouring countries have stopped tapping into our subsidised fuel. The PMS is still cheaper in Nigeria, even at 800 or 900 Naira per litre, but the logistics no longer support easy access. Countries like Niger and Benin Republic still take fuel from Nigeria, but others have stopped.

The removal of subsidies was needed not only to save the economy but to ensure that Nigerians alone benefit from what is imported. Even if there must be subsidy, it should be for Nigerians only. The money saved is now being channelled to infrastructure, to better support for states, and to other developmental priorities. All the states are receiving more money now, and that has made a real difference.

READ ALSO: Tinubu appoints new governing council members for three varsities

I am of firm opinion that President Bola Ahmed Tinubu made the right decision, and he made it boldly. On the first day he took office, he did what everyone knew had to be done but no one dared to do. He acted immediately. Many criticised him, but he did the right thing, and it saved the country. Had we continued under that burden, only God knows where we would be today. I always say, Mr President is probably the only one who had the courage to take such hard and necessary decisions.

ON THE UNIFICATION OF THE FOREIGN EXCHANGE REGIME

The unification of the foreign exchange market is another critical reform. Before this, many of us in the business community spent most of our time chasing foreign exchange. I personally spent half of my time trying to get FX from the Central Bank of Nigeria. The CBN was the only source of official exchange, offering FX at around 500 Naira when the parallel market was 800 or 900. No business could survive outside the CBN structure.

Every two weeks, we would go to Abuja to seek allocations. It was exhausting and inefficient. You had to camp there for three or four days before Allocation Monday, waiting for the CBN to allocate dollars. Today, I have met the new CBN Governor, Mr Cardoso, only once in two years. The reason is simple: I do not need to go to Abuja now to get foreign exchange. The system is open. It is working.

This was also a bold move by President Tinubu. It was necessary, and he took that decision as well. We are very glad because today we can focus on our businesses. These reforms are saving the economy.

FAIRNESS, SANITY AND STABILITY IN BUSINESS

Under this administration, we have seen a return to fairness and stability in business. We no longer worry about arbitrary shutdowns or politically motivated disruptions. Let me give a real example. We started a new business in Port Harcourt four or five years ago under BUA Foods, operating at the Rivers Ports under a concession with the Nigerian Ports Authority. It was going very well. One day, we woke up to a letter stating that the concession had been revoked, the terminal shut down, and the lease agreement terminated. There was no prior warning, no issue, no conflict.

Later, we discovered that the Managing Director of NPA at the time decided to close the business simply because our operations were competing with those of her friend. She wanted to impress her friend. That was the only reason. Today, that kind of thing cannot happen. Nobody would dare take such an action under President Tinubu. You can wake up now without fear that your business has been shut down by an agency or politician.

That stability is critical. That Port Harcourt plant alone has seen over 500 million dollars in investment and has employed over 4,000 people. The confidence this government has brought is real, and it is helping us plan better.

I must also personally acknowledge former President Muhammadu Buhari. When our Port Harcourt plant was unfairly shut down, it was his intervention that saved it. I had the privilege of explaining the situation to him. He agreed it was wrong and acted. He said he would not permit injustice under his watch. That decision saved the business. But the reality is, I had access. What if I did not? That is the difference today. Now, nobody needs access to the President to be treated fairly. Everyone knows that if you do something wrong under President Tinubu, you may lose your job or even face prosecution and go to jail. That is why I can now spend more time focusing on the business and relaxing.

The President Tinubu reforms are creating a level playing field. Like I said previously, every business had to lobby the CBN for FX. If you did not, your business would collapse. Now, you do not need to go to Abuja. You just focus on your operations.

INFRASTRUCTURE AS A KEY DRIVER OF DEVELOPMENT

In infrastructure, the difference is also clear. Look at the Lagos-Calabar highway. Look at the Sokoto-Badagry road. Look at the Kwara projects we are executing under the tax credit scheme. Look at Kano-Kongolam. Look at the Okpella to Kogi State corridor. These projects are progressing because of the savings from subsidy removal and FX unification. With more revenue, Nigeria is building.

These roads and others being built are critical because logistics have become a major challenge. Transporting goods from Lagos to the North is very expensive due to bad roads. Now, the President is addressing this. With better infrastructure, logistics will improve, and businesses will grow. These reforms have enabled long-term planning and serious investment.

BUA WILL CONTINUE TO BET ON NIGERIA

Since President Tinubu took office, BUA Group has invested over one billion dollars in the Nigerian economy. We are expanding our food business, doubling our flour and pasta facilities in Port Harcourt and building another in Lagos. Demand is increasing. People are earning more. Confidence is returning. We have also completed the first POP plaster manufacturing plant in Nigeria which is now operating and are soon starting construction of a 30MW solar energy project in Sokoto State.

In the oil and gas sector, we are completing our LNG project in Ajaokuta, Kogi State. These investments are possible because of stability that has been brought about by President Tinubu’s reforms. We can plan now. The exchange rate has been fairly stable for almost a year. FX is accessible. Money is coming in from different sources, and investors are responding. If you want 200 million dollars a week for trade, you can get it without lobbying anyone at the Central Bank. These are the results of good policies.

Nigeria is full of potential. With the right leadership, which we now have, there is no limit to what we can achieve.

ON FOOD SECURITY

When I met President Tinubu recently, he raised concerns about food prices. He wanted to know what BUA Foods was doing. I explained that his six-month tariff waiver had worked. It disrupted hoarding in the rice market. In Nigeria, the rice harvest is short and runs for about three months. Middlemen were buying paddy rice, hoarding it, and raising prices post-harvest. This artificial scarcity drove prices to as high as 110,000 Naira per bag. The farmers did not benefit. Farmers just wanted to sell and move on yet some people were buying from them, hoarding it, and creating a food crises in the country.

The temporary waiver allowed rice to be brought in, and milled immediately. The hoarders were cut out. Prices began to drop. It was a short-term solution, but it worked. It showed foresight. I told the President it helped and that if the situation persists, further steps can be taken. But for now, it has made a difference.

PRESIDENT TINUBU’S NIGERIA FIRST POLICY AND BACKWARD INTEGRATION

President Tinubu’s Nigeria First policy has aligned well with our own belief in backward integration. Our cement business is almost entirely local. We mine our own limestone. We use Nigerian gas even though it is dollar-denominated. The only foreign element is the equipment, and even that benefits from government concessions for mining equipment which everyone else in the industry benefits. If we had to import cement today, prices would be over 15,000 Naira per bag. Nigeria does not have the port infrastructure to even handle the import volume. Producing locally has saved the economy and stabilised the sector.

We are doing more, and we will continue to do more. Nigeria has everything—population, arable land, resources, water, and now, strong leadership under President Tinubu. We believe in Nigeria because the fundamentals are now strong. My advice to all is to take a Bet on Nigeria. This is the place to be.

So for me, what has this administration done right? First, it removed the fuel subsidy which was the biggest economic scam in our history. Second, it unified the foreign exchange market and third, it restored stability, fairness, and confidence in the economy. These are the foundations of growth. Nigeria is full of potential. With the right leadership, which we now have, there is no limit to what we can achieve.

Nigeria will continue to work with its international partners to ensure that cyber criminals and organised crime groups involved in transnational car thefts are deprived of the benefits of their illegal activities.

To this end, President Bola Tinubu has directed security and law enforcement agencies — including the Economic and Financial Crimes Commission, EFCC; the Nigeria Customs Service, NCS; the Nigeria Police Force, NPF; and the Nigerian Ports Authority, NPA — to intensify efforts in cracking down on individuals in possession of and trafficking in stolen vehicles.

The president noted that one of the most effective tools available to law enforcement agencies was depriving criminals of the proceeds from their illicit activities.

He acknowledges the recent handover of 53 vehicles and $180,300 by the Economic and Financial Crimes Commission, EFCC, to the Royal Canadian Mounted Police, RCMP, on behalf of two Canadian citizens who were victims of cybercrimes perpetrated by Nigerian nationals.

While expressing concern over the involvement of transnational organised criminal groups in exporting stolen vehicles to Nigeria, President Tinubu commended the commission for collaborating with partners to ensure a coordinated and professional response to the menace.

The president further directed all relevant agencies, particularly the anti-corruption agencies, to protect Nigeria’s economic and financial integrity from organised crime infiltration.

He also demanded that the value of seized and confiscated moveable assets be preserved for the state, society, and victims in line with existing legislation and international conventions.

The president strongly affirmed, “Nigeria is not a destination for stolen vehicles and a haven for illicit wealth from foreign countries.”

President Tinubu affirmed that his administration remained committed to tackling money laundering, cybercrime, and other financial crimes.

The Minister of Finance and Coordinating Minister of the Economy, Mr Wale Edun, has declared that Dangote Refinery will begin the distribution of Premium Motor Spirit, PMS, on Sunday.

Edun, who was represented by the Executive Chairman, Federal Inland Revenue Service, FIRS, Dr. Zacch Adedeji, made the declaration at a news conference in Abuja on Friday.

“I am glad to announce that all agreements have been completed and loading of the first batch of PMS from the Dangote Refinery will commence on Sunday, Sept. 15.

“From October 1, NNPC Ltd. will commence the supply of about 385kbpd of crude oil to the Dangote Refinery, to be paid for in Naira. In return, the Dangote Refinery will supply PMS and diesel of equivalent value to the domestic market, to be paid in Naira.

“Diesel will be sold in Naira by the Dangote Refinery to any interested off-taker. PMS will only be sold to NNPC, NNPC will then sell to various marketers for now,” he said.

Edun said that all associated regulatory costs (NPA, NIMASA, etc.) would also be paid for in Naira.

READ ALSO: Maulud Nabiy: FG declares Monday public holiday

“We are also setting up a one-stop shop that will coordinate service provision from all regulatory, and security agencies, and other stakeholders to ensure a smooth implementation of this initiative. This will be located in Nigeria Ports Authority, NPA. Lagos.

“The technical committee that worked to flesh out this initiative will transition to an implementation execution and monitoring committee that will be working out of Lagos for the next three to six months,” he said.

Edun recalled that the Federal Executive Council, FEC, under the leadership of President Bola Tinubu, approved the sale of crude oil to local refineries in Naira and corresponding purchase of petroleum products in Naira.

He said that the initiative would help reduce pressure on the Naira, eliminate unnecessary transaction costs, and improve availability of petroleum products in the country.

The minister said that the implementation committee chaired by him, and the other technical committee had worked intensely with NNPCL and Dangote Refinery, to fashion out the details of the modalities for the implementation of FEC approval.

“We would sincerely like to thank President Tinubu for championing this novel initiative and assure him that he can count on us to implement his vision.

“I will also like to thank everyone for the hardwork and patriotism exhibited over the last couple of weeks,” he said.

Edun chaired the presidential committee on the sales of crude oil and refined products for domestic consumption in Naira.
