										<content:encoded><![CDATA[<p>Shell Nigeria Exploration and Production Company Limited, SNEPCo, and the Nigerian National Petroleum Company Limited, NNPC, last week donated an Endobronchial Ultrasound, EBUS, system and a Body Plethysmograph to the University of Lagos Teaching Hospital, LUTH, enabling one of Nigeria’s foremost health institutions to provide advanced diagnostics in pulmonary or respiratory care.</p>
<p>The EBUS system will enable doctors to perform real-time guided biopsies and accurately stage lung cancer—an essential step in determining treatment options and timelines.</p>
<p>The Body Plethysmograph facilitates better diagnosis of asthma, restrictive lung diseases and related ailments.</p>
<p>“This is more than a donation—it is a shift,” said SNEPCo Managing Director, Ronald Adams, at the ceremony, in a speech read by Abubakar Ahmed, General Manager, Communications.</p>
<p>“It is a shift from constrained diagnostics to evidence-based, technology-enabled respiratory care. It empowers clinicians to practice medicine at the full height of their training and builds institutional capacity that will shape Nigeria’s healthcare landscape for generations.”</p>
<p>In a speech, Chief Upstream Investment Officer, NNPC Upstream Investment Management Services, NUIMS, Olanrewaju Igandan, represented by Deputy Manager, External Relations, Edith Bunmi-Lawson, said: “This initiative reflects our belief that sustainable national development goes beyond energy production. It is about improving lives, building resilient institutions and investing in systems that endure.”</p>
<p>The Chief Medical Director, Professor Wasiu Lanre Adeyemo, who was represented by Deputy Chairman, Medical Advisory Committee of LUTH, Prof. Babawale described the donation “as a landmark event that provides access to highly specialised Pulmonology care in the public healthcare sector in Nigeria.”</p>
<p>He added: “This donation not only makes advanced Pulmonology care available but also makes it more affordable and convenient to access for Nigerians. We are extremely grateful for your generosity, foresightedness, commitment and trust in our hospital and its Management.”</p>
<p>In addition to boosting respiratory care, the donation will also enable LUTH to become a Pulmonology centre of excellence where patients can access world-class care and trainees in the field can acquire skills, even as the hospital actively participates in Pulmonology research.</p>
<p>The donation is part of a wide range of social investments by SNEPCo/NNPC and co-venturers in education, health and human capital development.</p>

<p>President Bola Tinubu demonstrated foresight in July 2024, when he approved the use of the naira as the payment currency for crude oil supplied by the NNPC to the Dangote Refinery. Since the launch of the naira-for-crude initiative on October 1, 2024, Nigeria has experienced a strategic breakthrough amid the ongoing economic turmoil resulting from the Iran-Israel-US conflict in the Middle East.</p>
<p>Since its inception, the technical committee on naira-for-crude, which has the Minister of Finance and Coordinating Minister of the Economy, Wale Edun and Executive Chairman of the Nigerian Revenue Service, Zacch Adedeji and others as members, the Federal government has developed a robust framework that has ensured the Presidential initiative continues to deliver on its core objectives by maintaining supply security, stabilising the economy, and safeguarding Nigeria’s energy future.</p>
<p>The US/Israel-Iran war has now entered its 6th week, triggering global economic chaos. With no immediate end in sight, the conflict has been exacerbated by Iran&#8217;s closure of the Strait of Hormuz, an important maritime corridor between the Persian Gulf and the Gulf of Oman, that accounts for over 20% of global oil and gas flows. The disruption of this vital waterway has sent shockwaves through energy markets worldwide.</p>
<p>Across Europe, the United States, Asia, Africa, and the Middle East, prices for  LPG, LNG, PMS, and diesel have skyrocketed, placing enormous pressure on households and governments alike. The rising costs of energy have intensified economic strain on many nations, especially those with limited resources, where transportation and basic goods are becoming increasingly unaffordable.</p>
<p>While the cost of PMS and other petroleum products has also gone up in Nigeria, as in other countries, the global energy crisis has not led to a domestic scarcity of petroleum products, unlike in major countries where people are standing in long queues for days at gas stations. Many countries in Europe, Asia, and major African countries, such as South Africa and Kenya, now rely on supplies from Nigeria through the Dangote Refinery.</p>
<p>The Dangote Refinery, located in Lekki, Lagos, has validated the strategic importance of local production and refining capacity for a country as critical as Nigeria, a regional economic powerhouse. There is no doubt that the ongoing conflict in the Middle East has exposed critical vulnerabilities in the global energy supply architecture.</p>
<blockquote><p>Furthermore, the ongoing crisis has positioned Nigeria as a strategic and credible exporter to Africa – a role with long-term commercial and diplomatic significance as African governments seek more resilient and integrated energy supply arrangements.</p></blockquote>
<p>The conflict has constrained crude oil and refined product availability, triggering acute shortages and sharply rising energy costs across many markets. Countries that historically depended on the import of refined products are currently experiencing disruptions to their supply chains, with immediate and visible consequences.</p>
<p>A few examples: Vietnam is encouraging people to work from home to reduce transportation costs. The Thai government has ordered civil servants to conserve energy in public buildings and is considering whether to compel private businesses to do the same.</p>
<p>Bangladesh told universities to close early for a holiday and imposed daily limits on fuel sales. Pakistan has implemented emergency measures, including a four-day government work week and temporary school closures, to conserve energy. Indian restaurants are closing their doors due to LPG scarcity. In Egypt, shops and restaurants are mandated to close by 9 pm every day as part of the government&#8217;s exceptional measures to combat soaring energy prices. In the Philippines, the government has declared a national energy emergency. In parts of the United States, Americans join long queues to buy fuel.</p>
<p>Fortunately, the Dangote Refinery has largely shielded Nigeria from the worst effects of the global supply crisis. By scaling up production at a critical time before the escalation of the conflict, the refinery has met Nigeria’s refined products requirements.</p>
<p>Even in the face of more attractive export options, the Dangote Refinery committed to prioritising Nigeria’s energy security. This commitment has ensured full availability of petroleum products with zero queues, while other countries grapple with scarcity.</p>
<p>While the price of petroleum products has had to go up, this is being managed to reduce the impact on Nigerians. For example, despite a 10% increase in crude oil prices over the last couple of days, the Refinery has cut petrol prices by 75 Naira per litre. This was done,  even though the refinery is paying an additional premium of up to $18 per barrel for Nigerian crude oil cargoes. This is the benefit of local refining.</p>
<p>The Dangote Refinery is transforming Nigeria into a more resilient and energy‑independent nation, providing all‑year‑round availability of petroleum products and enabling the country to withstand external shocks better. Petrol queues, even during festive seasons,  have disappeared since the Refinery commenced PMS production in Oct 2024. What is perhaps not visible to many Nigerians is how this was achieved while simultaneously eliminating the huge demurrage bill that NNPC used to incur in maintaining safety stock on several floating vessels.</p>
<p>Furthermore, the ongoing crisis has positioned Nigeria as a strategic and credible exporter to Africa – a role with long-term commercial and diplomatic significance as African governments seek more resilient and integrated energy supply arrangements.</p>
<p>Since the conflict began, the Dangote Refinery has ramped up exports to Africa in a bid to help shore up supply across the continent. In March, the refinery exported close to 500,000 tons of refined products to various African countries, generating export earnings for Nigeria.</p>
<p>This underlines the importance of local production and the need for Africa’s industrialisation as championed by the Dangote Group. Not only does local production create and sustain jobs for thousands of people, preserve foreign exchange, and stimulate other sectors of the economy, but more importantly, as we have seen, it insulates the country from global volatility, supply disruptions, and geopolitical risks that continue to batter import-dependent economies in times of stress.</p>
<p>The Dangote Refinery is more than an industrial asset; it is the foundation of Nigeria’s energy sovereignty and a catalyst for sustainable economic growth.</p>

<p>President Bola Ahmed Tinubu, last week, sent shockwaves down the spine of many Nigerians in the oil sector when he signed an Executive Order for the direct remittance of oil and gas revenues to the Federation Account. The Order, the President said, would safeguard and enhance oil and gas revenues for the federation, curb wasteful spending, and eliminate duplicative structures in the oil and gas sector.</p>
<p>In effect, the NNPC Limited will no longer collect and manage the 30 per cent frontier exploration fund, according to the Executive Order, which is now an official gazette. With that, the NNPC is to ensure that the 30 per cent profit from oil and gas production sharing, profit sharing, and risk service contracts currently earmarked for the Frontier Exploration Fund (FEF) is henceforth transferred to the Federation Account.</p>
<p>Again, the NNPC Limited will no longer be entitled to the 30 per cent management fee on profit oil and profit gas revenues, which would also now go directly to the Federation Account. In the same vein, all operators/contractors of oil and gas assets held under a production sharing contract shall pay Royalty Oil, Tax Oil, Profit Oil, Profit Gas, and any other interest howsoever described and which is due to the government of the federation directly to the Federation Account. The Order also suspended payments of gas flare penalty into the Midstream and Downstream Gas Infrastructure Fund (MDGIF) as such penalties imposed on operators for flaring gas must go to the federation account. All expenditure from the MDGIF shall also be conducted in line with extant public procurement laws, policies, and regulations.</p>
<p>The Executive Order, we have been told, is anchored on Section 44 (3) of the Constitution, which vests ownership, control, and derivative rights in all minerals, mineral oils, and natural gas in, under, and upon any land in Nigeria, including its territorial waters and Exclusive Economic Zone, in the Government of the Federation.</p>
<p>However, even before the ink on the order dried up, opposition from expected and unexpected quarters are already up-in-arms against it. Leading the pack is the Petroleum and Natural Gas Senior Staff Association of Nigeria (PENGASSAN). Its President, Festus Osifo, while reacting to the Executive Order, described it as a slap on the Petroleum Industry Act (PIA), and urged the president to recall it.</p>
<p>Osifo told a world press conference 24 hours after the Executive Order was signed by President Tinubu that it was a direct attack on the PIA. The relevant portions in the PIA that the Executive Order abridged, he stated, were sections 8, 9, and 64. According to him, President Tinubu has used an Executive Order to ‘’set aside a Law of the Federal Republic of Nigeria’’</p>
<p>‘’We think that with immediate effect, the President should recall the Executive Order and have a second look at it, because we know that the President of the Federal Republic of Nigeria has done everything possible to attract investment to the oil and gas industry. But we strongly believe that in this particular case, the President has been misled. The people advising the president did not actually tell him the entire truth.’’</p>
<p>Then the subtle blackmail: ‘’Our members are in danger of being declared redundant because NNPC may not be able to meet their obligations to our members and it will also weaken investor confidence in Nigeria’s oil and gas sector as it could create uncertainty about the stability of its legal and fiscal framework,’’ Osifo stated.</p>
<p>While some of the concerns raised by Osifo may be justified, he has directly and indirectly questioned the power and authority of the President. What he may not be aware of is the fact that the President has identified structural concerns regarding the continued role of NNPC Limited as a concessionaire under Production Sharing Contract arrangements. Indeed, the existing framework, which allows the company to influence operating costs while simultaneously functioning as a commercial entity, creates potential competitive distortions and undermines its transition into a fully commercial operator as envisioned under the PIA. The Executive Order therefore, introduces immediate measures to curb leakages, enhance transparency, eliminate duplicative structures, and reposition NNPC Limited strictly as a commercial enterprise whilst safeguarding the Federation’s interests.</p>
<blockquote><p>More opposition is still expected to the President’s Executive Order in the coming days, but the good news is that Tinubu is one tough politician who will stick to his guns once he believes that he is on the right course.</p></blockquote>
<p>The Nigerian National Petroleum Company (NNPC) Limited, on July 1, 2022, became a Limited Liability Company whose operations would be fully run in compliance with the provisions of the Companies and Allied Matters Act (CAMA) of 2020. This is in accordance with the provisions of the Petroleum Industry Act (PIA). Indeed, with the passage of the PIA, there’s no gainsaying that the operations of the NNPC Limited would be significantly impacted when the law comes into full swing.</p>
<p>Section 53(1) of PIA 2021 requires the Minister of Petroleum Resources to cause for the incorporation of the NNPC Limited within six months of the enactment of the PIA in consultation with the Minister of Finance on the nominal shares of the company. The PIA also raised stakeholders’ expectations on the company, even as it has given it a wide room to stimulate investments in the oil and gas industry.</p>
<p>Also, Section 65 of the Act encourages the NNPC Limited and its joint venture partners to explore the use of incorporated joint venture companies. The NNPC Limited is also required to declare dividends to its shareholders and retain 20 per cent of profit as retained earnings to grow its business like any other incorporated entity under the Companies and Allied Matters Act, as provided under Section 53(7) of the PIA.</p>
<p>However, five years after it became a limited liability company, the change in name has not led to any significant improvement in the performance of the NNPCL. It has been held down by corruption by big men in the society who are not yet willing to give up the honey pot that the company has become to them. Under the new name and status, the NNPC Limited is expected to run like state-owned entities like Saudi Aramco, owned partly by the Kingdom of Saudi Arabia and American oil investors, and PETRONAS Global, owned by Malaysia. According to the law, the company will run on a commercial basis in a profitable and efficient manner without recourse to government funds.</p>
<p>Apart from profit-seeking, the NNPC Limited is expected to operate above board by mandatorily making disclosures for every financial year. While profit might seem evasive, disclosures are important for shareholders to know the state of affairs or any nagging concern. However, until 2020, the NNPC, then a corporation, had not published its audited financial accounts for 43 years. Nigerians would still love to see how their commonwealth was being managed.</p>
<p>NNPC Limited currently owns four refineries, two of which are located in Port Harcourt, one in Warri, and one in Kaduna. The refineries have a combined installed capacity of 445,000 b/d, but they are moribund and do not refine a single litre of fuel, leaving the nation entirely dependent on importation and an expensive subsidy regime. That came to an end when the Dangote Petroleum Industry came on board last year, and has saved the nation a huge amount in foreign exchange. Despite a good number of obstacles that were deliberately put in its way to sabotage its operations and making its Chairman, Alhaji Aliko Dangote to fight back, the refinery is up and running and changing the narrative of fuel queues in Nigeria.  However, our comatose national refineries give a stark contrast to Saudi Aramco, which it sought to emulate. Aramco currently owns five refineries. Its last one, Jazan Refinery Complex, was completed in 2021. Aramco currently refines about 3m b/d from its refineries. Oil from its refineries is used domestically and also exported to different parts of the world.</p>
<p>While the pandemic in 2020 affected businesses, especially the oil industry, and economies all over the world, Aramco reported a revenue of about $205 billion that same year. The following year in 2021, the corporation reported revenue of $360 billion. This makes Saudi Aramco one of the world’s most profitable companies, with a net income of over $100 billion in 2021. The NNPC since its creation has incurred losses after each financial year. In 2020, the NNPC reported revenue of N3.7 trillion (less than $10 billion), and a profit of N281 billion. In 2021, it made revenue of N2.9 trillion (less than $8 billion), and is notorious over the years for being embroiled in corruption scandals, debt repayment, and other issues in addition to its production and refining capacity, which account for the significant discrepancy in its revenues.</p>
<p>Mr. Bayo Ojulari, the new man in charge of the NNPC Limited, last year, promised that the company would be listed on the Nigeria Stock Exchange by 2028. Under the PIA, this should have been done as far back as 2022. As part of the preparation for the listing and to prepare a balance sheet for the future IPO, the Federal Government reportedly approved the write-off of approximately $5 billion in debts owed by the NNPCL in late 2025.</p>
<p>While Tinubu’s bold move with his new Executive Order should be commended, it would not be out of place if the revenue that would now be available to states and local governments translate to improved living conditions for the people of Nigeria. Nigeria’s wealth through God’s given crude oil and natural gas reserves have not really benefitted the masses – an irony that is embarrassing to our national existence and shameful to our reputation on the global scene. But the bureaucrats and those in government, who are the major beneficiaries of those resources have turned a blind eye to the anomaly. Additionally, while executive authority under Section 5 of the Constitution empowers the President to implement and enforce laws, substantive alterations to statutory fiscal frameworks like the PIA may require legislative amendment to ensure constitutional alignment and institutional certainty. This should not be difficult for the President, as the National Assembly is there to lend muscle to the bidding. Such relevant portion of the PIA that conflicts with the new Executive Order should be amended without delay.</p>
<p>More opposition is still expected to the President’s Executive Order in the coming days, but the good news is that Tinubu is one tough politician who will stick to his guns once he believes that he is on the right course. Nigerians should see this Executive Order as more than a policy update, but as a clear signal that Nigeria’s natural resources will now be managed with greater transparency, efficiency, and accountability to the people. Nigeria’s petroleum sector remains central to national economic stability. Reforms that improve transparency and fiscal integrity should be welcome with both arms. However, sustainable reform must align with constitutional processes, statutory frameworks, and investor predictability. The reform in the NNPC Limited is long overdue. Let’s wait and watch if Tinubu’s Executive Order would do the magic in finally transforming our lives for the better.</p>

										<content:encoded><![CDATA[<p>President Bola Tinubu has issued an executive order to safeguard and enhance oil and gas revenues for the federation, curb wasteful spending, eliminate duplicative structures in this critical sector of the national economy, and redirect resources for the benefit of the Nigerian people.</p>
<p>The president signed the EO in pursuance of Section 5 of the Constitution of the Federal Republic of Nigeria (as amended).</p>
<p>The Executive Order is anchored on Section 44(3) of the Constitution, which vests ownership, control, and derivative rights in all minerals, mineral oils, and natural gas in, under, and upon any land in Nigeria, including its territorial waters and Exclusive Economic Zone, in the Government of the Federation.</p>
<p>The directive seeks to restore the constitutional revenue entitlements of the federal, state, and local governments, which were removed in 2021 by the Petroleum Industry Act (PIA).</p>
<p>The PIA created structural and legal channels through which substantial federation revenues are lost through deductions, sundry charges, and fees.</p>
<p>Under the current PIA framework, NNPC Limited retains 30 per cent of the Federation’s oil revenues as a management fee on Profit Oil and Profit Gas derived from Production Sharing Contracts, Profit Sharing Contracts, and Risk Service Contracts.</p>
<p>In addition, the company retains 20 per cent of its profits to cover working capital and future investments.</p>
<p>Given the existing 20% retention, the additional 30% management fee is considered unjustified by the Federal Government, as the retained earnings are already sufficient to support the functions NNPCL performs under these contracts.</p>
<p>NNPC Limited also retains another 30% of its profit oil and profit gas under the production sharing, profit sharing, and risk service contracts, as the Frontier Exploration Fund under sections 9(4) and (5) of the PIA. A fund of this size, being devoted to speculative exploration, risks accumulating large idle cash balances, which would encourage inefficient exploration spending, at a time when government resources are urgently needed for core national priorities, including security, education, healthcare, and energy transition investments.</p>
<p>There is also the Midstream and Downstream Gas Infrastructure Fund (MDGIF) under Section 52(7)(d) PIA, funded by the collection of gas flaring penalties provided under Section 104.</p>
<p>The fund is to be used for supporting environmental remediation and relief for host communities impacted by gas flaring.</p>
<p>However, section 103 of the PIA has already established a dedicated Environmental Remediation Fund, administered by NUPRC, specifically designed to fund the rehabilitation of communities negatively impacted by upstream petroleum operations, including gas flaring. Furthermore, Section 103 already imposes a fee on lessees to contribute to this fund for precisely this purpose.</p>
<p>All these deductions far exceed global norms and effectively divert more than two-thirds of potential remittances to the Federation Account.</p>
<p>The continuing decline in net oil revenue inflows is largely attributable to these deductions and fragmented oversight under the current PIA architecture.</p>
<p>The Executive Order aims to resolve, among other things, the duplicative 30 per cent deduction for profit-sharing arrangements by addressing overlapping and redundant provisions across all relevant laws and regulatory instruments within the PIA framework and NNPC Limited’s governing structure.</p>
<p>The objective is to eliminate unjustified multiple layers of deductions that erode revenues that ought to accrue to the Federation Account, enabling the three tiers of government to pursue critical national priorities.</p>
<p>The president has identified structural concerns regarding the continued role of NNPC Limited as a concessionaire under Production Sharing Contract arrangements.</p>
<p>The existing framework, which allows the company to influence operating costs while simultaneously functioning as a commercial entity, creates potential competitive distortions and undermines its transition into a fully commercial operator as envisioned under the PIA.</p>
<p>The Executive Order, therefore, introduces immediate measures to curb leakages, enhance transparency, eliminate duplicative structures, and reposition NNPC Limited strictly as a commercial enterprise, while safeguarding the Federation’s interests.</p>
<p>In rolling out the order, the president affirmed that the reforms are of urgent national importance, given their implications for national budgeting, debt sustainability, economic stability, and the overall well-being of Nigerians.</p>
<p>President Tinubu noted that his administration would also undertake a comprehensive review of the Petroleum Industry Act in consultation with relevant stakeholders to address identified fiscal and structural anomalies.</p>
<p>According to the Presidential Executive Order, which has been officially gazetted, NNPC Limited will no longer collect and manage the 30% Frontier Exploration Fund.  NNPC Limited will ensure that the 30% profit from oil and gas from production sharing, profit sharing, and risk service contracts currently earmarked for the frontier exploration fund is henceforth transferred to the Federation Account.</p>
<p>NNPC Limited will also no longer be entitled to the 30% management fee on profit oil and profit gas revenues that should go to the federation account.</p>
<p>In the same vein, all operators/contractors of oil and gas assets held under a production sharing contract shall, from the date of the Executive Order, which is February 13, 2026, pay Royalty Oil, Tax Oil, Profit Oil, Profit Gas, and any other interest howsoever described which is due to the government of the federation directly to the Federation Account.</p>
<p>President Tinubu has also suspended payments of the Gas Flare Penalty into the Midstream and Downstream Gas Infrastructure Fund. The Commission shall, from the date of the Executive Order, pay proceeds from all penalties imposed on operators for flaring gas into the Federation Account and cease payment of such proceeds into the Midstream and Downstream Gas Infrastructure Fund (MDGIF).</p>
<p>All expenditure from the MDGIF shall be conducted in line with extant public procurement laws, policies and regulations.</p>
<p>President Tinubu has approved the constitution of a joint project team to execute integrated petroleum operations.</p>
<p>The Commission shall serve as the interface with licensees and lessees in respect of integrated operations where upstream and midstream petroleum operations are fully combined.</p>
<p>President Tinubu approved the establishment of an Implementation Committee to oversee and ensure the effective, coordinated implementation of the executive order.</p>
<p>The members of the committee include the Minister of Finance and Coordinating Minister of the Economy, the Attorney-General of the Federation and Minister of Justice, the Minister of Budget and National Planning and the Minister of State, Petroleum Resources (Oil). Other members of the Committee are the Chairman, Nigeria Revenue Service; a Representative of the Ministry of Justice; the Special Adviser to the President on Energy; and the Director-General, Budget Office of the Federation.</p>
<p>The latter will provide a secretariat to the committee.</p>

										<content:encoded><![CDATA[<p>Towards meeting the energy demands of their ongoing expansion projects, three subsidiaries of Dangote Industries Limited, Dangote Petroleum Refinery, Dangote Fertiliser Plant and Dangote Cement Plc have scaled up their Gas Sales and Purchase Agreements, GSPA, with subsidiaries of the Nigerian National Petroleum Company Limited, NNPC Ltd,: Nigerian Gas Marketing Limited and NNPC Gas Infrastructure Company Limited, NGIC.</p>
<p>The upscaled Supply Agreements will help to drive the conglomerate’s Vision 2030, resulting in increased output, better and cleaner energy supply as well as support ongoing expansion projects.</p>
<p>The Agreements were signed at the unveiling of the NNPC Gas Master Plan, GMP, 2026, tagged NGMP 2026 held at the NNPC Towers weekend in Abuja.</p>
<p>Managing Director and Chief Executive Officer of Dangote Petroleum Refinery, Mr. David Bird, signed on behalf of the refinery, while the Group Managing Director of Dangote Cement Plc, Mr. Arvid Pathak, signed on behalf of the cement company.</p>
<p>Mr. Mustapha Matawalle signed on behalf of Dangote Fertiliser FZE.</p>
<p>CEO of Dangote Petroleum Refinery, David Bird speaking at the signing ceremony said that the agreement demonstrated the refinery&#8217;s bold steps to expand its capacity.</p>
<p>According to him, the agreements mark a critical milestone in the expansion drive as well as a proactive measure to lock in vast energy requirements for the anticipated increase in its production capacity.</p>
<p>According to Pathak, the agreement signing serves as an enabler of DCP’s strategic objectives.</p>
<p>The agreement guarantees the gas required to support the drive towards CNG adoption as Autogas and to meet the increasing gas demand as production capacities in Nigeria are expanded.</p>
<p>It also promotes the adoption of cleaner fuel for both Autogas through CNG and gas to support increased production output.</p>
<p>For Dangote Fertiliser FZE, it is anticipated the agreement will support the company’s fertiliser capacity expansion projects, given that fertiliser is a product of natural gas.</p>
<p>Meanwhile, speaking at the event, the Minister of State for Petroleum Resources (Gas), Ekperikpe Ekpo, described the Gas Master Plan as a deliberate pivot from policy articulation to disciplined execution, anchored on commercial viability and integrated sector-wide coordination.</p>
<p>He said: “Today’s launch is not merely the unveiling of a document; it represents a deliberate shift towards a more integrated, commercially driven, and execution-focused gas sector, aligned with Nigeria’s development aspirations. Nigeria is fundamentally a gas Nation. With one of the largest proven gas reserves in Africa, our challenge has never been potential, but translation: translating resources into reliable supply, infrastructure into value, and policy into measurable outcomes for our economy and our people. The Gas Master Plan speaks directly to this challenge.”</p>
<p>Ekpo further noted that the Plan’s strong focus on supply reliability, infrastructure expansion, domestic and export market flexibility, and strategic partnerships aligns seamlessly with the Federal Government’s Decade of Gas Initiative, positioning natural gas as the backbone of Nigeria’s energy security, industrialisation, and just energy transition.</p>
<p>In his address, the Group Chief Executive Officer, NNPC Ltd, Engr. Bashir Bayo Ojulari, described the NNPC Gas Master Plan 2026 as a bold, effective execution-anchored roadmap designed to unlock Nigeria’s immense gas potential and elevate the country into a globally competitive gas hub.</p>
<p>Ojulari noted that with about 210 trillion cubic feet (Tcf) of proven gas reserves and an upside potential of up to 600 Tcf, Nigeria possesses one of the most consequential hydrocarbon basins in the world; one reinforced by the Petroleum Industry Act (PIA) and the Federal Government’s gas-centric energy transition agenda.</p>
<p>“The Plan is structured not just to deliver &#8211; but to exceed- the Presidential mandate of increasing national gas production to 10 billion cubic feet per day by 2027 and 12 billion cubic feet per day by 2030, while catalysing over 60 billion dollars in new investments across the oil and gas value chain by 2030.”</p>
<p>He explained that the Plan prioritises cost optimisation, operational excellence, and systematic advancement of resources from 3P to bankable 2P reserves, while strengthening gas supply to power generation, CNG, LPG, Mini-LNG, and critical industrial off-takers.</p>
<p>Reaffirming his personal commitment as Chief Sponsor of the initiative, the NNPC Ltd GCEO stressed that the Company has adopted a more collaborative, investor-centric approach in shaping the NGMP 2026, with strong alignment to industry stakeholders, partners, and investors.</p>

										<content:encoded><![CDATA[<p>As part of ongoing efforts to reposition Nigeria’s gas sector as the engine room of national industrialisation, energy security, and sustainable economic growth, the Nigerian National Petroleum Company Limited, NNPC Ltd, has officially unveiled its Gas Master Plan, GMP, 2026, tagged NGMP 2026.</p>
<p>The unveiling, held at the NNPC Towers in Abuja on Friday, 30th January, 2026 marks a strategic inflection point in Nigeria’s energy transition journey, underscoring government’s resolve to translate the nation’s vast gas endowment into tangible economic value, infrastructure expansion, and global competitiveness, in alignment with its long-term development aspirations.</p>
<p>Speaking at the event, the Minister of State for Petroleum Resources (Gas), Rt. Hon. Ekperikpe Ekpo, described the Gas Master Plan as a deliberate pivot from policy articulation to disciplined execution, anchored on commercial viability and integrated sector-wide coordination.</p>
<p>“Today’s launch is not merely the unveiling of a document; it represents a deliberate shift towards a more integrated, commercially driven, and execution-focused gas sector, aligned with Nigeria’s development aspirations. Nigeria is fundamentally a gas Nation. With one of the largest proven gas reserves in Africa, our challenge has never been potential, but translation: translating resources into reliable supply, infrastructure into value, and policy into measurable outcomes for our economy and our people. The Gas Master Plan speaks directly to this challenge.”</p>
<p>Ekpo further noted that the Plan’s strong focus on supply reliability, infrastructure expansion, domestic and export market flexibility, and strategic partnerships aligns seamlessly with the Federal Government’s Decade of Gas Initiative, positioning natural gas as the backbone of Nigeria’s energy security, industrialisation, and just energy transition.</p>
<p>In his address, the Group Chief Executive Officer, NNPC Ltd, Engr. Bashir Bayo Ojulari, described the NNPC Gas Master Plan 2026 as a bold, effective execution-anchored roadmap designed to unlock Nigeria’s immense gas potential and elevate the country into a globally competitive gas hub.</p>
<p>Ojulari noted that with about 210 trillion cubic feet (Tcf) of proven gas reserves and an upside potential of up to 600 Tcf, Nigeria possesses one of the most consequential hydrocarbon basins in the world; one reinforced by the Petroleum Industry Act (PIA) and the Federal Government’s gas-centric energy transition agenda.</p>
<p>“The Plan is structured not just to deliver &#8211; but to exceed- the Presidential mandate of increasing national gas production to 10 billion cubic feet per day by 2027 and 12 billion cubic feet per day by 2030, while catalysing over 60 billion dollars in new investments across the oil and gas value chain by 2030.”</p>
<p>He explained that the Plan prioritises cost optimisation, operational excellence, and systematic advancement of resources from 3P to bankable 2P reserves, while strengthening gas supply to power generation, CNG, LPG, Mini-LNG, and critical industrial off-takers.</p>
<p>Reaffirming his personal commitment as Chief Sponsor of the initiative, the NNPC Ltd GCEO stressed that the Company had adopted a more collaborative, investor-centric approach in shaping the NGMP 2026, with strong alignment to industry stakeholders, partners, and investors.</p>
<p>In a goodwill message at the occasion, the Chairman of the Independent Petroleum Producers’ Group, IPPG, and CEO of Aradel Holdings, Mr. Adegbite Falade, said: “This is giving a shot in the arm to the economy which will bridge the gap between intent and reality. Gas thrives on value chain, from upstream to offtakers. As IPPG members, we reiterate our commitment and support to this initiative.”</p>
<p>Also lending his voice to the initiative, the chairman of the Oil Producers Trade Section, OPTS, and MD of TotalEnergies Upstream Companies in Nigeria, Matthieu Bouyer, thanked the NNPC Ltd for the ambition behind the NNPC GMP, stressing that his organisation supports the core operating principles of the Plan.</p>
<p>The Gas Master Plan 2026 is expected to serve as the definitive framework for coordinated gas sector development, execution discipline, and value creation over the next decade.</p>
<p>The Gas Master Plan 2026 is an offshoot of the Nigerian Gas Master Plan (NGMP) 2008, which is a strategic framework aimed at maximizing the economic benefits from the country&#8217;s abundant gas resources.</p>
<p>Another significant dimension to the NGMP 2026 is the utmost attention to full alignment with the Nigerian Decade of Gas Programme.</p>

										<content:encoded><![CDATA[<p>On December 1, 2025, NNPC E&amp;P Limited, NEPL, the flagship upstream subsidiary of NNPC Limited, achieved a record production level of 355,000 barrels of oil per day, its highest daily output since 1989.</p>
<p>This was made known on Tuesday by the Chief Corporate Communications Officer, NNPC Ltd., Andy Odeh, in Abuja.</p>
<p>He said the milestone marked a significant step forward for Nigeria’s upstream sector and reflected the company’s ongoing transformation anchored on efficiency and discipline.</p>
<p>The figures, according to him, showed genuine transformation: average daily production surged 52%, rising from 203,000 barrels per day in 2023 to 312,000 in 2025.</p>
<p>“This record growth is no coincidence; it stems from a clear strategy anchored on operational excellence, strong asset management, and structured field development. “NEPL’s performance demonstrates that with the right leadership, strengthened systems, and a committed workforce, Nigeria’s upstream sector can overcome years of instability.”</p>
<p>The spokesman said the achievement converted national ambition into measurable momentum.</p>
<p>The presidential targets of 2 million barrels per day by 2027 and 3 million by 2030, he said, had often appeared aspirational.</p>
<p>NEPL’s delivery brings them closer to reality.</p>
<p>Speaking on the development, Engr. Bashir Bayo Ojulari, the Group CEO of NNPC Limited pointed out that the milestone was proof that Nigeria’s energy revival was not a dream; it was already happening.</p>
<p>“By showing its ability to exceed its own production benchmarks, NEPL confirms that the essential building blocks for scaling national output are being firmly established. The achievement signals that the machinery of production—equipment, processes, capabilities, and partnerships—can be driven with commercial discipline to produce real and positive outcomes,” Ojulari stated.</p>
<p>He noted that the achievement reinforced confidence nationally and across the global energy landscape, assuring partners and investors that Nigeria was committed to reaffirming its role as a dependable energy supplier.</p>
<p>Also speaking, Udy Ntia, the Executive Vice President, Upstream, observed that the milestone went beyond the 355,000 bpd figure.</p>
<p>“In a sector where shortcuts can yield short-term wins but long-term damage, NEPL is making a different point: sustainable progress must rest on responsible operations. This ensures that scaling production does not compromise worker safety, community wellbeing, or environmental protection. It reinforces a shift away from extraction at any cost towards sustainable value creation—a core requirement for any modern energy company seeking global relevance,” Ntia added.</p>
<p>Nicolas Foucart, MD, NEPL also noted that NEPL’s record-setting performance mirrors the broader transformation unfolding across NNPC Limited.</p>
<p>“This is a story shaped by leadership that charts a clear course; by partnerships built on alignment and accountability; and by a workforce whose hard work is turning goals into measurable progress. Our people, our processes, and principles are the real engines behind this success. We are building for tomorrow, not just celebrating today,” Foucart stated.</p>
<p>He added: “For Nigerians, this accomplishment means far more than increased barrels; it translates into greater national revenue, stronger energy security, and a more resilient economic foundation. NEPL has not only produced more hydrocarbons; it has reignited belief in what Nigeria’s energy sector can achieve with the right systems, culture, and dedication.”</p>

										<content:encoded><![CDATA[<p>Nigeria’s premier gas distribution company, Shell Nigeria Gas Limited, SNG, is expanding its operations in Ogun State with an agreement to provide gas to SG Industrial FZE, a leading steel company in the Guandong industrial zone in the state.</p>
<p>The agreement adds to a growing list of clients for SNG which has developed as a dependable supplier of gas through distribution pipelines of some 150km, serving over 150 clients in Abia, Bayelsa, Ogun, and Rivers states.</p>
<p>The company recorded the achievements working in close collaboration with NNPC Gas Marketing Limited, NGML.</p>
<p>“Our commitment is clear — to build, operate, and maintain a gas distribution system that is not only reliable, but resilient, transparent, and designed to fuel growth,” Managing Director, SNG Managing Director, Ralph Gbobo, said at the signing ceremony. “The agreement reflects our commitment to expanding access to cleaner and more reliable energy to support Nigeria’s growth agenda.”</p>
<p>Vice General Manager SG Industrial FZE, Moya Shua, said: “We are thrilled to partner with SNG on this transformative journey. This collaboration marks a major step forward in securing reliable energy that will power our growth and long-term ambitions.”</p>
<p>SNG was incorporated in 1998 as a fully Shell-owned company.</p>
<p>It had also increased access to its natural gas pipeline network, connecting new customers like Reliance Chemical Products Limited II, Ultimum Limited, Nigeria Distilleries Limited III and Rumbu Industries Nigeria Limited, reinforcing its commitment to boosting domestic gas utilization across Nigeria.</p>
<p>The milestones support the Federal Government’s Decade of Gas initiative and the broader gas development agenda.</p>

										<content:encoded><![CDATA[<p>Shell Nigeria Exploration and Production Company Ltd., SNEPCo, last week won an award for “Promotion of Good health/Wellbeing” at The SERAS Africa Sustainability Awards 2025 in Lagos at the weekend.</p>
<p>The recognition came as the latest outreach of the Nigerian National Petroleum Company Limited, NNPC/SNEPCo Vision First initiative held in Asaba, Delta State November 17 – 22, reaching a total of 6,538 individuals since the inception of the programme in 2022.</p>
<p>The SERAs Africa Sustainability Awards, which began in 2007, recognised achievements of individuals and organisations in corporate social responsibility.</p>
<p>SNEPCo was honoured for investments in health, one of many high-impact projects the pioneer deep-water company has implemented since it commenced production at the Bonga field in 2005.</p>
<p>Founder of the SERAS Awards, Ken Egbas, said at the award ceremony: “Tonight, we celebrate the organisations that are not only doing well but doing good,” commending the support which has made the event “the gold standard for sustainability recognition in Africa.”</p>
<p>“We are pleased at the recognition of our modest efforts to make life more meaningful for the people” commented SNEPCo Managing Director Ronald Adams.</p>
<p>“The award is also a tribute for the support of NNPC Upstream Investment Services (NUIMS) and our co-venture partners—Nigerian Agip Exploration Limited, TotalEnergies Nigeria, and Esso Exploration and Production Nigeria (Deepwater) Limited.”</p>
<p>The Vision First initiative is the flagship of SNEPCo’s broader Health-in-Motion programme, and the outreach in Asaba was the 5th, and first outside Lagos.</p>
<p>Of the 1,927 who registered, more than 1,300 received consultation for ailments such as hypertension, diabetes and malaria, while 174 were operated for cataract and pterygium with nearly 1,500 given eyeglasses and eye drops.</p>
<p>The programme was delivered in collaboration with the Delta State Ministry of Health, Aniocha North Local Government Council and a Jos-based NGO, Kolmarg Eyesight Foundation.</p>
<p>SNEPCo Managing Director, represented by Senior Asset Manager, Bolanle Odunayo-Ojo, said: “Through free eye screenings, treatments, and surgeries, we are working to restore sight, renew hope, and reaffirm our commitment to the health and dignity of every individual.”</p>
<p>In a goodwill message delivered by Gloria Mok, State Coordinator, Emergency Ambulance Service, DELSEAS, &amp; Focal Person, Eye Health Programme, Ministry of Health, the Commissioner of Health, Dr. Joseph Onojae, said: “We are grateful to NNPC/SNEPCo for sponsoring this programme and adding Delta State in their corporate social responsibility agenda.”</p>
<p>Prof Olukorede Adenuga, Executive Director, Kolmarg Eyesight Foundation noted: “Investing in eyecare and carrying out blindness prevention programs have been shown to have the highest returns compared with investments in other area of healthcare; therefore, the Vision First programme is a laudable initiative.”</p>
<p>Among other milestones recorded by the programme since 2022, nearly 5,000 prescription glasses have been dispensed at no cost with 4,869 people receiving essential medications, and 667 people undergoing vision-restoring procedures including cataract removals to other corrective surgeries.</p>

										<content:encoded><![CDATA[<p>The Nigerian National Petroleum Company, NNPC, Limited has announced its financial performance for the full year ended 2024, reporting a Profit After Tax of ₦5.4 trillion on revenue of ₦45.1 trillion.</p>
<p>The results, shared during its earnings call with analysts, underscore a year of strong operational delivery.</p>
<p>Building on this performance, the company unveiled its strategic roadmap to drive sustained growth and support Nigeria’s energy transition through 2030.</p>
<p>The plan prioritises increased oil and gas production and outlines a $60 billion investment pipeline across the energy value chain.</p>
<p>2024 Financial Highlights</p>
<p>NNPC Limited’s results demonstrate strengthened financial resilience and enhanced operational efficiency:</p>
<p>Revenue: ₦45.1 Trillion, 88% year-on-year growth</p>
<p>Profit After Tax: ₦5.4 Trillion, 64% year-on-year growth</p>
<p>Earnings Per Share: ₦27.07, 64% year-on-year growth</p>
<p>“The earnings highlight the positive momentum of our ongoing transformation and the unwavering commitment of our workforce,” said Bashir Bayo Ojulari, Group Chief Executive Officer. “They offer a solid foundation for the ambitious growth ahead, in line with President Bola Ahmed Tinubu’s mandate, and reaffirm our commitment to delivering value to Nigerians.”</p>
<p>A Roadmap for Sustained Growth and Energy Security</p>
<p>NNPC Limited is accelerating investments across upstream operations, gas infrastructure, and clean energy to extend growth into the next decade.</p>
<p>Key strategic targets include:</p>
<p>Increasing crude oil production to 2 million barrels per day (bpd) by 2027 and 3 million bpd by 2030.</p>
<p>Growing natural gas production to 10 bcf/d by 2027 and 12 bcf/d by 2030 and completing major gas infrastructure projects such as Ajaokuta-Kaduna-Kano (AKK), Escravos-Lagos Pipeline System (ELPS) and Obiafu-Obrikom-Oben (OB3) pipelines to strengthen domestic supply and regional integration.</p>
<p>Mobilising $60 billion in investments across the upstream, midstream, and downstream sectors by 2030.</p>
<p>“Our transformation is anchored on transparency, innovation, and disciplined growth,” Ojulari added.</p>
<p>“We are positioning NNPC Limited as a globally competitive energy company capable of delivering sustainable returns while powering the future of Nigeria and Africa.”</p>
<p>NNPC Limited is Nigeria’s leading oil and gas company.</p>
<p>Founded in 1977, the organisation underwent a major transformation in July 2022, becoming a fully commercial and profit-driven entity under the Petroleum Industry Act (PIA) of 2021.</p>
<p>Today, NNPC Limited plays a pivotal role across the entire oil and gas value chain, from exploration and production to refining and distribution, driving growth and energy security for Nigeria and the continent.</p>
