										<content:encoded><![CDATA[<p>Plans are underway by the Federal Government to regulate the activities of online news platforms in the country.</p>
<p>The National Broadcasting Commission, NBC, Reform Implementation Committee, has already been inaugurated to carry out the task of coming up with a framework.</p>
<p>Speaking during the inauguration of the committee in Abuja, the Minister of Information and Culture, Alhaji Lai Mohammed, said the decision to regulate the activities of the online media was part of the recommendations of a committee earlier set up to make the NBC more effective.</p>
<p>According to Mohammed, the president had approved of the recommendations.</p>
<p>Said he:  “The terms of reference of the committee are as follows; To establish and publish a new regulation for the licensing of web and internet broadcasters/international broadcasters in Nigeria.</p>
<p>“To immediately commence work on all statutory, legal and regulatory framework for further legislative action on the review of the NBC act by the national assembly.</p>
<p>“To work out the modalities for a competitive and reasonable salaries, wages and other welfare needs of the staff of the commission.</p>
<p>“To establish necessary protocols for the establishment or appointment of professionals or technocrats (non-partisan personality) to run the agency, and appointment into the board of the NBC.”</p>
<p>While the Director of Monitoring of the NBC, Prof. Armstrong Idachaba, chairs the committee, the Chief Press Secretary, Federal Ministry of Information and Culture, Mr. Joe Mutah, is the secretary.</p>
<p>Other members of the committee are: the Acting Chairman of the Broadcasting Organisations of Nigeria (BON), Sir Godfrey Ohuabunwa; the Director, Legal Services, Federal Ministry of Information and Culture, J.K. Ehicheoya; Secretary, Association of Local Governments of Nigeria (ALGON), Hajia Binta Adamu Bello; Director of Administration, FRCN, Mr. Ibrahim Jimoh and Board Member, NBC, Agbo Kingsley Ndubuisi.</p>
<p>The committee, Mohammed said, was given six weeks to submit its report.</p>

										<content:encoded><![CDATA[<p>Governor Aminu Masari of Katsina State has said that cattle rustlers and arm bandits have been granted amnesty by the North-West governors as part of measures to restore peace in the zone.</p>
<p>Masari made the disclosure in a communique read at the end of a one day security and reconciliation meeting with security agents, vigilance and volunteer groups, herdsmen and farmers on Thursday in Katsina.</p>
<p>“As from today, no vigilante group member or volunteers should attack or kill any herdsman, as sacrifice must be made by both sides to ensure peace reign.</p>
<p>“Herdsmen and their families should be allowed to go for their normal businesses, attend markets and worship places without molestation provided they don’t carry arms.</p>
<p>“Those bandits who rustled animals from communities should immediately return them to the government or Miyetti Allah Cattle Breeders Association.</p>
<p>“Bandits should surrender their weapons and immediately release all those kidnapped and now under their custody.</p>
<p>“We are happy that we have seen some releases of kidnapped victims from Zamfara and other states,” he said.</p>
<p>The governor also said the states would intensify efforts to provide necessities that would make nomadic life meaningful like hospitals, schools, grazing reserves among others.</p>
<p>Governor Bello Matawalle of Zamfara said that the states would provide grazing reserve for the herders for them to settle in one place in the zone.</p>
<p>Matawalle said: “We are concerned that herders are always roaming around with their animals thereby exposing themselves to different kinds of hazards.</p>
<p>“The governors took a uniform measure, you should also take a uniform decision not to rustle animals, kidnap or kill anyone.</p>
<p>“You should immediately release all people in your custody in order to show the world that you have truly repented,” he said.</p>
<p>In his remarks, the Inspector-General of Police, Mohammed Adamu, said that nobody was allowed to attack or kill anybody in the name of vigilance or volunteer group.</p>
<p>He also said that anybody caught killing innocent people would be pursued by the police and prosecuted.</p>
<p>Adamu said that any herdsman that indulged in kidnapping or other acts would equally be arrested by the police and made to face the full wrath of the law.</p>
<p>Secretaries to the State Governments attending the meeting would remain and continue discussion with security agents and herdsmen on modalities to go about measures to be adopted.</p>

										<content:encoded><![CDATA[<p>More security personnel have been deployed to Sanga local government area following the attack on Nandu Village in Kaduna State.</p>
<p>Also, the State Emergency Management Agency, SEMA, was directed to provide relief materials to the people of the area.</p>
<p>The government of Kaduna State made these known in a statement by its spokesman, Samuel Aruwan.</p>
<p>While commiserating with families of the victims of the attack, the government said the way to end violence was by “respecting our common humanity, settling differences peacefully and promptly reporting threats and suspicions to the appropriate authorities.”</p>
<p>The government said already, the security personnel had recovered the bodies of some of the victims.</p>
<p>The statement reads:  “Security agencies have been deployed in the area, and the State Emergency Management Agency has been directed to immediately provide relief materials to the affected community…</p>
<p>“The security agencies have so far recovered nine corpses, including children. The attackers also burnt several houses in the village.</p>
<p>“The government condemns this attack on the lives and security of citizens and appeals to our communities to resist those who do not want peace.</p>
<p>“The governor, on behalf of the government and people of Kaduna State, commiserates with the families of the victims and prays for the repose of their souls.</p>
<p>“Government, security agencies, traditional and religious institutions will continue to work towards sustainable peace.</p>
<p>“In this moment of grief, we must come together to defeat the machinations of those who have no notion of respect for the lives of others.</p>
<p>“Violence has left an unacceptable toll of death and injury, loss of livelihoods, pain and fear.</p>
<p>“We must overcome this by respecting our common humanity, settling differences peacefully and promptly reporting threats and suspicions to the appropriate authorities. Evil will never triumph over our common humanity.”</p>
