Lagos State government in partnership with the federal government has warned public servants and youths on the dangers of illegal migration and human trafficking, urging them to make use of the opportunities Nigeria presents for them to excel in their careers.

A sensitization programme on Human Trafficking, Migrant Smuggling and ‘Japa Syndrome’ with the theme ‘Partnership for Protection: Safeguarding Public Servants Against Trafficking and Unsafe Migration’ was held in Lagos, organized by the State Ministry of Special Duties and Intergovernmental Relations in partnership with federal government agencies on Wednesday.

The Commissioner for Special Duties and Intergovernmental Relations, Gbenga Oyerinde, said in his address that the programme was put together to educate and enlighten the people of Lagos State, most especially public servants on the ‘despicable act’ of human trafficking.’

The commissioner described human trafficking as “a form of modern day slavery which involves the illegal recruitment and transportation of individuals through force, putting them to work and benefitting from their service.”

He described as erroneous the belief by many Nigerians that travelling out of the country is the only way for them to succeed in life, adding that traffickers are using all sorts of methods to recruit victims for the purpose of exploitation.

“Human trafficking as we know is usually for specific purposes like labour and sexual exploitation, while also exploiting people who want to leave the country to escape poverty, conflict, crises or just want a better life.

”The JAPA syndrome has also become a popular slang which represents the mass movement of our people seeking opportunities abroad due to several factors, mainly the belief of better economic opportunities,” he said.

Oyerinde urged public servants and youths to believe in the potentials of the state and Nigeria rather than using unconventional means to travel out of the country.

“Dear public servants of Lagos State, I wish to use this opportunity to appeal to you all, to remain positive and believe in the potentials of our state and the nation at large. I also wish to add that you make the best use of every opportunity available towards actualizing your dreams.

“The message to end human trafficking must be heard, loud and clear. We must all be involved in the campaign to desist from human trafficking and illegal migration. Proper channels have to be followed in the course of migration.”

He reminded Nigerians that every country has its peculiar challenges but expressed confidence that with the Renewed Hope Agenda of the federal government, a strong and virile nation can be built.

He also commended federal agencies such as Nigerian Immigration Service, NIS; Nigerians in Diaspora Commission, NiDCOM; National Agency for Trafficking in Persons, NAPTIP; National Orientation Agency, NOA, for partnering with the state to stem the tide of human trafficking and illegal migration.

The Chairman and Chief Executive Officer, Nigerians in Diaspora Commission, NiDCOM, Abike Dabiri, said human trafficking was not only a local problem but an issue that had assumed a global dimension which no longer put the poor and uneducated at risk but also civil servants and high-performing youths.

Dabiri further said traffickers capitalized on desperation by individuals to exploit them.

She attributed the surge in migration to economic challenges, adding that people were promised non-existent employment while some had been issued fake certificates of employment after parting with millions of naira.

“There is a need to carry out due diligence and study laws of the country of your destinations if you must migrate regularly. Lagos has taken this initiative and I assure you that at the federal level, we stand ready for deeper collaboration, tighter policy protection, and stronger Intergovernmental cooperation. We must make Nigeria not just a country people love but a country people are not forced to escape from,” Dabiri said.

Dabiri noted that President Bola Tinubu was doing all to provide jobs for the youths.

The Nigerians in Diaspora Commission, NiDCOM, is set to launch the Diaspora Home and Abroad Platform during the sixth edition of National Diaspora Day, holding on July 25 and 26 at the State House Conference Centre, Presidential Villa, Abuja.

Addressing a news conference in Abuja, Abike Dabiri-Erewa, Chairman/CEO of NiDCOM, said the platform was designed to provide Nigerians living abroad with safe, reliable, and accessible housing options.

She said the year’s celebration was geared towards real, practical engagement with Nigerians abroad.

“In 2024 alone, Nigerians in the diaspora sent home over $20 billion, more than the country’s foreign direct investment,” Dabiri-Erewa said.

“But beyond the numbers is a wealth of knowledge, skills, and global exposure that we must now channel into nation-building.”

She said this year’s theme, “Optimising Formidable Diaspora Potentials for National Development and Growth,” reflected the need for action, not just talk, in harnessing diaspora contributions.

The 2025 edition of the event is expected to host over 1,200 physical participants and thousands of virtual attendees from around the world.

READ ALSO: Okpebholo’s unforced error and his critics, By Simbo Olorunfemi

In a show of growing global interest, a group of 25 African American visitors will also join the Abuja celebration, highlighting renewed connections between Nigeria and the historic African diaspora.

Dabiri-Erewa noted that NiDCOM’s focus in recent years had been to deepen structured diaspora engagement through initiatives such as the Diaspora Focal Point Officers in states, the National Diaspora Policy, the Nigeria Diaspora Investment Summit, NDIS, and the ongoing Diaspora Data Mapping as well as constant engagements.

As part of the celebration, a Youth Empowerment Summit will also take place, focusing on STEM (Science, Technology, Engineering, and Mathematics) as a key driver of development.

Students from 14 schools across Abuja will participate.

Chairman of the Local Organising Committee, Mr Abiodun Akanbi, confirmed that over 500 young people will attend the STEM summit, which forms a key part of the overall programme.

Other highlights of the two-day hybrid event include plenary sessions, investment fora, and strategic networking.

The celebration will end with the National Diaspora Merit Awards, honouring exceptional Nigerians making a difference globally.

By DEJI NEHAN

In a bold move that underscores the power of digital identity, the Central Bank of Nigeria (CBN), in partnership with the Nigeria Inter-Bank Settlement System (NIBSS), has unveiled the Non-Resident Bank Verification Number (NRBVN) platform. While this may sound like just another banking innovation, it is, in fact, a watershed moment—a deliberate attempt to close the gap between Nigeria and its vast, untapped diaspora population.

For too long, Nigerians living abroad have been sidelined by logistical hurdles: no local addresses, no easy access to BVN registration, and no straightforward way to engage Nigeria’s financial system. This exclusion has not only limited individual participation in personal finance tools like mortgages, pensions, and investments – it has deprived the nation of the economic leverage its diaspora can provide.

The NRBVN is more than a digital tool. It is a bridge of re-connection.

Financial Inclusion, Now Borderless

According to the CBN, the NRBVN enables Nigerians abroad to remotely register and verify their identities for access to Nigerian financial services. This directly aligns with the National Financial Inclusion Strategy, which prioritizes vulnerable and underserved populations – and the diaspora is one of the most underserved segments of all.

With NRBVN, the CBN is breaking the old gatekeeping model. No more waiting for visits home. No more exclusion from formal banking channels. Access is now digital, secure, and global.

Follow the Money: The Diaspora’s Role is Growing

Consider this: remittance flows into Nigeria surged from $3.3 billion in 2023 to $4.73 billion in 2024, according to data from the CBN. The bank has now set its sights on a $1 billion monthly remittance target, recognizing that the diaspora isn’t just sending love home—they’re sending lifelines.

Yet, these lifelines have mostly flowed through informal channels, limiting impact and visibility. NRBVN opens the door for safer, traceable transactions—and potentially larger economic contributions.

This is also coming at a time when platforms are trying to digitize and streamline diaspora engagement. A pattern is emerging: Nigeria is building digital infrastructure for diaspora participation.

More Than Money—A Call to Invest, Engage, and Build

The true brilliance of NRBVN is what it makes possible – investment accounts, access to capital markets, participation in diaspora bonds, insurance, and even the long-elusive dream of owning property back home.

What the CBN is doing here is laying economic on-ramps for the diaspora. This is not just about banking – it’s about belonging.

READ ALSO: China to establish electric vehicle factories in Nigeria

It’s about the possibility of contributing not just as senders of money but as co-builders of Nigeria’s future.

Linking NRBVN to Diaspora Bonds: Expanding the Financial Toolkit for Diaspora Engagement

While the NRBVN serves as a gateway to essential banking services, its real power lies in how it complements existing financial instruments like Diaspora bonds. These bonds are government-issued debt securities designed to attract investment from citizens living abroad. Nigeria first launched its Diaspora bond in 2017, raising $300 million, primarily from the U.S. and U.K., with the funds earmarked for infrastructure development.

By linking the NRBVN platform with bond subscription processes, the Central Bank of Nigeria (CBN) can reduce entry barriers for diaspora investors, making it easier to track, subscribe, and manage their bond holdings digitally. This would not only improve transparency but also instill greater trust among Nigerians abroad, who have often been skeptical about remitting money into opaque government projects.

Now is the time to lean in. The infrastructure is rising. The will is there. And most importantly, the opportunity is now digital and borderless.

Moreover, this integration could be embedded into digital platforms enabling seamless onboarding, KYC compliance, and access to national investment instruments—all from one interface. This synergy transforms the NRBVN from a mere identity platform into a central node in Nigeria’s diaspora financing architecture.

Global Comparisons: What Nigeria Can Learn from Ethiopia, Kenya, and India

Nigeria’s approach to diaspora financial inclusion through NRBVN aligns with global best practices but also highlights areas where more ambition is needed. For instance, Ethiopia’s diaspora bond programme, while initially met with skepticism, is now being supported by its digital ID initiative, easing verification and boosting subscription confidence.

In Kenya, the government leverages its M-Akiba mobile bond platform, which allows citizens and diaspora alike to purchase government bonds through their phones – without needing a bank account. This radically increases accessibility and encourages participation in national development efforts.

India, home to one of the world’s largest diasporas, raised billions through Resurgent India Bonds (RIBs) and India Millennium Deposits, with aggressive engagement campaigns run through overseas embassies, investment expos, and bank partnerships. Nigeria could emulate this by embedding NRBVN registration drives within its embassies and consulates, combined with digital awareness campaigns and financial education content.

A New Kind of Citizenship

The launch of the NRBVN platform invites us to reflect on what it truly means to be Nigerian in the 21st century. The diaspora must not see this as another headline, but as an invitation—no, a responsibility – to take intentional steps towards nation-building.

Imagine if more diaspora Nigerians shifted from sending remittances to funding cooperatives, investing in agricultural processing, or co-owning renewable energy infrastructure. These are no longer far-off dreams. Platforms like NRBVN make them administratively possible and financially plausible.

Policy Recommendations: Making the NRBVN and Diaspora Engagement Agenda Work

For the NRBVN to deliver its full potential, several policy steps must be taken:

Institutional Collaboration

There needs to be deeper collaboration between the CBN and diaspora-focused ministries (like NiDCOM), to align strategies around remittances, investments, and diaspora-targeted financial products.

Diaspora Investment Dashboard

Create a centralized digital dashboard—possibly linked to NRBVN—where Nigerians abroad can view available government bonds, real estate investment trusts (REITs), agro-investment schemes, and other verified opportunities.

Strengthen Legal Protections

Enact or amend legislation that offers stronger consumer and investor protections for diaspora citizens. This builds long-term trust and ensures that those participating in diaspora bond programmes or digital investments are safeguarded against fraud or mismanagement.

Performance Reporting

Regularly publish reports showing how funds raised from diaspora bonds or remittances tied to NRBVN-verified accounts are being used. Transparency will be a major determinant of sustained engagement.

Global Promotion and Integration

Launch NRBVN awareness and onboarding campaigns during diaspora events abroad, especially in countries with high remittance flows like the U.S., U.K., and Canada. These campaigns should showcase NRBVN as both a gateway to banking and an access point to national development programmes.

Conclusion: Step Forward with Intention

Now is the time to lean in. The infrastructure is rising. The will is there. And most importantly, the opportunity is now digital and borderless.

To every Nigerian abroad: don’t just scroll past the NRBVN news. Sign up. Get verified. Invest. Participate. This is more than financial access—it’s a call to reclaim your economic stake in the country you still call home.

Chairman/CEO, Nigerians in Diaspora Commission, NIDCOM, Abike Dabiri-Erewa, has urged participants at the ongoing international conference on migration to strengthen regular migration pathways to enhance labour mobility.

The NIDCOM boss made the remark in her keynote address as well as panelist discussion at the Rabat Process (Euro-African Dialogue on Migration and Development) thematic meeting under Nigerian’s chairmanship, with the theme: “Youth, Education and Innovation: Driving the Future of Migration”.

She stressed that the government’s efforts should be consolidated in the sensitisation and education of the general public on the available opportunities backed by laws in the migration space to further galvanise support for combating irregular migration and the dangers attached to it.

Highlighting the positive impact of Diaspora engagement, the NIDCOM boss pointed out that the over 20 million Nigerians in the Diaspora were a major component of the overall development and thus were an economic force that could not be ignored.

According to her, Nigerians abroad remitted about $20 billion to Nigeria last year, which equates to a contribution of about 5.7 per cent of the GDP of Nigeria and 11 times the FDI for the year.

She stressed on the need to include youths in all aspects of policy decision and implementation of migration issues as they can bring their expertise, skills and knowledge to bear, noting that NiDCOM had put in place dedicated programmes for diaspora youth under the home strings category.

The Euro-African Dialogue on Migration and Development, also known as the Rabat Process, is a multi-stakeholder dialogue between European and African countries.

In a recent video message, Dabiri-Erewa highlighted President Bola Ahmed Tinubu’s introduction of a new executive directive known as the ‘Nigeria First Policy’.

The NiDCOM boss stressed that the policy was designed to prioritise Nigeria-centric matters, promote locally made products, and provide home-grown solutions to government procurement.

She emphasised that the Nigeria First Policy comes at a critical time and would need Nigerians, home and abroad, working collaboratively with the current administration to build a more sustainable and forward-looking nation.

Dimanche Sharon, the newly appointed Chief of Mission of the International Organization for Migration, IOM, in Nigeria, has expressed her commitment to deepening collaboration with the Nigerians in Diaspora Commission, NiDCOM, towards enhancing safe, orderly, and regular migration while strengthening diaspora engagement strategies.

Sharon stated this during a familiarisation visit to the Chairman/CEO of NiDCOM, Hon. Abike Dabiri-Erewa, at the commission’s headquarters in Abuja.

The IOM Chief commended NiDCOM’s strides in diaspora engagement and migration management, describing Nigeria’s efforts as exemplary on the continent.

According to her, “Migration, when well-managed, is a powerful catalyst for sustainable development. We recognise the value of the Nigerian diaspora and their outstanding contributions, particularly through remittances which are the highest in sub-Saharan Africa.”

Sharon also emphasised IOM’s readiness to collaborate more strategically with NiDCOM in areas that will add value to the efforts of the government and deliver on the shared promise of safe migration.

She added that in 2022, Nigeria received $20.1 billion in diaspora remittances, accounting for 38 per cent of Sub-Saharan Africa’s total, underscoring the diaspora’s vital role in national development.

A total of 231 Nigerian boys and girls who were trafficked to Ghana have been rescued and facilitated back to the country in a coordinated multi-agency collaboration with Nigerians in Diaspora Commission, NIDCOM, facilitating their transportation back home.

The victims, many of whom were lured with false promises of lucrative jobs, were instead coerced into engaging in internet fraud after being handed laptops, before their rescue.

According to Staff Officer Dominic Mensah, Head of Human Trafficking at Ghana’s Economic and Organised Crime Office, EOCO, the victims were discovered during a recent raid on an estate where they were lodged.

He said 27 suspected traffickers were arrested during the operation.

“We got intelligence on the location two weeks ago and struck last week. We found underage youths and adults held there. Some were sick, and to prevent a humanitarian crisis, the Ghanaian government decided to repatriate them back to Nigeria,” Mensah explained.

Thereafter, NiDCOM, with the support of the First Lady, Senator Oluremi Tinubu, and Wema Bank, facilitated the return of the victims immediately.

The victims were officially handed over to the National Agency for the Prohibition of Trafficking in Persons, NAPTIP, for further profiling and support.

The estate owner where the victims were held is currently undergoing trial in Ghana, with assurance that all those involved in the trafficking network would be arrested and prosecuted.

The victims, whose ages range from 15 to 38 years, has Edo state topping the list with 76 indigenes, Anambra 6; Delta 17; Bayelsa 13; Imo 19; Enugu 12; Ebonyi 8; Cross River 7; Abia 9; Niger 4; Akwa Ibom 3; Kogi 6; Ondo 1; and one person from Osun.

Receiving the victims in Lagos, Abike Dabiri-Erewa, Chairman/CEO, NIDCOM, encouraged them not to feel ashamed of their ordeal.

READ ALSO: INTIMATE AFFAIRS: The husband snatcher, By Funke Egbemode

“You are being received on behalf of President Bola Tinubu. The president cares about you and every Nigerian, regardless of where you reside. Hold your heads high. For those who want to return to school or learn a trade, support will be provided through your state governments,” Dabiri-Erewa assured.

She thanked key stakeholders who facilitated the rescue and repatriation including the First Lady, Senator Oluremi Tinubu, Wema Bank for covering the transportation costs and providing some financial support for the victims, Chief Callistus Elozieuwa, Chairman BOT, NIDO Ghana, the Nigerian High Commissioner in Ghana, Ambassador Adeoye and Airtel, whose staff were on ground to provide starter packs to those who already have their NIN.

Dabiri-Erewa stressed government’s resolve to shame and prosecute human traffickers, just as it does with drug traffickers.

“They will not go scot-free. Traffickers will be punished. NAPTIP and other agencies will help you reintegrate and find jobs. You have a bright future ahead.”

She also called on state governments to provide support to victims identified from their various states.

Speaking in the same vein, NAPTIP Zonal Commander, Comfort Agboka, said that all victims would be thoroughly profiled, while the suspects would be transferred to the Economic and Financial Crimes Commission, EFCC, for further investigation.

Three more girls trafficked to Ghana returned home Thursday as Hon. Abike Dabiri-Erewa, Chairman/CEO, Nigerians in Diaspora Commission, NIDCOM, put the numbers of those rescued from Ghana so far at about 200.

She noted that human trafficking will not stop if perpetrators and agents were not exposed and shamed.

The three girls trafficked to Ghana were at the NIDCOM, Lagos office, on Thursday and thereafter handed over to NAPTIP.

She thanked the Chairman, NIDO Ghana Board of Trustees, Chief Callistus Elozieuwa, who was said to have been consistent in the war against trafficking by working with the Ghanaian security agencies to rescue them, the Nigerian High Commission in Ghana for effective consular support and the First Lady, Mrs Oluremi Tinubu, for generously helping out with transportation.

She said while NAPTIP had been rescuing and also arresting traffickers, human trafficking was on the increase globally because people were shying away from naming and shaming those behind the modern day slavery.

In the last few months about 200 Nigerians have been repatriated to the country from Ghana.

The latest returnees of ages 17 to 19 from Bayelsa and Ebonyi states, Divine, Favour and Bright, claimed that their aunties lured them into the sexual trade in Ghana under the guise of helping them to secure jobs there.

In line with collaborative efforts between NiDCOM and NAPTIP, the girls were handed over to NAPTIP for proper profiling and reintegration.

The NIDCOM chairman, as done in previous cases, in the past, personally took care of their accommodation in Lagos and paid for their transportation back to their states.

Nigerians in the Diaspora have remitted about $90 billion in the last five years to shore up the economy for national development.

The Chairman/CEO, Nigerians in Diaspora Commission, NIDCOM, Abike Dabiri-Erewa, made this known at Nigerian Institute of Social and Economic Research, NISER, Workshop in Collaboration with the Nigerians in Diaspora Commission, NiDCOM, in Abuja with the theme: “A Six-Continent Survey of Nigerian Professionals in Diaspora: Policy Measures for Harnessing Contributions to National Development”.

The NIDCOM boss emphasised the need for accurate and sufficient data to provide a deeper understanding of the contributions, challenges, and opportunities within the Nigerian professional community in the diaspora.

Dabiri-Erewa noted that the theme of the Diaspora Study Stakeholders Workshop was highly relevant, as it would help map out key skills, identify emerging talents, and establish effective ways to engage them.

According to her, “by leveraging the derived data, NiDCOM can implement targeted policies that facilitate robust diaspora engagement, foster stronger ties with Nigeria, and maximise their invaluable contributions to national development.”

She also commended Prof. Antonia Taiye Simbine, Director-General, NISER, for spearheading the initiative and expressed optimism about further collaborations between the two institutions.

Prof. Antonia Simbine told participants that the study aimed to move beyond remittances and ensure all-round diaspora participation in Nigeria’s development.

She noted with over 17 million Nigerians in the diaspora, the insights from this research will provide a foundation for strategic policies that leverage diaspora expertise and investments for national growth.

The Director General, Nigerian Institute of Social and Economic Research, NISER, showed gratitude to the NiDCOM boss for her support towards the event and her efforts in engaging the diaspora for the country’s growth and development.

Amb. Bolaji Akinremi, Director of Economic Trade and Investment, who represented the Minister of Foreign Affairs noted that Nigeria boasted as one of the most dynamic and influential diaspora populations globally.

READ ALSO: Google organises AI workshop for journalists in Lagos

Akinremi stressed that the workshop served as a crucial platform to align the study’s design and implementation with national objectives and global best practices.

He reaffirmed that its success would enhance diaspora engagement and reinforce Nigeria’s commitment to integrating its global citizens into national development.

Hon. Tochukwu Okere, the Chairman, House Committee on Diaspora described the workshop, being the first of its kind from NiDCOM and NISER, as noteworthy.

He is optimistic that data from the Study will produce low-hanging fruits in the long term in promoting a stronger relationship with Nigeria and its diaspora citizens.

Hon. Gboyega Nasir Isiaka, the Chairman, House Committee on National Planning and Economy, noted Nigerians in the diaspora contributed significantly to the economy, with remittances growing between $17.2 billion and $20 billion in recent years.

According to him, Nigerians in the diaspora must not be relegated to the side but participate as co-partners in developing the country.

Isiaka, referencing the Central Bank of Nigeria’s plan to issue a diaspora bond, enjoined all Ministries, Departments and Agencies to create platforms to effectively engage with the diaspora, to benefit primarily from their expertise and investments.

He commended the Commission and Institute for their key roles in shaping Nigeria’s economic future, describing both organisations as essential to harnessing research, policy, and global engagement for national development.

While appealing for greater support and funding for NiDCOM and NISER, Isiaka urged the government to strengthen partnerships between the two agencies, to ensure diaspora investments, remittances, and research-backed policies translate into tangible development.

Mr. Pramod Kumar Agrawal, Representative of the Indian High Commissioner to Nigeria, highlighted Nigeria’s position as one of the highest remittance recipients globally, with its diaspora excelling in various sectors of the world economy.

Drawing from India’s experience, with over 35 million citizens in the diaspora, he stressed that Nigeria stood to gain tremendously by adopting deliberate strategies to strengthen its engagement with its global citizens.

Agrawal commended NiDCOM and NISER for their initiative in collating diaspora data, noting that such efforts were vital for effective planning and policy development in diaspora engagement.

The engagement workshop convened government officials, policymakers, researchers, private sector representatives, and Nigerian professionals in the diaspora to deliberate on actionable strategies for enhancing Nigeria’s socio-economic development through diaspora engagement.

The maiden workshop aims to strengthen Nigeria’s global network of professionals and harness diaspora contributions to national development.
