										<content:encoded><![CDATA[<p><em>The Man Died</em>, the 105-mins feature film inspired by the “Prison notes” of the Nobel laureate, Wole Soyinka, is to be screened at the Lincoln Centre, New York, as part of the at the 32nd African Film Festival New York, holding from May 7 through May 29.</p>
<p><em>The Man Died</em> will be screened at 6.00 pm, and is expected to attract a diverse cadre of audiences beyond the festival guests and patrons.</p>
<p>There is an expected large turn-out of audiences from the Nigerian and African communities, as well as from New York University, NYU, the home-base of the director, Awam Amkpa, a professor of Cultural Aesthetics.</p>
<p>Co-presented with Film at Lincoln Center (FLC – May 7 &#8211; 13), the festival events will also hold at Maysles Cinema (May 15 – 18), and Brooklyn Academy of Music (BAM – May 23 &#8211; May 29), the AFFNY, sometimes also called New York African Film Festival, NYAFF, founded by the renowned film worker and activist, Mahen Banneti, is reputed as one of the most important outlets for exposition of stories from Africa in North America.</p>
<p>In an invitation letter extended to the producer of the film, Femi Odugbemi, Bonetti, who doubles as Executive Director of the AFFFNY, stated: “This year, the flagship festival is presented under the banner, Fluid Horizons: A Hopeful Lens of a Shifting World, honouring the resilience of African youth and the forbearers that paved the way.”</p>

<p>She continued, “Since 1993, NYAFF and its collaborators have presented this festival, using cinema as a tool to bring African culture, history, and politics to thousands of viewers in the United States.”</p>
<p>Bonetti added: “For this 32nd edition of NYAFF, we have curated a grand selection of screenings, talks, exhibitions and panels, as well as African music, celebrating veteran and emerging filmmakers/artists from Africa and the diaspora.</p>
<p>“Hence, it will be a great honour if you can join us at this year’s festival and partake in the festival screenings and special events taking place during the festival’s run at Film at Lincoln Center.”</p>
<p>The invitation is also extended director of the festival., Awam Amkpa, to give a masterclass on “the art of adaptation, exploring how iconic literary works are reimagined for the screen.”</p>
<p>Professor Amkpa’s session, will see him using <em>The Man Died</em> &#8211; one of the very few of its kind from Nigeria, to “examine the creative choices, challenges, and cultural resonances involved in translating text to film.”</p>
<p>Also to feature Angèle Diabang, and her film <em>So Long a Letter</em>, adaptation of Mariama Bâ’s feminist classic explores a woman’s defiance in the face of betrayal, the synopsis of the masterclass, states: “From personal insight to process, this dialogue celebrates the enduring relationship between literature and cinema, and the new worlds that emerge when they meet.)—the session will examine the creative choices, challenges, and cultural resonances of translating text to film.”</p>
<p>Written by a notable Nigerian script/screenwriter, Bode Asiyanbi, based in the United Kingdom, <em>The Man Died</em>, which aside the 105-minute version is also available as a 124-minutes (for academic exposition), stars a coterie of renowned names on the Nigerian screen, including Wale Ojo as Wole, Sam Dede as Yisa, Norbert Young (Prison Superintendent), Francis Onwochei (Prison Controller) and Edmond Enaibe as Commissioner; as well as international actors, London-UK-based Christiana Oshunniyi (Laide Soyinka), and Los Angeles, USA-based Abraham Awam-Amkpa (Johnson), among others.</p>

										<content:encoded><![CDATA[<p>Nigeria’s Vice-President Kashim Shettima is among the world leaders slated to address the 79th session of the United Nations General Assembly (UNGA 79) at the UN headquarters in New York.</p>
<p>UNGA 79 opened on September 10, while the General Debate opens on Tuesday, September 24, through September, Thursday, September 28th.</p>
<p>The schedule for the speakers, released by the office of the spokesperson for the UN Secretary-General on Monday stated that 194 speakers would speak at the General Debate.</p>
<p>According to the office, the number is subject to change.</p>
<p>The breakdown, however, showed 76 Heads of State, four Vice Presidents, two Crown Princes, 42 Heads of Government, and nine Deputy Prime Ministers.</p>
<p>Others on the schedule are 54 ministers: one Vice Minister and four Chairs of Delegation and European Union as well as Holy See.</p>
<p>Of these, it noted that there are 19 women speakers, viz, five Heads of State; one Vice President; four Heads of Government and nine female ministers.</p>

<p>The vice-president will deliver Nigeria’s national statement and participate in various high-level meetings.</p>
<p>He was received by the Minister of Foreign Affairs, Amb. Yusuf Tuggar, and Minister of Communications, Innovation and Digital Economy, Dr Bosun Tijani.</p>
<p>Others were the Director-General of the National Information Technology Development Agency, NITDA, Kashifu Inuwa; Nigerian diplomats, UN officials and many others.</p>

										<content:encoded><![CDATA[<p>Nigeria’s Minister of Defence, Alhaji Mohammed Badaru, has said Nigeria has earned the right to become a member of the UN Security Council after contributing to 41 peacekeeping missions, deploying over 200,000 troops.</p>
<p>Badaru said this, in his address at the Summit of the Future interactive dialogue 2, titled: “Enhancing Multilateralism for International Peace and Security,” on Sunday in New York.</p>
<p>The summit is part of the events at the 79th United Nations General Assembly.</p>
<p>Badaru, who also spoke with State House correspondents at the Nigerian House, New York, said Nigeria had a longstanding commitment to international peace and security.</p>
<p>“Since our first deployment in the Congo in 1960, Nigeria has contributed to 41 peacekeeping missions globally,” he stated, highlighting the deployment of over 200,000 Nigerian troops in UN operations.</p>
<p>Badaru called for reform of the UN Security Council to ensure Africa was represented with permanent seats, arguing that that would enhance global stability.</p>
<p>“Nigeria has remained unequivocal in its commitment to international peace building and security, since the first engagement of its troops in the Congo in 1960.</p>
<p>“To date, Nigeria has contributed to 41 peacekeeping operations worldwide, with over two hundred thousand Nigerian troops serving in UN peacekeeping missions,” he said.</p>
<p>According to the minister, under the regional and sub-regional cooperation, Nigeria has been involved in peacekeeping operations in field missions in several countries.</p>
<p>He said the countries included Cote d’Ivoire, Guinea-Bissau; The Gambia; Liberia; Mali; Sudan and Sierra Leone, among others.</p>
<p>He said Nigeria had contributed a lot in terms of finance, logistics, troops and civilian experts, making it one of the most significant African troops and police contributors to the United Nations missions.</p>
<p>“It is on this basis that Nigeria continues to call for the reform of the United Nations Security Council to give just representation to Africa on a permanent basis for inclusivity and deepening of global peace and security,” he said.</p>
<p>The defence minister stressed the importance of building professional African armies to combat terrorism and called for operationalisation of the African Standby Force.</p>
<p>He also highlighted the need for comprehensive strategies to tackle transnational crime and illegal arms trafficking, particularly in the Sahel region.</p>

<p>“We recognise the need for Africa to build strong and professional armies, in order to, among other things, defeat terrorism.</p>
<p>“Nigeria, calls for the operationalisation of the African Standby Force (ASF), and provision of requisite support and resources to ensure the upgrade, take off and effectiveness of a centre of excellence in Africa on issues of counter terrorism,” said Badaru.</p>
<p>He called for strengthening regional and sub-regional cooperation to build the capacities of Member States and promoting cooperation and understanding.</p>
<p>He urged the global body to take decisive steps to defuse tensions, and seek peaceful settlement of disputes to resolve conflicts, especially in the Middle-East and Ukraine.</p>
<p>The minister reiterated Nigeria’s commitment to combating transnational organised crime.</p>
<p>He emphasised the urgent need for comprehensive strategies that include prevention, early detection, protection, and law enforcement to address the rising alliances between bandits and terrorists.</p>
<p>“We must scale up our efforts,” he stated, highlighting the alarming trend of kidnappings for ransom and acts of piracy.</p>
<p>Badaru called on the international community to intensify efforts to control the proliferation of small arms and light weapons in conflict zones, particularly in the Sahel region.</p>
<p>He warned that unrestricted access to illicit arms by non-state actors exacerbated insecurity and instability.</p>
<p>“We seize this opportunity to urge the international community to renew efforts to stem the tide of small arms and light weapons in conflict, especially within the Sahel region,” he said.</p>
<p>Badaru reaffirmed Nigeria’s dedication to supporting UN efforts in combating terrorism and promoting global peace.</p>

										<content:encoded><![CDATA[<p>President Bola Tinubu asserted, on Wednesday in New York, that African nations would no longer accept a situation in which human rights advocacy was used by wealthy and powerful nations to stop developing economies from dealing decisively with malign actors who illicitly siphon and smuggle out the continent&#8217;s vast mineral resources while smuggling in western-made weapons, which enrich the wealthiest economies in the world at the parasitic expense of African stability and wealth creation.</p>
<p>The president made the assertion while meeting with United Nations Secretary-General, António Guterres, at his UN Headquarters Office in New York City.</p>
<p>&#8220;We are facing the great challenge of scavengers ravaging our lands and oppressing our people on illegal mines—taking our gold and mineral wealth back to developed economies by stealth and violence against Nigerians. Where one&#8217;s human right ends, the rights of another begin. Most especially for self-protection. If we fight, they say &#8216;human rights,&#8217; but we will now be aggressive and we will question motives. We will stop what is happening in our land. We require your effective collaboration,&#8221; the president firmly stated.</p>
<p>The Nigerian leader noted that the United Nations must transform from being one of the world&#8217;s foremost talkshops to discuss global issues into becoming the world&#8217;s foremost action coordination centre, saying that a situation in which 70% of the resources being devoted to the world&#8217;s poorest countries are being spent and sent back out on overheads and administrative costs, will defeat the purpose and objectives of the organization where help is needed most.</p>

<p>&#8220;The poverty ravaging our continent and the question of security and counter-terrorism requires us to work in close and effective synergy. The world will ignore Nigeria at its own peril. If we engage in talkshops as real challenges wreak real havoc in real time, we will fail. The time to strike is now. The time to achieve real results is now. I fought for democracy. I was detained for democracy. I am now President and I am determined to prove that democracy can provide the development that our nation and our continent so urgently demands.</p>
<p>&#8220;Trace those of us here to our foundations and you will find that we have ties and links with poverty. We must not be ashamed of that history, but poverty is unacceptable. I am one of the lucky survivors of gripping poverty. Nigeria is truly a giant. 240 million people and counting with a massive youth population. We are done saying too much. We seek much action. We have arisen out of poverty as individuals, but until our people have arisen out of that, we will not rest, even if it requires decisions at home that make me temporarily unpopular,&#8221; the president affirmed.</p>
<p>In response, the UN Secretary-General emphasized that the UN system was in the process of real reform that would largely address some of the institutional frailties and lack of decision-making power for the developing world, on whose behalf more than 75% of UN resources are accrued.</p>
<p>&#8220;We now recognize the need to reform the institution to represent the world as it is today. The questions of debt and SDRs. The fact that middle-income countries have only marginal access to concessional funding. In the SDGs Summit, we believe we have a growing political consensus and now, a declaration, in this regard. We are pursuing this with great determination,&#8221; the UN Secretary-General said.</p>
<p>The UN Secretary-General further assured President Tinubu of the fullest support of the UN system for ECOWAS in light of the series of military coups which have occurred in the West African sub-region in the past few months and years.</p>
<p>&#8220;Mr. President, we have high expectations for your presidency after the many bold steps you have taken. Nigeria is an indispensable voice in the sub-region. We will give you every support needed for your success to be achieved. Your success is Africa&#8217;s success and we wish you well,&#8221; the UN leader concluded.</p>

										<content:encoded><![CDATA[<p>President Bola Tinubu has, on Monday, advanced his economic development diplomatic drive for investment attraction as he engaged extensively in a bilateral discussion with South African President, Cyril Ramaphosa, in New York City, ahead of the United Nations General Assembly.</p>
<p>Tinubu asserted that Africa must have a consensus view that the hundreds of billions of dollars spent through International Development Finance Institutions over the years must meet the specific needs of developing democracies in Africa, even if it is done with exclusive regard for their own enlightened self-interest.</p>
<p>&#8220;During the end of the Second World War, the Marshall Plan was established for the reconstruction and economic restoration of European nations through Bretton Woods institutions. Where has this presence been for Africa? We have to be careful not to replace the broken shackle of yesterday with a new set of shackles. You cannot have a stable democracy in the presence of a poverty of knowledge and a starvation of people. Democracy without food on the table is a breeding ground for what will consume us, if care is not taken. We must join hands and agree that International Finance Institutions require reform as Africa is not to be a ground for economic scavenging any longer, but it is a place with gifted people that is ready for investment and cooperation.</p>
<p>&#8220;We have all the human and natural resources required between our nations. We can collaborate in a mutually beneficial way that enriches our populations. South African Mining industries have a role to play in the Nigerian solid minerals development sector. Your business community has done well in Nigerian Telecommunications. We have great mineral wealth across our land, and you have good expertise in this area. We expect to deliver jobs and mutually beneficial results in this area as brother and sister countries,&#8221; the president affirmed.</p>
<p>Referencing President Tinubu&#8217;s quick implementation of what he called &#8220;brave&#8221; economic reforms, the South African president agreed that the two countries had much more wealth to create together in close and intentional partnership, with each nation leveraging on each other&#8217;s respective strengths.</p>
<p>&#8220;We are two major economies on our continent, and it is important that we deepen economic ties, particularly in light of the African Continental Free Trade Agreement. We are very keen on the deepening of our economic relations,&#8221; the South African president said.</p>
<p>The South African President emphasized that history had proven that Nigeria and South Africa could move the world on matters of mutual concern when the two nations operated on the same wavelength.</p>
<p>&#8220;We would love to see Nigeria and South Africa working closely together on a number of issues because whenever we join hands, we have made an impact globally through those joint positions. Together, we can move the global south forward. We are a continent that has been plundered. And wealthy nations made so much of it from us, and we must seek out partners who will help us to advance our own interests,&#8221; the South African President emphasized.</p>
<p>Recognizing President Tinubu&#8217;s effective stewardship as the chairman of the ECOWAS Authority of Heads of State, the South African leader said that Southern Africa needed to emulate the solidarity being demonstrated in West Africa, following the Niger crisis.</p>
<p>&#8220;We believe that we have a lot to learn from ECOWAS and its unity in reaching consensus positions on sub-regional matters. This is something we seek to emulate in the Southern African sub-region in view of events in Mozambique and other areas,&#8221; President Ramaphosa said.</p>
<p>The South African leader also used the opportunity of the bilateral engagement to extend an invitation to President Bola Tinubu to visit South Africa, following President Ramaphosa&#8217;s recent visit to Nigeria, as part of efforts to deepen economic ties and the broader relationship between both countries.</p>
<p>While accepting the invitation, President Tinubu affirmed that an Africa, in which Nigeria and South Africa are working in synergy to advance their common interests, was the strongest version of the continent, which could make more impact on global affairs for the benefit of over one billion Africans with its enormous human and natural resource wealth.</p>
<p>&#8220;Our continent is the last untapped ground for accelerated, massive growth and new economic opportunity on earth. We must be in charge of our own resources, and we must work to use each other effectively to achieve what is best for all of us, Mr. President. We look forward to an era of economically productive relationship,&#8221; the Nigerian leader concluded.</p>

										<content:encoded><![CDATA[<p>President Bola Tinubu will on Sunday leave Abuja for New York to attend the 78th UN General Assembly holding from September 19 to September 23.</p>
<p>A statement by Chief Ajuri Ngelale, Special Adviser to the President on Media and Publicity, disclosed this on Saturday in Abuja.</p>
<p>The trip will be Tinubu’s first UNGA outing.</p>
<p>He said that the theme of the UNGA is: “Rebuilding Trust and Reigniting Global Solidarity: Accelerating Action on the 2030 Agenda and its Sustainable Development Goals towards peace, prosperity, progress, and sustainability for all.”</p>
<p>Ngelale said that the president would on the first day of the High-Level General Debate of the 78th UNGA Session, deliver his inaugural National Statement.</p>
<p>Before engaging in the General Debate, the president will join other world leaders to participate in the High-Level Political Forum on Sustainable Development (UN 2023 Summit on SDGs).</p>
<p>Tinubu’s address will encompass several issues, such as sustainable development, climate change, global cooperation, and the imperative to address inequalities and global humanitarian crises.</p>
<p>He is slated to participate in the High-Level Dialogue on Financing for Development; High-Level Meeting on Pandemic Prevention, Preparedness, and Response.</p>

<p>In New York, Tinubu is also scheduled to hold several bilateral meetings with world leaders, including the presidents of the European Union Commission, Brazil, and South Africa, among others.</p>
<p>The president will also advance his economic development agenda for aggressive investment attraction in meetings with the global leadership of transnational firms, such as Microsoft, Meta Technologies, Exxon Mobil, General Electric, and others.</p>
<p>On the margins of the UNGA, the president will detail emerging cross-sectoral investment opportunities in Nigeria in his address to American business leaders at the U.S. Chamber of Commerce.</p>
<p>At the National Association of Securities Dealers Automated Quotations, NASDAQ, Headquarters in New York, Tinubu will conduct its closing ceremony during its trading session.</p>
<p>This will make the Nigerian leader the first African president to do this.</p>
<p>The president will also address the Nigerian SMEs Business Summit, where he will seek to highlight the increasingly important role of Nigerian enterprises in global trade.</p>
<p>Tinubu will be accompanied by governors, ministers, and other top government functionaries connected with the various programmes of the UNGA agenda for the 78th Summit.</p>

										<content:encoded><![CDATA[<p>Nigeria has, again, called on the United Nations and the International Tax Community to forge an inclusive, equitable, fair and universally beneficial international tax system towards the attainment of the 2030 Sustainable Development Goals, SDGs.</p>
<p>Making the call on behalf of the country, Mr. Muhammad Nami, the Executive Chairman of the Federal Inland Revenue Service, FIRS, stated this while delivering Nigeria’s Statement at the Economic and Social Council, ECOSOC, Special Meeting on International Cooperation in Tax Matters, held on Friday, at the ECOSOC Chamber, United Nations Headquarters, New York.</p>
<p>Mr. Nami noted that the Nigerian delegation is concerned about the global minimum tax as put forward by the OECD &#8211; Inclusive Framework, because of its low rate and the way it was negotiated to benefit the home countries of multinationals.</p>
<p>“My delegation is concerned about the global minimum tax,” Mr. Nami noted, “because of its low rate and the way it was negotiated to benefit the home countries of multinationals, which are mostly in developed countries.”</p>
<p>Speaking further, the head of Nigeria’s apex tax authority urged the meeting to discuss how “a UN instrument on tax cooperation can both build on work that has already been done in a way that guarantees fairness and equity.”</p>
<p>He also said that Nigeria looked forward to views on “enforcement mechanisms for a binding multilateral tax convention, noting the challenges that developing and developed countries have experienced with investment treaty arbitration.”</p>
<p>Mr. Muhammad Nami, in the country’s statement pointed out that the capacity of countries to attain the 2030 Sustainable Development Goals were hinged on having the requisite funding “in delivering critical public services” towards the SDGs.</p>
<p>Nigeria, while calling for a global taxation regime under the United Nations, harped on the importance of enhancing domestic resource mobilization among member states to address their economic challenges.</p>
<p>“The promotion of inclusive International Tax Cooperation remains a critical subject in the attainment of the 2030 Sustainable Development Goals (SDGs).</p>
<p>“Today a global taxation regime under the UN is urgently needed to enable states effectively mobilize domestic revenues to address the multiple economic and other crises impacting our efforts in the achievement of the 2030 SDGs.</p>
<p>“Domestic public resource mobilization is critical to this effort because of its vital role in delivering critical public services and advancing even progress towards the sustainable development agenda.</p>
<p>“Developing countries are taking seriously the challenge of financing sustainable development. My delegation underscores the importance of enhancing domestic resource mobilization, good governance and investment in our common African goal embodied in the Agenda 2063, and in the global goals spelled out in the 2030 Agenda,” Mr. Nami stated.</p>
<p>He further commended African countries for strengthening their participation in international tax cooperation efforts, as well as the strides they had made “in closing loopholes and countering base erosion and profit shifting.”</p>
<p>He however expressed concerns that “while much good work has been done, much more remains to be made towards a fully inclusive process, both domestically and internationally and ensuring that all taxpayers are making their fair contributions.”</p>
<p>The United Nations Economic and Social Council, UN ECOSOC, Special Meeting on International Cooperation in Tax Matters is an annual meeting of ECOSOC members, senior representatives of national tax authorities, relevant international organizations, civil society and academia that discusses issues of taxation as it affects the globe. Members, during this meeting, deliver action-oriented exchanges and design best-practices on international tax issues.</p>
<p>This year’s meeting provided a forum for member states, members of the UN Tax Committee, international organisations and other stakeholders to discuss the promotion of inclusive and effective international tax cooperation at the United Nations.</p>

										<content:encoded><![CDATA[<p>A deadly blizzard paralysed Buffalo, New York, on Christmas Day, trapping motorists in their cars, knocking out electricity to thousands of homes, and raising the death toll from a severe winter storm system that has chilled much of the United States for days.</p>
<p>At least 30 people have died in U.S. weather-related incidents, according to an NBC News tally, since a deep freeze gripped most of the nation, coupled with snow, ice, and howling winds from a storm that roared out of the Great Lakes region late last week.</p>
<p>Much of the loss of life has centered in and around Buffalo at the edge of Lake Erie in western New York, as numbing cold and heavy “lake-effect” snow — the result of frigid air moving over warmer lake waters — persisted through the holiday weekend.</p>
<p>Erie County Executive Mark Poloncarz said the storm’s confirmed death toll climbed to 12 on Sunday, up from three reported overnight in the Buffalo region.</p>
<p>The latest victims included some found in cars and some in snow banks, Poloncarz said, adding that the death tally might rise further.</p>
<p>Amid a ban imposed on driving since Friday, hundreds of Erie County motorists were stranded in their vehicles over the weekend, with National Guard troops called in to help with rescues complicated by white-out conditions and drifting snow, Poloncarz said.</p>
<p>“This is not the Christmas any of us hoped for nor expected,” Poloncarz said on Twitter on Sunday.</p>
<p>“My deepest condolences to the families who have lost loved ones.”</p>
<p>The Buffalo police department posted an online plea for the public assistance in search-and-recovery efforts, asking those who “have a snow mobile and are willing to help” to call a special hotline for instructions.</p>
<p>The severity of the storm was notable even for a region well accustomed to harsh winter weather.</p>
<p>Christina Klaffka, a 39-year-old North Buffalo resident, watched the shingles blow off her neighbour’s home and listened to her windows rattle from “hurricane-like winds.”</p>
<p>She lost power along with her whole neighborhood on Saturday evening, and was still without electricity on Sunday morning.</p>
<p>“My TV kept flickering while I was trying to watch the Buffalo Bills and Chicago Bears game.</p>
<p>“I lost power shortly after the 3rd quarter,” she said.</p>
<p>John Burns, 58, a retiree in North Buffalo, said he and his family were trapped in their house for 36 hours by the storm and extreme cold that he called “mean and nasty.”</p>
<p>“Nobody was out. Nobody was even walking their dogs,” he said. “Nothing was going on for two days.”</p>
<p>Snowfall totals were hard to gauge, he added, because of fierce winds that reduced accumulation between houses, but piled up a 5-foot drift “in front of my garage.”</p>
<p>New York Governor Kathy Hochul told reporters on Sunday that the Biden administration had agreed to support her request for a federal disaster declaration.</p>
<p>Some 200 National Guard troops were mobilised in western New York, providing relief to police and fire crews, conducting wellness checks and bringing supplies to shelters, Hochul said.</p>
<p>The storm was moving east on Sunday, after knocking out power to as many as 1.5 million customers at the height of outages late last week and forcing thousands of commercial flight cancellations during the busy holiday travel period.</p>
<p>More than 150,000 U.S. homes and businesses were without power on Sunday, down sharply from the 1.8 million without power as of early Saturday, according to PowerOutage.us.</p>
<p>In Buffalo, 16% of residents had no electricity on Sunday, officials said.</p>
<p>In Canada, electricity was also out to at least 140,000 utility customers, mostly in the provinces of Ontario and Quebec, hard hit by the same weather system that buried western New York in snow.</p>
<p>More than 1,700 flights in the United States were cancelled as of midday Sunday, according to flight tracker FlightAware.</p>
<p>Christmas Day temperatures, while beginning to rebound from near-zero readings that were widespread on Saturday, remained well below average across the central and eastern United States, and below freezing even as far south as the Gulf Coast, National Weather Service, NWS, meteorologist Rich Otto said.</p>
<p>The Buffalo airport had recorded nearly 4 feet of snow by Sunday, the Weather Service said.</p>
<p>White-out conditions persisted south of Buffalo on Sunday afternoon, with snow falling at the rate of 2-3 inches an hour.</p>
<p>In Kentucky, officials confirmed three storm-related deaths since Friday, while at least four people were dead and several injured in auto-related accidents in Ohio, where a 50-vehicle pileup shut down the Ohio Turnpike in both directions during a blizzard on Friday.</p>
<p>Other deaths related to the extreme cold or weather-induced vehicle accidents were reported in Missouri, Tennessee, Kansas and Colorado, according to news reports.</p>
<p>A Christmas Eve bus crash that police said was likely due to icy road conditions near Loon Lake in Canada’s British Columbia killed four people and left dozens hospitalised, authorities confirmed on Sunday.</p>

<p>“We are gravely concerned that the flooding will worsen the already alarming food insecurity and malnutrition situation in Nigeria.</p>
<p>“More than 440,000 hectares of farmland have been partially or totally damaged at a time when more than 19 million people across Nigeria are facing severe food insecurity.’’</p>

<p>The spokesman said cereal production would likely decline by 3.4 per cent compared to 2021 due to the flooding, high agriculture production costs, and insecurity, according to FAO.</p>
<p>“Since July, national authorities in Nigeria have provided food, non-food items and clean drinking water to thousands of impacted households.</p>
<p>“We, along with our humanitarian partners are supporting the government with assessments and response, notably in Borno, Adamawa, and Yobe states, as well as in other impacted parts of Nigeria.</p>
<p>“We have provided emergency shelter kits, and are working to create local water drains, sandbags, and walling around shelters to mitigate the impacts of the flooding,’’ he said.</p>

										<content:encoded><![CDATA[<p>President Muhammadu Buhari will on Friday launch Nigeria&#8217;s Integrated National Financing Framework, INFF, for Sustainable Development on the margins of the 77th session of the United Nations General Assembly, UNGA77,  in New York.</p>
<p>Proposed within the broader Addis Ababa Action Agenda, the Integrated National Financing Framework, INFF, is a planning and delivery tool to finance sustainable development at the national level.</p>
<p>The INFF helps policymakers lay out a strategy to increase investments for sustainable development, manage financial and non-financial risks, and ultimately achieve sustainable development priorities.</p>
<p>While a country’s national development plan spells out what needs to be financed, the INFF shows how it will be financed and implemented.</p>
<p>For Nigeria, the INFF is also expected to help in the recovery from the effects of COVID-19 pandemic as well as help address lack of an integrated approach to financing SDGs, which has been a key challenge to meeting the financing requirement, estimated at $100 billon over the next 10 years.</p>

<p>Realizing this vision will require mobilisation of a diverse range of public and private resources.</p>
<p>The INFF is a tool to help countries strengthen planning processes and overcome existing impediments to financing sustainable development at the national level.</p>
<p>It helps governments and their partners to build more integrated approaches to financing, that strengthen the alignment between public and private investments and longer-term sustainable development objectives and build greater coherency across the governance of public and private financing policies.</p>
<p>Nigeria committed to be a champion of INFF and officially kicked off the design process as an INFF pioneer country in 2020.</p>
<p>To steer the implementation process, Nigeria set up the INFF Steering Committee chaired by the Ministry of Finance, Budget and National Planning, MFBNP, represented by the Minister of State, Budget and National Planning,  the Governor of the Central Bank of Nigeria, the Executive Chairman of the Federal Inland Revenue Service, the Chairman of the Nigeria Governors Forum, the Director General of the Budget Office of the Federation, the Director General of the Debt Management Office, and the Statistician-General of the National Bureau of Statistics.</p>
<p>Others are: the Senior Special Assistant to the President on SDGs, the UN Resident Coordinator, Resident Representative of the United Nations Development Programme, the Head of Development Cooperation of the European Union mission, the Resident Representative of the International Monetary Fund, the Country Director for the World Bank, and the Co-Chair of the Private Sector Advisory Group.</p>
<p>Expected at the launch are some Heads of Governments, the Deputy Secretary General of the United Nations, Amina J. Mohammed and representatives from countries and international organisations.</p>
