One of the biggest frustrations of electricity consumers in Nigeria is the lack of prepaid metres. Millions of households are still subjected to estimated billing, often paying for light they never used—or for total darkness. This has become one of the greatest injustices in our power sector.

The truth is simple: distribution companies benefit from estimated billing. Without metres, they can issue inflated bills and force consumers to pay. With prepaid meters, however, the principle is clear: no light, no payment. That is why DisCos are dragging their feet.

Government has introduced several metering programmes, yet deadlines are missed and promises remain unfulfilled. Consumers are left at the mercy of a system that rewards inefficiency and punishes honesty.

Nigerians are not unwilling to pay for electricity. All we demand is fairness. Prepaid metreing protects both the customer and the company. It encourages prompt payment, reduces disputes, curbs theft, and helps build trust. It is also the first step toward achieving steady power supply.

It is time for government to make prepaid metres compulsory and hold DisCos accountable. Nigerians should not be forced to pay for darkness.

The Coalition for Affordable and Regular Electricity, CARE, has applauded the reduction of electricity tariff for Band A from N209/KWh to N160/KWh by the Enugu State Electricity Regulatory Commission, EERC.

The group demanded that the tariff should be further reduced to reflect the purchasing power of workers and the poor people of Nigeria.

That was as it called on other state regulatory agencies to do same as the EERC had done.

In a statement by its national coordinator, Chinedu Bosah, the group said the reduction of electricity tariff for Band A customers in Enugu State from N209 to N160/Kwh had generated so much pushbacks from the Minister for Power, Adebayo Adelabu and organisations like ANED, GENCOS, NERC, APGC etc who all along favours high tariff and huge profits for the power companies.

It said EERC had shown how it arrived at its tariff after analysing the tariff structure and carrying along the Enugu electricity distribution company and other industry stakeholders.

“Rather than for the pro-high tariff groups (Association of Nigerian Electricity Distributors, Association of Power Generating Companies, Nigerian Electricity Regulatory Commission, Generating Companies, Minister for Power, Mr. Adebayo Adelabu etc.,) to analyse the methodology used by EERC, they are unanimous in claiming that EERC does not have the power to review tariff and went ahead to threaten that any state that reduces tariff will pay the difference,” CARE stated.

READ ALSO: Gunmen kidnap seven farmers in Ondo, demand N100m ransom

The group argued that by virtue of the Electricity Act (EA), 2023 and Enugu State Electricity Law, 2023, EERC had the power to review electricity tariff in Enugu State just like other state regulatory agencies.

“What are the regulatory functions of EERC, if it cannot regulate the activities of the Distribution Company in the state, which includes electricity tariff payable by consumers in the state?

“We are sure that if EERC had increased electricity tariff, it would have been commended and endorsed by all these anti-electricity consumers (ANED, APGC, NERC, GENCOS and Minister of Power, Adebayo Adelabu etc),” the group said.

It alleged that since the privatisation of power sector in 2013, the only major preoccupation of the so-called electricity regulatory agency (NERC) had been incessant tariff hikes at the expense of electricity consumers and the working people.

“It is clear that NERC has become an agency that defends the interest of the power companies and cared less about most electricity consumers whose purchasing power cannot afford a high tariff,” the group said.

CARE stated that it demanded “the reduction of electricity tariff that reflects the purchasing power of the vast majority of Nigerian working people and should not be more than N30/KWh.”

It added: “CARE also demands the reversal of the privatisation programme (bringing it into public ownership under democratic control of workers and community people) and massive investment into the power sector to increase capacity in terms of generation, transmission and distribution in order to guarantee uninterrupted power supply to all Nigerians at affordable rates.”

The federal government has begun moves to initiate sweeping reforms to revitalise Nigeria’s electricity distribution sector, starting with a pilot overhaul of two underperforming Distribution Companies, DisCos.

The move follows a comprehensive assessment of systemic challenges plaguing the DisCos, including governance gaps, infrastructure deficits, and commercial inefficiencies.

Minister of Power, Chief Adebayo Adelabu, disclosed the plan after a meeting with the Japanese International Cooperation Agency, JICA, which presented a roadmap titled, “Revamping of the Distribution Sector in Nigeria.”

The pilot scheme, slated to commence between May and August 2025, will target one DisCo in the North and another in the South.

It aims to demonstrate a replicable model for operational turn-around, combining internal restructuring, external expertise, and federal oversight to achieve rapid improvements in service delivery.

JICA’s proposal emphasizes reforming DisCos “from within” by integrating outside experts, strengthening leadership, and aligning government support with short-term results in pilot zones to lay the groundwork for long-term sector-wide transformation.

Adelabu stressed the urgency of the intervention, stating: “We can no longer fold our hands and watch the inadequacies of DisCos whose performances fall short of expectations. This pilot is not optional—we will use regulatory authority to restructure underperforming DisCos and compel compliance if necessary.”

He acknowledged persistent resistance to past reforms but vowed to address both universal challenges—such as vandalism and governance—and region-specific issues, including cultural barriers hindering operations.

Key to the initiative is resolving the DisCos’ inability to invest in infrastructure upgrades, he said.

READ ALSO: Wike, PDP governors, others meet over party’s leadership crisis

“Their lack of investment is not solely due to unwillingness but also a lack of incentives. Returns on infrastructure spending are not commensurate, so we must attract investors and franchise viable and the not so viable areas to capable operators, so we can have a mix,” Adelabu explained.

He directed the Nigeria Electricity Regulatory Commission, NERC, to enforce franchising opportunities and ensure DisCos’ cooperation, noting: “NERC must secure their buy-in. Past efforts failed due to resistance, but this time, we will be intentional and decisive.”

The minister also highlighted the need for public education to clarify the roles of generation, transmission, and distribution entities.

“Many Nigerians still view the sector as a single entity. Educating consumers is critical to building trust and support for these reforms,” he added.

JICA’s proposal, developed after the minister’s earlier visit to Japan’s energy market, underscores a “holistic approach” to revamping distribution, including proactive government-JICA collaboration and measurable milestones.

Takeshi Kikukawa, JICA’s Power Sector Policy Advisor to Nigeria, noted during the presentation: “The goal is to deliver immediate results in pilot areas while creating a sustainable foundation for nationwide improvement.”

The Federal Ministry of Power and NERC will finalise pilot details in the coming months, prioritizing DisCos with acute operational deficits.

The initiative marks the most robust effort to date to resolve power distribution crisis, signalling a renewed push for accountability, investor confidence, and reliable electricity access.

The Nigeria Labour Congress, NLC, has rejected plans by the Nigerian Electricity Regulatory Commission, NERC, to migrate electricity consumers from lower tariffs to Band A.

The rejection is contained in a communique issued at the end of the National Executive Council, NEC, meeting of the NLC held in Yola, Adamawa State.

The communique, jointly signed by Mr Joe Ajaero, President of NLC and Mr Emmanuel Ugboaja, General Secretary of the congress, was made available to newsmen on Sunday in Abuja.

The labour leaders said NEC “unequivocally” rejected the ongoing reclassification of electricity consumers by the NERC.

They said the plan to migrate consumers from lower bands to band A under the guise of service improvement would lead to unjustified extortion of the masses and economic hardship for the working class and broader Nigerian populace.

According to them, the migration would further deepen the misery of Nigerians.

“Whereas inflation has soared, wages remain stagnant, and the cost of living has become unbearable,

“The NEC-in-session warned that any attempt to announce further electricity tariff increases would be met with mass resistance.

READ ALSO: Ebun Oyagbola: Tinubu mourns, says ‘she was a trailblazer’

“The Congress resolved to immediately mobilise for a nationwide protest should the Ministry of Power and NERC proceed with their exploitative plan to further hike electricity tariffs under any guise,” they said.

The labour leaders also said that NEC acknowledged the agreement reached between NLC and the federal government through the joint 10-man committee, which reduced the initially proposed telecommunications tariff hike from 50 to 35 per cent.

They said NEC resolved that if the agreement was not implemented by March 1, it would direct its National Administrative Council, NAC, to deploy all necessary instruments to enforce compliance.

On the state of the Labour Party, they said NEC-in-session directed the National Administrative Council, NAC, to take some immediate steps.

The steps, according to the labour leaders, included, rebranding, merger or forming of coalitions to defend the interests of NLC and Nigerian workers in the party with a view to reclaiming the party and returning it to its original ideological roots.

They said the congress would not allow the Labour Party to be hijacked by reactionary forces who do not represent the aspirations of the working people and broader Nigerians.

They urged workers to remain resolute, organised, and uncompromising in the collective struggle for a fair and equitable Nigeria.

President Bola Tinubu’s one-day visit to the Southeast, his first of 2025, was not just a routine event. It was laden with symbolisms, from the enthusiastic reception to the subsequent positive comments. The import of this visit, with its many remarkable aspects, was not lost on anyone. While many have spoken favourably and commended the visit, it equally throws up some questions.

Is President Tinubu’s January 4, 2025 visit to Enugu, the old capital of the Southeast region, during which he inaugurated Governor Peter Ndubuisi Mbah’s landmark projects and made important pronouncements a new level in his relationship with the Southeast geopolitical zone?

Is the President’s visit across the Niger a game changer and a subtle indicator of what lies ahead between him and the people of the South East?

The Southeast’s posture towards President Tinubu has not been enthusiastic, just as it was with President Muhammadu Buhari. Of course, the results of the 2015, 2019, and 2023 elections reveal the political aloofness of the zone towards the two leaders.

The Southeast was particularly lukewarm towards Tinubu’s presidential aspiration following developments in the build-up to the 2023 presidential election and the results that had arisen from it. In the run-up to the election, the Southeast put all its political eggs in the basket of homeboy Peter Obi, former Anambra State governor, who had broken ranks with former Vice President Atiku Abubakar and the opposition Peoples Democratic Party to emerge as the Labour Party’s Presidential Candidate.

The boisterousness of the Obidients –as Peter Obi’s supporters had christened themselves – had somewhat captured the imagination of the Southeast. Any Igbo who sang a different tune in the 2023 election was, more or less, seen as an outcast.

Peter Obi himself did not allow the kind of amity that should prevail. He campaigned based on his Igbo ethnicity and overtly promoted his Christian faith to reap electoral benefits. When the election came, the Igbo voted en masse for him, signposting a strong correlation between region, religion and elections in Nigeria.

As a geopolitical breakdown of the 2023 presidential election results shows, Obi and his LP polled 1,952, 998 votes from the five states of the Southeast, representing a massive 89.62% of the total votes in the region. President Tinubu and the All Progressives Congress polled 127,370 votes, a paltry 5.85% of the votes from the area while the Peoples Democratic Party candidate, former Vice President Atiku Abubakar, got 90, 698 votes, amounting to a meagre 4.16%.

Development and governance may have been the overarching themes of the visit. Still, analysts reckon that given all that transpired during the visit, a new chapter in the relationship between President Tinubu and the Southeast geopolitical zone may have been unwittingly opened.

Although Obi recorded impressive results outside the Southeast, like winning Lagos, Nasarawa, Edo, Delta, Plateau, Cross River, and the Federal Capital Territory (FCT) Abuja, his 2023 presidential challenge was essentially a Southeast affair.

READ ALSO: Alleged bandits invasion of S’West: Ogun lists security measures

After the election, he and his ethnic supporters remained in their cocoons—or the alternate reality they had built. They acted like Obi had won the poll but denied victory. It seemed that the Obidients would rather not hear the name Asiwaju Tinubu, let alone President Tinubu. This trend continued even after Obi’s petition against President Tinubu’s victory in court failed. Any move of the President was criticised and condemned.

On assumption of office, President Tinubu made overtures to the zone in key appointments such as the appointment of Chief of Naval Staff, Rear Admiral Emmanuel Ikechukwu Ogalla, who hails from Enugu, and through key ministerial appointments like those of Minister of Works, Senator David Umahi from Ebonyi State, Minister of Innovation, Science and Technology, Hon. Uche Nnaji, and the first Minister of Trade and Investment, now Minister of State for Finance, Dr. Doris Uzoka-Anite, among others.

Remarkably, when the President reshuffled his cabinet in October last year, he brought in, among others, Ambassador Bianca Odumegwu-Ojukwu, wife of the late Ikemba Nnewi, Chief Emeka Odumegwu-Ojukwu. She got the portfolio of Minister of State for Foreign Affairs. President Tinubu also established the Southeast Development Commission, a significant move to promote and accelerate the region’s development.

A top journalist who is a friend from the Southeast zone and a staunch Obidient who had never masked his dislike for Tinubu said those two appointments were sufficient to forgive President Tinubu’s perceived sins against the Igbo.

It was against that background that President Tinubu accepted Governor Mbah’s invitation to inaugurate some of his projects in the New Year.

At the inauguration of Governor Mbah’s projects and during an interactive session with Southeast leaders, President Tinubu made significant statements that gladdened the hearts of the Igbo.

At the inauguration of the Command and Control Center, the President emphasised the importance of cooperation and collaboration between the Federal Government and the sub-nationals to drive development.

“This (Command and Control Centre) is a profound demonstration of what we can do together. It reassures me that more revenue going to the sub nationals and local governments is not a waste; it is for development.

“We have committed leaders like Peter Mbah taking Enugu on the path of 21st-century development, taking Enugu to greater heights, and building our tomorrow today.

“I cannot forget the sight of those children I just met at the Smart Green School. I have seen the gadgets and vehicles with 21st-century technology. You are indeed working for today, tomorrow and the future.”

The President inaugurated the GTC Smart Green School, New Haven/Bisalla Road, the International Conference Center, the Command and Control Center, and 150 patrol vehicles with surveillance cameras. He also inaugurated other notable projects virtually at the Enugu State Government House.

Later, at an interactive session with Southeast leaders, President Tinubu promised that his administration would complete the Eastern Rail line connecting Port Harcourt to Maiduguri and support the development of the Anambra Basin as a significant energy reserve estimated to hold up to 1 billion barrels of oil and 30 billion cubic feet of gas. He made the commitment while responding to the requests made by former Minister of Power Professor Chinedu Nebo and an Enugu State indigene, Chris Ugoh, at the interactive session.

After commending the Tinubu administration for completing the Port Harcourt to Aba section of the Eastern rail line, Nebo had appealed to the President to prioritise the completion of the remaining portions of the rail link to facilitate exports of non-oil products and catalyse development in the region.

Dignitaries who attended the session included governors, traditional rulers, captains of industry, and serving and former presiding officers of the National Assembly from the zone, including former Senate President Ken Nnamani.

With the Enugu visit and the importance he attached to the invitation by PDP Governor Mbah, President Tinubu demonstrated political maturity and his commitment to supporting developmental strides from any part of the country and by any governor or stakeholder. The visit was a bold testament to his nonpartisan inclination and willingness to put the country first. He was full of commendation for Governor Mbah for demonstrating “an irrevocable commitment to human development.”

In the same vein, sighting Abia State Governor Alex Otti at the Enugu event, President Tinubu said: “I don’t care which party you come from; you are my friend. Alex Otti of Abia State is also doing very well. It is not about the differences in languages and place of birth.

“None of us has control of the mother tongue. God created us, and you can find yourself in Enugu, Onitsha or Lagos. We are all members of one huge family called Nigeria, but we live in different rooms in the same house. We must build this house to satisfy our immediate and future needs.”

Speaking before the inauguration of his projects, Governor Mbah had described President Tinubu as a true federalist committed to Nigeria’s development.

“Your Excellency, your credential as a true federalist stands out brightly, and the legacies thereof will long earn you resounding accolades.

“In signing the Electricity Act (Amendment) Bill, you liberalised electricity generation, transmission, and distribution. That singular act will consistently rank as an enduring legacy,” he said, adding: “It is noteworthy that Enugu State was the first sub-national to which the NERC ceded regulatory oversight of the local electricity market. That reflects how swiftly we are pursuing our goals.”

On the Southeast Development Commission, the governor said the commission would address infrastructure and ecological challenges in the region while complementing the many development strides unfolding across the state.

Development and governance may have been the overarching themes of the visit. Still, analysts reckon that given all that transpired during the visit, a new chapter in the relationship between President Tinubu and the Southeast geopolitical zone may have been unwittingly opened. This rapprochement, they observe, may signpost other important things to come for President Tinubu from the zone, particularly going into the next election in 2027.

The Minister of Power, Chief Adebayo Adelabu, has summoned the leadership of the Nigeria Electricity Regulatory Commission, NERC, and the Transmission company of Nigeria, TCN, to an emergency meeting over the persistent collapse of the national grid.

The Special Adviser, Strategic Communication and Media Relations to the Minister, Mr. Bolaji Tunji, made this known in a statement.

He said the action was taken at the weekend.

It would be recalled that the grid collapsed three times last week, plunging the nation into darkness.

The minister, he said, expressed displeasure at the incident, which he declared, was capable of rubbishing the giant strides made in the last one year which had led to an increased generation and distribution of 5, 527 megawatts, a record generation in three years.

The media aide stated that Adelabu also constituted a forensic investigation committee with a mandate to advise the government on necessary solutions to make the national grid robust and reliable in addition to the ongoing efforts of the government like the Presidential Power Initiatives, PPI, and the Nigeria Electricity Transmission Project, NETAP.

The committee is to also establish the root cause of both incidents, especially a review of potential sabotage on the system.

The committee will holistically review the national grid stability and identify investments and technical capacities required to make the grid smart and resilient.

In addition, a technical team has been deployed to access the critical nodes on the national grid to identify potential vulnerabilities and proffer recommendations to address the vulnerabilities to prevent future disruptions to the grid.

On Monday, October 14, there was a partial collapse due to the tripping of a line at the Jebba Transmission Substation and recurring fault at the Osogbo Transmission Substation.

Efforts to restore the grid further resulted in a setback the following day.

The system was however fully restored on Wednesday, October 16, 2024.

READ ALSO: Real reason Senator Ashiru is attacking us –NDLEA

There was no grid collapse on Tuesday as was widely speculated as the setback was a continuation of Monday’s restoration efforts on the grid.

Also what was described on Saturday, October 19, as grid collapse was a deliberate protective shut down of the grid as a result of the explosion of the Jebba transformer.

And this was restored within two hours.

“What we had were more of grid disturbances than collapses”.

Preliminary assessment of Jebba incident suggested that the explosion was as a result of ageing equipment unrelated to the initial collapse.

The six-member committee are Engr. Nafisat Ali, Executive Director, Independent System Operator, ISO, who leads the committee; Dr. Chidi Ike, Commissioner, NERC, Engr. Ishola (GM. National Control Centre (NCC); Engr. Emmanuel Nosike, Director, Transmission, Federal Ministry of Power, FMoP; Engr. Ali Sharifai (GM, Transmission Service Provider (TSP)) and Mr. Adedayo Olowoniyi, Chief Technical Adviser to the Minister of Power.

The team is expected to present a report to the minister by November 1, 2024.

The Abuja Electricity Distribution Company, AEDC, and other electricity distribution companies are to pay different fines for over-billing customers.

The AEDC alone will pay N1.69 billion-fine, according to a publication of the Nigerian Electricity Regulatory Commission, NERC.

The fine is detailed in Order NERC/2024/114 published on NERC’s website on Friday.

NERC said it was part of its September 2024 Supplementary Order.

The order, signed by NERC Vice- Chairman, Mr Musiliu Oseni, and Commissioner for Legal, Licensing, and Compliance, Mr Dafe Akpeneye, followed a comprehensive investigation into AEDC’s billing practices.

According to the order, NERC finds out that AEDC and other distribution companies overcharged customers between January and September, 2023.

The commission said that the respective fines “represent 10 per cent of the over billed amount.”

The document also stated that AEDC’s annual operating expenditure would be reduced by N1.69 billion effective from September.

The order said that the Benin Distribution Company was fined N804 million; Enugu Distribution Company, N310 million; Eko Distribution Company, N1.41 billion, while Ibadan Distribution was fined N15 million.

According to the order, Ikeja Distribution Company will pay N1.41 billion-fine; Jos Distribution Company, N1.33 billion and Kaduna Distribution Company, N115 million.

Others are Kano Distribution Company; N20 million Port-Harcourt Distribution Company; N1.16 billion and Yola Distribution Company; N54 million.

The NERC noted the penalty was a response to the distribution companies’ non-compliance with previous directives aimed at capping estimated billing for electricity consumers.

The Nigerian Bulk Electricity Trading Plc, NBET, is set to exit the electricity market as the Nigerian Electricity Regulatory Commission, NERC, licences multiple firms.

These firms are to buy and sell electricity in bulk from the Power Generation Companies (GenCos).

This is according to an order signed by NERC chairman, Mr Sanusi Garba and the Commissioner, Legal, Licencing and Compliance, Mr Dafe Akpeneye, on Sunday in Abuja.

The order said that the directive took effect from July 25.

The order said that NBET shall forthwith cease to enter into new contracts for the purchase and resale of electricity and ancillary services in Nigerian Electricity Supply Industry, NESI.

In the new order on the Transition, NERC said that Electricity Distribution Companies (DisCos) could purchase electricity directly from generation companies (Gencos) without NBET acting as an intermediary.

According to the commission, any contract executed by NBET in violation of the order shall not be approved and shall be treated as an infraction that was subject to regulatory sanction

It said: “NBET shall in the interim, continue to administer the fully effective contracts with the five Generation Companies (GenCos): Azura Power West Africa Ltd, Omotosho Power PLC, Olorunsogo Power PLC, Nigerian Agip Oil Company Ltd, and Shell Petroleum Development Company of Nigeria Ltd.

“Based on the minimum “take or pay” capacities contained in their respective Power Purchase Agreements (PPAs),” it said.

It said that the capacity from the five plants shall be vested to Electricity Distribution Companies (DisCos) based on the guaranteed share of capacity contained in their respective vesting contracts.t+

The Electricity Power Sector Reform Act, EPSRA, created NBET to buy and sell electricity in bulk from power producers.

NBET was meant to help with the sector’s financial problems temporarily.

NBET was licenced as a bulk trader by the commission on August 23, 2011.

The licence issued to NBET had a tenure of 10 years and subject to renewal as may be determined by the commission.
