										<content:encoded><![CDATA[<p>President Bola Ahmed Tinubu has reaffirmed his administration’s commitment to the Niger Delta Development Commission, NDDC, mandating the agency to prioritize the completion of abandoned projects and drive sustainable development in the oil-rich region.</p>
<p>The president’s charge was delivered by the Secretary to the Government of the Federation, SGF, Senator George Akume, during the NDDC’s 25th anniversary celebration held in Port Harcourt on Saturday.</p>
<p>President Tinubu emphasized that the NDDC board had been given full support to complete its tenure, ensuring stability and continuity in delivering critical infrastructure, youth empowerment, and agricultural development.</p>
<p>&#8220;The Niger Delta remains vital to Nigeria’s economic growth, and the NDDC must remain focused on addressing the region’s developmental concerns,&#8221; the president stated.</p>
<p>&#8220;Key projects such as the Okrika and Ataba sea-crossing bridges must be completed, alongside investments in human capital and youth empowerment.&#8221;</p>
<p>The Administrator of Rivers State, Vice Admiral (Rtd) Ibok-Ete Ekwe Ibas, highlighted the state’s strategic partnership with the NDDC, citing interventions in road construction, rural electrification, water supply, and health projects.</p>
<p>&#8220;As host to the NDDC headquarters and a principal stakeholder, Rivers State cherishes this partnership,&#8221; Vice Admiral Ibas said.</p>
<p>He added: &#8220;We must now deepen collaboration to avoid duplication, maximize impact, and ensure our people truly benefit from deployed resources.&#8221;</p>
<p>He urged the NDDC to expand support for sports facilities, skill acquisition programmes, and the blue economy, aligning with President Tinubu’s Renewed Hope Agenda.</p>

<p>Senate President Godswill Akpabio revealed that the current NDDC board inherited 14,700 abandoned projects, blaming leadership instability and mismanagement.</p>
<p>He assured that steps were being taken to ensure project completion and tenure stability.</p>
<p>Former President Goodluck Jonathan condemned frequent leadership changes at the NDDC, stating that inconsistent governance hampered project execution.</p>
<p>He also warned against awarding contracts without secured funding.</p>
<p>WTO Director-General Dr. Ngozi Okonjo-Iweala noted that despite receiving ₦7 trillion in funding and initiating 15,000 projects, the NDDC’s impact remained low, with only 35% project completion and poor human development indices.</p>
<p>The NDDC Managing Director, Dr. Samuel Ogbuku, outlined the commission’s achievements, including the revival of abandoned projects like the 27km Ogbia-Nembe Road and resolution of staff promotion delays.</p>
<p>&#8220;Under President Tinubu’s Renewed Hope Agenda, we are committed to transforming the Niger Delta into a hub of sustainable development,&#8221; Dr. Ogbuku stated.</p>
<p>The event underscored the need for collaboration, accountability, and long-term planning to address the Niger Delta’s challenges.</p>
<p>Stakeholders agreed that political stability, prudent project execution, and economic diversification were critical for the region’s future.</p>

<p>In his message, President Tinubu highlights Ugochukwu’s illustrious life and career, which spanned several pivotal moments in Nigeria&#8217;s history, serving as a profound source of inspiration for the younger generation.</p>
<p>Ugochukwu’s journey began during the Nigerian Civil War (1967-1970), where he bravely fought alongside the Biafran forces, driven by his deep convictions.</p>
<p>Following the war, he returned to continue his university education.</p>
<p>He graduated with distinction.</p>
<p>His professional career began in 1973 as an economic research assistant at the Central Bank of Nigeria.</p>
<p>Two years later, seeking new challenges, he transitioned to journalism at the Daily Times of Nigeria, where he pioneered business journalism and ascended to roles including Business Editor, Daily Newspaper Editor, and Executive Director.</p>

<p>President Tinubu said he rejoiced with Ugochukwu as he joined the esteemed ranks of Nigeria&#8217;s octogenarians.</p>

										<content:encoded><![CDATA[<p>Mallam Nuhu Ribadu, the National Security Adviser, has announced ongoing plans to establish a dedicated Directorate within the Office of the National Security Adviser (ONSA), on Niger Delta security.</p>
<p>Ribadu made this known in his keynote address at a stakeholders summit organised by the Niger Delta Development, NDDC, in Port Harcourt on Wednesday.</p>
<p>He emphasised that the new directorate would allow the federal government to address the unique security challenges of the Niger Delta in a more structured and professional manner.</p>
<p>“We are currently working closely with the governors of the region and the Presidency in making this a reality.</p>
<p>“When fully implemented, we anticipate that President Tinubu will likely present policy guidance that will define his security management posture for sustainable Niger Delta development,” he said.</p>
<p>He highlighted the significant contribution of the Niger Delta, which accounts for about 75 per cent of the country’s foreign exchange earnings, playing a critical role in Nigeria’s Blue Economy development.</p>
<p>Represented by Mrs Osaretin Grace, a senior adviser in the ONSA, Ribadu underlined the interdependency of Nigeria’s political and socio-economic progress on the stability of the Niger Delta.</p>
<p>“Prior to 2024, Nigeria was allocated a production quota of 1.8 million barrels per day (bpd) by OPEC.</p>
<p>“However, the actual production stands at slightly below 1.4 million bpd, leading to a deficit of 400,000 bpd.</p>
<p>“This shortfall is primarily attributed to socio-economic challenges related to security issues like oil theft, pipeline vandalism, harmful artisanal refining activities, sea piracy and youth militancy,” he added.</p>
<p>The national security adviser expressed Tinubu’s deep concerns over the underperformance of federal agencies in addressing the socio-economic issues, stability, and integration needs of the region.</p>
<p>Ribadu stressed the necessity of introducing a collaborative policy and intervention framework given the country’s failure to meet its crude oil production quota.</p>
<p>He said that the proposed policy aimed to resolve the existing conflicts and transition toward a more stable, harmonious, and nationally integrated environment for the people and communities in the region.</p>

<p>“ONSA is presently engaging in consultations, collecting information, and data to assist President Tinubu in prescribing policies and enacting laws to address these issues in a more holistic and coordinated way.</p>
<p>“The policy envisions a string kinetic security approach to deter perpetrators of oil theft, artisanal refining, sea piracy and armed militancy.</p>
<p>“It also seeks to promote a value shift in an ideology, supportive of national harmony and integration,” he noted.</p>
<p>In his opening remarks, the summit chairman and Imo Governor, Hope Uzodimma, described the stakeholder’s forum as pivotal for the region’s progress.</p>
<p>Uzodimma, who was represented by his deputy, Chinyere Akimaru, emphasised the necessity of the summit in charting a course towards sustainable regional development.</p>
<p>“NDDC must prioritise environmental sustainability, social responsibility, and economic viability in all regional projects.</p>
<p>“This means investing in renewable energy, protecting natural habitat, and supporting local businesses.</p>
<p>“Efforts should be concerted to combat the poverty and environmental degradation plaguing the region,” Akimaru urged.</p>
<p>Mr Chiedu Ebie, the chairman of the NDDC Governing Board, stated that the commission had aligned its programmes with Tinubu’s Renewed Hope Agenda.</p>
<p>He noted that the board had embraced a triple ‘T (Transiting from Transaction to Transformation) strategy to actualise its regional mandate effectively.</p>
<p>According to him, the NDDC management was trying hard to change the commission’s image tarnished by years of unmet expectations.</p>
<p>“This summit aims to gather insights and contributions from all stakeholders to enable us to meet the aspirations of the Niger Delta people.</p>
<p>“By engaging those directly impacted, knowledgeable, and invested in the region’s growth, we can ensure that our policies and projects are well-informed and receive support,” he pointed out.</p>
<p>Presenting the status update on the Niger Delta, the Managing Director of the NDDC, Dr Samual Ogbuku, said that the management board was focusing on infrastructure, education, economic empowerment, healthcare, and social welfare.</p>
<p>Ogbuku said that the summit’s objectives were geared towards formulating strategies for economic progress, actualising the renewed hope agenda, and articulating a roadmap for sustainable development.</p>

										<content:encoded><![CDATA[<p>A total of $142.5 million was paid to the Niger Delta Development Commission, NDDC, last year by The Shell Petroleum Development of Nigeria Ltd, SPDC, and Shell Nigeria Exploration and Production Company Limited, SNEPCo.</p>
<p>SPDC paid $112.5 million while SNEPCo remitted $30 million compared to $59.04 million by SPDC and $20.73 by SNEPCo in 2022.</p>
<p>The contributions came from the Shell companies on behalf of themselves and their respective partners –.  Nigerian National Petroleum Company Limited, NNPC; TotalEnergies, EP Nigeria Limited; NAOC; and Esso Exploration and Production Nigeria Limited – as statutory contributions to the interventionist agency.</p>
<p>“Our support for NDDC is part of our aspirations for the development of the Niger Delta which has also seen a wide range of social investments, including health and education,” SPDC Director and Country Head, Corporate Relations Igo Weli said.</p>
<p>“With the continuous support of our partners, we will continue to discharge our obligations to communities through statutory payments to agencies and projects executed in partnership with stakeholders,” he added.</p>
<p>Shell Companies in Nigeria have supported community development programmes in the country since the 1960s, benefitting many Nigerians.</p>
<p>Support for education has led to the award of more than 3,450 secondary school grants, 3,772 university grants and 1,062 cradle-to-career scholarship grants since 2016.</p>
<p>Another investment has seen the introduction of the Health-in-Motion programme, providing free medical services directly to communities.</p>
<p>Over one million individuals have benefitted from the programme since its inception in the early 2000s.</p>
<p>Also, the global Shell LiveWIRE entrepreneurship programme supported 73 businesses through training and mentorship programmes leading to 97 employment opportunities for Nigerians.</p>

										<content:encoded><![CDATA[<p>The Niger Delta Development Commission, NDDC, and Nigeria LNG Limited, NLNG, has signed a Memorandum of Understanding, MoU, to leverage shared aspirations and collaborate on diverse fronts in the delivery of sustainable development projects in the region.</p>
<p>At a brief signing ceremony at NLNG’s Corporate Head Office, on Tuesday, the Managing Director and Chief Executive Officer of NLNG, Dr Philip Mshelbila, and NDDC’s Managing Director, Dr Samuel Ogbuku, signed the MoU in the presence of executives from both organisations.</p>
<p>As part of the pact, the two organisations agreed to collaborate and partner to empower communities in the region, promote local content and capacity development, and work with stakeholders along the value chain to deliver sustainable development projects effectively.</p>
<p>Dr Mshelbila, in his remarks, stated that through the partnership with NDDC, NLNG aspired to set a precedent for how such collaborations could drive positive change in the Niger Delta region.</p>
<p>He said NLNG’s goal was to replicate the success of its projects and initiatives across the Niger Delta, working closely with NDDC to maximise the impact of collective efforts. He stated that the goal aligned with its vision of “helping to build a better Nigeria”.</p>
<p>“Today, we are proud to formalise our partnership with NDDC, an organisation empowered to deliver development projects in this vital region of our nation. At Nigeria LNG, our journey has always been guided by a commitment to seek strategic partners in sustainable development. This commitment is deeply rooted in our core values and principles, and it drives us to continuously explore innovative avenues to make a meaningful impact on the lives of those we serve. Our partnership with NDDC is evidence of this commitment.</p>
<p>“Our dedication to the sustainable development of our host communities in health, education, economic development, and infrastructural development remains unwavering. We understand that our success is linked to the well-being and prosperity of the communities in which we operate. Therefore, investing in projects and initiatives that empower these communities, promote social inclusion, and foster economic growth is an ethical responsibility.</p>

<p>He said the organisation strongly emphasised empowering local communities through skills training, support for small and medium-sized enterprises, promoting self-sufficiency and building solid relationships with state governments, local communities, non-governmental organisations, and private enterprises to design and implement practical development projects within the Niger Delta region.</p>
<p>He stated that the partnership with NLNG underscores a shared commitment to inclusive governance and comprehensive development.</p>
<p>As outlined in the MoU, the agreement will promote harmonious relationships between the two organisations as an enabler for achieving a common goal of facilitating the sustainable and continuous development of the Niger Delta region through investment in development projects that will maintain peace and security in the region.</p>
<p>The MoU will also provide a framework for partnership between the organisations to maximise the impact of NLNG’s contributions to NDDC through effective delivery of development projects in the Niger Delta in an objective, judicious, transparent, sustainable, auditable manner and with due regards to accountability and global best practice.</p>

										<content:encoded><![CDATA[<p>President Bola Ahmed Tinubu has approved the appointment of a new Board and Management team of the Niger Delta Development Commission, NDDC.</p>
<p>The announcement was made on Tuesday in a statement issued by the Special Adviser to the President on Media and Publicity, Mr. Ajuri Ngelale.</p>
<p>The appointments, he said, were with immediate effect.</p>
<p>The president said he expected that the new board and management team would ensure a new era of successful administration in the NDDC, in line with his Renewed Hope agenda.</p>

										<content:encoded><![CDATA[<p>The Niger Delta Development Commission, NDDC, has proposed to spend N2.28 trillion for the three consolidated financial years of 2021, 2022 and 2023, respectively.</p>
<p>The National Assembly had withheld the budget of the commission for the three years that the commission had been without a governing board.</p>
<p>The federal government had in January this year inaugurated the NDDC governing with Lauretta Onochie as its chairman and Samuel Ogbukwu as managing director.</p>
<p>Ogbukwu who appeared before the House of Representatives Committee on NDDC for budget presentation and defence on Thursday revealed that an aggregate expenditure of N485.7 billion was proposed for the commission in 2021, N928.2 billion in 2022 and N876 billion for 2023.</p>
<p>He said that the consolidated appropriation bill christened: &#8220;Budget of Rewind to Rebirth&#8221; is based on assumptions of revenue such as; revenue brought forward, federal government contribution, unpaid arrears and recoveries by Economic and Financial Crimes Commission, EFCC, ecological fund, oil companies contribution and other realised income.</p>
<p>He explained that the revenue estimate included cash brought forward of N35.5 billion in 2021; N3 billion in 2022 and N5 billion in 2023; federal government statutory transfers of N85 billion for 2021 and N150 billion for 2022 and 2023 each fiscal year.</p>
<p>According to him, &#8220;Others are: unpaid arrears of N100 billion from the Federal Government for 2021, N504 billion for 2022 and N450 billion for 2023 being expected revenue from the Federal Government through recovery by the EFCC from oil companies.</p>
<p>&#8220;Expected revenue of N250 billion from the oil and gas companies for 2021, and also for 2022 and also for 2023 fiscal year. Expected N15 billion from ecological fund for 2021, N20.7billion for 2022 and N20 billion for 2023.</p>
<p>&#8220;N200 million is expected from internally generated (bank interests and sales of boarded items) for 2021 while N500 million is expected in 2022 and 2023 respectively.&#8221;</p>
<p>Ogbukwu further added that &#8220;out of the total budget estimates for 2021 personnel cost is N28.2 billion while N34.2 billion is proposed for 2022 and 2023.”</p>
<p>The NDDC boss said overhead costs were projected at N14.5 billion for 2021 and N16.5 billion for 2022 and N17.4 billion for 2023.</p>
<p>On the capital expenditure, he said an aggregate sum of N440 billion was proposed in 2021 while N873 billion was proposed for 2022 and N820.5 billion for 2023.</p>
<p>Ogbukwu said that N2.9 billion was proposed for the Internal Capital Fixed Assets budget for 2021 while N3.7 billion for 2022 and 2023.</p>
<p>On the performance of the 2020 budget, the managing director said: &#8220;A total of N453.2 billion was appropriated for expenditure in the 2020 approved budget. This comprises N 41.3billion for recurrent and N411.8 billion for capital expenditure.</p>
<p>According to him, &#8220;A total of N164.1 billion was received from various sources to fund the NDDC 2020 approved budget in the budget year 2020 (Jun 1st 2020 Mar 31st 2021). This comprises N32.6 billion representing (51%) from the Federal Government and N119 billion representing (37%) from Oil &amp; Gas Companies. We had a carry forward of N12 billion from 2019 representing (100%) and additional inflow of N469 million representing (235%) from other sources which include sales of tender form, sale of assets, excess bank charges recoveries etc.</p>
<p>&#8220;Actual expenditure amounted to N157 billion from June 1st 2020 till March 31st 2021. This comprises N20.7 billion for personnel, N6.6 billion overheads, N814 million internal capitals and N129 billion capitals putting the performance at 35%.</p>
<p>&#8220;Greater portion of commission&#8217;s available financial resources were directed to completion of critical infrastructure under emergency rehabilitation of failed roads in the Niger Delta and clearing of waterways in ecological sectors.</p>
<p>&#8220;In view of this, a total of N129 billion was paid on developmental projects/programmes in the fiscal year, which elapsed March 31st 2021 putting the performance at 32%.&#8221;</p>
<p>In his remarks before the interface went closed door, the chairman, House committee on NDDC, Hon Olubunmi  Tunji Ojo (APC, Ondo), vowed to put the commission on its toes to implement its mandate of developing the Niger-Delta region.</p>
<p>He urged the commission to embark on critical project that would add value to the people of the region, saying it was high time the NDDC served the purpose and appreciated the destinies of the Niger Delta region.</p>
<p>According to him, &#8220;You need to implement critical projects that will add value to our people. The people are in need of renewed hope and this should be provided.</p>
<p>&#8220;When we need to stand against you we will and when we need to cooperate with you we will not hesitate. The overall good of the region is our priority.</p>
<p>&#8220;The people are hungry for development not ego fight, blame game or bulk passing. The people of the region need hope. We can&#8217;t afford to lose this.”</p>

										<content:encoded><![CDATA[<p>The Senate has confirmed the appointment of Mrs. Lauretta Onochie from Delta, as the chairman of the Niger Delta Development Commission, NDDC.</p>
<p>The upper chamber also confirmed the appointment of 14 members for the commission.</p>
<p>This followed the adoption of the report of the Senate Committee on Niger Delta Affairs at Tuesday’s plenary.</p>
<p>Presenting the report, Sen. Amos Bulus, the vice-chairman of the committee, said that the committee during screening, observed that two of the nominees were absent.</p>
<p>“And there was no information from the Special Assistant to the President on National Assembly Matters (Senate) explaining their absence.</p>
<p>“The two presidential nominees that were absent and therefore not screened are: Dr Pius Egberanwen Odudu, nominee to represent Edo on the Governing Board of the NDDC.</p>
<p>“And also, Anthony Okanne, nominee to represent Imo on the governing board of the NDDC,” he said.</p>
<p>Bulus said that accordingly the committee stepped down the screening of the two nominees for reason of non-appearance.</p>
<p>He said that after the screening, the 13 nominees were found to possess the requisite qualifications.</p>
<p>In his contribution, Sen. Seriake Dickson (PDP-Bayelsa) commended President Muhammadu Buhari for the appointments.</p>
<p>“At least, finally we have the president’s nominations to properly constitute the board as required by the act.</p>
<p>“I want in that same vein to commend the President of the Senate and distinguished senators for the very patriotic position that this Senate has had to take on the issue of the composition and ensuring the proper functioning and operations of that critical body,” he said.</p>
<p>Dickson said that the current law regulating the NDDC was actually a baby of the National Assembly.</p>
<p>“It was not an executive proposal, it was not contained in the executive proposal that was sent.</p>
<p>“The National Assembly did it for good reason because it was the product and the agitation of the people of the oil producing communities,” he said.</p>
<p>He also submitted that a clause should be added in the committee’s resolution.</p>
<p>“The clause is for Buhari and all future presidents to implement the act to comply in their positions with the requirement of indigeneship.</p>
<p>“The clause says that the nominee must come from oil producing areas.</p>
<p>“No matter how you interpret it, it cannot go outside the community, local government and it should in my view not go outside the senatorial district,” he said.</p>
<p>In his remarks, Senate President, Ahmad Lawan, said that at last the commission had gotten a proper management and board.</p>
<p>“I believe that time is of essence here. The chairman and members should hit the ground running; so much time has been lost.</p>
<p>“I believe that from now until when their tenure will elapse they have a lot of work to do because NNDC as we all know is an interventionist institution created by government in 2000,” he said.</p>
<p>Lawan urged the executive to send the result of the forensic audit carried out on the NDDC.</p>
<p>“Yes, let us see the result of the forensic audit. The audit had taken its toll on the commission,” he said.</p>
<p>Buhari had on November 23, written the Senate seeking for the confirmation of the appointment of Onochie and 14 others as the substantive chairman of the board of the NDDC and members.</p>
<p>In furtherance to that, the Senate also referred the matter to its Committee on Niger Delta Affairs for screening and confirmation.</p>

										<content:encoded><![CDATA[<p>The people of Ilaje land have applauded senators representing Ondo State in the National Assembly for rejecting the nomination of persons who are not  indigenes of their area on the Board of Niger Delta Development Commission, NDDC.</p>
<p>Ilaje is the oil-rich part of Ondo State, which has the fifth largest oil production quota among the nine oil producing states in Nigeria.</p>
<p>It would be recalled that twice in recent time, Ondo State Governor Rotimi Akeredolu had nominated individuals who hailed from his own hometown, Owo, into the NDDC Board, an area which is not an oil producing part,</p>
<p>First was Mr Olatokunbo Ajasin sometimes ago and the latest being the nomination of Chief Charles Ogunmola as Executive Director, Project, in the Commission.</p>
<p>However, yesterday, the three senators representing Ondo state Senatorial districts, Ajayi Boroffice, Ayo Akinyelure and Nicholas Tofowomo, jointly wrote a letter to the Senate President, vehemently rejecting the nomination of Chief Ogunmola on the ground of being tantamount to violation of the extant laws establishing NDDC.</p>
<p>In a press statement issued by a United Kingdom-based Chartered Accountant, Prince Sola Arowojolu, on behalf of the Ilaje in Diaspora,  the people expressed appreciation to the three senators  for fighting against the said age-long injustice and marginalization meted against the good people of Ilaje oil producing communities.</p>
<p>Prince Arowojolu said: &#8220;The nomination of Charles Ogunmola who hails from Ipele in Owo local government area, which is a non-oil producing area of the state would have amounted to a daylight robbery to our people.</p>
<p>&#8220;This is contrary to the provision of Section 12(1) of NDDC Act of 2000 which provides that ‘There shall be for the commission, a Managing Director and two Executive Directors who shall be indigenes of oil-producing areas starting with the member states of the commission with the highest production quantum of oil and shall rotate amongst member states in the order of production.’&#8221;</p>
<p>Arowojolu added: “We the Ilajes have been marginalised and deprived of our rights if we recall how a similar nomination of an unqualified candidate- Olatokunbo Ajasin, in 2016, also from Owo local government, almost set the state on fire and degenerated to civil unrest in the entire Niger Delta region had it not been for the intervention of the Senate committee.</p>
<p>&#8220;They unanimously rejected Ajasin&#8217;s nomination and that of Donatus Enyinnah from Abia State also on the ground that both nominees were not from oil producing communities.</p>

<p>Arowojolu also faulted the nomination of Samuel Ogbuku as the Managing Director, arguing that by the provision of the NDDC Act 2000, the position of MD should have rotated to Ondo State and not to Bayelsa State.</p>
<p>His contention is that of the nine oil-producing states, namely (in order of oil production); Akwa Ibom, Delta, Rivers, and Bayelsa States have been well represented and have produced past Managing Directors who had served the commission for at least four years as stipulated in the Act.</p>
<p>He emphasised the past representations of Bayelsa to the board with the appointment between November 2005- April 2009 (3 year+) of Timi Alaibe, and in-between them of Prof. Brambaifa and Prof. Pondei from February 2019 to December 2020 (2years+).</p>
