The Emir of Bichi, Alhaji Aminu Ado Bayero, has been appointed as the new Emir of Kano.

He replaces Muhammadu Sanusi II who was dethroned on Monday.

That makes Bayero the 15th Emir of Kano.

Announcing the appointment of the new emir on Monday, the Secretary to the State Government, Alhaji Usman Alhaji, at a press conference, said the appointment followed the resolution of the state Executive Council and recommendation by Kano kingmakers.

His words: “I have been directed by his Excellency, the Governor of the state, Dr Abdullahi Umar Ganduje following the resolution of the state Executive Council and recommendation by Kano Kingmakers to announce the appointment of Alhaji Aminu Ado Bayero as the new Emir of Kano.”

Sanusi was dethroned earlier on Monday following alleged disrespect to lawful instructions by the state governor.

The persistent refusal of the Emir to attend official meetings and programmes organised by the government without any justification amounting to insubordination was part of what was said to have informed his removal.

“This removal is made after due consultation with the relevant stakeholders and in compliance with Part 3 section 13 of the Kano State Emirate law 2019 and other reasons stated above.

“The removal was reached to safeguard the sanctity, culture, tradition, religion and prestige of the Kano Emirate built over a thousand years,” the Secretary to the State Government said while announcing the removal.

Following the fear of a possible breakdown of law and order, the Kano State Police Command has banned rallies, demonstrations, procession or assembly in the state indefinitely.

This is as the police also announced that it had withdrawn the permission it had earlier given to anyone or group on such activities.

The ban on rallies and others was announced in a statement by the Public Relations Officer of the command, DSP Abdullahi Haruna, on Saturday.

Anyone or group caught violating the ban, the police said, would be dealt with according to the law.

“The public should know the position of the state command in maintaining peace and order in the society,” the police police stated, and added that “the measure is to assure a lasting peace and unity in the State.”

The ban on public procession by the police is believed to be in connection with the tension created following the query issued by the state government to the Emir of Kano, Alhaji Muhammadu Sanusi II, over alleged misappropriation of N3.4 billion by the Emirate Council under his (Sanusi) leadership.

The Kano State Public Complaints and Anti-corruption Commission says it has uncovered over N3.4 billion allegedly misappropriated by the Emir of Kano, Alhaji Muhammadu Sanusi II.

The alleged amount was said to have been misappropriated between 2014 and 2017.

This is contained in a preliminary report of investigation conducted by the commission and signed by its Chairman, Mr Muhuyi Magaji, a copy of which was made available to the News Agency of Nigeria (NAN) in Kano on Monday.

According to the report, the investigation was in respect of a petition of financial misappropriation levelled against Kano Emirate Council under the present Emir, Alhaji Muhammadu Sanusi II.

The interim report raised four cardinal issues bordering on indictments, amount involved, obstruction of investigation and recommendations.

The report indicated that the Kano Emirate Council had spent over N1.4 billion in various expenditures believed to be fraudulent and unappropriated.

In addition, the Emirate Council was alleged to have spent over N1.9 billion unappropriated on seemingly personal expenditures, making the total sum of the questionable expenditures.

According to the report, the expenditures contravened the provisions of Section 120 of the 1999 Constitution of the Federal Republic of Nigeria (as amended) and Section 8 of the Kano State Emirate Council Special Fund Law 2004.

Similarly, the expenditures had also violated Section 314 of Penal Code as well as provisions of Section 26 of the Kano State Public Complaints and Anti-Corruption Commission Law 2008 (as amended).

“It is also the opinion of this Commission, based on the available evidence, that Emir Muhammadu Sanusi II continued to undermine the investigation through various means which include giving instruction to all officers invited for clarification to shun the commission’s invitation.

“The act is seriously affecting the process of our statutory responsibility and offends the provisions of Section 25 of the Commission’s enabling Law 2008 (as amended),” the report said.

The report, therefore, recommended that the principal suspect in the person of Muhammadu Sanusi II and all other suspects connected with the case be suspended, pending the final outcome of the investigations.

“This is a necessary administrative disciplinary action aimed at preventing the suspects from further interfering with the commission’s investigations.

“The commission further recommends that the contract awarded to Tri-C Nigeria Limited for renovation of Babban Daki, Kofar Kudu and Gidan Sarki Dorayi should be revoked as the company belongs to one of the suspects in person of Alhaji Mannir Sanusi, (The Chief of Staff in the Emirate),” it said.

According to the report, the company failed to settle the sub-contractor, Cardinal Architecture Ltd, after being duly paid.

It further recommended that appropriate authority should be put in place to oversee the affairs of the Emirate Council in line with established statutes and policies, pending the final outcome of the commission’s investigations.

It also recommended that further legal action should be taken against all the suspects as soon as the final outcome of the investigations were concluded and legal advice accordingly issued.

Meanwhile, the Emirate Council is yet to react to this fresh development.

UN Secretary-General António Guterres on Thursday in New York announced the appointment of Muhammadu Sanusi II, Emir of Kano, as one of his new Sustainable Development Goals (SDGs) Advocates for 2019-2020.

A statement by UN quoted Guterres as saying that the appointment of Sanusi was sequel to the UN Member States agreement to accomplish the SDGs by 2030.

The Advocates are 17 influential public figures from around the world who are tasked by the Secretary-General to promote the Goals, raise awareness with new audiences, maintain global commitment and call for greater ambition and scalable action to achieve the SDGs by 2030.

Sanusi is the only Nigerian on the 17- man list of SDG Advocates co-chaired by President Nana Addo Dankwa Akufo-Addo of Ghana and Prime Minister Erna Solberg of Norway.

According to Guterres, the Advocates are tasked with driving the action, building the ambition, and solidifying global political will of the SDGs.

“We have the tools to answer the questions posed by climate change, environmental pressure, poverty and inequality.

“They lie in the great agreements of 2015 – the 2030 Agenda for Sustainable Development and the Paris Agreement on climate change.

“But tools are no use if you don’t use them. So, today, and every day, my appeal is clear and simple; we need action, ambition, political will, more action, more ambition and more political will,” said Guterres.

He further said that the Advocates are to raise awareness, inspire greater ambition, and push for faster action on the SDGs, which were adopted by world leaders on September 25, 2015.

“They are expected to use their unique platforms and leadership to inspire cross-cutting mobilisation of the global community to build the momentum for transformative and inclusive development by 2030.”

The Advocates selected from governments, entertainment, academia, sport, business and activist organisations around the world, are also expected to leverage and build bridges between their unique audiences, and work together to drive progress.

Co-Chair of the SDGs Advocates group Prime Minister Erna Solberg of Norway was also quoted in the statement as saying: “By joining forces to achieve our goals, we can turn hope into reality – leaving no one behind.”

On his part, President of Ghana, Nana Addo Dankwa Akufo-Addo who is also the Co-Chair of the SDG Advocates, called for a united force to fight poverty globally.

He said: “This is a time of great hope for the world. If we work smartly together and stay on course, we can raise millions out of poverty and significantly expand basic social services for many more by the 2030 end date of the SDGs.”

The Emir of Kano and former Governor of Central Bank of Nigeria, Muhammadu Sanusi II, has warned Nigerians against electing into offices, people with no education.

He said electing such people into offices in the past was responsible for the poor attention given to education in the country over the years.

The Emir of Kano who spoke at the 6th convocation of Nile University of Nigeria, Abuja said that putting people with education into public offices would impact positively on the education sector.

“We have to take an interest in the quality of our leaders and representatives in the level of education. If you look around this country at many levels of leadership, we have elected and we have chosen to elect people who do not have an education. And because they are not educated, they cannot give an education.

“We need to lay more emphasis on the quality of people we elect to executive and legislative offices and we need to make sure that those to whom we entrust policy are themselves educated and know the value of education,” he said.

He stressed the need for the Federal Government to invest in educating the people instead of building roads and other infrastructure.

According to him, it was necessary to build the people first before other things.

His words: “Let us invest more in education and let us give up some of the privileges that we have such as the trillions we are spending subsiding petroleum products. That money should go into educating our young people.

“We are spending too much monies on roads and bridges and trains and too little money educating our children. Let us educate these young people and they will build the roads, train and bridges. We do not need to invite the Chinese to do that for us. The leadership at all levels in this country and the followership should understand that this is what is most important, because I do understand sometimes that if a governor does not build roads or bridges, he is seen as not have been performed by the people.

“We build all these highways and there are more pedestrians on the highways than cars and those pedestrians are most often people without education and help. Development is first and foremost about people.”
