										<content:encoded><![CDATA[<p>The Inspector-General of Police, Kayode Egbetokun, has quit the office; An Assistant Inspector-General of Police, Olatunji Disu, has been nominated by President Bola Ahmed Tinubu to fill the vacancy thus created. As is usual in this climate with such change of guards in sensitive, high-profile and mouth-watering positions, controversies and colliding explanations have rent the air. Officially, Egbetokun resigned on his own volition &#8211; that is, voluntary resignation &#8211; and for personal or family reasons. What a conscientious family man!</p>
<p>Grapevine sources, however, gave a different version of Egbetokun’s departure from his job: That he was advised to quit by Mr. President. That is a polite way of saying he was sacked. Or, better put, he was offered the opportunity to soft-land. I am sure you know there is some “advice” you cannot decide to ignore, like when a student is advised to withdraw from a course or from the university in its entirety! Such a student cannot say, “Thank you, but I choose not to!” He has to go &#8211; and go he must!</p>
<p>Let us not go into the rumour mill of what allegedly soured the relationship between Egbetokun and Mr. President, but some cogent possibilities come to mind anyway.</p>
<p>I was in Abuja in April 2024 helping a friend to organise a seminar when a senior police officer standing-in for and purportedly reading Egbetokun’s address at the National Dialogue on State Policing came down unsparingly on the government decision to create state police to arrest the worsening state of insecurity in the country. Vice President Kashim Shettima, representing Mr. President, had already spoken in support of the same state police. He sat listening, stone-faced. The embarrassment is better imagined than felt.</p>
<p>Although the police authorities later tried to mend fences, the harm had been done. The security situation has since grown worse; yet, the promised state police still have not seen the light of day. Many cite the lukewarm attitude, to put it mildly, of the police top echelon as one reason for this. With the United States’ President Donald Trump breathing down the neck of the Nigerian authorities on this same issue of insecurity, President Bola Ahmed Tinubu will be wise to sacrifice anyone to save his own neck, if you bear in mind recent happenings in Venezuela!</p>
<p>Another source said Egbetokun “took familiarity for contempt”; being, as it were, the Chief Security Officer to Tinubu as the governor of Lagos state. “He cherry-picked orders. Withdraw police orderlies from influential Nigerian, he was tardy about it. He forgot two things: That it is the same teeth the leopard uses to train its child that he also uses to discipline it. He also forgot that another top police officer similarly close to Tinubu was waiting in the wings.” AIG Olatunji Disu, the new sheriff named by Tinubu, was also Tinubu’s Aide-De-Camp (ADC) as the governor of Lagos. I think we should stop there!</p>
<p>No, because if I do another source, who accused my colleagues as causing Egbetokun&#8217;s downfall, will also accuse me of covering up facts. He said: You journalists were his nemesis. You blacklisted him before the whole world. Mr. President felt that slap on his own face very badly&#8221;. He must be referring to the International Press Institute (IPI) blacklisting Egbetokun for the incessant and riotious way the police under him assaulted press freedom with the arrest and detention of journalists for no just cause.</p>
<p>Egbetokun should have retired on September 4, 2024 when he clocked the mandatory retirement age of 60 years but the president leveraged the amendment to the Police Act to grant him tenure elongation. Appointed in June 2023, Egbetokun would have had up till June 2027 to wear the police uniform but for this sudden, even abrupt, departure from office.</p>
<p>A gale of controversies</p>
<p>If controversies trailed Egbetokun’s tenure elongation and, now, the circumstances of his exit, no less controversies have also trailed the nomination of his in-coming successor, AIG Tunji Disu, who was promoted to his AIG rank only in March last year (less than a year ago) and has only 48 days to clock the mandatory 35 years in service, when he would have had to retire. If confirmed as IGP, Tunji Disu will now have up to four years more to spend in service &#8211; at the pleasure of the appointing authority, of course!</p>
<p>In accordance with what is called established police or military tradition to maintain service discipline, it is said that most, if not all, of the police officers senior to Disu will have to resign from the police force so that yesterday’s senior officers will not have to salute and take orders from yesterday’s junior officer who has now become today’s superior officer. Some have argued, though, that this rule or tradition is not etched in gold. Trust Nigerians, there have been exceptions to the rule in the past. The IGP can use his discretion. Some officers may also not bother themselves with any “seniority nonsense”; as one source put it: “Na salute I go chop?”, he quipped!</p>
<p>Nevertheless, social media is already abuzz with the names of Deputy Inspectors-General (DIGs) and Assistant Inspectors-General (AIGs) of Police that may have to make way for the new IGP to <em>dey kampe</em> in office. And this has become a source of irritation for some. For one, officers who are not tired will be forced to retire prematurely &#8211; and this at short, unplanned-for notice. Much human capital is lost in the process. This scourge was rampant during military rule, when each regime-change was accompanied by a massive purge that only weakened the military over time.</p>
<p>Tenure insecurity also affects professionalism and commitment. Can you blame anyone who, aware of the possibility of such a circumstance, elects to make hay while it shines? Around 20 or more officers said to be senior to Disu may be packing their bags, ready to say goodbye to the Force.  I am not surprised that the media is awash with the name of one of them, DIG Frank Mba, one-time Force Public Relations Officer and the delight of journalists. Some senior journalists were even saying they expected him to have been named as the in-coming IGP!</p>
<p>The Igbo curse in Nigeria</p>
<p>One such advocacy for Mba, by Steve Osuji, got me to write this piece. Could what Osuji alleged be true? Or was it mere scare-mongering, the usual, but worn-out cry of Igbo marginalization?</p>
<p>Osuji would not be comforted by what he saw as the by-passing of Mba! He said: “Sorry Frank, you suffered the Igbo curse in Nigeria… DIG Frank Mbah, if only you were a Yoruba or Hausa-Fulani, you would have been an IGP today. Yes, you&#8217;re probably the best IGP Nigeria never had! Smart, brilliant, well turned out and super professional. People see you at work and wish they joined the police. Some wonder why most officers of Nigeria police are not made in your mold. From your days as a junior officer, you were exceptional and a cut apart. While it was your time to make IGP, a retiring IGP was handed an indefinite tenure&#8230; BECAUSE YOU&#8217;RE IGBO! Yes, Igbo suppressors loathe to hear this but that&#8217;s what it is… Again, sorry Frank. Take heart. Someday, if not in our time, it shall be in our children&#8217;s  time; liberation shall come for Ndigbo. Merit shall be the parameter of measure and everyone shall get their just due…”</p>
<p>I read this over and over again. What is “the Igbo curse in Nigeria”? Scripture says “life and death are in the power of the tongue” (Proverbs 18: 21) and also that we must endeavour to keep our “heart with all diligence for out of it are the issues of life” (Proverbs 4: 23). I am unapologetically Yoruba but my prayer, despite that I have fundamental reservations about Nigeria, is that my Yoruba ethnic group and people will suffer no curse in Nigeria! There shall be nothing called “Yoruba curse in Nigeria!” Amen.</p>
<p>Fortunately, I came across a reputable national daily that said this about Mba: “Going by recent practice, Disu’s seniors might have to submit their resignation letters. We might have those who may choose to stay behind and salute their juniors. The fact is that among the DIGs, we have people whose colleagues are still ACPs (Assistant Commissioner of Police). Somebody like DIG Frank Mba, though those he joined the force with as cadets are still DCPs (Deputy Commissioner of Police) and the likes.”</p>
<p>And I wondered whether or not Osuji was aware of this fact. Disu, for instance, started out as Mba’s senior by far and has more grounding as an all-round police officer judging by his enviable duty posts; though Mba, obviously, might have been more prominent in the public glare because of his own PR job. So, how did Mba get his rapid promotion, climbing on the head of his mates and seniors, in the face of “the Igbo curse in Nigeria”? Where was Osuji’s “the Igbo curse in Nigeria” at the time?</p>
<p>I think it is Osuji we should say “sorry” to, not Mba! And it is Osuji that should also take heart! No one should try to de-market a fine officer who has enjoyed an illustrious career. Mba served all of us well &#8211; every Nigerian. He never cut the picture of an Igbo champion that Osuji is desperately trying to conscript him as. In April 2024 when my team organised the said workshop in Abuja, I made it a point of duty to visit Mba’s office and drop a note for him (because he was not available). But everyone knows that the post of an IGP is a political appointment, which is made at the discretion of the appointing authorities.</p>
<p>Powers of the Police Council</p>
<p>Contrary to what has mischievously been loaded on the public, the president is not the ONLY authority who appoints an IGP. Femi Falana, SAN, has said this ad nauseam, ad infinitum. According to law, there is a police council made up of the president, the 36 state governors, the chairman of the Police Service Commission, and the IGP. The permanent secretary in the Police Affairs Office serves as its secretary.</p>
<p>This council advises the president on the appointment of an IGP. There are at least five Igbo governors in the council. If they feel like Osuji feels, they have a platform to air their views. They can withhold their concurrence and make their reasons public.</p>
<p>Mercifully, presidential aide, Bayo Onanuga, has said that in compliance with the Police Act 2020, the president will convene a meeting of the council to formally consider the recommendation of Disu by the president; if Disu gets the council’s nod, then, his name will be sent to the Senate for screening and confirmation &#8211; which are usually done in the open &#8211; and there are Igbo members in the senate who, if they share Osuji’s belief of an “Igbo curse in Nigeria” can equally make their views known.</p>
<p>Quitting when the ovation is loudest</p>
<p>To conclude, let me warn that other than where it is lawfully sanctioned, extension of tenure and third-term ambitions are usually not the best. Ask OBJ! Examples also date back to Biblical times. Consult the story of King Hezekiah in 2 Kings 20: 1 &#8211; 19 and 2 Kings 21: 2. I wouldn’t know if Egbetokun now rues the benefits of the tenure elongation of less than two years that he got, if he were to depart in a gale of controversy, with a legacy of 35 years at risk. Perhaps, this, then, is what is meant when actors are advised to quit the stage when the ovation is loudest!</p>
<p>Making haste slowly</p>
<p>Yoruba elders also have this word of caution for the likes of Mba: When promotion is super rapid, when all things are amazingly looking up, when you are leaving your colleagues and superiors far behind, watch it! Life’s journey is not a 100-metre dash but a long-distance race. When the world is saying, &#8220;it is sweet, it is sweet!&#8221;;  be careful!</p>
<p>Orlando Owoh, the juju music maestro, captured it well in one of his songs when he said: Igba o ki n lo bi orere/Aiye o ki nlo bi opa ibon/Bi oni ti ri, ola o ri be/L’o mu Babalawo d’ifa ojoojumo!”</p>
<p>I wish Acting IGP Olatunji Disu success before the Police Council and the Senate!</p>

										<content:encoded><![CDATA[<p>The police command in Enugu has said that it has arrested and detained a Police Inspector serving in the Anti-Cultism Tactical Squad, over alleged murder of a musician, Okezie Mba, popularly known as Igbo-Jah.</p>
<p>The announcement is contained in a statement by the command’s spokesman, DSP Daniel Ndukwe, on Saturday in Enugu.</p>
<p>Ndukwe said that the incident occurred around 8:10 p.m. on October 25, at the Tactical Squad’s Headquarters, Enugu.</p>
<p>Igbo-Jah was known for his Ogene (traditional) lyrics.</p>
<p>According to him, the musician was reportedly leaving the Squad’s Headquarters after a visit when, for reasons yet to be ascertained, when the police officer allegedly fired his rifle, hitting the victim.</p>
<p>Ndukwe was immediately rushed to the hospital where he was confirmed dead.</p>
<p>His body has been deposited in the mortuary for preservation and autopsy.</p>

<p>Ndukwe quoted the Commissioner of Police, Mr Kanayo Uzuegbu, as directing the State Criminal Investigation Department to conduct a full-scale investigation into circumstances that led to the incident.</p>
<p>Uzuegbu also ordered the department to facilitate prompt and appropriate disciplinary actions against the police officer.</p>
<p>The commissioner empathised and consoled the victim’s family, friends and associates, describing the unfortunate incident as unacceptable.</p>
<p>He said that the police officer and anyone else found culpable would be sanctioned in line with the law to serve as a deterrent.</p>
<p>He urged everyone related to the victim to remain calm and cooperate with the police to ensure that justice was served.</p>

										<content:encoded><![CDATA[<p>The 2024 annual camp meeting of Christ Chapel International Churches, CCIC, is scheduled to commence on Tuesday, October 15, and will end on Sunday, October 20.</p>
<p>CCIC is headed by the renowned faith preacher, Rev. Dr. Tunde Joda.</p>
<p>The camp meeting which will hold at the church’s headquarters, Akin Mateola Street, Off Raji Rasaq Road, Amuwo Odofin, Phase II, Lagos, has as its theme, Divine Possibilities (The glory of the latter be greater than the former).</p>
<p>The event will feature four renowned preachers – Pastor Gideon Mba, Lead Pastor of Manifold International Church; Apostle Anslem Madubuko, the General Overseer of Revival Assembly Church, and Reverend Tunde Bolanta of the Restoration Ministries Worldwide.</p>
<p>Rev. Dr. Tunde who heads the Christ Chapel International Churches, and his wife, Rev. (Mrs.) Ebun Joda, are the hosts.</p>

										<content:encoded><![CDATA[<p>The Lead Pastor of Manifold International Church, Pastor Gideon Mba, is to feature in the 2024 camp meeting of the Christ Chapel International Churches, CCIC, as one of the preachers.</p>
<p>The event which begins on October 15 will end on Sunday, October 20.</p>
<p>The camp meeting which will hold at the church’s headquarters, Akin Mateola Street, Off Raji Rasaq Road, Amuwo Odofin Phase II, Lagos, has as its theme, Divine Possibilities (The glory of the latter be greater than the former).</p>
<p>Also to feature at the six-day event are Rev. Dr. Tunde Bolanta of the Apostolic Overseer of Restoration Ministries Worldwide and Apostle Anslem Madubuko, the General Overseer of Revival Assembly Church.</p>
<p>Rev. Dr. Tunde Joda who heads the church, and his wife,  Rev. (Mrs.) Ebun Joda, will serve as the hosts.</p>
<p>Pastor Mba also presides over Choice Souls Media, an interdenominational movement responsible for empowering thousands of believers for kingdom advance in different spheres.</p>
<p>His Manifold International Church, a missional city church is in Lagos, Nigeria.</p>
<p>He is the Convener of the annual national day of prayer for the next generation in Nigeria called, &#8220;Somebody Pray&#8221;.</p>
<p>He is also leading a nationwide campus tour known as &#8220;The move&#8221; with thousands of young people reached and empowered for God&#8217;s kingdom.</p>
<p>He is married to Bethel Mba and they are blessed with children.</p>
<p>A special feature of the camp meeting is the Youth Empowerment Station, YES, and Gospel Concert.</p>

										<content:encoded><![CDATA[<p>Governor Godwin Obaseki of Edo State was forced out of the Independent National Electoral Commission, INEC, office in Benin, in the early hours of Sunday, by the Deputy Inspector-General of Police (DIG), Frank Mba.</p>
<p>Mba is the officer in charge of the Edo Governorship Election.</p>
<p>Obaseki had stormed the INEC office to protest alleged manipulation of the governorship poll results, which seem to be favouring Sen. Monday Okpebhollo of the All Progressive Congress, APC.</p>
<p>Obaseki’s outrage stemmed from the lack of answers to his questions regarding the poll results.</p>
<p>In spite of his continuous inquiries, none of the INEC staff responded to his questions.</p>

<p>While that was going on a group of APC supporters who also stormed the INEC office demanded that the governor leave the arena.</p>
<p>The confusion and protest eventually led to his forceful removal from the premises by a combined team of security agents at exactly 5:00 a.m.</p>
<p>The incident had since raised concerns about the transparency and fairness of the electoral process in the state.</p>
<p>With the results still being awaited, the people of Edo anxiously hope for a peaceful and credible conclusion of the electoral process.</p>

										<content:encoded><![CDATA[<p>DIG Frank Mba, in charge of the police contingent for Edo governorship election, has said that the state command has raided black spots ahead of the September 21 governorship election.</p>
<p>Mba said this at a news briefing on Wednesday in Benin, shortly after addressing the police personnel deployed for the poll.</p>
<p>He said that the raid was carried out by the command with the support of visiting officers and that some miscreants were being detained.</p>
<p>According to him, the exercise became necessary to rid the state of miscreants and ensure a hitch-free election.</p>
<p>Mba said the IGP had deployed adequately for the election, adding that they would work with other sister security agencies to provide security during the election.</p>
<p>“Like the IGP has already briefed Nigerians, the police will be deploying adequately for the Edo election.</p>
<p>“What we have done today is to hold a meeting with the strategic commanders, DPOs, Area Commanders, Deputy Commissioners of Police and Commissioner of Police, who are saddled with the task of providing leadership and supervision at the various levels.</p>
<p>“Our task is to provide a peaceful atmosphere for the conduct of a free, fair and credible election.</p>
<p>“We are working with sister agencies as we cannot work in isolation.</p>

<p>“The Army will man these border areas that are far away while the Navy will also provide security on the waterways.</p>
<p>“Other security organisations will also work with us during the election,” the police chief said.</p>
<p>He also said that the police had provided a dedicated phone line – 07025000383 &#8211; for the public to report any breach of the peace.</p>
<p>“This phone number will be with me and if for operational reasons it is not with me, it will be with my personal assistant.</p>
<p>“The state command as supported by visiting officers have been conducting very specialised operations.</p>
<p>“They have been conducting raids at known criminal hideouts.</p>
<p>“Most of the raids they have are target-oriented, intelligence-driven and they are targeted at isolating criminal elements in the state while some have been detained.</p>
<p>“The raid continues as we are ready to provide adequate security during this election,” Mba said.</p>

										<content:encoded><![CDATA[<p>President and Chief Executive Officer, CEO, of Inspirational Global Network, Dr Segun Oshinaga, has given insight into how entrepreneurs can maximise their potential despite the global economic downturn.</p>
<p>He gave the insight while delivering a paper at a two-day workshop for MBA students of the University of Port Harcourt Business School in Port Harcourt, Rivers State.</p>
<p>Oshinaga spoke on the topic: “Building Entrepreneurship Capacity: Turning Ideas to Products.”</p>
<p>According to him, an entrepreneur is a creator or marketer of value.</p>
<p>He explained that the value chain stretches from having an idea, developing the idea into a product, and also ensuring that the product finds a place in the marketplace until it is patronised.</p>
<p>While stressing that every man is a born industry, he urged the MBA students “to cultivate the capacity to create value, build a team, brand it, and develop winning strategies.”</p>
<p>Giving further insight, Oshinaga said every value starts from the place of an idea.</p>
<p>“You need to nurture your idea and breath on it. It does not matter what people say about the idea as long as it comes from within you, begin to nurture it. It is like a nursery bed that has to be watered. The more you nurture your idea, the more it becomes a reality.”</p>

<p>“You’ve got to open up yourself to new ideas and innovations and suggestions. Cultivate a mindset that is open to new possibilities. Surround yourself with diverse perspectives, experiences, and knowledge sources to stimulate idea generation,” he advised.</p>
<p>Beyond nurturing a new idea, he said, “the entrepreneur must engage in activities such as reading, brainstorming, and exploring new fields. These activities will nurture your creativity.”</p>
<p>He told the budding entrepreneurs to also identify how they can use their gifts to create value for others in the marketplace.</p>
<p>“It is not enough to be gifted. You must ensure that your gift can be exchanged for fair compensation. That is why you must continuously refine and adapt your approach to ensure the long-term sustainability and profitability of your passion-driven endeavours,” he said.</p>
<p>While noting that there is a global economic downturn, he stated that a man who creates value will always be in demand.</p>
<p>According to him, “by harnessing the power of ideas, using education as a tool for self-discovery, trading your gifts in the marketplace, and turning your passions into profitable ventures, you can create significant value and achieve success in your personal and professional life.</p>
<p>“This approach empowers you to leverage your unique strengths, interests, and abilities to make a meaningful impact and achieve financial independence.”</p>

										<content:encoded><![CDATA[<p>The Nigeria Police Force has said that it has deployed 25,565 personnel and over 250 vehicles for the conduct of Saturday’s governorship election in Imo.</p>
<p>Mr Frank Mba, the Deputy Inspector General of Police, DIG, in charge of the governorship election in the state, disclosed this while briefing newsmen on the preparedness of the police.</p>
<p>Mba said the assets would help in no small measure in strengthening police capacity to deliver on the core mandate during the election.</p>
<p>“Our core mandate is to provide a safe and conducive environment for the conduct of the poll.</p>
<p>“Our duty is to provide a level playing field for all the political actors, citizens, election observers, INEC officials and even journalists to be able to ply their trade unhindered,” he said.</p>

<p>The DIG, who commended Inspector General of Police, Kayode Egbetokun and citizens whose taxes were used to provide the vehicles, pledged to utilise them for security.</p>
<p>“We will be tough, hard and uncompromising to the law breakers.</p>
<p>“We will be unapologetic in our approach in enforcing the law.</p>
<p>“Our loyalty is to the constitution and the status regulating the conduct of the election and to the people whose mandate and votes need to count,” he stressed.</p>
<p>He said the vehicles including 80 big trucks, 20 buffalo trucks, 20 Hilux vehicles, 20 gun trucks and armored personnel carriers would be moved to area commands and the Police divisional offices.</p>
<p>He said the police would also deploy from the air and water ways in collaboration with the Navy to ensure security in the state.</p>
<p>Mba noted that the pre-election deployment strategies had begun to work with a drastic reduction of crime and drop on the per capital violence in the state.</p>
<p>“We want to assure citizens that they should be bold to come out to exercise their franchise.</p>
<p>“33 units of Police Mobile Force are on ground, excluding other units of tactical departments such as the Counter Terrorism Units, STS, IRT, Special Protection Unit and SWAT team.</p>
<p>“This shows we have sufficient punching arms to deal with the situations.</p>
<p>“Our job is to make life more meaningful for the law abiding citizens but we are determined to silence all criminal minded guns.</p>
<p>“The big ball is to ensure that the gubernatorial election is conducted in an atmosphere devoid of violence, intimidation, wanton destruction, arson, unnecessary assault, snatching of ballot boxes and other acts that are inimical,” he emphasised.</p>

										<content:encoded><![CDATA[<p>The Inspector-General of Police, I-G, Mr Kayode Egbetokun, has deployed three Deputy Inspectors-General of Police, DIGs, to oversee security arrangements for Saturday’s governorship election in Bayelsa, Imo and Kogi.</p>
<p>The Force Public Relations Officer,  ACP Olumuyiwa Adejobi, made this known at a media briefing on Tuesday in Abuja.</p>
<p>He said the DIGs included Frank Mba (Imo), Habu Sani (Kogi) and Daniel Sokari-Pedro (Bayelsa).</p>
<p>Adejobi said the deployment of the senior police officers was in line with the commitment of the force to ensure neutrality and enhance effective supervision of personnel, deployed for the election.</p>
<p>He said it was targeted to add a layer of supervision to the security arrangement to guarantee that the election met the highest standards of transparency and credibility.</p>
<p>The spokesperson for the police said the force had deployed adequate personnel and assets ahead of the election.</p>
<p>Adejobi said the I-G had ordered a restriction of vehicular movement on roads, waterways and other forms of transportation, from 12:01 a.m., to 6:00 pm on November 11 in the affected states.</p>

<p>“Those on essential services such as INEC officials, accredited electoral observers, ambulances responding to medical emergencies, firefighters and others on election duty are exempted from the restriction,” he said.</p>
<p>He said the restriction of movement on the election day in the affected states was part of measures to ensure a safe, secure and conducive environment for the conduct of election.</p>
<p>Adejobi said it was also aimed at ensuring public order management, safety of electorates, as well as assisting the security agencies in effective policing.</p>
<p>“On that note, residents and travellers in the neighbouring states should note and plan their movements to avoid any untold hardship during the election period,” he said.</p>
<p>He said the I-G had warned security aides and escorts to desist from accompanying their principals and politicians to polling booths and collation centres during the election.</p>
<p>Adejobi said anyone found flouting the directive would be severely sanctioned.</p>
<p>He said only security personnel deployed for election duties were permitted to be within and around the designated election booths and centres.</p>
<p>According to him, the ban on the unauthorised use of sirens, revolving lights, covered number plates and tinted glasses was still in force.</p>
<p>He said violators would be sanctioned appropriately.</p>
<p>Adejobi said all state-established and owned security outfits or organisations, quasi-security units and privately-owned guard and security outfits were also barred from participating in election security management.</p>
