										<content:encoded><![CDATA[<p>The Federation Account Allocation Committee, FAAC, has shared N760.235 billion to the three tiers of government as federation allocation for September.</p>
<p>The announcement is contained in a statement issued by Mr Phil Abiamuwe-Mowete, the Director (Information/Press) on Thursday.</p>
<p>From the N760.235 billion, the federal government received N294.244 billion, the states received N233.223 billion, and the local government councils got N172.776 billion.</p>
<p>Meanwhile, the oil producing states received N59.992 billion as derivation, (13 per cent of mineral revenue).</p>
<p>However, a sum of N60 billion savings were from non-oil revenue and Electronic Money Transfer Levy, EMTL.</p>
<p>The communiqué issued indicated that the Gross Revenue available from the Value Added Tax, VAT, for September was N189.928 billion, which was a decrease distributed in the preceding month.</p>
<p>“The distribution is as follows: the Federal Government got N28.489 billion, the states received N94.964 billion, Local Government Councils got N66.475 billion.”</p>
<p>Accordingly, the Gross Statutory Revenue of N502.135 billion distributed was higher than the sum received in the previous month, from which the Federal Government was allocated the sum of N232.921 billion.</p>
<p>“States got N118.141 billion, LGCs got N91.081billion, and oil derivation (13 per cent mineral revenue) got N59.992 billion.</p>
<p>“Also, N8.172 billion of EMTL distributable revenue was shared to the three tiers of government as follows; the Federal Government received N1.226 billion, States got N4.086 billion, LGCs received N2.860 billion.”</p>
<p>It said the sum of N60 billion savings was from non-oil revenue.</p>
<p>The sum was distributed accordingly as follows: Federal government received N31.608 billion, states got N16.032 billion and LGCs received N12.360 billion.</p>
<p>The communiqué further revealed that Oil and Gas Royalties increased tremendously, while Petroleum Profit Tax (PPT) and Excise Duty recorded marginal increases. However, VAT, Import Duty and Companies Income Tax (CIT) decreased considerably.</p>
<p>It was further disclosed that total revenue distributable for  September was drawn from Statutory Revenue of N502.135 billion and VAT of N189.928 billion.</p>
<p>It was also drawn from EMTL of N8.172 billion and Non-Oil Excess Revenue of N60 billion savings, which was converted to distributable revenue.</p>
<p>This brought the total distributable for the month to N760.235 billion.</p>
<p>However, the balance in the Excess Crude Account, ECA, as at October 27, stood at 472,513.64 dollars.</p>

										<content:encoded><![CDATA[<p>Oyo State Government said on Sunday that it would not allow any group of persons to throw the state into crisis as a result of the ongoing debate on the management of local governments in the state.</p>
<p>The state also insisted in a statement that it was insisting on the full observance of the 1999 Constitution (as amended) in relation to the ongoing controversy surrounding the dissolution of the 68 illegal local council chairmen in the state.</p>
<p>The state warned some individuals who, it said, had been  threatening to derail the peace of the state to desist from such ruinous path or face the full wrath of the law.</p>
<p>The government, in a statement signed by the Chief Press Secretary to Governor Seyi Makinde, Mr. Taiwo Adisa, maintained that the government’s position became imperative following the threats of violence by the sacked illegal chairmen and the stay-at-home order issued to all local government workers in the state by the National Union of Local Government Employees, NULGE.</p>
<p>The statement maintained that though government would not begrudge the NULGE for directing its members to stay away from work in response to persistent threats emanating from the sacked chairmen of local councils and LCDA, it urged all workers in the state to reject any act of brigandage by persons or groups seeking to derail the peace and progressive governance in the state.</p>
<p>The statement reads: “The attention of the Government of Oyo State has been drawn to a sit-at-home order announced by the State Chapter of the National Union of Local Government Employees (NULGE).</p>
<p>“The Government understands that the sit-at-home order was a response to persistent threats emanating from the sacked chairmen of local councils and Local Council Development Areas (LCDAs).</p>
<p>“Whereas the administration of Governor Seyi Makinde will not begrudge NULGE for seeking to preserve its members from a perceived Armageddon as promised by the sacked council chairmen, the Government would like to put it on record that it will continue to stand by the dictates of the Constitution of the Federal Republic of Nigeria, 1999, as amended.</p>
<p>“As earlier stated in a position by the State&#8217;s Attorney-General and Commissioner of Justice, Professor Oyelowo Oyewo, issues concerning the tussle over local government administration in Oyo State are before the Court of Appeal and that the two cases are scheduled for hearing on February 19, 2020.</p>
<p>“Any lover of peace, progress and democracy would have no problems waiting to hear from the Court on the day stated.</p>
<p>“We, however, urge all workers in the state to reject any act of brigandage by any persons or groups who are merely seeking to derail the peace and progressive governance that have been the lot of the state since May 29, 2019.</p>
<p>“We call on the workers and the teeming people of Oyo State to please ignore the threat of violence and brigandage from the sacked chairmen and rest assured that the train of unmatched groundbreaking good governance in Oyo State started by His Excellency, Governor Seyi Makinde, cannot be stopped.”</p>

										<content:encoded><![CDATA[<p>The Governor of Oyo State, Engr. Seyi Makinde, has described the letter credited to the Attorney General of the Federation, Abubakar Malami, on the matter of Oyo State local governments as subjudice.</p>
<p>The position of the governor on the letter was made public by his Special Adviser on Strategy and Political Matters, Babatunde Oduyoye, on Tuesday.</p>
<p>Oduyoye stated that as far as the matter was still before the Court of Appeal, no one was expected to take extra-constitutional measures, except such a person was nursing ulterior motives.</p>
<p>“The matter is in court and as far as we are concerned, it is subjudice,” the Political Adviser said adding that Malami must have committed an obvious blunder by taking a step against the interest of the judiciary and the Constitution he was meant to protect.</p>
<p>According to Oduyoye, the Government of Oyo State was not oblivious of the intent of some elements in the main opposition party in the state, the All Progressives Congress, APC, to plunge the state into crisis and possibly make it ungovernable.</p>
<p>According to the former Chief Whip of Alliance for Democracy, AD, in the House of Representatives, the purported letter from the office of the Minister of Justice and Attorney-General of the federation, Abubakar Malami (SAN), was part of the grand plot to frustrate the Makinde government, thereby preventing him from delivering the dividends of democracy to the people of Oyo State.                                                                                                                                      In a statement he personally signed, the Political Adviser, said that the APC’s plan to fight Makinde to a standstill and create tension in Oyo State, thereby forestalling the monumental developmental objectives of his administration would come to nought because, according to him, the people of Oyo State have seen through it all.</p>
<p>Oduyoye maintained that intelligence reports had already indicated that leaders of the APC had marked Makinde as their public enemy number one due to his soaring public image.</p>
<p>“We are aware that a number of politicians are unhappy with the growing popularity of Governor Makinde and especially the recent launch of the Western Nigeria Security Network popularly known as Amotekun.</p>
<p>“The APC in Oyo State has, ever since it lost the March 9, 2019 governorship election, been hell-bent on retaking the seat through illegal means. We are aware of the several underhand means and dirty tactics they have deployed and were at a stage christened “Pakute Politics.”</p>
<p>Oduyoye further stated that through the statement made by a serving senator of the APC, who indicated that his party had set traps for Governor Makinde, it became clear that the desperation of APC elements knew no limits.</p>
<p>He warned the Federal Government and its agents to be wary of their actions especially as they affected the local government debacle in Oyo State, as the matter was still in court.</p>
<p>He said: “We have read a letter being circulated in the social media by elements of the APC in which the Minister of Justice and Attorney-General of the Federation, Abubakar Malami (SAN), gave a directive to Governor Seyi Makinde to reverse the House of Assembly’s decision to suspend the 68 illegal chairmen of local governments in Oyo State.</p>
<p>“That directive, apart from being unconstitutional and misplaced, is part of the APC’s grand plot to cause a major crisis in Oyo State in order to destabilise the government of Governor Makinde and ultimately make the state ungovernable.</p>
<p>“We have intelligence report over series of meetings held by APC leaders, who now feel threatened by Governor Makinde’s soaring profile. They are worried at the manner in which he defeated the APC at the polls and were ashamed that the Supreme Court thwarted their organised attempt to steal his mandate.</p>
<p>“Makinde’s enemies in the APC have also found it repulsive that his stance on the Western Nigerian Security Network, popularly named Amotekun, was driving the security outfit to success.</p>
<p>“We are really not surprised by the desperation of the APC to destabilise Oyo State, ever since it failed in the governorship election, it has been employing underhand tactics to steal Makinde’s mandate and one of its senators, Teslim Folarin, had even gone as far as saying that the APC had set two traps for the Makinde government.</p>
<p>“Let us warn those elements who are pushing to destabilise Oyo State through the unholy resurrection of the sacked Council Chairmen that the people of Oyo State will not be used as a tool by unscrupulous elements.</p>
<p>“The Federal Government also needed to be reminded that Nigeria is a federation, with constitutionally guaranteed democratic systems. We urge the government at the centre to await the decision of the court on the matter of Local Government councils in Oyo State rather than use attempt to resort to illegality and measures that are not backed by the Constitution of the Federal Republic, 1999.”</p>

										<content:encoded><![CDATA[<p>The Enugu State Independent National Electoral Commission, ENSIEC, says it will conduct local government election in the state on February 29, 2020.</p>
<p>The Chairman of ENSIEC, Dr. Mike Ajogu, in a statement on Wednesday in Enugu, advised all political parties in the state to take note of the statutory notice for election.</p>
<p>Ajogu said that political parties in the state should draw up time tables for their primaries which would hold between January 15 and January 22, 2020 and forwarded to ENSIEC.</p>
<p>He said that political parties should clearly state the date, venue and time of their primaries, noting that no two political parties would stage their primaries on the same day.</p>
<p>The chairman said that political parties would obtain, fill and return their nomination forms ENSIEC 7 and ENSIEC 7A for chairmanship and councillorship elections respectively between January 22 and 28, 2020.</p>
<p>He said that party campaigns would start on February 5 and end on February 27, 2020, and that the election of February 29 would be by open secret ballot system.</p>
<p>News Agency of Nigeria (NAN) reports that the two years tenure of the local government chairmen in the state expired at the midnight of December 3, 2019.</p>
<p>Meanwhile, the state government had directed the outgone chairmen to handover to the most senior civil servant in their respective councils pending further directives.</p>
