The Senate has confirmed the immediate past Chief of Defence Staff, retired Gen. Christopher Musa as the Minister of Defence.

The Upper Legislative Chamber confirmed Musa on Wednesday via a voice vote after hours of a rigorous screening session in the Committee of the Whole, during which he was asked questions by the lawmakers.

Musa, who had been in service for 39 years before his retirement, said that while he was the Chief of Defence Staff, “it was a defining moment for me.

“I pledge to give my best to ensure that Nigeria is safe. We need the support of all Nigerians.

“The terrorists are the enemies of Nigeria; they have no respect for human life.

“We must first love one another. I assure you we will work united as when I was the CDS. We cannot win the war until we are determined.

“The Sahel is hitting up. Our borders must be secured, security agencies must be supported. Nigeria is great. We will never be ashamed. We are one people.”

Musa described the frequent abduction of students as “very unfortunate,” stating that in spite of the rollout of the Safe School Initiative last year, many schools remained highly vulnerable.

He added, “We need to look at it critically and make sure the approach is holistic,” he said.

“Crime is localised, and security agencies cannot be everywhere. Communities must be resilient and capable of being first responders.”

The minister lamented the absence of basic security infrastructure in many schools.

“Most schools have been built, but when you visit them, there is no perimeter fence. They are left exposed,” he said.

Musa also identified communication gaps as a major setback in preventing kidnappings, stressing the need to adopt technology that enhances information sharing and early response.

He said, “Information conveyance has been an issue. A whole-of-society approach is needed—technology, the armed forces, the police, other security agencies, and the communities working together.”

Answering a question posed by former Senate President Ahmad Lawan, Musa pledged to ensure strict oversight of defence funds if confirmed.

He vowed, “Whatever funds are made available must be properly utilised.

“We must ensure that whatever we procure truly supports our armed forces in carrying out their duties.”

Musa insisted that improved accountability would significantly enhance the military’s operational capacity.

He cautioned against placing all expectations on the armed forces, arguing that military operations alone could not resolve Nigeria’s complex security challenges.

Musa said, “One mistake we make is thinking the armed forces can solve all the problems.

“The military solution is just 20 to 25 per cent. Effective policy and support from ministries, departments and agencies are essential.”

On late Brig.-Gen. Musa Uba, the minster said, “It was very unfortunate that he was captured. We will not stand to see terrorists have a way with it.

“No indolence or act of cowardice will be entertained. There are questions that must be answered. All found culpable will be brought to the book.”

The Deputy Senate President, Jibrin Barau, said, “You did very well as CDS to secure our country.

“Your relationship with all and sundry was outstanding. The tempo of attacks was going down,” he said.

The Chairman, Senate Committee on Defence, Sen. Ahmad Lawan, said the nomination of Musa was a nomination that everybody is saying yes.

“I saw in you a sense of duty and professionalism,” he added.

Lawan explained that no investment in the Armed Forces was too much, adding that the 2026 Budget should provide more for the armed forces.

In his remarks, the President of the Senate, Godswill Akpabio, urged Musa to go straight into action to assist the government in tackling the insecurity in the country.

He kicked against negotiations with the terrorists, saying, “Even when I was a state governor, I never negotiated with terrorists.

“I made the state so hot that each time we arrested a kidnapper, he would say, please forgive me, I didn’t know it was part of your state.”

He called for a review the policy of kinetic and non kinetic approaches to tackling insecurity.

Major General Mamman Jiya Vatsa, sentenced to death over a treason charge in 1986, has received a posthumous pardon from President Bola Ahmed Tinubu.

Vatsa, a poet, was among the 17 people who received presidential pardons following the endorsement of the National Council of State, which met in Abuja on Thursday.

The announcement was made on Thursday by the Special Adviser to the President on Information and Strategy, Mr. Bayo Onanuga.

He said President Tinubu also granted a posthumous pardon to Herbert Macaulay, a Nigerian nationalist and co-founder, along with Dr Nnamdi Azikiwe, of the National Council of Nigeria and the Cameroons, NCNC.

Macaulay was the party’s first president, which played a pivotal role in Nigeria’s struggle for independence.

However, in 1913, Macaulay was believed unjustly convicted by the British colonialists and banned from public office.

Macaulay died in 1946, but the stigma of being an ex-convict was not exorcised from his records until now.

President Tinubu also pardoned four former convicts, including former House of Representatives member, Farouk Lawan, Mrs Anastasia Daniel Nwaobia, Barrister Hussaini Umar and Ayinla Saadu Alanamu.

READ ALSO: INEC chair: National council of state approves Amupitan

They were pardoned to enable them to integrate into society, having demonstrated sufficient remorse.

Nweke Francis Chibueze, serving a life sentence for cocaine, was pardoned, along with Dr Nwogu Peters, who had served 12 out of his 17-year sentence for fraud.

The Ogoni Nine: Ken Saro Wiwa, Saturday Dobee, Nordu Eawo, Daniel Gbooko, Paul Levera, Felix Nuate, Baribor Bera, Barinem Kiobel and John Kpuine were formally pardoned.

At the same time, the president awarded national honours to the Ogoni Four- Chief Albert Badey, Chief Edward Kobani, Chief Samuel Orage, and Theophilus Orage.

In exercising his constitutional power of mercy, President Tinubu granted clemency to 82 inmates and reduced the prison terms of 65 others.

He gave a reprieve for seven inmates on the death row by commuting their sentences to life imprisonment.

President Tinubu acted on the recommendations of the Presidential Advisory Committee on the Prerogative of Mercy, PACPM.

The committee has 12 members, with the Attorney General and Justice Minister, Prince Lateef Fagbemi, as chairman.

The other members are Chief Akinlolu Olujinmi, CON; Prof. Alkasum Abba; Prof. (Mrs.) Nike Y. Sidikat Ijaiya; Justice Augustine B. Utsaha; and the Secretary, Dr Onwusoro Maduka, a former Permanent Secretary.

The institutional representatives on the Committee are: the Permanent Secretary, Special Duties and Inter-Governmental Affairs; representatives of the Nigeria Police Force, Nigerian Correctional Service, National Human Rights Commission, Nigerian Supreme Council for Islamic Affairs, NSCIA, and Christian Association of Nigeria, CAN.

The committee’s final report was presented to the Council of State on Thursday in Abuja, as required by the constitution.

The report noted, “A total of 175 inmates were interviewed, and 62 applications were received on behalf of 119 inmates considered by the committee, making it a total of 294.

“One hundred and sixty of the inmates interviewed were male, while 15 were female. Eighty-two inmates were recommended for clemency; two (2) for pardon; sixty-five (65) inmates for reduction of their terms of imprisonment, and seven (7) inmates on death row for commutation to life imprisonment.

“Also, fifteen (15) ex-convicts were recommended for Presidential Pardon, eleven (11) of them are deceased (including Ogoni 9). The Ogoni four (4) were also recommended for the Post-Humous National Honours Award.

“On the whole, a total of one hundred and seventy-five (175) beneficiaries are recommended.’’

The committee had acted on the following criteria: old age (60 years and above); ill health likely to terminate in death; young persons (16 years and below); long-term convicts who have served prison terms of 10 years or more with a good record; and convicts serving three years or more.

“Those who have been in Custodial centres, learnt sustainable vocational trades capable of keeping them away from crime; those who are adjudged remorseful; those who Correctional Officers recommended for exemplary behaviour and Nigerian prisoners deported from other countries.”

The Secretary to the Government of the Federation, Sen. George Akume, inaugurated the Presidential Advisory Committee on Prerogative of Mercy, PACPM, on January 15, 2025, as a significant step towards promoting justice, rehabilitation, and human rights in Nigeria.

The meeting observed a minute silence in honour of the late 16 soldiers before going into a close door session.

Speaking, Sen. Ahmad Lawan, the chairman of the committee, condemned the killing of the soldiers.

“The troops of 181 Amphibious battalion, on Thursday, 14 March, 2024, went on a peace mission to Okuoma Community in Delta.

“The troops on the peace mission to Okuoma community in Bomadi local government area of Delta State were surrounded by some community youths, which resulted in the death of officers and men.

“Acknowledging the gravity of the attack on the military personnel, the Senate at its plenary on Tuesday, March, 19, mandated the Joint Committee on Defence, Army, Navy and Airforce to investigate the incident.

“The Senate also urged the federal government to ensure that those responsible for the heinous crime are identified, apprehended and brought to justice,” he said.

Lawan added: “We in the Senate and indeed, the National Assembly, will always support our military in whatever way we can, the National Assembly has that history.

“We try to at all times make meaningful appropriation for resources to be available.

“We know it has never been enough and, in fact, I will take this opportunity to commend our Armed Forces for doing so much with the little we can afford.

“The insecurity in our country takes precedence over any other consideration and, therefore, it is the position of the Senate that no investment in any sector can be more important than ensuring that we are secured as a country.”

He said: “We therefore, are very sad as a parliament over this tragic incident. It is our hope in the Senate that those who perpetrated this barbaric and horrific act are captured and the law takes full course on them.

“I want to appeal to Nigerians that this is our Armed Forces and they cannot secure us without us as citizens playing our part. Therefore, every citizen is supposed to support our Armed Forces.

“And those in the area where this incident happened must volunteer information because this is the only way we can stop something like this from happening another time.”

The President of the Senate, Godswill Akpabio, has mourned the death of Hajiya Halima (Baba) Ibrahim, the mother of the immediate past President of the Senate, Ahmad Lawan.

In a condolence letter to Lawan, Akpabio expressed gratitude for the sacrifices and maternal tenacity provided by Hajiya Halima, which helped him in attaining his laurels in academia and Nigeria’s political space.

Akpabio, in the letter said that Nigeria at the moment needed more mothers like her, who looked beyond the present towards directing their children unto lasting legacies.

“Hajiya Halima will be etched in our national memory not only for being a virtuous mother, but as a woman, who played her role in raising up a child who rose to the top of academia and our political orbit.”

Akpabio wrote in the condolence letter personally signed by him. “I am particularly impressed by the maternal support she provided in guiding you through your years of primary and secondary education in Gashua, despite her own limited education. Such foresight and maternal instincts in craving the best for their children must be commended and should be a guiding spirit for our mothers everywhere.

“I dare say, Your Excellency, that Nigeria at this time needs more mothers like yours, who must look beyond effervescent grandeur that society offers towards lasting imprints that define lasting legacies. Your mother chose and encouraged you in the path of intellectual attainment and it proved to be a better choice for you, your family and Nigeria.

“I can only imagine her satisfaction as you progressed in life knowing that the sacrifices were worth it.

“My brother, I mourn with you and join all your well wishers to pray for the repose of her soul in Aljannah Firdaus,” Akpabio wrote.

The 9th Senate passed 500 bills in four years, Senate President, Ahmad Lawan, has said.

He said this in his remarks on Saturday during the valedictory session for the outgoing senators of the 9th Assembly.

“Today, I address you with mixed emotions. On the one hand, there is a sense of accomplishment for all that we have achieved together.

“My gratitude is to God Almighty for the privilege of serving the people of Nigeria and being a part of this revered legislative body, the Senate of the Federal Republic of Nigeria,” he stated.

Lawan said that the senate accomplished some significant accomplishments over the last four years.

“In lawmaking, the 9th Senate introduced and successfully passed critical legislations that could reform and promote the economy, improve transparency in government processes.

“As of June 10, over 1,129 bills were presented on the floor of the Senate, and over 500 were successfully passed.

“The president assented to 131 bills; the highest of any Assembly in Nigeria’s history.

READ ALSO: 9th Senate: ‘I’m not a thief’, Kalu declares at valedictory session

“In the last few days, President Bola Ahmed Tinubu had assented to two Bills passed by the 9th National Assembly; the Constitution of the Federal Republic of Nigeria, 1999 (Fifth Alteration) (No.37) Bill, 2023.

“This extends the retirement age of high court judges and others from 65 to 70 years.

“This was the first Bill to be signed by the president since taking the oath of office.

“Only yesterday (Friday), the 9th, he also assented to the Electricity Act 2023, which we had passed in July 2022.

“The new law replaces the Electricity and Power Sector Reform Act of 2005.”

He said that in the discharge of their representative functions, the 9th Senate aggregated and amplified the problems faced by constituents.

“Three hundred and sixty one motions were moved in the 9th Senate and 488 Resolutions were passed.

“Through these various motions and resolutions, we called the government’s attention to specific issues and sought their intervention.”

Lawan said that beyond the impressive numbers, however, the laws cut across the 11 priority areas of their Legislative Agenda.

Lawan further said that to curb the proliferation of illegal arms and weapons, “we passed the Bill for the Establishment of a National Commission for Coordination and Control of Small Arms and Light Weapons.

“We passed other security-related laws, including the Police Act 2020, which introduced radical changes in the operations of the Nigerian Police Force and how they relate to the citizenry.”

Lawan thereafter appreciated his colleagues for voting him to be the President of the 9th Senate.

He said that it had been an honour and a privilege to serve as a member of the revered legislative body and to preside over its activities at a defining moment in the history of Nigeria.

Chief Whip of the 9th Senate, Sen. Kalu Orji-Kalu, went emotional and broke down on Saturday at the valedictory session to signal the end of legislative activities, which began on June 11, 2019.

Kalu thanked his colleagues for giving him unalloyed support as Chief Whip for four years.

He also thanked his colleagues who visited him while in prison.

Orji-Kalu said his election to the Senate gave him a better opportunity to continue to fight for a united Nigeria.

He stressed that he was not a thief before he took to politics, saying that he never lacked anything and could buy anything money could buy.

He said he brought money in 1997 and 1998 to fund and support the formation of the Peoples Democratic Party, PDP, before he became governor, stressing that he was never a thief.

He said those who put him in prison had their reasons to do so, adding that they also took over his businesses.

According to him, Nigeria was not fair to people like him.

He said he built factories and manufacturing companies to employ Nigerians and all he got was to be labelled a thief.

Present at the session were Vice-President Kashim Shettima; Sen. Oluremi Tinubu; Malam Ibrahim Hadejia; Deputy Chief of Staff to President Bola Tinubu and Governor Uba Sani of Kaduna State.

Also in attendance were the Deputy Governor of Akwa Ibom, Dr Akon Eyakenyi and former Deputy Governor of Zamfara, Alhaji Hassan Muhammadu.

They were members of the ninth Senate, before their election into new positions on March 18.

The former lawmakers were ushered into the chamber following a motion to suspend Senate order as moved by Leader of the Senate, Abdullahi Gobir (APC-Sokoto).

Before the session, senators present were presented with certificates of service and a copy of the Legacy Report of the ninth Senate each.

Clerk to the National Assembly, Alhaji Sani Tambuwal, presented certificates to the Senate President, Sen. Ahmad Lawan, and Deputy Senate President, Sen. Ovie Omo-Agege.

Lawan, in turn, presented certificates to other senators.

The senators thereafter took turns to reminisce experiences of their four years of service in emotion-laden tones.

Words of thanksgiving to God, commendations, love, apologies and admonitions formed the bulk of expressions of senators at the session.

Sen. Omo-Agege (APC-Delta), said it was a solemn moment as he was grateful and honoured to be elected deputy president of the Senate, saying that it was a rare privilege.

He commended colleagues for defying odds to pass the landmark Petroleum Industry Act, the Electoral Act, the Finance Act and for ultimately returning the budget cycle to January-December.

Omo-Agege thanked senators for their patriotic disposition and urged incoming senators to support the new leadership of the Senate that would be elected on June 13.

In his remarks, Shettima noted that debates at the ninth Senate defined Nigeria’s politics, saying the Assembly was leaving behind indelible memories to guide generations, successors and followers.

He said Nigerians would continue to need the services of members of the ninth Senate as they had served Nigeria in turbulent times.

He said the ninth Senate was a testament to the possibility that could transpire between the Executive and the Legislature, realising the fact that they were bound for the same destination.

Shettima said the Senate chamber would continue to bear memories of the lives the senators touched by serving humanity.

He thanked the Senate president for his leadership, patriotism and dedication to democracy.

He urged incoming senators to note that the “stability of Nigeria is superior to the stability of their pockets’’ and urged them to vote wisely on June 13 at the election of principal officers.

In her remarks, Sen. Tinubu thanked God for sustaining her as a three-term senator, saying that it entailed a lot of sacrifice to serve Nigeria.

She also thanked her husband, President Bola Tinubu, for his unflinching support and freedom to make contributions for the people, especially for women and youths.

She said God used her to make exploits in the Senate, saying she did virtually everything required as a lawmaker, sponsoring bills and motions that were signed into law.

She said a nation that young Nigerians would be proud of could be built given the crop of lawmakers that emerged from the Legislative to the Executive arm of government.

“It is not due to share luck that the president passed through the Senate before, so has the vice-president and myself; the president’s Chief of Staff, the deputy; governors and deputy governors.

“We can only say God is good.

“We need to give so much to this nation; this new administration beckons hope, and we have to make the necessary sacrifices which starts with the 10th Assembly,’’ she said.

President Bola Tinubu, on Friday, commissioned the National Assembly Central Mosque urging Muslim faithful to exhibit humility in their daily living.

Tinubu who was represented by Vice-President Kashim Shettima while noting the vanity of life, called on the Ummah to “walk the earth with humility.”

“Fifty years from now, half of the Assembly members will not be around and very few people will know that we existed. So we should work the earth with humility.

“As much as possible, let us strive to be humble and as much as possible let us strive to be kind to each other.

“Power, wealth are gift from Allah to humanity. May Allah make our contributions toward the construction of this mosque a blessing.

“Even if we are gone, reward from the construction of this mosque will follow us,” he said.

He felicitated the Muslim Ummah in the National Assembly for contributing resources in building the edifice.

The president recognised the crucial role played by the President of the Senate, Ahmad Lawan, and the Speaker of the House of Representatives, Femi Gbajabiamila, in the construction of the mosque.

“I recognise their contributions without whose consent not a single erection plan would have been effected for the construction of the mosque.”

Similarly, the Sultan of Sokoto and President, Nigeria Supreme Council for Islamic Affairs, Sa’ad Abubakar III, felicitated the Muslims on the realisation of the construction of the mosque.

The Sultan who was represented by the Emir of Kano, Alhaji Aminu Ado Bayero thanked the leaders, the senators and members of the house of representatives for the contributions made to the success of the edifice.

“Certainly it is Allah’s will that the 9th National Assembly did this great work.

“We thank Allah for giving them the opportunity to build the mosque. We pray Allah will reward them with what he has promised to whoever contributes to the building of a mosque.

“We pray Allah will continue to guide and bless the National Assembly so that they will continue to work for the betterment of humanity.”

Senate President, Ahmad Lawan said that, “We consider ourselves very lucky that God has chosen us for this mosque to be a reality.

“This is one investment that will continue to yield dividends even after we depart this world.

“May Allah continue to give us the opportunity to serve him and serve humanity.”

He said that the mosque provided not only environment for them to pray the Jumma’t and other prayers “it could even enhance the productivity of staff because they may not need to go far away from here for prayers.

“Maintenance should be our business; that is by those who made the contribution; 400,000 per month for a senator and 250, 000 per member of the house of representatives of the 9th assembly.

“We have our brothers and sisters in the 10th national assembly. I believe that the next assembly, that the maintenance of the mosque should be our business as well.”

Chairman, Mosque Construction Committee, Sen. Ibrahim Shekarau (PDP-Kano) said that the idea for the construction of the new National Assembly Mosque began in 2021.

That, he said, was when the joint leadership of the two legislative chambers set up the National Assembly Mosque Project Management Committee.

“It comprised of four senators, 10 members of the House of Representatives and three members from national assembly management.

“It was to look into the possibility of providing a permanent and more befitting mosque to replace the makeshift mosque which proved to be very inadequate.

“All 227 of us agreed to bear the brunt of the project, and within eight months of this agreement, we had contributed well over N570 million.

“Apart from earning Allah’s pleasure, these lawmakers have set the pace and made history by providing what is long overdue to the Muslim members of this huge legislative community.

“Arguably, this is the first Mosque built in the 42-year existence of the National Assembly,” Shekarau said.

Also speaking, Clerk of the National Assembly, Sani Tambuwal said that the desire for a Jumm’at mosque became necessary due to the demanding nature of legislative work.

“This is as it relates to parliamentarians and legislative staff which makes it tasking to attend Jumma’t mosque by worshiping outside the assembly.

“The mosque is now a great relieve,” Tambuwal said.

President Bola Tinubu met with Senate President, Ahmad Lawan, and the Speaker of the House of Representatives, Femi Gbajabiamila on Thursday in Abuja over the choice of the leadership for the 10th National Assembly.

Lawan told newsmen after the meeting that the president emphasised the need for the right choice of leadership for the National Assembly.

He said Tinubu maintained that the emergence of the leadership should be in national interest; in the interest of the National Assembly and of the legislature.

“We are getting somewhere and our prayer is that we are able to resolve all the outstanding issues. Mr President is positively disposed to everything being done smoothly.

“We believe that Mr President having been a senator himself and his vice-president also having been a senator, will always wish and pray for the right leadership for the National Assembly,’’ he said.

He said having been the chairman of the 9th National Assembly, it was necessary for him to work with all major stakeholders, especially with the leadership of the country.

Lawan explained that Tinubu gave necessary advice on how the new leadership of the National Assembly should emerge and what needed to be done to ensure its stability and productivity.

He said the new leadership must ensure peaceful working relationship between the Legislature and the Executive arms of government.

“I have never indicated interest to run for the Office of the President of the Senate in the 10th National Assembly.

“We have worked together with distinguished senators of the 9th National Assembly and members of the House of Representatives to create a very conducive environment for us to work.

“We have been productive; much more productive than any National Assembly.

“We worked very closely with the administration of President Muhammadu Buhari and that helped the administration a lot,’’ Lawan said.

“Those of us who have been there longer owe everybody that responsibility to at least help to mentor those who are new if we are not going to be presiding officers or principal positions,’’ he added.
