										<content:encoded><![CDATA[<p>Former chairman, Park Management System, PMS, in Oyo State, Mukaila Lamidi (a.k.a. Auxiliary), has filed a recusal application to prevent Justice Bayo Taiwo from further hearing his case.</p>
<p>The defendant, through his counsel, Mrs. E. O. Mbah, filed the application on Thursday during his ongoing trial at the Oyo State High Court, Ring Road, Ibadan.</p>
<p>Consequently, the judge adjourned until April 23 to hear the recusal application.</p>
<p>Lamidi is facing a 17-count charge bordering on armed robbery, murder, attempted murder and possession of firearms.</p>
<p>The offence, according to the charge sheet, is contrary to and punishable under Section 1(2)(a) and (b) of the Robbery and Firearms (Special Provisions) Act, CAP RII, Vol. 14, Laws of the Federation of Nigeria, 2004.</p>
<p>The crime was allegedly committed at the Ikolaba residence of Governor Seyi Makinde of Oyo State, on May 29, 2023.</p>

										<content:encoded><![CDATA[<p>An Oyo State High Court sitting in Ibadan on Thursday dismissed a no-case submission filed by Mukaila Lamidi, popularly known as Auxiliary, in his ongoing murder trial.</p>
<p>Lamidi, former chairman of the Oyo State Park Management System, is standing trial on a one-count charge of murder instituted against him by the state government.</p>
<p>The defendant, through his counsel, Mr. E. O. Mbah, had filed a no-case submission, urging the court to discharge and acquit him on the grounds that the prosecution failed to establish a prima facie case.</p>
<p>However, Justice Oyeyemi Ajayi, in a ruling, held that the prosecution had established a prima facie case against the defendant.</p>
<p>The judge ruled that Lamidi had a case to answer and consequently ordered him to enter his defence.</p>
<p>Ajayi thereafter adjourned the case until March 2 for defence.</p>
<p>Lamidi was arraigned in 2024.</p>
<p>Earlier, the prosecution counsel, Mr Olubisi Bolarinwa, had opposed the no-case submission and urged the court to dismiss the application.</p>
<p>Bolarinwa told the court that the defendant allegedly committed the offence on September 23, 2023, at about 4.30 p.m. at the Government Reservation Area, GRA, Agodi, Ibadan.</p>
<p>He alleged that the defendant caused the death of one Ms Wonuola Ayinde by knocking her down with his vehicle.</p>
<p>According to him, the offence contravenes Section 325 of the Criminal Code Laws of Oyo State, 2000.</p>

										<content:encoded><![CDATA[<p>Proceedings at the Oyo State High Court, Ibadan, were halted on Tuesday after Alhaji Mukaila Lamidi, popularly called Auxiliary, collapsed inside the courtroom.</p>
<p>Lamidi reportedly slumped while seated and awaiting his case, triggering panic and prompting swift intervention by court officials and security personnel.</p>
<p>“The court could not continue due to the unexpected medical emergency,” a court official said after the incident.</p>
<p>The presiding judge, Justice Bayo Taiwo, consequently suspended proceedings and adjourned the day’s sitting.</p>
<p>The collapse occurred during hearing of Suit No. I/74c/2024, The State vs. Mukaila Lamidi (Auxiliary).</p>
<p>Lamidi, a former Oyo State chairman of the National Union of Road Transport Workers, NURTW, is standing trial on 17 counts.</p>
<p>The charges include alleged armed robbery, murder, attempted murder, and unlawful possession of firearms, involving an AK-47 rifle and two SMG rifles.</p>

										<content:encoded><![CDATA[<p>As part of the renewed strategy of the executive management of the Asset Management Corporation of Nigeria, AMCON, currently led by Mr Gbenga Alade as MD/CEO, the Corporation at the weekend during an interactive session in Abuja, said it planned to deepen its collaboration with all stakeholders especially the Asset Management Partners (AMPs) scheme, which was established in 2016.</p>
<p>Welcoming the AMPs to its inaugural interactive session since the assumption of the current executive management of AMCON, the Executive Director in charge of Resolution, Mr Adeshola Lamidi, whose directorate in AMCON manages the AMPs scheme, in his charge, said the new dawn in AMCON which includes proactive and practical applications to debt recovery, the Corporation has decided to take its relationship with the appointed AMPs to the next level, which he also assured would be mutually beneficial to both the AMPs and AMCON.</p>
<p>Reassuring the AMPs of the decision of the AMCON management to continue the partnership programme, Lamidi said sessions such as this, would provide a timely and strategic opportunity for us to reflect on our journey so far, re-evaluate our recovery strategies and pave the way forward for better effectiveness, and efficiency in conducting this national assignment.</p>
<p>He reminded the AMPs that “AMCON’s mandate was at creation summarised in two folds: To stabilise the financial system (which we have done through the acquisition of non-performing loans and providing funds to the banks to avoid a systemic failure in the nation’s financial system, and the recovery of these loans.”</p>
<p>He stated that Whilst AMCON had performed very well over the years, there is still room for improvement, adding that, “Our success depends greatly on you, our Asset Management Partners (AMPs), through your dedication, innovation and professionalism.</p>
<p>“In achieving greater success, we must deepen collaboration, uphold ethical standards, and embrace strategic thinking in our recovery efforts. This session is therefore designed not only to strengthen engagement with our partners but also to jointly explore practical solutions, share feedback, and forge better ways forward,” Lamidi concluded.</p>
<p>Validating the position of the Executive Director, Mr Gbenga Alade, while declaring the interactive session open, underscored the importance of the AMP scheme when he urged the AMPs to take the AMCON debt recovery assignment seriously.</p>
<p>Alade said, “You must not underrate your importance to the Corporation. You are indeed very critical to our success, as our workforce of less than 500 personnel with offices in Lagos and Abuja may not effectively cope with the over 12,000.00 portfolios in our inventory. Accordingly, the imperative of deepening our mutual synergy is readily apparent.</p>
<p>“With an inevitable Sunset date and recalcitrant debtors, a high premium is placed on debt recovery efforts to ensure that the Corporation achieves its statutory mandate. In other words, with a looming Sunset date, it is necessary that you are more aggressive in your debt recovery drive. We are not oblivious to the herculean challenges confronting you in your debt recovery strides.  Certainly, debt recovery has never been easy. However, most of you have surmounted these hurdles with excellent performance to your credit.</p>
<p>“Your consistent feedback from previous sessions and at other fora formed the fulcrum of the Federal High Court (Asset Management Corporation of Nigeria) Proceedings Rules, 2024, and the establishment of the Insolvency Unit of the Federal High Court on Monday, March 24, 2025. In the Notice establishing the Insolvency Unit at the Federal High Court, My Lord the Hon. Chief Judge of the Federal High Court explained that it was created pursuant to the ‘relevant insolvency provisions of the AMCON Act, 2010 (as amended)’ and the Companies and Allied Matters Act (CAMA), 2020.’”</p>
<p>The AMCON CEO further explained that “Amongst others, the functions of the Unit include the effective implementation of the provisions of the insolvency laws relating to Company Voluntary Arrangements, Administration, Receivership, Winding-Up and various forms of re-structuring. Notably, this Unit was established in accordance with global best practices on insolvency. It will also offer specialized and standardized services on insolvency. Furthermore, the Unit will serve as a dedicated channel for supervisory and enforcement infrastructure on insolvency issues. For AMCON, this Unit will offer the Fast Track services inherent to the realization of the Corporation’s mandate and the procedure enacted by the Federal High Court AMCON Rules, 2024.</p>
<p>“In addition to the Unit in the Abuja Division, the Corporation is collaborating with the office of the Hon. Chief Judge of the Federal High Court to have this Unit established in Lagos, Port Harcourt, Enugu, Kano, and Kaduna divisions of the Federal High Court. This will enhance your performance and also ease your challenges while delivering your tasks to the Corporation. The FHC AMCON Rules, 2024 have robustly prescribed the procedure for realizing the extraordinary powers of the Corporation as enshrined in its establishment Act 2010 and subsequent amendments.  Our resource person will take you through the nitty-gritty of the Proceeding Rules.</p>
<p>“Similarly, the Hon. President of the Court of Appeal, also in the exercise of the powers as the Hon. President of the Court of Appeal approved the Court of Appeal (Fast Track) Practice Directions, 2021 to expedite disposal of matters relating to AMCON debt recovery and indeed other institutions that relate with insolvency. The Fast Track Practice Directions has accommodated the expedient provisions of the AMCON Act, 2010 (as amended) by prescribing that the Court of Appeal can exercise any power conferred by any law and impose conditions, including a condition to pay a judgment debt or other sum of money into Court’s Registry or specify the consequence (s) of failure to comply with the order or the condition. Similar provisions are also captured by the Supreme Court Rules, 2024.”</p>
<p>It would be recalled that when the AMPs scheme was set up in 2016, the strategy was for AMCON to leverage the expertise of the firms to resolve debts that are categorised into two: debts of N100 million and below, and debts of N100 million and above.</p>
<p>The Corporation also, through that platform, intends to nurture its transformation into the preferred model for recovery and resolution of non-performing loans in the banking sector and financial services industry.</p>

<p>A new sub-sector should emerge with desirable job creation and multiplier impact.</p>
<p>Therefore, the AMPs would, among other things, work with AMCON in tracing, identifying, and locating obligors with the intent to resolve their outstanding indebtedness.</p>
<p>They would also be involved in the identification and location of assets of obligors (both pledged and unpledged) to enhance the Eligible Bank Assets (EBAs) value and achieve set recovery objectives, negotiation of settlement and restructuring terms with identified obligors in line with approved guidelines.</p>
<p>The AMPs will be vested with the wide powers granted to AMCON by its enabling Act.</p>
<p>It would be recalled that almost nine years ago, AMCON called for applications from reputable and qualified entities with the requisite experience to collaborate with it as AMPs to resolve these debts.</p>
<p>Recall that AMCON was established in 2010 as a resolution vehicle to purchase the non-performing loans from banks, inject liquidity into the banks, and subsequently recover the purchased bad loans.</p>
<p>Since its establishment, AMCON has successfully stabilised the Nigerian banking sector by restructuring and collecting some of these loans.</p>
<p>However, the Corporation is seeking to recover a humongous outstanding debt of over N4.6trillion in the hands of its obligors.</p>
<p>Themed, AMCON Debt Recovery in Renewed Hope Paradigm, the AMCON interaction with the AMPs featured many presentations including, “AMCON Special Powers and the Dissection of the Federal High Court (Asset Management Corporation of Nigeria) Proceeding Rules, 2024, etc; The Role of the EFCC in AMCON debt recovery; Asset Tracing and Documentation; Conventional and Unconventional Asset Tracing as well as AMP case Management and AMP Regime, amongst others.”</p>

										<content:encoded><![CDATA[<p>Justice Bayo Taiwo of the Oyo State High Court on Wednesday adjourned hearing in a case between the State and Mukaila Lamidi, popularly known as “Auxiliary”, till December 5.</p>
<p>The judge, sitting at Fiat Court 2 at Ring Road in Ibadan, made the adjournment when prosecution of the 63-year-old Lamidi resumed.</p>
<p>Lamidi is the former Chairman of Disciplinary Committee of Oyo State Park Management System, PMS, and his case was transferred from Justice O. A. Adetujoye of Fiat Court 5.</p>
<p>His counsel, Mr Olalekan Ojo, had on November 4 objected to allowing Adetujoye hear two cases involving his client.</p>
<p>This led to the case file being returned to the state’s Chief Judge for reassignment.</p>
<p>When hearing resumed, Lamidi pleaded not guilty to the 18-count charge brought against him.</p>
<p>The state prosecution team, led by the Director of Public Prosecution (DPP), Mr S. O. Adeoye, opened the trial by calling witnesses before the court.</p>
<p>Two witnesses — Mr Fatai Isiaka and Mr Ademola Johnson — were called to give their oral testimonies, with 16 more listed to appear before the court to testify against the defendant.</p>

<p>The witnesses in their separate accounts narrated how Lamidi had attacked some suspected factional members of the proscribed National Union of Road Transport Workers, NURTW, in the state.</p>
<p>Isiaka and Johnson said that occurred at Governor Seyi Makinde’s residence after the attacked persons showed up to felicitate the governor on his swearing-in for a second term in office.</p>
<p>The witnesses were later cross-examined by Ojo, a Senior Advocate of Nigeria, SAN.</p>
<p>Earlier, the defence had raised concerns about plans to apply for bail.</p>
<p>But the court held that the case should continue and the issue of bail application might be considered during the next hearing.</p>
<p>Lamidi is currently facing trial on an 18-count charge bordering on armed robbery, murder, attempted murder, possession of firearms.</p>
<p>The firearms included one AK-47 assault rifle and two SMG rifles with magazines.</p>
<p>The offence, according to the charge sheet, is punishable under Section 1(2)(a) and (b) of the Robbery and Firearms (Special Provisions) Act, CAP RII, Vol. 14, Laws of Federation of Nigeria, 2004.</p>
<p>The prosecution had said the offences were committed at about 2 p.m. on May 29 in 2023 at Governor Seyi Makinde’s residence at Ikolaba in Ibadan.</p>

<p>The Magistrate, Mrs S. A . Adesina, ordered that the landlord should be kept at the Agodi custodial facility pending advice from Oyo State Director of Public Prosecutions.</p>
<p>Adesina did not take the landlord’s plea.</p>
<p>She adjourned the case until April 25 for mention.</p>

<p>Earlier, the prosecutor, Insp Gbemisola Adedeji, told the court that the defendant, on March 13, between 8. 00 a.m. and 4.00 p.m.  defiled his tenant’s daughter.</p>
<p>Adedeji said that Lamidi had an issue with the child’s mother and asked her to pack out.</p>
<p>The prosecutor said that when the woman went to look for a house to rent, the defendant defiled  her daughter.</p>
<p>She said that the offence contravened Section 34 of the Oyo State Child Right’s Law of 2006.</p>

										<content:encoded><![CDATA[<p>Ogun State House of Assembly has passed the Year 2024 Appropriation Bill of N703,028,013,431.64 earlier presented to it for consideration by Governor Dapo Abiodun.</p>
<p>The Appropriation Bill was  presented about four weeks ago, with a review in the capital and recurrent expenditures as well as projected revenue of 18 Ministries, Departments and Agencies (MDAs).</p>
<p>The Bill was titled: &#8220;A Bill for a Law to authorise the issue and Appropriation of the sum of Seven Hundred and Three Billion, Twenty-Eight Million, Thirteen Thousand, Four Hundred and Thirty-One Naira, Sixty-Four Kobo Only from the Consolidated Revenue Fund for the Services of Ogun State Government of Nigeria for the Financial Year Ending Thirty-First day of December Two Thousand and Twenty-Four.&#8221;</p>
<p>The passage of the bill followed the presentation of the report of the House Committee on Finance and Appropriation by its Chairman, Hon. Musefiu Lamidi, who subsequently moved the motion for its adoption, seconded by Hon. Damilola Soneye and was supported by the Whole House through a voice vote.</p>
<p>Consequently, the bill was later read and adopted clause-by-clause by the Committee of Supply, led by the Speaker, Rt. Hon. Olakunle Oluomo during Thursday&#8217;s plenary held at the Assembly Complex, Oke-Mosan, Abeokuta.</p>
<p>According to the report, the first schedule saw the upward review of the recurrent expenditure in the budget proposals of the Ministries of Industry, Trade and Investments; Agriculture, Forestry, Transportation, Community Development and Cooperatives, Rural Development, Culture and Tourism, Education, Science and Technology, as well as TRACE and State Waste Management Authority.</p>
<p>Others that had their recurrent expenditures jacked up are the Bureau of Lands and Survey, State Planning and Development Permit Authority, amongst others.</p>
<p>Therefore, the change led to a reduction in total revenue target of government leading to a downward review from N210.248bn to N198.748bn giving a reduction of N11.5bn, while revenue from the excess crude was jacked up from N3.845bn to N13.845bn resulting in an increment of N10bn, just as capital receipt was moved from N128.372bn to N136.872bn giving an upward review of N8.5bn.</p>

<p>The report also indicated an increment in the proposed expenditures under the second schedule for the Office of Auditors General (State and Local) and Sustainable Development Goals.</p>
<p>The Majority Leader, Yusuf Sheriff, moved the motion for the third reading of the bill, seconded by the Minority Leader, Lukman Adeleye, and supported by the Whole House through a voice vote, after which the Clerk/Head of Legislative Service, Mr. Deji Adeyemo, took the third reading of the bill before the lawmakers.</p>
<p>Responding, the Speaker, Rt. Hon. Oluomo, directed that the clean copy of the Appropriation Bill be transmitted to Governor Abiodun for his assent so that the people of the state would begin to enjoy more democratic dividends from the first day of the next fiscal year.</p>
<p>It would be recalled that Governor Abiodun presented a total of N703,028,013,431.64 as the Year 2024 Appropriation Bill to the state legislature, consistingN415.656bn for capital expenditure, while N287.37bn was to cater for recurrent expenditure.</p>

<p>The Commissioner of Police in the state, Adebowale Williams, declared him wanted while briefing newsmen at the police command’s headquarters, Eleyele, Ibadan on Friday.</p>
<p>Williams said that the suspect was declared wanted in connection with cases of attempted murder, causing grievous harm, arms dealing , murder, armed robbery within Oyo State and Kidnapping at Oke-ogun and Ibarapa axis of the state.</p>
<p>He called on the general public and the citizens of the state to take note and anybody with useful information about his whereabouts to contact the command on any of these lines &#8211; 08033387701, 08023219552, 07055495413.</p>
<p>The police had on Tuesday raided Diamond Hotel at Alakia, owned by Lamidi and arrested 78 members of Park Management System loyal to him.</p>
<p>Various arms and ammunition, cutlasses, charms and N3.5 million were found in their possession.</p>

<p>He said that doing such would encourage cash management and reduce security risks of holding physical cash in business transactions.</p>
<p>The CBN boss also advised the traders to discourage their customers from paying for goods with cash, saying that they should spread the message among their colleagues.</p>
<p>Lamidi further cautioned the traders to note that some of their customers might want to dump old Naira notes with them after expiration of the January 31 deadline.</p>
<p>He said that the apex bank would not extend deadline on the redesigned notes beyond January 31, 2023,  and urged the traders and other members of the public to take their old Naira notes to banks or POS agents.</p>
<p>The CBN boss explained that the rationale for the redesign of Naira notes was that data had shown a large volume of banknote hoarding by the public, which led to a shortage of clean and fit banknotes.</p>
<p>The Iyaloja of Mandate Market, Alhaja Funmilayo Baba-Kobi, promised to spread the message among members in the markets.</p>
<p>The sensitisation programme was attended by market leaders and traders from Sawmill, Mandate, Awodi, Lasoju, Ipata and Eyenkorin markets.</p>
<p>The CBN team also took the sensitisation campaign to members of the Christian Association of Nigeria, CAN, and Federation of Muslim Women Association, FOMWAN, in Ilorin.</p>
