										<content:encoded><![CDATA[<p>Gunmen have killed the Katsina State chairman of Miyetti Allah Cattle Breeder Association of Nigeria, MACBAN, Alhaji Surajo Leader, and two others in Kusada local government area of the state.</p>
<p>The incident occurred on Saturday night when the gunmen invaded Mai Rana community in Kusada local government area.</p>
<p>Sources revealed that the gunmen also abducted two of the deceased wives and his daughter who is an undergraduate.</p>
<p>The deceased has since been buried in accordance with Islamic rites amidst apprehension in the area.</p>
<p>The Katsina Police Command spokesperson, ASP Abubakar Aliyu, who confirmed the incident, said that police operatives responded and engaged the gunmen in a shootout.</p>

<p>He said that the gunmen were forced to flee leaving one of their operational vehicles and one of the abducted wives.</p>
<p>Aliyu said that efforts were ongoing to rescue the remaining victims and arrest the gunmen.</p>
<p>He urged the public to assist the police with any credible information on the whereabouts of the fleeing criminals.</p>

										<content:encoded><![CDATA[<p>An Independent panel has summoned the Chief Medical Director, CMD, Garki General Hospital, Abuja and the Registrar, Medical and Dental Practitioners Council, MDCN, to appear before it on December 2.</p>
<p>The National Human Rights Commission’s independent investigative panel is investigating human rights violations by the defunct Special Anti-Robbery Squad, SARS.</p>
<p>The  chairman of the panel, retired Justice Suleiman Galadima, summoned the CMD and registrar, after it heard a petition filed by a woman, Chinenye Igwetu, alleging that a SARS officer, Insp. Benjamin Peters, murdered her younger sister, Linda.</p>
<p>Justice Galadima adjourned until December 2.</p>
<p>The petitioner on November 4 told the panel that  Peters shot her younger sister, who was a National Youth Service Corps (NYSC) member on July 3, 2018 in Abuja, a day before her passing out.</p>
<p>Igwetu listed Peters, the FCT Commissioner of Police and the Inspector-General of Police as respondents in the petition.</p>
<p>Earlier, counsel for the respondents, James Idachaba, told the panel that the police was served with the process on November 4.</p>
<p>Idachaba added that there was need to invite Peters to appear before the panel.</p>
<p>He added that the police was ready to assist the panel to achieve its mandate.</p>
<p>In his submission, counsel for the panel China Obiagwu, SAN, who appeared for the petitioner, prayed the panel to summon the CMD, Garki General Hospital, Abuja and Registrar of the registrar of the MDCN to give evidence in the matter.</p>
<p>Igwetu alleged that her sister was shot in front of the Ceddi Plaza in Abuja and later died in Garki General Hospital.</p>
<p>“A nurse took me inside a room and informed me that they lost my sister. She died at exactly 6:10 a.m. I can never forget that,” she told the panel.</p>
<p>She said that she filed a complaint against Peters at the Police Service Commission.</p>
<p>“I want justice for my sister. I want my family to be compensated even though no amount of money can bring back my sister. She had many dreams,” she pleaded.</p>

										<content:encoded><![CDATA[<p>The Police Command in Lagos on Wednesday announced the dismissal of 10 police officers for various offences.</p>
<p>The command’s spokesperson, SP Olumuyiwa Adejobi, made the disclosure in a statement he signed and released to newsmen in Lagos.</p>
<p>According to the spokesperson, the dismissal was in a bid to promote discipline and core values of policing in the state.</p>
<p>Adejobi said the command tried 81 personnel for various criminal and disciplinary offences that were committed between October 2019 and October 2020.</p>
<p>The offences, he said, ranged from murder, discreditable conducts, excessive use of power, corrupt practices and negligence.</p>
<p>According to him, the command dismissed 10 personnel, reduced the ranks of 18 officers and issued warning letters to others.</p>
<p>“Others were awarded extra fatigue, while 16 of the men were discharged and acquitted for want of evidence.</p>
<p>“The personnel tried in the orderly room proceedings, conducted at various locations in Lagos State, included 45 inspectors,” he said.</p>
<p>Similarly, Adejobi also said some senior officers of the command were queried for various disciplinary offences with the queries being processed at the Force Headquarters, Abuja, for necessary action.</p>
<p>“It is important to state that some of the affected personnel were attached to the Police Command, while others were serving at various police formations within Lagos State.</p>
<p>“The trials were instituted based on series of complaints levelled against them.</p>
<p>“According to the provisions of the Police Act and Regulations, punishments were awarded according to the magnitude of offences committed by the police personnel,” he said.</p>
<p>He said that the Commissioner of Police in the state, Hakeem Odumosu, had deemed it necessary to take steps to sanitise its workforce in order to expel indiscipline and crime within the force.</p>
<p>“Odumosu wishes to reiterate that police personnel are held accountable for their actions and inactions.</p>
<p>“He, therefore, appeals to the general public to report any misconduct of police personnel to appropriate authorities, as such will be treated accordingly and justice will be done.</p>
<p>“Odumosu also charges officers and men of the command to be thorough and professional in their day-to-day activities, assuring them of reform and better standards in the police, as being championed by the Inspector-General of Police, Muhammed Adamu,” Adejobi said.</p>

										<content:encoded><![CDATA[<p>The chairman of Nigerians in Diaspora Commission, NIDCOM, Abike Dabiri-Erewa has once again emphasised the need for an accurate and comprehensive database of Nigerians incarcerated in various prisons globally.</p>
<p>Dabiri-Erewa made this remark at a meeting with members of the Counselling and Rehabilitation of Prisoners Initiative, CAROPI, a non-governmental  organisation in Abuja.</p>
<p>She explained that efforts were underway to compile a detailed list of Nigerians wrongfully arrested and incarcerated for crimes they did not commit.</p>
<p>Dabiri-Erewa further disclosed that the commission had been to several countries such as Brazil, South-Africa, Togo and Benin Republic to facilitate the release of some Nigerians wrongfully arrested and incarcerated.</p>
<p>She highlighted a situation in Brazil where a 74 year old woman was wrongfully arrested and the Commission was able to effect her release but she died afterwards.</p>
<p>The NIDCOM boss stated that as Nigerians travel out of their home country they should avoid committing crimes or participating in criminality.</p>
<p>She welcomed the CAROPI Team and assured them  of collaborative partnerships with NIDCOM.</p>
<p>The president of the NGO, Dr Hajiya Rabia Y.H.Cengis, among other members which include Mrs Victoria Kuwua Nor-Ugor (Head Medical Department), Barr Justice C. Uhuegbu (Head Legal Department) and Mr Shiver Akuku (Secretary CAROPI).</p>
<p>Hajiya Rabia explained that many Nigerians had been victims of wrongful arrest and iincarceration in many of the countries she had travelled to, noting that that must be addressed forthwith.</p>
<p>Other members of the team expressed optimism for a robust working relationship with NIDCOM in areas of legal assistance, reintegration and rehabilitation and a conducive environment for justice and equity for all.</p>

										<content:encoded><![CDATA[<p>The Inspector General (I-G) of Police, Mr Mohammed Adamu, has deployed detectives and special forensic investigators to expedite investigations into the criminal enterprise of Ansaru terror group and their associates.</p>
<p>The Force Public Relations Officer, FPRO, DCP Frank Mba disclosed this in a statement on Thursday in Abuja.</p>
<p>The Police on Wednesday invaded the terrorist camp in Kaduna State and killed over 250 terrorists and bandits.</p>
<p>Mba said the police counter-terrorism operations successfully neutralized the operational bases of the Ansaru Terrorists’ Group and bandits.</p>
<p>He said one Haruna Basullube, one of the most wanted kidnappers/cattle rustlers in the country and Bashir Leta, another notorious bandits’ commander were killed during the operation.</p>
<p>Mba said a Commander of Boko Haram camp in Kuduru Forest, Malam Abba and one Mofa, surname unknown, a notorious kidnapper were critically injured.</p>
<p>He said the exhibits recovered by the Police during the operation are 11 AK47 rifles, 730 rounds of live AK47 ammunition, 152 rounds of GPMG ammunition in two chains and 13 pairs of military camouflage uniforms.</p>
<p>Mba said other items recovered are two cartons and 48 sachets of tramadol, four face masks, phones and other electronic gadgets.</p>
<p>According to him, in spite of the successes of the operation, one Inspector Muhammed Abubakar attached to the Police Special Forces died as a result of injuries sustained in the heat of the combat.</p>
<p>He said 13 other officers, including the Pilot and Co-pilot of the police helicopter, used during the operation sustained different degrees of injuries and were currently receiving treatment.</p>
<p>The FPRO said the late Abubakar was one of the finest officers of the Police Special Forces with vast training and operational background, both at home and abroad.</p>
<p>He said the deceased was among the pioneer set of the Police Special Forces trained in Belarus.</p>
<p>“Born on July 8, 1985, he was enlisted into the Nigeria Police on June 1, 2008 as a Constable and rose to the rank of Inspector of Police before his untimely death.</p>
<p>“As a member of the Special Forces, he participated in several successful Police operations and joint missions with the military in the fight against insurgency.</p>
<p>“While condoling with the family, friends, and professional colleagues of the late officer, the I-G restates the commitment of the force to the safety of its personnel and the nation,” he said.</p>
<p>The I-G, according to Mba urged citizens living in and around Birnin-Gwari axis of Kaduna State to be on the look out for fleeing bandits especially those with bullet wounds and report every suspicious behaviour to the Police.</p>

<p>The states affected include Lagos, Ogun and Kano.</p>

<p>Edgal Imohimi who was Commissioner of Police in Lagos State has been moved to Ogun State while Akpan Nkereuwen is the new Cross River State Commissioner of Police.</p>
<p>Kenneth Ebrimson is in charge in Akwa Ibom State, while Lawal Jimeta has been moved to Edo State.</p>
<p>Ahmadu Sani Habu takes over in Kano with Sule Maku Philip as the man in charge in Bauchi State.</p>
<p>The Inspector General of Police, urged the new Commissioners of Police to build upon the achievement of their predecessors and ensure safety of lives and properties.</p>

										<content:encoded><![CDATA[<p>Lagos State Governor, Babajide Sanwo-Olu, hosted the Inspector General of Police, IGP, Muhammed Adamu, at the weekend, stating that adequate security was at the centre of actualising the Lagos State’s aspiration to transform its economy and make it 21st Century compliant.</p>
<p>Sanwo-Olu said his administration had prioritised provision of logistics and material support for improved security operations to sustain 24-hour commercial activities across the state.</p>
<p>He also promised to collaborate with the Nigeria Police to increase security surveillance at the grassroots through community policing arrangement of the Federal Government.</p>
<p>Sanwo-Olu spoke while hosting Adamu, who paid him a courtesy visit at the weekend.</p>
<p>The IGP’s visit, which was his final leg of operational tour of the South-West region, coincided with the summit of Conference of House of Assembly Speakers in the six states of the region held in Lagos, which bordered on regional security.</p>
<p>The meeting also came two days after Governor Sanwo-Olu donated 120 patrol vehicles and 34 motorcycles to the state’s Police Command to strengthen security.</p>
<p>Speaker of the Lagos State House of Assembly, who led the delegation of Speakers from the South-West region told Governor Sanwo-Olu that the conference was disturbed by the growing spte of insecurity in the region hence the need for them to meet and deliberate on the issue.</p>
<p>Welcoming the IGP to his office, Governor Sanwo-Olu charged the police officers to justify the confidence reposed in them to fight crime and keep the country safe, adding that all hands must be on deck in providing watertight security across the nation.</p>
<p>He said: “We need to sustain Lagos 24-hour economy to boost Nigeria’s non-oil revenue, 70 per cent of which is derived from Lagos. There is no way we can sustain the economy if people feel insecure to move freely. It will only happen if we have sound security formation across Lagos and adjourning states in the South-West region.</p>
<p>“If Lagos is secure adequately, every nook and cranny of the country would feel the effect in terms of improvement in economic indices and quality of life of our people. Lagos Government has been supporting all security agencies and we will continue to do so to actualise our aspiration of transforming the state’s economy to comply with modern realities.”</p>
<p>Sanwo-olu, who described security as “everybody’s business”, praised the IGP for “urgently” responding to the security concerns in the South-West. He, however demanded, more actions from security operatives to curtail pockets of kidnapping, banditry and armed robbery observed in the region.</p>
<p>The governor pointed out that Lagos started community policing with the establishment of Neighbourhood Watch corps, which, he said, President Buhari commended.</p>
<p>He told Adamu that the police could study and adopt the model to achieve the objectives of community policing the Force was bringing to strengthen surveillance in communities across the country.</p>
<p>Responding, Adamu said his visit to the Governor was informed by the need to appreciate Lagos government’s logistics support to the state Police Command, and to re-assure the governor of his readiness to strengthen security operation in Lagos.</p>
<p>The IGP said the community policing plan had received massive support from local vigilante groups, including the Oodu’a Peoples Congress (OPC), which had indicated their readiness to partner with the police.</p>
<p>He said: “We have agreed that we will send our special forces to the South-West to work with our officers police commands across the states. The activities of these special forces will be targeting at areas where bandits and kidnappers are found.</p>
<p>“I am aware our commands have been receiving significant logistics support from your government. Because of this, I felt the need to personally come here and appreciate you for the gesture, and also to motivate our officers to double their efforts in the fight against crime in Lagos.”</p>

										<content:encoded><![CDATA[<p>The Inspector General of Police, I-G, Mr Mohammed Adamu on Tuesday ordered 24 hours surveillance on the Federal Capital Territory, FCT, and its environs to forestall break of law and order.</p>
<p>A statement by DCP Frank Mba, the Force Public Relations Officer, FPRO, in Abuja said the I-G gave the order following the violent protest by members of the El-Zakzakky group in Abuja.</p>
<p>Adamu said the protest by the group at the National Assembly led to assault and injury to Police personnel on lawful duty as well as willful damage to public properties.</p>
<p>“The Commissioners of Police and their supervisory Assistant Inspectors General of Police in states contiguous to the FCT are also placed on the alert to ensure maximum security.</p>
<p>“While noting that the force is not against citizens expressing their grouse against the state, the I-G stressed that such ventilations must be done through legitimate and acceptable processes.</p>
<p>“The I-G, therefore, warned that citizens should not test the collective will of the people and the state by engaging in lawless acts likely to cause the breach of the peace,” he said.</p>
<p>Adamu had ordered a speedy and diligent investigation into the incident as well as prompt prosecution of all the persons arrested in connection with the incident.</p>
<p>The I-G expressed displeasure over the attack and injury inflicted on nine Police Officers by members of the El-Zakzakky group.</p>
<p>He commended the restraint, maturity and professionalism displayed by police personnel in containing the protest.</p>
<p>He, therefore, directed the Assistant Inspector General of Police (AIG) in charge of Police Medical Department to ensure proper medical treatment for the injured officers.</p>

										<content:encoded><![CDATA[<p>The Police Council has confirmed the appointment of Mr. Mohammed Adamu as the Inspector General of Police.</p>
<p>The council is headed by President Muhammadu Buhari.</p>
<p>It would be recalled that Adamu was appointed by the president on January 15 after the retirement of Ibrahim Idris.</p>
<p>The confirmation was announced by the Governor of Ekiti State, Dr. Kayode Fayemi, on Thursday when he spoke with State House correspondents shortly after the meeting of the council at the Presidential Villa, Abuja.</p>
<p>His words:  “The Council looked at the records of the Acting Inspector-General of Police, who has been on the saddle now since January 15, 2019.</p>
<p>“A cross section of members of council was very clear that given his passion and commitment, professionalism and his extensive experience locally and internationally, his acting inspector-general of police was approved.</p>
<p>“And, it has been confirmed (to) permanent appointment by the Police Council in accordance with the provision of the Constitution of the Federal Republic of Nigeria.’’</p>
<p>Fayemi also disclosed that members of the council spoke well of Adamu.</p>
<p>He said they recognised the challenges Adamu would have to cope with and promised to give him the needed support.</p>
<p>“We will have to do a little more because many of these challenges are socio-economic in nature and need to look at the sociological underpinning of crime.</p>
<p>“It is not just being tough on crime but also being tough on causes of crime by addressing these causes most fundamentally.</p>
<p>“Council acknowledged that we will give the IGP the support that he deserves. Already, at the state level, many of you are aware that state governors are supporting the police in many ways and we are not tired of doing that,’’ he added.</p>

										<content:encoded><![CDATA[<p>The immediate past Inspector General of Police, Ibrahim Idris, has advised his successor, Acting Inspector General of Police, Mohammed Adamu, to ensure the safety of lives and property across the country.</p>
<p>Idris gave the advice on Tuesday while speaking with journalists at the Presidential Villa, Abuja, shortly before his successor was formally unveiled by President Muhammed Buhari.</p>
<p>His words:  “The advice I will give is that just like in our time, he should try to go round the country and adopt measures to ensure that the Nigeria Police Force gives maximum protection to lives and property.”</p>
<p>Wishing Adamu well, Idris expressed confidence in his ability to do well.</p>
<p>He said he had worked with him and he knew him very well.</p>
<p>Speaking on his own tenure, Idris said he served the nation very well</p>
<p>Answering reporters’ questions, Idris said the major challenges he had were in the area of recruitment.</p>
<p>“I am sure you are aware that the government has just given us approval to recruit more people yearly, by the grace of God by this year the number of police officers is going to increase considerably,” he said.</p>
<p>He spoke about the preparedness of the police for the coming election.</p>
<p>According to him, the police would do well.</p>
<p>He said the police had done well in the past elections and would do the same in the coming one.</p>
<p>Ibrahim Idris who retired on Tuesday having attained the age of 60 was appointed by Buhari in 2016.</p>
<p>Idris succeeded Solomon Arase.</p>
