										<content:encoded><![CDATA[<p>Yobe State government has announced a temporary closure of three weekly markets for counter-insurgency operational reasons.</p>
<p>They are Katarko, Kukareta and Buni Yadi weekly markets.</p>
<p>The closure was announced in a statement by Brig.-Gen. Dahiru Abdulsalam Rtd, the Adviser to Governor Mai Mala Buni on Security Matters.</p>
<p>He said the closure would pave way for proactive engagements, and consolidate on successes recorded in the operation across the state.</p>
<p>“This temporary measure became necessary to achieve some set targets to improve the security situation in the affected areas and the state in general.</p>

<p>“Efforts are ongoing to hasten the operation to minimize the pains of the temporary closure of the markets on the well being of the citizens,” Abdulsalam said.</p>
<p>He pleaded for support, cooperation and understanding of the general public for the success of the operation aimed at ensuring peace and security in the state.</p>
<p>“All concerned are by this, reassured that the temporarily closed markets would be reopened in the coming days,” the official said.</p>

										<content:encoded><![CDATA[<p>Zamfara has reopened 45 out of the 75 schools it closed down over insecurity, the Ministry of Education declared on Wednesday in Gusau.</p>
<p>Permanent Secretary in the ministry, Alhaji Kabiru Attahiru, made the disclosure when he received members of the state’s Technical Team on Education in Emergencies, EiE, who paid advocacy visit to the ministry.</p>
<p>The state government directed the shutting of the schools in September 2021 following the abduction of students of Government Day Secondary School, Kaya in Maradun local government area of the state.</p>
<p>“While reopening the schools, we categorised them into three groups – Green, Yellow and Red.</p>
<p>“Green were schools located in areas without security threats, the Yellow group is for schools located in areas with little threat of insecurity, while the Red ones were schools in those areas with high security risks,’’ Attahiru explained.</p>

<p>He said all the 75 schools fell into the Red group at the time of their closure as it was dangerous to allow them to remain open.</p>
<p>“Today, I am happy to inform you that as a result of improvement of security in the state, we reopened 45 out of the 75 schools, while only 30 of the schools remained shut.</p>
<p>“Government and security agencies have been working together to ensure improved security in the state.</p>
<p>“We are hoping for more improvement in security in the state so that we can reopen the remaining 30 schools,’’ he said.</p>
<p>The permanent secretary commended the EiE team for the visit and assured of the ministry’s commitment to continue to partner with all stakeholders to promote the education sector in the state.</p>
<p>“This is a welcome development. I consider this team as partner in progress. I am giving you assurance of total support and cooperation of the ministry,’’ he added.</p>
<p>Earlier, the team leader, Hajiya Sa’adatu Abdu-Gusau, said that the visit was to advocate for the establishment of Education in Emergencies Working Group (EiEWG) in the state.</p>
<p>Abdu-Gusau who is the Director, Planning Research and Statistics in the ministry said the advocacy visit was also part of activities to commemorate the International Day of the Girl Child.</p>
<p>In his remarks, the team’s deputy leader, Dr Ahmad Hashim, said the EiE team was formed by the Development Research and Project Centre, DRPC.</p>
<p>“The DRPC is an NGO based in Kano working on girls’ education, public health and livelihoods, among others,’’ Hashim said.</p>
<p>He appealed to the ministry to give necessary support and cooperation to ensure that the objectives of the EiEWG were achieved.</p>
<p>That, he said, could be done by implementing the national policy on safety, security and violence-free schools and safe school activities in Zamfara.</p>

										<content:encoded><![CDATA[<p>The federal government has said that the worst is over with regards to the daunting security challenges in the country.</p>
<p>It added that terrorists, bandits and their cohorts will never hold sway anywhere in the country.</p>
<p>The Minister of Information and Culture, Alhaji Lai Mohammed gave the assurance on Monday in Abuja at a media briefing he jointly addressed with some of his colleagues.</p>
<p>Others are Ministers of Defence Maj.-Gen. Bashir Magashi (rtd); Interior, Ogbeni Rauf Aregbesola, and Police Affairs, Alhaji Mohammed Dingyadi, as well as the Chief of Defence Staff, Gen. Lucky Irabor.</p>
<p>Mohammed said the security challenges the country had faced were daunting and ranged from terrorism to banditry, kidnapping, separatist violence, crude oil theft, armed robbery and sundry crimes.</p>
<p>He added that the challenges were undoubtedly the greatest to the peace and security of the country since the 1967 to 1970 civil war.</p>
<p>“It is the kind of challenge that would have overwhelmed many nations, but thanks to the purposeful leadership of President Muhammadu Buhari.</p>
<p>“Today, we are here to tell you that while we may not be there yet, our military and other security agencies have succeeded – and are succeeding – in substantially restoring security across the nation.</p>
<p>“We can say, I want to repeat, that the worst is over and peace and security are gradually returning to the land.</p>
<p>“Please don’t misunderstand or misrepresent this assertion because we may still witness isolated cases of security challenges here and there, but it will not be on the scale that we have witnessed in the past,’’ he assured.</p>
<p>The minister said the successes recorded was sequel to the directive of President Muhammadu Buhari to the military to crush those terrorising the citizens and there should be no hiding place for them.</p>
<p>He thanked the president for his purposeful leadership as well as the military for their ability to rise to the occasion.</p>
<p>Mohammed also commended the media for their watchdog role and called on them to endeavour to give a big part to the successes being recorded by the security agencies.</p>
<p>Speaking in the same vein, Aregbesola said the security challenges the country faced mostly preceded the President Buhari’s administration.</p>
<p>He equally commended the security agencies for rising to the challenges and for largely degrading the groups and persons constituting the threats.</p>
<p>“What we face now mostly are flashes of cowardly attacks from the rumps of groups that have been routed in one location, moving to another to give the false impression that they are still strong.</p>
<p>“Our ultimate goal is to eliminate them altogether and restore total and lasting peace over every inch of Nigerian soil.</p>
<p>“We have been doing this and will continue to do so through the operations of the four agencies under the Ministry,’’ he said.</p>
<p>The Minister of Defence who gave accounts of the military operations across the country said they were achieving greater results through synchronised ground and air bombardments of the terrorists.</p>
<p>“We have been forcing many of them, including Commanders to surrender in droves, with members of their families.</p>
<p>“Areas where terrorists hitherto had some freedom of action are being cleared, socio-economic life is gradually returning to most parts of the North East.</p>
<p>“Erstwhile Internally Displaced Persons are now returning to their ancestral homes to start life all over, in dignity, under safer and more secure environment,’’ Magashi said.</p>
<p>Specifically, the minister said in the past four weeks, more than 3,407 Boko Haram Terrorists including members of their families have surrendered.</p>
<p>Additionally, he said 66 terrorists were neutralized including one of the key ISWAP Commanders, Modu Chaka Bem Bem, and 20 of his fighters, while 55 were arrested and 52 civilians rescued.</p>

<p>He said troops recovered large quantities of ammunition and illicit drugs while the surrendered and arrested terrorists had been subjected to profiling and the relevant legal processes.</p>
<p>Magashi said for the first time, no single incidence of piracy was recorded in the country’s waters in one full year.</p>
<p>He said in the past four weeks, several illegal oil refining sites, consisting of 493 dugout pits, 512 storage tanks, 413 cooking ovens and 59 wooden boats were destroyed.</p>
<p>Additionally, he said several weapons, vehicles, vessels and equipment were recovered.</p>
<p>The minister said about 25,800 barrels of crude oil, 3,200 liters of Premium Motor Spirit and 2,000 litres of Dual Purpose Kerosene were recovered during various operations while 21 pipeline vandals were arrested.</p>

										<content:encoded><![CDATA[<p>Pan-Yoruba socio-political organisation, Afenifere, on Wednesday berated the federal government, raising the alarm that the recent insecurity in the country was a warning that Nigeria was clearly under siege of evil minded people.</p>
<p>The group, in a statement issued by its National Publicity Secretary, Mr. Jare Ajayi, lamented the invasion of the Abuja residence of Justice Mary Peter-Odili, attack on the Ado Ekiti home of Prof. Banji Akintoye, abduction of Kwali Chief Imam and his children as well as the abduction of two UNIABUJA professors and a senior lecturer with some family members, among many others.</p>
<p>According to him, Nigeria had never been under so much danger, not even during the regime of late General Sani Abacha.</p>
<p>He noted that the invasion of the residence of Justice Peter-Odili, brought to mind the bombardment of the Asokoro, Abuja home of the elder statesman, Pa Edwin Clark in October, 2018 by those he described as agents of the federal government.</p>
<p>Ajayi added that Afenifere received the news of the attack on the house of the leader of Ilana Omo Yoruba with utter shock, stating that it was clear that the mission of the attackers was dastardly as bullets allegedly from the AK-47 gun used by the invaders during the attack were on display.</p>
<p>He said, &#8220;The spate and incidence of banditry and illegal invasion of citizens’ abodes are no longer restricted to any specific areas as the attacks now occur in places of worship, schools, motor parks, farms and private houses. For instance, late last week, the Chief Imam of Yangoji Central Mosque in Kwali Area Council, Abuja, Alhaji Abdullahi Abubakar Gbedako, and two of his sons were abducted in their own home.</p>
<p>&#8220;In a similar vein, Kaduna State Commissioner for Internal Security and Home Affairs, Mr. Samuel Aruwan, confirmed that five persons were killed in Chikun and Igabi Local Government Areas of Kaduna State while many were kidnapped. The attacks occurred on Sunday, October 31, while some of the victims were worshipping at Emmanuel Baptist Church, Kakau Daji.</p>
<p>&#8220;The above were apart from the several cases of terrorism and banditry occurring on a daily basis in various parts of the country. But rather than confronting the insecurity challenge headlong, the federal government prefers to dawdle &#8211; being soft on the bandits but harsh on those advocating for self-determination.&#8221;</p>
<p>He insisted that the double standard being displayed by the government was making it difficult to easily overcome the problem of insecurity, lamenting that the Minister of Defence, Maj.-Gen. Bashir Magashi (rtd), recently said government had not declared bandits as terrorists because it wanted to follow due process.</p>
<p>The Afenifere spokesman maintained that faces and names of people relating with kidnappers and allied bandits to negotiate for ransom were known but government had not deemed it fit to take action on them, insisting that with an attitude of this nature it would be difficult to be able to win the war on banditry.</p>
<p>&#8220;But government owes the nation a duty to keep the lives and properties safe. Failure to do so is not only a dereliction of duty, it is also against the constitution that makes the protection of citizens a sacred duty of the government,&#8221; he said.</p>
<p>He added that Section 215 of the 1999 Constitution should be immediately amended to make it possible for states and local governments to maintain civil security outfits to police their respective areas with powers to investigate and prosecute, stating that government needed to stop its present tendency of mollycoddling bandits but rather provide jobs for youths, strengthen the security forces and put the machinery in motion for immediate restructuring of the country.</p>

										<content:encoded><![CDATA[<p>President Muhammadu Buhari has urged Nigerian media to replace the expression, “rising insecurity” with “declining insecurity” in their reportage of insecurity in the country.</p>
<p>The president made the call on Monday in his Maulud Nabiy (birthday of the Holy Prophet, Muhammed, SAW) message to muslims in Nigeria and across the globe.</p>
<p>In the statement by his media aide, Mallam Garba Shehu, the president praised the increasing activities the Armed Forces, Police Force, and intelligence agencies had embarked upon to effectively respond to the security challenges in the nation.</p>
<p>He said the government fully expected and intended for the trends to continue.</p>
<p>He therefore urged the media to address the tone, content, and standards of reporting into security and safety measures.</p>
<p>“Time has come to revise the prefixes ‘rising insecurity’ with ‘declining insecurity’,” he said.</p>
<p>The president added that increased cooperation and collaboration from the citizenry, coupled with reinvigorated, dynamic, and energized police, security and military leadership was helping the administration score more victories against terror, criminality, and economic sabotage.</p>
<p>The reality of declining insecurity should replace the inaccurate narrative of rising insecurity in the country.</p>
<p>&#8220;While there is work to do, the men and women in uniform who are helping the nation to achieve this goal, desire our collective appreciation and encouragement to do even more. The whole country and its mass communications systems have a duty in this regard,&#8221; the president adds.</p>
<p>President Buhari also appealed to road users to drive with care and avoid needless accidents.</p>
<p>On Maulud Nabiy, Buhari said:  “I am delighted to send greetings of peace, unity and goodwill to the Muslim Ummah, fellow citizens and Muslims all over the world as they observe and celebrate Maulud Nabiy.&#8221;</p>
<p>The president urged Muslims to strive for &#8220;forgiveness and closeness to the noble life and teachings of the Prophet (SAW) whose birthday is being marked on this blessed day. On this auspicious occasion, I wish you all the blessings of today.&#8221;</p>

										<content:encoded><![CDATA[<p>The President of the Christian Association of Nigeria, Dr Samson Ayokunle, has charged newly reconstituted Chaplaincy Committee of the National Christian Centre for regular prayers for the country against security challenges and for economic recovery.</p>
<p>The new committee which took off on September 27, 2021 has two years tenure while the new Coordinating Chaplain, Rev Ini Ukpuho who also doubled as the Chairman, Christian Council of Nigeria, CCN, for Northcentral has three years tenure.</p>
<p>In a letter of September 27, 2021 and signed by the General Secretary of the Christian Association of Nigeria (CAN), Barrister Joseph Bade Daramola, the committee was charged “to be creative in organising and handling programmes so that the aim of CAN in having the chaplaincy will be fulfilled.”</p>
<p>“Your committee is expected to be creative in organising and handling programmes so that the aim of CAN in having the chaplaincy will be fulfilled. You are also to involve all the blocs of CAN in the activities of the Chaplaincy and to report to the CAN President through the General Secretary who is in direct supervision of your work.</p>
<p>“It is anticipated that weekly services will begin the soonest where prayers will be raised regularly for the country and the people with a view to stopping the menace of security challenges occasioned by the criminal activities of terrorists,  bandits, kidnappers and other men of the underworld. You should also be praying for economic recovery as the populace are crying under the yoke of economic predicaments.”</p>

										<content:encoded><![CDATA[<p>The federal government will partner the Chinese government in addressing security challenges facing the country, Minister of Police Affairs, Alhaji Mohammad Dingyadi, has said.</p>
<p>According to a statement by Mr Bolaji Kazeem, the Head, Press and Public Relations Unit in the ministry, on Wednesday, Dingyadi spoke when he received the Chinese Ambassador to Nigeria, Mr Cui Jianchun.</p>
<p>Dingyadi noted that the entire world was aware of the current security challenges in Nigeria, but stressed the need for collaboration to address them.</p>
<p>He listed those challenges as terrorism and banditry in the North East, North West and North Central with secessionist movement, kidnapping and other criminal activities in the South East.</p>
<p>According to him, Nigeria is not the only country facing these problems in Africa as its neighbouring countries also share in these problems.</p>
<p>He said that with the support of the international community those problems would be solved.</p>
<p>Dingyadi, however, noted that the issue of security challenges could not be separated from poverty and unemployment.</p>
<p>He added that the federal government was intensifying efforts to address them through its poverty alleviation programmes.</p>
<p>He said that the government had created opportunities for youths in the various sectors of the economy to curb a drift to criminal activities.</p>
<p>The minister said that steps were being taken to boost the morale of security personnel and motivate them to ensure professionalism in the discharge of their duties.</p>
<p>He said that the process to reactivate the CCTV project under the Public Private Partnership, PPP, through the selection of concessioner among the private organisations that did bid for the project had begun.</p>
<p>Dingyadi said that the country would work closely with the international community to promote infrastructure, security and investment in Information and Communication Technology, ICT.</p>
<p>According to him, the idea is to create more employment opportunities, strengthen security and reduce poverty.</p>
<p>The minister stressed the need for collective responsibility in securing lives and property through sharing of information and intelligence with the security agencies for better response to security challenges.</p>
<p>Earlier, the Chinese Ambassador noted that China and Nigeria had maintained diplomatic relationship for more than 50 years, adding that there was need to improve on the bilateral relations and intelligence sharing.</p>
<p>Jianchun also said there was the need to build strategies for both countries to work together in the areas of politics, economy, military cooperation, ICT, security and infrastructure.</p>

										<content:encoded><![CDATA[<p>Governor of Rivers State, Nyesom Ezenwo Wike, has imposed night curfew at all entry and exit points with Abia, Akwa Ibom, Bayelsa and Imo states.</p>
<p>Wike in state broadcast on Tuesday said the curfew which would take effect from Wednesday night, was necessitated by the recent security breaches and deadly attacks on security personnel by yet to be identified gunmen.</p>
<p>“The Government of Rivers State has decided to restrict night movements into and out of the state from the land borders of the state.</p>
<p>“Consequently, a night curfew is hereby imposed and no person or vehicle is allowed into and out of Rivers State from 8.00 p.m. to 6.00 a.m. from tomorrow (Wednesday) 28 April 2021 until further notice.</p>
<p>“We wish to advise that those who have any legitimate need or reason to come into or go out of the state must do so before 8.00 p.m. when the curfew shall come into force daily.”</p>
<p>The governor stated that security agencies had been posted to monitor and enforce strict compliance with the curfew at all borders and or entry and exit points with Abia, Akwa Ibom, Bayelsa and Imo States.</p>
<p>He explained that on Saturday some innocent officers of the Customs, Police and Civil Defence services on their duty posts along the Port Harcourt-Owerri Expressway were ambushed and gruesomely murdered in cold blood by armed attackers.</p>
<p>He said similarly, on Sunday, the state witnessed another deadly attack and killing of officers and men of the Nigerian Army right in their duty post at Abua town in Abua Odual local government area of the state.</p>
<p>The governor said although the security agencies were investigating the attacks with a view to bringing the perpetrators to justice, nobody knew where and when the next attack would take place.</p>
<p>“Neither do we also know the motives of the deranged characters or group behind these senseless assault on our state and the lives of security operatives working to keep us safe and secure.</p>
<p>“However, what is obvious is that the attackers and their sponsors are people who came from outside Rivers State, and as a government, we are determined to do everything within our powers to prevent the re-occurrence of such senseless and murderous acts aimed at creating an atmosphere of gross insecurity and panic among the citizens.</p>
<p>“In view of what is going on therefore and its implications to the security of the state and citizens, and in discharge of our constitutional responsibility in that regard, the Government of Rivers State has decided to restrict night movements into and out of the state from the land borders of the state.”</p>
<p>The governor urged all citizens of the state to be vigilant and report every useful intelligence or suspicious movements to the security agencies for immediate action.</p>
<p>He advised the people to understand that these are strange times and nothing can be more paramount than their collective safety and security.</p>

										<content:encoded><![CDATA[<p>Governors and traditional rulers in the South-Western states of Nigeria have been called upon to make sacrifices the traditional way to ward off invaders that have the intention of disrupting the peace and harmony in Yorubaland.</p>
<p>The President, Isese Foundation of Yorubaland, Chief Omikunmi Abiola Egbelade, stated this on Thursday while featuring on an Aloore Radio, an online radio, owned and transmitted by the Oyo State Ministry of Information, Culture and Tourism, in Ibadan.</p>
<p>Egbelade said the time had come for the government and kings in the region to engage the traditionalists, who would make special sacrifices against marauders that had been wreaking havoc by kidnapping and killing innocent people.</p>
<p>&#8220;There are so many things that can be done by the traditionalists, Muslims and Christians can be called to also come together and do special prayers but they must call on the traditionalists, who will empower the local security bodies like Agbekoya who use traditional means for security. These people will not just pray, they will do some other things like big sacrifices.</p>
<p>&#8220;When someone is kidnapped, the Agbekoyas will know the location of the kidnappers and trail them, because there is a way by which they can locate the kidnappers without using the modern technology, which has even disappointed the people most times.</p>
<p>&#8220;Those rich people are also among the culprits, there are some Obas and even politicians, when the sacrifice is done, the secret will be leaked automatically and people will be able to see who are behind the crisis. The kings and politicians are not interested in finding a lasting solution to this case, they are only interested in money in the position they occupy.&#8221;</p>
<p>Chief Omikunmi praised the government of Engr. Seyi Makinde for promoting culture and tourism with the last Omituntun Cultural-Tourism Festival that held recently in Ibadan.</p>
<p>He said those that participated in the programme from home and abroad gave testimonies which showed that they would be interested in partaking in subsequent events.</p>
<p>He added that the event would contribute immensely to the revenue-generation efforts of the state government.</p>

										<content:encoded><![CDATA[<p>President of the Senate, Ahmad Lawan, has said that certain gaps in the 1999 Constitution created by the exclusion of traditional institutions in the governance and security architecture of the country remains largely responsible for the deteriorating security situation in Nigeria.</p>
<p>Lawan made the disclosure on Thursday when delivering a speech to declare open a meeting between the Senator Ovie Omo-Agege-led Constitution Review Committee and the National Council of Traditional Rulers in Abuja.</p>
<p>According to Lawan, the worsening activities of insurgents, bandits and criminals had placed Nigeria in a dire situation that demands an urgent review of the 1999 Constitution along the lines of reorganising the structure of governance to give specific roles to traditional rulers in various communities, as well as the incorporation of traditional institutions as part of the security architecture of the country.</p>
<p>The Senate President, while advocating for roles for traditional rulers in the constitution, also underscored the need for specific functions for traditional institutions in guaranteeing the safety of lives and properties within their various jurisdictions.</p>
<p>He said: “I’m here to show the commitment of the National Assembly in its entirety, to listening and supporting our royal fathers on the Constitutional Review currently going on, and in what many of us believe that is the right thing; that we have our royal fathers properly and formally given some roles in the governance structure or the administration of our country.</p>
<p>“The pre-colonial, colonial and post-colonial history of our royal fathers give us indication of how important our traditional institution was in those days.</p>
<p>“In fact, at the risk of going into some avoidable history, in 1947 the British created a single traditional institution for the Tivs by creating the title of Tor Tiv. This was because they knew that the traditional institutions were playing very critical and crucial roles in running the affairs of those they governed.</p>
<p>“Probably, the 1979 constitution had envisaged specific functions for the traditional institutions, but I think we missed it after that, and maybe the 1999 Constitution did not take account of certain things that could have been helpful.</p>
<p>“Maybe before the 1976 local government reforms, the traditional institutions might have played some roles in ensuring that our communities were secured and safe.</p>
<p>“So, what do we need to do to bring our country into a safer climate and more secured life for our people and their property?</p>
<p>“I believe that we need to take a holistic assessment of our situation. Every community, every people makes law for itself to specifically deal with some challenges, and you don’t have to copy what works elsewhere, because your history may be different. So, we have a very peculiar history when it comes to our traditional institutions playing some roles in the affairs of our people.</p>
<p>“This is an opportunity for our traditional institutions to ask for specific roles, but our desire as a National Assembly is to undertake this Constitutional Review because it is part of a very important legislative agenda, and also our desire to continuously work as a Legislature with the Executive arm of government to create a safer and more secured  Nigeria.”</p>
<p>The Senate President who recalled the critical role played by traditional institutions in security arrangements in the country before 1976, stressed that the current security architecture should not be limited to the armed forces, police and other paramilitary organisations alone.</p>
<p>“If our traditional institutions would be part of our security architecture, so be it. Actually, what we need is to secure the lives and properties of our people. How do we achieve that? This is where the meeting of today, between our Constitution Review Committee headed by the Deputy President of the Senate, and the National Council of Traditional Rulers would be very critical.</p>
<p>“I’m sure most if not all members of the National Assembly, would like to see a situation where our security architecture is not limited to our armed forces, the police and paramilitary alone.</p>
<p>“You have played a very significant and important role before in the security arrangement of our communities. Though our communities have transformed, I’m sure that our traditional institutions have also transformed and, therefore, we can get the kind of benefit and value that the traditional institutions can bring to bear in our security arrangement and, of course, in the administration of the country in a non-executive function,” Lawan said.</p>
<p>In his presentation of a memorandum by the National Council of Traditional Rulers of Nigeria signed by the Chairman, His Eminence, Alh Muhammad Sa’ad Abubakar, the Sultan of Sokoto and the Co-Chair, His Royal Majesty, Oba Adeyeye Enitan Ogunwusi, Ojaja II, Ooni of Ife to the Constitution Review Committee, the Etsu Nupe, His Royal Highness, Alhaji (Dr.) Yahaya Abubakar recalled that the Nigerian First Republic Regional Governments had bi-cameral Legislative arrangement with the Houses of Chiefs serving as the Upper chambers to those of the elected Houses of Assemblies.</p>
<p>“The society was at that time progressive, peaceful, decent and full of beautiful traditions and cultures. Lives and properties were sacrosanct and accountability and honesty were the hallmarks of the traditional local Administrations,” he said.</p>
<p>According to him, “General Ironsi 1966 Unitary Government Decree, General Gowon’s and General Obasanjo’s 1967 and 1976 Local Government Reform Decrees respectively stripped Traditional Rules of their powers and gave same to the local government council thereby giving birth to the present insecurity and corruption, constitutionally and protocol wise, traditional rulers are relegated to the background.”</p>
<p>The Etsu Nupe lamented that under the present arrangement, “Traditional Rulers do not have the constitutional or other legal backing to perform effectively as they are not even mentioned in the 1999 Constitution.”</p>
<p>“This is a great departure from all earlier Constitutions that recognised them and even gave them some functions to perform.</p>
<p>“Indeed, all the Nigerian earlier constitutions gave the Chairmen of the States Councils of Chiefs seats in the National Council of State alongside former Presidents, Chief Justices, etc. For example, this is clearly provided for under Section 140 (l) and under Part 1 of the Third Schedule of the 1979 Constitution,” he added.</p>
<p>The traditional ruler, however, emphasised that “no Community or Nation would thrive successfully without due consideration of its historical evolution, customs, values and beliefs, adding that, ‘the Nigerian Nation evolved from the amalgamation of several Empires, Kingdoms, Caliphates, Chiefdoms and autonomous communities.’</p>
<p>“Undermining the traditional institution through unsavoury politically motivated actions will reduce the respect accorded it by the citizenry.</p>
<p>“This will translate into its ineffectiveness in performing its roles. It will also affect its capacity to mobilise the people towards governments programmes and projects and in managing communal, ethnic and religious conflicts and crisis.</p>
<p>“This will certainly not augur well for the envisaged peace, progress and wellbeing of the nation and its people as the government will lose a respected willing partner in these regards,” he warned.</p>
<p>The Etsu Nupe while calling on the National Assembly to intervene in safeguarding the sanctity of the Traditional Institution by ensuring its insulation from politically motivated actions that run foul of the well-established traditional settings, advised that Traditional Rulers should be accorded specific responsibilities for conflict and security management in their domains.</p>
<p>He added that, “Nigeria needs to explore all available means of conflict resolution, intelligence gathering and containment of insecurities that will complement the conventional security outfits.”</p>
<p>On his part, the Deputy Senate President, Ovie Omo-Agege, who chairs the Constitution Review Committee, said, “what you’re seeking here today, is the reinstatement of the Council of Traditional Rulers that we had in all of our previous Constitutions which was omitted in the 1999 Constitution. The question becomes, why was there that omission?”</p>
<p>“With respect to this request, it shouldn’t be very demanding because we all come from constituencies and we are all your subjects.</p>
<p>“At a time like this when we have so much insurgency in the North-East, banditry in the North-West and most of the North-Central, the same challenges we also have in the South-South, South-East and South-West; with religious tension everywhere, if His Royal Highness said that in Colonial and Pre-Colonial and Post-Colonial times, that there was need to maintain the status of traditional institutions to help us preserve peace, now is even more apt today than it was.</p>
<p>“We don’t need to convince people too much about this, we just need to work out the structures here at the national level which we have already activated in your presentations and the structures at the state level,” Omo-Agege added.</p>
