Education policy often involves striking a delicate balance between cultural traditions, financial realities, and long-term learning outcomes. Two recent interventions in Nigeria highlight this challenge: the Imo State government’s ban on nursery and JSS3 graduation ceremonies, and the Federal Government’s new literacy drive with cash transfers to mothers. Both have generated strong reactions, but each offers lessons worth deeper reflection.

The Graduation Ban: Beyond Social Fanfare

I recalled I was on a short weekend visit to a family where one of the persons in the gathering showed me a viral video of glamorous graduation ceremonies by nursery pupils; so, even featuring red carpets, grand arrivals like prom events in the western part of the world, asking what my thoughts were about it. I simply said: “this is an indicator of misplaced priorities.”

A couple of weeks later, the Imo State Commissioner for Education announced that only Primary 6 and SS3 pupils should hold graduation ceremonies, describing nursery and JSS3 events as unnecessary burdens on families. In my view, this is a right hit. The National Orientation Agency also welcomed the move as “bold and timely,” given the financial strain many parents face.

The concern is justified. A 2023 SBM Intelligence household survey ranked school-related social events among the top five “hidden costs” of education in Nigeria. UNICEF reports that 63% of Nigerians live below the poverty line, defined as living on less than $1.90 per day. This high rate of poverty highlights how elaborate graduation ceremonies can deepen inequality. Parents who cannot afford the required costumes, parties, and levies often feel excluded, and children may suffer the embarrassment of missing out. To address this issue, schools should consider reducing the costs associated with these events or offering financial assistance to ensure all students can participate fully. Ultimately, such practices risk reinforcing social divides within the education system and undermining efforts to promote equal opportunity for all students.

Yet, ceremonies are not without value. Studies by the Brookings Institution suggest that recognising milestones, no matter how modest, boosts children’s motivation and sense of achievement. See the Million learning: scaling up quality education in Developing Countries report. Therefore, a blanket ban risks throwing away the positive psychological impact along with the excess.

A more balanced approach would be to reimagine graduation ceremonies rather than abolish them outright. Schools could host low-cost alternatives, such as classroom certificate presentations, talent shows, or academic exhibitions. Such events maintain the sense of accomplishment while reducing pressure on families. Parent-Teacher Associations (PTAs) should be central to this redesign, ensuring that cultural traditions of recognition are preserved without commercial excess.

In short, the policy addresses a genuine problem, but the solution lies in moderation, not elimination.

Tackling Out-of-School Children: Promise and Pitfalls

At the federal level, the government has announced a literacy initiative targeting 500,000 children and 1 million girls, accompanied by cash transfers to mothers. This initiative aims to reduce Nigeria’s out-of-school population, estimated by UNESCO to be 20.2 million, the highest in the world.

International evidence shows this approach has merit. Brazil’s Bolsa Família programme and Bangladesh’s female stipend scheme both demonstrated that conditional cash transfers can boost school attendance and delay child marriage. In Nigeria, where UNICEF data shows girls in northern states are twice as likely to be out of school as boys, directing financial support to mothers could shift household priorities in favour of education.

But history offers caution. Nigeria’s previous cash transfer programmes have struggled with leakages, poor targeting, and weak monitoring. For instance, the National Social Investment Programme (NSIP) under the Buhari administration was repeatedly criticised for inconsistent beneficiary data and alleged diversion of funds. A recent study also confirmed these challenges, highlighting systemic weaknesses that undermined the effectiveness of past interventions. Unless funds are digitally tracked, transparently disbursed, and independently audited, the initiative risks repeating old failures. Equally important, literacy classes must not become poorly staffed “holding centres.” They should be properly resourced as stepping stones into mainstream schooling.

Constructively, three steps could strengthen the programme: (1) Transparency: Use digital payment systems with biometric verification to minimise diversion; (2) Community Anchoring: Engage PTAs, women’s groups, and local leaders in identifying beneficiaries to enhance trust; and (3) Quality First: Pair financial incentives with investment in teacher training and curriculum design, ensuring children gain real skills.

With the ever-growing social media distraction in a fast-paced world, Gen Z and Gen A (Alpha) are experiencing a sharp decline in reading culture. Nigeria could also learn from Kenya’s Tusome programme, which raised literacy rates by combining structured teacher support with regular monitoring. Cash transfers can reduce barriers, but only quality teaching transforms lives.

A Call for Balanced Reforms

The Imo graduation ban, and the Federal Government’s cash transfer scheme highlight a common truth: reforms succeed not by bold headlines but by careful implementation.

Ceremonies should not impoverish families, but neither should they be discarded entirely. Literacy drives should not only put children in classrooms but also equip them with durable skills for lifelong learning. The involvement of parents, teachers, and communities is critical to ensuring these policies become sustainable solutions rather than short-lived experiments.

Ultimately, Nigeria does not need fewer ceremonies or more cash handouts in isolation. What it needs is a culture where learning itself, rather than expenditure, is the true cause for celebration.

While noting the federal government’s efforts to respond to the challenges through reforms, the NGE stated that the impact of the reforms is becoming unbearable for the poor.

In a communiqué issued at the end of its Standing Committee Meeting in Owerri, Imo State, the Guild urged the federal government to put in place more safety nets to address hardship, inflation, and poverty.

The Guild also called for a holistic approach to addressing insecurity, including enhanced intelligence gathering, community policing, and strategic partnerships with relevant stakeholders.

“The NGE noted the recent major breakthrough in the ongoing war against terrorism, including the arrest of leaders of two militant groups on Nigeria’s most wanted list, the heads of Ansaru, an al-Qaida-linked group, and Mahmuda,” the communique reads in part.

It, however, emphasized the need for sustained efforts to address insecurity and restore confidence in farmers to return to producing food.

The professional media group also raised alarm in the  education sector, noting the sorry state of education in the country and urged governments at all levels to prioritize education by improving funding, infrastructure renewal, and welfare for educators.

According to the Guild, “education is essential for economic growth and development, fostering innovation, creativity, and entrepreneurship.”

The NGE also called on governments at all levels to be more committed and transparent in addressing the needs of citizens, especially the rural populace.

Speaking on the state of the media in the country, the Guild condemned growing hostilities against media organisations and professionals by some security agencies and non-state actors, calling on governments to partner with the media to deepen and protect democracy.

The editors warned against attempts to weaken the media, stating that “a weak media may fail to hold those in power accountable, limit access to information, and create a disconnect between the public and reality.”

The Guild thanked the Governor of Imo State, Senator Hope Uzodimma, for his efforts at delivering the dividends of democracy to his people and urged him to continue partnering with the media towards nation-building and promotion of peace and unity.

He marked the first anniversary of Onwenu’s death with a post on his Instagram page on Wednesday, reigniting memories of the celebrated Nigerian music icon.

The post reads: “A year ago, today. RIP Mom. July 30, 2024.”

Onyeka Onwenu reportedly had some health complications on July 30, 2024 moments after a scintillating performance at the birthday party of Mrs Stella Okoli.

She was however rushed to a hospital in Lagos, where she died at the age of 72.

The late Onwenu was born in 1952, and began her music career in the 1980s with her debut album, “For the Love of You,” in 1981.

She also released numerous albums and singles, including the hit song, “One Love”.

The late music legend also delved into acting, as she featured in several Nollywood films and won numerous awards for her contributions to music and film industry in Africa.

She was appointed as the chairperson of the Imo State Council for Arts and Culture in 2013 and later became the Director-General of the National Centre for Women Development in 2016.

In 2011, she was awarded the national honour of Member of the Order of the Federal Republic, MFR.

Excel, in two letters dated December 13 and written on her behalf by a rights group, Initiative Against Human Right Abuse & Torture, also sought the intervention of the Attorney-General of the Federation, AGF, and Minster of Justice, Mr Lateef Fagbemi, SAN.

Ihekweme was a commissioner in the first term of Governor Hope Uzodimma of Imo.

The petitions were signed by the Executive Director of the group, Comrade Gerald Katchy on behalf of the complainant.

They were titled: “Complaint of Abuse of Power and Office by Security and Enforcement Agencies and Disregard to the Rule of Law: A Menace to the Renewed Hope Agenda of His Excellency.”

Excel alleged that her husband was forcefully arrested on November 27 in his Abuja residence by the police without an arrest warrant and had since been on detention.

She said her husband’s plight began when he (Fabian) urged the governor of Imo to prioritise the needs of the citizens of the state and to deliver on his campaign promises.

According to her, this act of accountability by Dr Fabian Ihekweme, regrettably, led to his persecution.

In two other letters she personally signed and addressed to the Executive Secretary, National Human Right Commission, NHRC, and President, Nigerian Bar Association, NBA, Excel equally sought their intervention.

She said she wrote the letters over the alleged misconduct involving the Nigeria Police Force.

“I am seeking your urgent intervention in this grave matter involving gross violation of fundamental right of a citizen of Nigeria (Dr Fabian Ihekweme), my husband, and an action of the police against the rule of law, the Nigerian constitution and the justice systems within the Nigeria Police Force.

“Sir, on November 27, unidentified armed men forcefully abducted Dr Ihekweme from his home without a warrant, due process, or access to his legal counsel.

“His phone was confiscated, and he was denied necessary medical care.

“For over 24 hours, his family had no knowledge of his whereabouts until the police issued a statement confirming his detention.

“Currently, Dr Fabian Ihekweme is being held at the infamous Tiger Base police unit, subjected to inhuman treatment and unjustly accused of sponsoring the Eastern Security Network (ESN)—a baseless allegation aimed at discrediting his integrity and silencing his voice.

“This ordeal has left his family, including his children, traumatised and mentally distressed.

“His arrest and detention without recourse to justice or medical attention are not only a violation of his constitutional rights but also a grave affront to the principles of democracy, freedom of expression, and good governance,” she said in the petitions.

Excel, therefore, sought the intervention for her husband’s immediate and unconditional release and to ensure that his rights to due process, legal representation and medical care were upheld.

She also sought an independent investigation into the circumstances of his arrest, detention and the allegations against him.

She further sought an intervention to protect citizens’ rights to freedom of expression and ensure that no one is persecuted for holding leaders accountable or advocating for good governance.

“The unfortunate kidnap of one of our Editors, Gregory Maduakolam, has been brought to the attention of the Management of the News Agency of Nigeria, NAN.

“Maduakolam reported his kidnap himself in a telephone call with his line to a staff of the agency at about 7.33 pm on Thursday.

“He said that he was taken away by his assailants around 9 a.m. on Thursday.

“Our thoughts are with him and his family during this difficult time while we are working closely with the authorities and taking all necessary steps to ensure his safe release.

“We urge anyone with information to come forward and assist in the investigation.

“The safety and well-being of our staff remain our top priority, and we will do everything possible to ensure his safe release.”

Imo State Governor, Hope Uzodinma, announced the passing of the distinguished academic and diplomat, Obiozor, Wednesday evening in Owerri, the state capital.

Asiwaju Tinubu noted that the career of Professor Obiozor, who was at various times the Director-General of Nigerian Institute of International Affairs, Ambassador of Nigeria to United States, Ambassador of Nigeria to Israel and High Commissioner of Nigeria to Cyprus, made the Ohanaeze Ndigbo leader one of the foremost patriots who served the country with diligence, honour and integrity.

The APC presidential candidate in his condolence message to the family, government and people of Imo State, Ndigbo and Nigerians noted that Ambassador Obiozor served the country with pride and distinction, lamenting, however, that death had once again robbed Nigeria of one of its finest statesmen.

Asíwájú Tinubu said: “I am deeply saddened by the news of the death of Ambassador George Obiozor, President-General of Ohanaeze Ndigbo Worldwide. The announcement was made in an obituary by the governor in Owerri on Wednesday.

Describing his death as a huge loss to Imo State, the South-East and Nigeria in general, Uzodimma said he was a “renowned academic, an exceptional diplomat and statesman and a tenacious patriot.”

The deceased was Nigerian ambassador to the United States and Israel.

The governor prayed God to grant his soul eternal rest.

Said he: “On behalf of the government and people of Imo State, I  sorrowfully announce the passage of a great Son of Imo State and Nigeria, the President General of Ohanaeze Ndigbo, worldwide, Prof George OBIOZOR.

“I have no doubt that both Nigeria and the international community will miss his profound intellectual contributions and wise counsel on national and global issues.” Uzodimma said.

The governor promised that the burial arrangements would be announced in due course by the family.

Minister of Agriculture and Rural Development, Dr Mohammed Abubakar, disclosed this on Thursday at the launch of a Rural Rubber Resources Centre at Ndioko Izombe and a 1,000 capacity poultry at Umuelem and Umuokoro Umuihi in the Oguta and Ihitte Uboma council areas of Imo State respectively.

Abubakar said that plans were on ground for enhanced provision of agricultural incentives and maintenance of existing agricultural institutions across the six geo-political zones of the country.

He added that the measure became inevitable to add impetus for the realisation of food security and intercontinental food production.

Abubakar, represented by a director in the Imo Ministry of Agriculture, also said that government had resolved to empower women and youths through poultry farming to promote economic self-reliance.

He identified rubber as an essential raw material used in the manufacture of more than 40,000 products, including medical devices, surgical gloves, air craft and car tyres as well as pacifiers, clothes and toys.

He also noted that poultry farming contributed about 90% of the nation’s Gross Domestic Product, thereby increasing domestic income, adding that according to a recent survey, 1.6 million jobs emanated from poultry farming in the United States.

“The natural rubber produced from plants is classified as a polymer which is a chemical compound with large molecules made of many smaller molecules of the same kind.

“Poultry farming on the other hand is feeding nations and we must therefore safeguard government property in the various communities,” he said.

Speaking, chairman of Izombe Rubber farmers Multi-Purpose Cooperative Society, Chief Donatus Emedoro,  expressed gratitude to the minister for the establishment of the centre in the state and four others out of the 18 rubber producing states in the country.

He, however, called on government to sink a borehole, train personnel to effectively man the machines and fence the site for optimal production of rubber sheets.

The centre was established in partnership with Lohashilpi Sheet Processing Technology Limited.

The outlawed IPOB/ESN members attempted to unleash mayhem on Mgbidi and Awo-Mmamma communities within Oru West local government area of Imo State when troops conducting Exercise Golden Dawn stepped in.

Director, Army Public Relations, Brig.-Gen. Onyema Nwachukwu, said this in a statement made available to newsmen on Monday in Enugu.

Nwachukwu said that the group targeted people of the two communities for refusing to observe its illegal “sit-at-home’’ order for Monday, December 6.

“The swift response of troops compelled the attackers, mounted on two Sienna Buses and a Toyota Hilux truck to abandon their mission and withdraw in disarray.

“Troops are currently on the trail of the criminals,’’ he stated.

The army spokesman said that in a separate development, troops uncovered four Improvised Explosive Devices, IEDs, planted by members of IPOB/ESN on Orlu-Owerri Road.

“Vigilant troops, who were on a reinforcement mission to Mgbidi/Awo-Mmama detected the IEDs planted at about 15 meters apart on both sides of the road and safely defused them.

“No casualty was recorded during the diffusion.

“The troops also recovered four wraps of unexploded ordinances, one motorcycle battery, two vehicle alarm devices, one detonator, wires and batteries.

“The road has been safely cleared and motorists have resumed plying the road,’’ he added.

Nwachukwu urged all law-abiding citizens to go about their normal businesses and disregard the illegal “sit-at-home’’ order by the proscribed group.

“We appeal to the good people of Mgbidi, Awo-Mmama and Omuma to report any suspected member of the irredentist group, who may be seeking a safe haven, to relevant security agencies,’’ he stated.
