										<content:encoded><![CDATA[<p>Lagos State topped other states of the federation, including the Federal Capital Territory, FCT, in Internally Generated Revenue, IGR, in 2020, realising a total of N418.99 billion in the year.</p>
<p>This is indicated in the National Bureau of Statistics’ published Internally Generated Revenue for state level for Fourth Quarter and Full Year 2020.</p>
<p>It showed that in spite the challenges posed by the COVID-19 pandemic and the EndSARS mayhem,  Lagos State increased its IGR by 5.08 per cent.</p>
<p>The state generated a total of N114 billion in first quarter of 2020; N90.51 billion in second quarter, in N107.84 billion in third quarter, and N106.63 billion in fourth quarter, making a total of N418.99 billion.</p>
<p>The state’s 2020 IGR of N418.99 billion increased by N20.26 billion, when compared with N398.73 generated in 2019.</p>
<p>The report indicated that Lagos State contributed a share of 32.08 per cent of the total IGR of N1.31 trillion realised by the states in the country in 2020.</p>
<p>“The 36 states and FCT IGR figure hits N1.31trn in 2020 compared to N1.33trn recorded in 2019. This indicates a negative growth of -1.93 per cent year on year.</p>
<p>“Lagos State has the highest Internally Generated Revenue with N418.99bn recorded, closely followed by Rivers with N117.19bn while Yobe State recorded the least Internally Generated Revenue,” the NBS report indicated.</p>
<p>The Lagos State 2020 IGR showed that the state realised N278.89 billion from the Pay As You Earn, PAYE, taxes; N17.07 billion from Direct Assessment, Road Taxes contributed N12.14 billion, while a total of N51.79 billion was from the Ministries, Departments and Agencies, MDAs, revenue.</p>
<p>Following after Lagos State is Rivers with 8.97 per cent — N117,19 billion IGR in 2020; FCT generated N92.06 billion with a share of 7.05 per cent, Delta contributed a share of 4.57 per cent with N59.73 billion IGR while Kaduna generated N50.77 billion — 3.89 per cent.</p>
<p>Ogun State contributed 3.89 per cent with its N50.75 billion; Oyo 2.91 per cent with N38.04 billion, Kano had 2.44 per cent share with N31.82 billion, Akwa Ibom had 2.35 per cent with N30.70 billion and Anambra had 2.14 per cent after generating N28.01 billion in 2020.</p>
<p>Also, Edo generated N27.18 billion — 2.08 per cent; Ondo realised N24.85 billion — 1.90 per cent; Enugu, 1.81 per cent with N23.65 billion IGR; Osun had 1.51 per cent with N19.67 billion; Kwara, 1.50 per cent — N19.60 billion;  and Plateau had 1.46 per cent with N19.12 billion revenue.</p>
<p>Zamfara generated N18.50 billion having a share of 1.42 per cent; Kogi had 1.33 per cent with N17.36 billion IGR; Imo realised N17.08 billion with 1.31 per cent; Cross River had 1.24 per cent with N16.18 billion; and Abia had a percentage of 1.10 with its N14.38 billion.</p>
<p>Kebbi generated N13.78 billion — 1.05 per cent; Ebonyi State had 1.04 per cent with N13.59 billion revenue; Bauchi generated N12.50 billion — 0.96 per cent; while Nasawara followed on 0.96 per cent with N12.48 billion.</p>
<p>Bayelsa had 0.93 per cent N12.18 billion; Sokoto realised N11.80 billion — 0.90 per cent; Borno had 0.89 per cent with N11.58 billion; Katsina on 0.87 per cent with N11.40 billion; Niger generated N10.52 billion — 0.81 per cent; while Benue stood at 0.80 per cent with N10.46 billion</p>
<p>Ekiti had 0.67 per cent with N8.72 billion; Jigawa on 0.66 per cent with N8.67 billion; Gombe had 0.65 per cent with N8.54 billion; Adamawa, 0.64 per cent share with N8.33 billion; Taraba, 0.62 per cent with N8.11 billion; and lastly, Yobe, 0.60 per cent with N7.78 billion IGR.</p>

										<content:encoded><![CDATA[<p>The Oyo State Government has revealed that it has established a new era in the state’s Internally Generated Revenue drive, through speedy issuance of land title documents.</p>
<p>The Commissioner for Lands, Housing and Urban Development, Barrister Abiodun Abdu-Raheem stated this at a day retreat organised by Private Networks Nigeria Ltd for officials of the ministry, held at Park Inn by Radisson Hotel, Abeokuta Ogun State.</p>
<p>According to him, Oyo State is blessed with resources and latent revenue opportunities needed to be unlocked.</p>
<p>“As a major stakeholder in revenue generation for the state government, we are here to strategize on how to move the state forward, because the state is blessed with resources and latent opportunities that needs to be unlocked,” he said.</p>
<p>Abiodun added that a cursory review of previous years’ performances show that over N2 billion was being generated annually for the past three years through Land Use Charges but that was far less than what was expected from the ministry.</p>
<p>“A cursory review of previous years shows that only N2 billion is being generated annually from Land Use Charges. This is a far cry from the income expected to be generated by a state like ours that desires to be self-sufficient with or without the Federal allocation,” he noted.</p>
<p>He further explained that since the inception of the present administration of Governor Seyi Makinde, the ministry had been able to improve on its revenue generating strength through recovery of over two hundred plots of lands which had been reallocated for interested members of the public.</p>
<p>Also, the ministry, he said, had introduced N300,000.00 as an expression of interest application fee for housing developers, as well as settlement of pending litigations against the state government on land matters among other things.</p>
<p>Barrister Abiodun pointed out that the retreat which focused on issuance of land title documents such as Home Owners’ Charter and Certificate of Occupancy (C of O) would help the ministry fashion out ways to let people obtain their documents easily and affordably.</p>
<p>“I wish to state here that the state government under the leadership of His Excellency, Governor Seyi Makinde is establishing a new era where land title documents would be timely and accurately delivered to justifiable applicants.”</p>
<p>Commissioner for Finance, Mr. Akinola Ojo, described the Ministry of Lands, Housing and Urban Development, as a major stakeholder in revenue generation for the state government.</p>
<p>He commended the ministry&#8217;s initiative to take part in the retreat, while he also assured that the Ministry of Finance would provide all necessary support at ensuring that the revenue generation initiative of the state government was not jeopardized.</p>
<p>Also speaking, the Permanent Secretary, Ministry of Lnads, Ademola Ajibola, said the retreat was very essential in educating and enlightening the officials of the ministry on their roles at ensuring an increase in the revenue drive of the state government through the quick issuance of land title documents.</p>
<p>In his remarks, the Group Managing Director/CEO of Private Networks Nigeria Ltd., Mr. AbdulRahman Abiola Odunowo, said the aim of the retreat was to brainstorm and fashion out ideas on how to move the internally generated revenue of the Oyo State Government forward.</p>
<p>He added that as an IGR expert, he would bring to fore his experience and knowledge to collaborate with officials of the ministry as well as OYO GIS to expediate actions on the issuance of land title documents as well as printing of Land Use Charges to the public.</p>

										<content:encoded><![CDATA[<p>Oyo State government has affirmed its focus at attaining N4 billion monthly Internally Generated Revenue, IGR, by the year 2020, saying the recent report in the media about an improvement of the IGR from N1.3 billion to N2.7 billion in October was contrary to the stand of the government.</p>
<p>The Chairman, Oyo State Internal Revenue Service (OYSIRS), Aremo John Adeleke, made this clarification on Wednesday when newsmen visited his office in Ibadan on updates about the issue.</p>
<p>He said the state had set its target a minimum monthly collection of N2 billion irrespective of situations that might affect the monthly income despite that it inherited a record of N1.7billion monthly income from its predecessor.</p>
<p>&#8220;Oyo State Government is determined to engage in a sustained effort to improve its internally generated revenue from a revenue level averaging about N1.7 billion per month at the time of inception of this new government, the present administration in the short-term, has set its target at a minimum monthly collection of N2 billion irrespective of the vagaries and gyrations of the various sub-segments of the state revenue component.</p>
<p>&#8220;We want to repeat that the N2 billion threshold which is the immediate minimum IGR which we hope for through the Oyo State Internal Revenue Service, continued to be attainable, every month, we will continue to work for increases beyond the threshold until the goal of doubling the IGR of the state to achieve a band of N4 billion is attained by December 2020.</p>
<p>“At this point, the state will not indulge in any random celebration of any particular month’s IGR figure because our best is yet to come, even when we cross the N4 billion mark in the months to come; this will immediately become another benchmark for higher and stronger IGR performance. We continue to draw appropriate lessons and inferences when our IGR is on the right trajectory in any month. On the other hand we put in measures and constantly revise our strategies in months when we expect to do better.</p>
<p>“We refuse statements in the press putting our IGR as N2.7 billion for the month of October and the IGR inherited by this administration as N1.3 billion. Nevertheless, we are not out to celebrate any specific figure of IGR attached to any month until we have achieved progressive and consistently satisfactory revenue over a sustained period.</p>
<p>“Running along with our strategies of more effective and leak-proof collection, a well enhanced manpower equipped with the right skills, determination to exploit the richness of our informal sector, embrace of the right IT Solution for improvement of specific areas of collection, conscientious and result-driven leadership in the Board and the Ministry of Finance, the good governance and visionary leadership of our leader, Governor Seyi Makinde, Oyo State is poised to positively increase its IGR collection within the shortest possible time under this government. This is what we are working for. This is what we will achieve.”</p>
<p>The State Commissioner for Information, Dr. Wasiu Olatunbosun, earlier hinted that the state was working towards achieving the N4 billion monthly IGR benchmark while the state had put in place what it called a strategic revamp of the revenue generation machine to achieve the feat.</p>

										<content:encoded><![CDATA[<p>Oyo State government has set a target of hitting N20 billion monthly Internally Generated Revenue, IGR, before the end of Governor Seyi Makinde’s first term in office.</p>
<p>The state&#8217;s IGR was reported to be between N2billion and N2.5billion during the tenure of the former governor, Abiola Ajimobi.</p>
<p>This was revealed by the state’s Commissioner for Information, Culture and Tourism, Dr. Wasiu Olatunbosun, at a one day workshop for the state media officers which held at the Film Theatre of the ministry on Wednesday.</p>
<p>Olatunbosun said the four cardinal focus of the administration were education, primary healthcare, agro-business and security and all efforts were concentrated at plugging tax holes so as to increase the state’s revenue.</p>
<p>He urged the media officers to key into the agenda of Governor Makinde to achieve the set target.</p>
<p>“It is the belief of Governor Seyi Makinde that Oyo State can be taken from a civil service-propelled economy to an agro-business-driven economy and before the first term of this administration runs out, we will be looking towards achieving about N20billion IGR target.</p>
<p>“You cannot enlighten people as a media practitioner if you are not enlightened, therefore the current administration believes in training of its officers to achieve maximum yield and productivity, especially for them to key into the agenda and aspirations of the government.</p>
<p>“This government is pro-people and would always deal with communication from the bottom to the top; we believe in the use of town hall meetings where all stakeholders would gather and set target for government as well as give feedback on the activities of the administration.</p>
<p>“All these require government media officers to be up-to-date, diligent and efficient, they are the reasons government has embarked on training the officers in this particular cadre among others,” he declared.</p>
<p>Also at the event were the Chief Press Secretary to the governor, Mr Taiwo Adisa and the Executive Assistant to the Governor on Administration, Rev. Idowu Ogedengbe, who said the state government was working towards improving human capital index of the state workers towards enhancing the economy of the state.</p>
<p>One of the state media officers, Mrs. Temilola Akarah, said she benefited immensely from the training as the last time the state government organized such for the media officers was over ten years ago.</p>
<p>She urged the government to continue to provide facilities needed for their job.</p>

										<content:encoded><![CDATA[<p>Oyo State government has assured the people of the state that it will not increase tax on Small and Medium scale Enterprises (SMEs) in its drive to soar up its revenue base.</p>
<p>The Chairman, Oyo State Board of Internal Revenue, BIR, Aremo John Adeleke, stated this while speaking with journalists at his office in Ibadan.</p>
<p>He added that the state would rather look into areas that were not captured in the state’s tax net to improve internally generated revenue.</p>
<p>Adeleke said the plans of Governor Seyi Makinde’s government was to build and nurture the growth of SMEs in the state and not to burden them with heavy tax that could drive them out of business.</p>
<p>“It is in line with the promise of Governor Seyi Makinde to empower small scale businesses in the state to propel growth in our economy.</p>
<p>“As he works assiduously to attract foreign and domestic investments to the state, he is also working to establish and sustain small and medium scale industries in Oyo State. So the idea of tax increment on businesses is not even to be discussed here. We will rather nurture them to grow and be self-sustaining than to over-burden them with tax.</p>
<p>“The government nonetheless expects all SMEs to comply with all extant tax laws, especially the ones on personal assessment of business proprietors, withholding tax and VAT payable to the state.”</p>
<p>Adeleke enjoined commercial vehicle owners and drivers as well as motorcycle riders and owners to collect necessary documents from approved agencies and tax stations under Oyo State internal Revenue Services instead of doing same in neighbouring states.</p>
<p>He said: “We assure everyone of quick turnaround time of registering or renewing vehicle documents. We also promise all our patrons quick availability of number plates for all categories of vehicles.”</p>
<p>Adeleke used the occasion to call on staffers of the board of internal revenue to be quick, responsive and work with utmost integrity and professionalism which he said was the best way to support the present administration in its drive for improved internally-generated revenue.</p>
