Iranian officials presented the proposal to Washington as part of a two-week ceasefire, though the government has not formally released the text.

The Tasnim news agency, which is close to the Islamic Revolutionary Guard Corps, IRGC, said Tehran also demands the lifting of stringent international sanctions and UN Security Council measures.

The plan reportedly seeks the repeal of International Atomic Energy Agency, IAEA, board resolutions, war reparations, and the withdrawal of U.S. forces from the region.

It envisions an end to fighting on all fronts, including in Lebanon.

The Fars news agency provided similar details, adding that Iran would commit not to develop nuclear weapons.

Uranium enrichment would be limited through future negotiations and Tehran would engage with other regional countries to pursue peace agreements.

U.S. President Donald Trump said the plan provides a “workable basis” for negotiations and both sides are expected to press on with talks during the ceasefire period.

Secretary General of IAEA, Rafael Grossi, reported early Saturday that Iran’s Natanz facility for nuclear enrichment had been bombed.

The bombing followed the continuing strikes across the country by Israel and the United States and counterstrikes by Iran around the Gulf.

“The IAEA has been informed by Iran that the Natanz nuclear site was attacked today,” the agency posted.

The UN-backed nuclear agency added that “no increase in off-site radiation levels have been reported.”

Head of the global nuclear weapons watchdog, Grossi, reiterated his call “for military restraint to avoid any risk of a nuclear accident.”

The UN-backed agency is tasked with ensuring cooperation in the nuclear field and promoting the safe, secure and peaceful use of nuclear technology.

The bombing was the fourth targeted attack on nuclear facilities in Iran since the start of the U.S.-Israeli offensive across Iran.

Malam Auwalu Umar, Director Public Affairs Directorate of the university dismissed the allegation in a statement issued on Saturday in Zaria.

The director described the viral AI-generated video as misleading, aimed at misinforming the public about Nigeria’s peaceful nuclear energy programme.

He said the video falsely claimed that Nigerian scientists in the 1980s secretly enriched weapons-grade uranium in Kaduna and that ABU researchers obtained centrifugal equipment from the AQ Khan network in Pakistan.

The institution’s image-maker added that the information was baseless, unfounded and unsubstantiated.

Umar said most of the ABU scientists at the Centre for Energy Research and Training, CERT, were still undergoing training abroad as at 1980s and could not have participated in uranium enrichment.

The director said ABU had no connection with the AQ Khan network and had never received any equipment for the construction of a centrifuge or nuclear device.

He added that by 1987, the only nuclear facility at the university was a 14 MeV Neutron Generator, which became operational in 1988.

“Nigeria’s first nuclear reactor (NIRR-1) was established much later in 1996 under the International Atomic Energy Agency (IAEA) Technical Cooperation Programme and commissioned in 2004,” he said.

Umar said Nigeria’s nuclear activities had always been open and pursued strictly for peaceful purposes, in line with the country’s obligations under the Nuclear Non-Proliferation Treaty, NPT, and the Pelindaba Treaty, which prohibit the development of nuclear weapons.

He reaffirmed that: “The Centre for Energy Research and Training, established in 1976, operates in collaboration with the IAEA and international partners from the U.S., Russia, and China.”

Umar further explained that the centre had never engaged in any secret weapons programme.

“ABU has always pursued peaceful applications of nuclear science and technology for national development.

“ABU’s founder, Sir Ahmadu Bello, had demonstrated early interest in peaceful atomic research following his visit to the Museum of Atomic Energy at Oak Ridge National Laboratory in the U.S. in 1960, two years before ABU was established.

“The management, therefore, restated its commitment to advancing science and technology for the benefit of humanity and to upholding Nigeria’s international obligations on the peaceful use of nuclear energy,” he said.

President Masoud Pezeshkian has signed the corresponding legislation, local media reported on Wednesday.

The decision means that Iran would not allow IAEA inspectors into the country until the “security” of its nuclear facilities is guaranteed.

For this to occur, the Vienna-based organisation must condemn the attacks by the U.S. and Israel on Iran’s nuclear facilities and recognise the Iranian nuclear programme, parliamentary speaker Mohammad Bagher Ghalibaf said in recent days.

Many details of the new regulation remain unclear.

According to the spokesman for the Iranian Foreign Ministry, IAEA nuclear inspectors are still in the country.

However, they are not permitted access to the damaged nuclear facilities that Israel and the U.S. had bombed during the war with Iran.

A ceasefire is now in effect.

According to the Special Assistant to the President on Media & Publicity, Office of the First Lady, Aliyu Abdullahi, Aisha Buhari spoke while receiving a team from the IAEA on a courtesy visit, on Tuesday.

Mrs. Buhari said she was particularly happy with the visit because of her involvement in cancer advocacy and her experiences which exposed her to identify gaps in the sector, and she called on the IAEA to do more to reduce the casualty figures for cancer in Africa.

She said advocacy for cancer therapy was important because most patients who could afford proper cancer management usually travelled abroad to get it, while the majority of patients, who were unable, remained with little or no management care.

She further expressed optimism that ‘Rays of Hope’ would change the narrative on cancer in Nigeria and Africa.

“My foundation in collaboration with some development partners has done a lot in the area of improvement of healthcare delivery in Nigeria, and would like to leave a lasting legacy in that regard” said, Mrs. Buhari.

She, therefore, promised to support IAEA in cancer advocacy.

Earlier, the Chairman, Nigerian Atomic Energy Commission, Professor Yusuf A. Ahmed, said the courtesy call was aimed at bringing to the attention of the First Lady, the work of the IAEA in the area of the peaceful use of atomic energy, and the provision of support to countries in implementing their nuclear science and technology agenda; areas he drew as examples include cancer treatment, water resources, agriculture, and environment.

He said the IAEA was aware of the efforts of the First Lady in the area of health advocacy and support and desires a partnership with Future Assured Foundation as a veritable platform for interface with communities in Nigeria.

Also, the Director of Technical Cooperation, IAEA, Professor Shaukat Abdurrazak, spoke more on the Rays of Hope, as an initiative of IAEA, which focuses on prioritising high-impact, cost-effective and sustainable interventions in line with national needs and commitment.

He said with more than 19 million new cases and 10 million deaths in 2020, the cancer disease placed its heaviest burden on low and middle-income countries, with over 70% of cancer deaths.

He reported that for over 60 years, the assistance provided by the IAEA had enabled many countries to establish and strengthen safe, secure, and effective radiation medicine (radiotherapy, radiology, and nuclear medicine) capabilities.

He reported that the IAEA was focusing on forging new partnerships and tapping into diverse funding sources, including governments, international financing institutions, and the private sector to ensure maximum reach, impact, and sustainability.

Furthermore, Prof. Abdulrazak called on the First Lady to raise her voice in the fight against cancer both within Nigeria and in her capacity as President of the African First Ladies Peace Mission, especially in the area of investment and government co-sharing.

Finally, the delegation called on Aisha Buhari to intervene in addressing the bureaucratic bottlenecks associated with the importation of cancer equipment.

The 72-year-old Japanese had held the position of IAEA director general since 2009, taking over from Mohamed ElBaradei and steering the U.N. agency through a period of intense diplomacy over Iran’s nuclear programme.

He had been preparing to leave his position in March, well before the end of his third four-year term, which ran until November 30, 2021.

The IAEA announced last September that Amano had undergone an unspecified medical procedure.

The specific nature of his illness has remained a taboo subject within the agency, diplomats say, but with each public appearance he had appeared increasingly frail.

“The Secretariat of the International Atomic Energy Agency regrets to inform with deepest sadness of the passing away of Director General Yukiya Amano,” the secretariat’s note read.

The note did not lay out a timeframe for naming his successor, though a race to succeed him had been taking shape since last week, when it became clear he would step down early.

Argentina’s ambassador to the IAEA, Rafael Grossi, is running to succeed Amano, and diplomats say the agency’s chief coordinator Cornel Feruta of Romania, effectively Amano’s chief of staff, is likely to run.

Others could also enter the fray.
