The Senate on Wednesday considered a bill seeking to revive an international hospital that would specifically focus on the treatment of leprosy, skin cancer and other skin related diseases.

The National Dermatology (Specialist) Hospital Bill, 2021, which scaled second reading during plenary was sponsored by Senator Aishatu Dahiru Ahmed (APC, Adamawa Central).

Leading debate on the bill, the lawmaker recalled that as far back as 1929, an International Hospital was established for Garkida Agricultural Leper Colony by the Church of the Brethren Mission (USA).

According to her, “it was an ambitious effort located on 2,500 acres of land designed for treatment of leprosy and other illnesses, isolation center and training of lepers in craft and improved agricultural methods.

“It was a reputable hospital with 12,507 leprosy patients admitted between 1929 and 2002 with reasonable number of patients coming from neighbouring countries.

“With the advent of antibiotics in the 1940 and the use of dapsone to treat leprosy, the role of the hospital changed. Dr Roy Pfaltzgraff the Medical Superintendent (1954-1982), transformed the hospital to an internationally welI-known center for developmental work in surgical rehabilitation, physiotherapy, protective footwear, prostheses and training.”

Senator Ahmed noted that in 1976, the Church of the Brethren Mission made the hospital to become an international Referral Centre for leprosy and dermatology patients.

“The Church of the Brethren Mission ran the hospital until 1976 when it was handed over to Ekilisiyan Yan Uwa Church in Nigeria (EYN).

“The EYN had minimal capacity to maintain the hospital at an international level. Therefore, the Netherlands Government took over the hospital and ran it for two years before handing it over to the Ministry of Health of the former Gongola State,” she said.

The lawmaker, however, lamented that 92 years after, “this noble work of providing tertiary health care at the reach of the common man was neglected and allowed to decay in vigour and extent, thereby became weak and inconsequential.”

Ahmed, while commending efforts of the federal government in providing specialised health care for specific clusters of diseases, such as National Orthopedic Hospitals, National Eye Centre, National Psychiatric Hospitals, National Ear, Nose and Throat Hospital and National Infectious Diseases Hospital, bemoaned the fact that the existing international tertiary dermatology hospital in Garkida Adamawa State has been conspicuously left out in the federal government’s drive to provide tertiary health care services to Nigerians.

According to the lawmaker, a dermatology hospital to provide diagnostic, curative, promotive and rehabilitative dermatology, cosmetic dermatology, all skin and hair treatment was seriously and urgently needed to fill the gap, and the Dermatology Hospital, Garkida, Adamawa State, naturally fit all the requirements for a National Dermatology Hospital.

She added that the National Dermatology Hospital in Garkida would ensure skin cancer experts and other areas of skin conditions would be produced from the academic section of the National Dermatology Hospital.

“The hospital will allow specialty care providers focus on particular areas of care in which they have extensive training and education.

“The tears and frustration expressed by patients with pigmentary disorders and the psychological impact of these disorders will be effectively handled by the hospital,” she said.

Contributing to the debate, the Chief Whip of the Senate, Orji Uzor Kalu (APC, Abia North), who supported the bill, expressed concern that the “zone has been chemicalised and a lot of skin diseases are coming out of that zone as a result of the bullets used by Boko Haram.”

Other Senators who spoke in favour of the establishment of the National Dermatology Hospital are the Deputy Leader, Ajayi Boroffice and Senator Ibikunle Amosun (APC, Ogun Central).

The bill, after scaling second reading was referred by the Senate President, Ahmad Lawan, to the Senate Committee on Health for further legislative action.

The committee which is chaired by Senator Yahaya Oloriegbe (APC, Kwara Central) is expected to report back within four weeks.

Mrs Hussaina Salisu, a 54-year-old woman, who had 15 children from single births, has advised young mothers to carefully plan their families so as not to jeopardise the future of their children.

The woman, who had her first child at 14, gave birth to the 15 children over a period of 28 years, with no record of multiple births.

The first child is 40 years, while the youngest is 12 years.

Hussaina, a native of Zaria in Kaduna State, told the News Agency of Nigeria, NAN, on Tuesday in Mararaba, Nasarawa State, where she currently resides, that her pregnancies and deliveries were never challenging.

Mrs Salisu with some of her children and grandchildren

“The pregnancies and births were never challenging. The only challenge is raising the children. That has been a very difficult task.

“Most of them did not go to school. Some started, but dropped out.

“I had 13 of my 15 children alone and at home; only two were born in the hospital.

“I never fell ill during my pregnancies or had any complications during childbirth, but that was in those days. I will not advise any woman in this generation to try that.

“If I was as enlightened as I am now and had any knowledge about family planning, I would not have found myself in this situation.

“As you can see, this is how we live. Survival has become a herculean task. These children do not go to school, and we cannot even afford a decent meal,’’ Hussaina, now divorced, told NAN.

She advised young married women, especially those from the northern part of the country, to go for child spacing and only have a sizeable number of children that they would be able to cater for, in case they found themselves in a situation like hers.

“I had seven children from my first marriage, we got divorced and I married my second husband and had eight with him. But he left me and returned to his first wife, leaving me and the children.

“Some of the girls are now married, but none of them was able to get any education before starting a family. So, life has not been easy for them. They are practically living my kind of life.

“No mother wants to see her children suffer, but I have no choice. Seeing them struggling to survive through this hardship makes me very sad.”

But, in spite of the tough times, Hussaina said she did not regret having them.

“Things are hard for me and the kids, but I have no regrets bringing them to this world. I love them deeply and I am ready to do anything to make them happy. I cannot give them up for anything.

“They are here already and I believe in God’s divine plan. I have faith that God will send helpers to us just like He has been doing, because my children and I are living on the goodwill of neighbours and many kind individuals.”

“Mama 15”, as she is popularly known in the area, also disclosed that her mother had 17 children, though with three multiple births – two sets of twins and one set of triplets.

“That was why my siblings and I could not go to school because we were too many.

“Besides, at that time, a woman’s future was always determined from birth – she will simply be married off once she attains puberty.”

One of the children, Binta Salisu, who spoke with NAN, said she was in school up to Junior Secondary School (JSS) 2, but had to drop out two years ago because she could not afford to go further.

She appealed to NGOs, philanthropists and other well meaning Nigerians to come to the aid of the populous family.

“We need help. We need food. We need education. We need support. People should help us,” she said.

She further advised young mothers to ensure they had something to do so as to survive.

“Every woman should get a trade. Every woman needs something to fall back on when she finds herself in a situation like ours. No woman should be idle.”

Binta, 18, appealed to well meaning Nigerians to come to her aid as she was still passionate about going back to school and completing her education.

“I don’t wish to end up like the rest of my sisters. I want to acquire education and compete for opportunities in life.

“The only way to have a meaningful life is to get education. I want education. I am anxious and ready. Someone should help me,” she told NAN, fighting back tears.

Four of Hussaina’s children are late.

Kwara State has recorded at least 35 per cent rise in hospital patronage in the last three to four months as the government focuses on basic healthcare and the recent equipment of the General Hospital, Ilorin, officials said at the weekend.

“We’ll make sure that all our primary health centres are properly run and functioning very well. The government will also equip hospitals to meet the medical needs of the people. What you have seen here is a direction of where we are going,” Deputy Governor Kayode Alabi said at the closing ceremony of the free medical and surgical interventions at the General Hospital Ilorin in the state capital.

Alabi, who represented Governor AbdulRahman AbdulRazaq at the event, thanked the governor for his commitment to the welfare of the people.

The surgical interventions, in which some 500 persons benefitted, was sponsored by the state government in partnership with the Kwara State Association of Nigeria, North America, KSANG, and Sakinah Medical Outreach.

Alabi said the government was determined to secure the services of qualified health personnel to provide quality healthcare services in the state.

Special Adviser on Health Matters to the Governor, Prof. Wale Sulaiman, explained that the just concluded surgical mission was a follow-up to the medical mission held across the three senatorial districts where about 2,500 patients were attended to by volunteer doctors from Sakinah Medical Outreach.

“The combined medical and surgical mission is one of those key emergency strategies to bring immediate relief to people that have common ailments such as diabetes, hypertension, infectious and noninfectious diseases,” he said, commending the governor, the management of the General Hospital, the volunteers, and health ministry officials.

Prof. Sulaiman, who facilitated the surgical interventions, noted that the intervention had brought immediate relief to patients who would have been waiting for years due to lack of funds to access medical care.

Director General of the Kwara State Hospital Management Bureau, Dr. Oladimeji Aluko, commended the government for addressing the immediate healthcare of the people, saying that 70% of the beneficiaries were indigent Kwarans.

Aluko said the four months of AbdulRazaq’s administration had seen between 30 and 35 per cent rise in patients who patronised state owned hospitals as a result of rising public trust in the government and its interventions like payment of counterpart funds, free malaria treatment and anti-polio vaccination.

“When patients have confidence in your services they patronise. In the first quarter, the increase is extremely significant. In about four months we have 35% increase in patronage. This is a pass mark for the administration,” he said.

Dr. Aluko added that the bureau, in collaboration with the Special Adviser on Health Matters, would come up with a mapping system of zoning hospitals in the state with one referral centre in the each zone.

Prof. Abdulfatai Olokoba, the Chief Medical Director of the General Hospital Ilorin, said the recent equipment, opening and commissioning of Intensive Care Unit of the hospital was the first in the history of the state, with the purchase of oxygen concentrator, patient monitors, paediatric sphygmomanometer, automatic defibrillators, oxygen cylinders, and manual and electrical suction machines, among others.

Dr Yusuf Salman, head of the Sakinah Medical Outreach, lauded the government for the programme which he said had offered succour to the poor.

Mr Olaitan Oyin-Zubair, who represented KSANG, said the medical outreach couldn’t have been possible without government’s funding.

He said the programme served to confirm the readiness of the administration to give affordable healthcare to the poor.

The Health Ministry of Libya’s UN-backed government on Tuesday said that four people have been injured when an airstrike hit a field hospital in south of the capital Tripoli.

The ministry said in a statement that “the field hospital in Asswani area (southern Tripoli) has been attacked by an airstrike, injuring three ambulance drivers and a paramedic.’’

The ministry condemned the unethical direct targeting of the hospital, adding that the strike caused great damage to the hospital.

The ministry’s Head of Emergency and Crisis Department, Fawzi Wanis, said that was the second time the field hospital was attacked, despite the fact that it is located away from the conflict areas.

The eastern-based army has been leading a military campaign since early April to take over Tripoli from the government.

According to the World Health Organization, WHO, the fighting has so far killed more than 1,000 people and injured more than 5,700 others, while more than 100,000 have fled their homes because of the armed conflict.

Libya has been suffering escalating violence and political instability ever since the fall of the late leader Muammar Gaddafi’s regime in 2011.

A professor of paediatrics at the University of Ibadan, Ikeoluwa Lagunju, has stressed the need to protect the brains of infants in order to reduce child disability in Nigeria.

Lagunju stated this at the inaugural lecture she delivered at the University of Ibadan on Thursday.

According to Lagunju who spoke on ‘Taming the Scourge: Panacea for the Dreaded Brain Catastrophes, ” an infant’s brain is very delicate.

“One of the major reasons is that the infant or the child brain is very delicate and the first two years of life are the period of maximal brain growth – from the time a woman gets pregnant to the time the baby clocks two.

“So we must protect the brain, if we don’t, a number of diseases can happen which includes cerebral palsy and epilepsy,” she said.

She said pregnant women needed to get supervised delivery to prevent neurological defects in infants.

“All women must deliver in good hospitals or health centres that are well-equipped and where the baby can be well taken care of.

“Children that are ill must be promptly taken to a proper hospital so that they are well taken care of.

“Pregnant women should not try to deliver at home, don’t call your neighbours to take the delivery or anybody who is not trained to do so.

“Also, nursing mothers should breastfeed their babies exclusively for the first six months of life and thereafter you can add other complementary feed.

“You must keep breastfeeding the baby till the baby is two years,” Lagunju said.

She, however, urged government to improve healthcare delivery in the country.
