<p style="text-align: justify;">It is common in our clime for praise singers and vuvuzela blowers to be at their best performances, increasing the tempo of their art to crescendo on a day like this for Governors, Presidents and people of high political positions. One can’t blame them. It is their way of validation. The dramatis personae often times are not confused even though the situation may present a blurry image.</p>
<p style="text-align: justify;">I have listened to and read various things said and written about Mr. Babajide Sanwo-Olu, the Governor of Lagos State. Most of them have dwelled on how well he has performed as governor in two years under very harsh economic challenges. Most of the accolades have come from successful management of Covid-19 pandemic by Governor Sanwo-Olu, who saved Nigeria from what could have resulted in monumental catastrophe. Like a gallant soldier, Sanwo-Olu rose up to the occasion and gave Covid-19 a good fight. This feat ultimately left no one in doubt as to Governor’s Sanwo-Olu’s managerial and administrative skills.</p>
<p style="text-align: justify;">No one ever prepares enough for disasters. The nation woke up in September 2020 to the legitimate agitation against police brutality by the Nigerian youth, tagged EndSARS protest. The protest, aimed at drawing attention to human rights abuses being perpetrated by the disbanded Special Anti-Robbery Squad (SARS), was later hijacked by hoodlums and criminal elements. Lagos State was the epicentre of the demonstration. The unfortunate incidents of October 20, 2020 led to a coordinated destruction of public and private assets in Lagos. Again, Governor Sanwo-Olu rose up to the challenge, worked with the citizens and stakeholders to bring about peaceful resolution. Today, Lagos is the only State in the federation that has fulfilled the demands brought forth by the EndSARS protesters.</p>

<p style="text-align: justify;">Taking over the affairs of Lagos at a time when the State was challenged, Sanwo-Olu has proved to the world that governance is not rocket science. His persuasive management approach has helped stabilise the state, taking it out of the near dilapidation back on to her progressive trajectory without hurting citizens &#8211; young, old, rich or poor.</p>
<p style="text-align: justify;">Kindness comes naturally for this Governor. The first touch point for me was during the electioneering. On a particular day, we had worked till late in the evening and it was time for everyone to retire to bed. I was bent on going home but the then aspirant, Babajide Sanwo-Olu insisted that I stayed over at a nearby hotel. I, nevertheless, went home that night but not without thinking of his caring gesture that bought me over completely.</p>
<p style="text-align: justify;">Another very remarkable scenario played out in October 2019. This time, Mr. Sanwo-Olu had already secured the governorship ticket of the APC. He asked me to ride with him in his vehicle for a certain review. Just as we were making a turn from Mobolaji Bank-Anthony road into GRA, our pilot/security vehicle became a bit reckless, Mr. Sanwo-Olu was quick to call them to order. He complained bitterly about such behaviour saying everyone deserved some respect. He has entrenched the same tradition in his convoy even as Governor.</p>
<p style="text-align: justify;">With the two incidents, I saw in him a man who genuinely cared about the welfare of the people around him. In fact, three years after, Governor Sanwo-Olu is a better version of the person I saw in him at that time. He cares completely about the welfare of the residents and this is why the Sanwo-Olu touch is felt in every facet of Lagos life -Transportation and Traffic management, Health and Environment, Education and Technology and Making Lagos a 21st century economy as well as in Security and Governance.</p>
<p style="text-align: justify;">Without any iota of doubt, the 56th birthday of Governor Sanwo-Olu is worth celebrating considering his personal achievements as well as meaningful impacts in private and public sectors.</p>
<p style="text-align: justify;">Born on June 25, 1965, Governor Sanwo-Olu has been part of Lagos State’s progressive trajectory in the past 18 years, serving in the Executive cabinet of the three previous governors. Perhaps this accounts for the reason he takes governance so simple as he does. Governor Sanwo-Olu ranks top among the rest in many areas of human endeavours.</p>
<p style="text-align: justify;">Characteristic of great leaders whose sole interest is the welfare of their people, Governor Sanwo-Olu keeps vigil almost every day for Lagosians to have a sound sleep. He’s perhaps unaware that sometimes some of us around him don’t look forward to the weekly Governor’s itinerary. The sight of the itinerary can raise one’s blood pressure but it is a regular routine for Governor Sanwo-Olu; you signed up for the job and you must do it!</p>
<p style="text-align: justify;">Mr. Governor would call you in the middle of the night and ask whether you are sleeping. I once answered him: “sir, it’s 3 am in the morning” and he simply laughed!</p>
<p style="text-align: justify;">Governor Sanwo-Olu doesn’t ever delay anything-never! He treats every matter-personal or State with a dispatch except those that require further consultations or deliberations. Even those ones, he handles immediately either by setting meetings or committees. He recognises government bureaucracies and red tapes but has a way of cleverly ensuring that those factors do not slow down the pace of work or intended deliverables. I have seen this at very close range in the last three years of working with him. Sanwo-Olu’s management skills and administrative acumen coupled with his personal attributes of humility and humanity have worked for him. This is why in just 757 days in office, under very difficult conditions occasioned by Covid-19 pandemic and the unfortunate EndSARS protest, Governor Sanwo-Olu recorded numerous achievements across the THEMES agenda.</p>
<p style="text-align: justify;">A tested and trusted professional, management expert and consummate administrator, Sanwo-Olu has made life more in abundance for Lagosians through the delivery of his campaign promises. During the electioneering, I remember him saying two things, which almost became a cliché: “let’s under promise and over deliver”, “Governance is a marathon and not a sprint”. These sayings are just making sense to me, and they make me to wonder where his gets his wisdom from. Most critics have forgotten that one major election promise of Governor Babajide Sanwo-Olu is continuity. He told Lagos electorate during the electioneering that his administration would continue governance from where his predecessors had stopped. This is exactly what he has done.</p>
<p style="text-align: justify;">The near abandoned LagosHoms in Igando was completed and commissioned, the Agege Pen Cinema bridge, which was roughly at 19 to 20% foundational level when he assumed office in May 2019 had been completed, with additional roads network, the Igbogbo Ikorodu housing project, the BRF Housing Estate, Iponrin, Lagos Homs in Lekki, several roads across the metropolis started by the immediate past administration have all been completed and commissioned.</p>
<p style="text-align: justify;">For Governor Sanwo-Olu, it does not matter who started what project. What’s important is completion of those projects for the greatest good of the people. It is all about the people of Lagos State.</p>
<p style="text-align: justify;">In Sanwo-Olu, I see a man who is not satisfied with his level of yesterday and wants to do more today. He always desires to do more. And these burning desires drive him to deliver more for the people. He often says to us that “you must look good today, tomorrow and always”. He dislikes you giving excuses for failures even though he agrees that honest errors could be made sometimes.</p>
<p style="text-align: justify;">Governor Sanwo-Olu’s leadership skill was tested by COVID-19. Expectedly, Lagos was the epicenter of the pandemic in Nigeria in February 2020. Tackling the health disaster head-on, the Governor saved Lagos and by extension the entire country from a major calamity.</p>
<p style="text-align: justify;">Apart from COVID-19 pandemic, Lagos was hit by massive destruction of properties worth billions of naira in the aftermath of EndSARS protests hijacked by hoodlums. Despite the challenges, Governor Sanwo-Olu took the bull by the horns to put Lagos on the path of progress through the Lagos Rebuild initiative.</p>
<p style="text-align: justify;">Looking at the efforts devoted to achieving the first pillar of the THEMES agenda, which is Traffic management and transportation, the Babajide Sanwo-Olu administration is closer than ever in giving Lagos a reliable intermodal system of transportation with heavy investment in waterways, aggressive pursuit of the light rail projects as well as road transportation to make life easy for Lagosians. The State Government has also reduced traffic congestion in some critical parts of Lagos with continuous road infrastructure, junction improvements and opening up more communities with new link roads and bridges.</p>
<p style="text-align: justify;">More than 51 major infrastructure projects such as the Pen-Cinema fly over, ramp and road networks, Lagos-Ogun Boundary roads Phase II, Lekki Oniru Traffic Circulation Projects, network of roads in Ojokoro, Somolu and Ikoyi, among others. The administration also constructed and rehabilitated 301 inner roads in the 20 Local Government Areas and 37 Local Council Development Areas (LCDAs). It also commissioned the Oshodi-Abule Egba BRT lane. The Eleko junction to Epe concrete pavement road construction is ongoing. These road projects are executed to bring succour to the people of Lagos.</p>
<p style="text-align: justify;">Governor Sanwo-Olu has also made significant impact in the lives of millions of <em>Lagosians </em>in the areas of Health and Environment. He believes that nothing should be spared to give <em>Lagosians</em> quality health care and that’s why he has made a lot of intervention in the health sector.</p>

<p style="text-align: justify;">Apart from the comprehensive renovation of medical facilities at various Health Centres and General Hospitals in the State, the State is also developing new facilities, such as the New Massey Children Hospital, New General Hospital, Ojo and a Rehabilitation and Mental Health facility in Ketu Ejinrin. The State Government is also building a 300-bed Isolation Centre and a Research Institute at IDH, Yaba. It has also improved maternal and child health with the provision of the Mother and Child Centres (MCCs) in Eti-Osa, Igando, Badagry and Epe. In the area of Environment, Babajide Sanwo-Olu administration within two years in office has invested significantly in the waste collection capacity of LAWMA as well as significant improvement in drainage management and maintenance.</p>
<p style="text-align: justify;">Sanwo-Olu’s passion for quality education is a driving force behind his numerous interventions in that sector. His administration has completed more than 1,097 school projects in just two years, built six secondary schools, provided over 100,000 tables and chairs, provided 2,000 hostel beds in model schools and recruited over 2,000 teachers for public schools. It also introduced EKO EXCEL &#8211; an education reform programme targeted at developing highly skilled teachers through training, support and motivation, which has reached about 1,009 schools, 13,000 teachers and 450,000 pupils.</p>
<p style="text-align: justify;">Governor Sanwo-Olu is not paying lip service to security and governance in the State as his administration has worked tirelessly to ensure that Lagos is safe and secure for residents. Today, security agencies in Lagos State can boast of modern crime fighting equipment. On Thursday, June 10, President Muhammadu Buhari joined Governor Sanwo-Olu to officially handover patrol vehicles and security equipment to security agencies in Lagos State. The equipment were; 150 Double Cabin Vehicles, 30 Saloon Patrol Vehicles, 1,000 Ballistic Vests, 1,000 Ballistic Helmets, 1,000 Handheld Police Radios/Walkie Talkies, 100 Security Patrol Bikes, two Armored Personnel Carriers (APCs), four High Capacity Troop Carriers, two Anti-Riot Water Cannon Vehicles and  Office/Command Furniture and other Ancillary Support Resources.</p>
<p style="text-align: justify;">Despite delivering on his campaign promises, Governor Sanwo-Olu is not looking back as he is marching on toward “Greater Lagos.” During his State broadcast on May 27, he said his administration is working tirelessly to deliver the Fourth Mainland Bridge, Imota Rice mill, Integrated Mass Transit System and other infrastructure to <em>Lagosians</em> within the next two years.</p>
<p style="text-align: justify;">He said completing the projects within the next 24 months will bring absolute transformation to the livelihood and the economy of Lagos State.</p>
<p style="text-align: justify;">Going by his track records and achievements in office, Babajide Sanwo-Olu at 56 stands tall among the contemporary African leaders. He also remains a model to his generation.</p>

										<content:encoded><![CDATA[<p style="text-align: justify;">Lagos State Governor, Mr. Babajide Sanwo-Olu’s performance in response to the COVID-19 pandemic in Lagos is exemplary, considering what his administration has done in the last six months to ensure that the Centre of Excellence remains on top of the situation.</p>
<p style="text-align: justify;">Looking at the success rate of the State in addressing the pandemic, there is no doubt that Governor Sanwo-Olu has become a shining light and a beacon of hope by providing exceptional leadership in public office in the management of COVID-19 pandemic, not only in Lagos but throughout Nigeria.</p>

<p style="text-align: justify;">Lagos remains the epicenter of the pandemic in Nigeria but the methodical handling of the virus by Governor Babajide Sanwo-Olu is exemplary.</p>
<p style="text-align: justify;">There seems to be a consensus among political pundits and public commentators that if not for Governor Sanwo-Olu’s leadership in managing the COVID-19 index case and several other earlier cases in Nigeria, the incident rates of the coronavirus may have overwhelmed the nation. Thankfully, Governor Sanwo-Olu and his team’s action has helped the country in no small measure to stem what may have resulted into a crisis of monumental proportions.</p>
<p style="text-align: justify;">Since the first confirmed coronavirus case in Nigeria was announced on February 27, when an Italian citizen in Lagos tested positive for the virus, Governor Sanwo-Olu has been up to the task in managing the pandemic. The governor apart from taking right decisions as Incident Commander also ensured that other sectors in the state did not suffer as he steered the ship of the state successfully during moments of crisis.</p>
<p style="text-align: justify;">Despite the increasing number of confirmed cases recorded daily by the Nigeria Centre for Diseases Control (NCDC) in Lagos, Sanwo-Olu moved five steps ahead by putting in place some measures to mitigate the effects of the rise in numbers. It is of note that the governor did not wait for Lagos to record any case of the virus before putting several measures in place in preparation for the pandemic.</p>
<p style="text-align: justify;">It would be recalled that almost a month before the pandemic broke out in Nigeria, Sanwo-Olu inaugurated the Incident Command Committee for coronavirus and made himself the Incident Commander. He also gave approval for the urgent rehabilitation and upgrading of the necessary facilities to serve as isolation centres in the state.</p>
<blockquote><p>One of the major wins for Governor Sanwo-Olu is leading from the front and from behind, where necessary.</p></blockquote>
<p style="text-align: justify;">After Lagos State recorded its index case, Sanwo-Olu administration didn’t rest on its oars, by ensuring that necessary measures were put in place to address the situation and curtail spread of the virus in Lagos. To strengthen protocol and check possible increase in the cases occasioned by the continued influx of travelers into Nigeria through Lagos from some COVID-19 ravaged countries, Governor Sanwo-Olu on March 17 led some members of the State Executive Council to the Murtala Muhammed International Airport, Ikeja, to carry out an assessment of what was being done to screen travellers coming into the country through the state. The visit, according to the governor, who had earlier deployed the Lagos State health workers to the airport to assist in the screening of travellers, was meant to sensitize protocol officers in ensuring that no one is spared in the thorough screening and profiling of travellers.</p>
<p style="text-align: justify;">The Lagos State Government in its quest to check the spread of the coronavirus at the early stage of the pandemic in Nigeria also put in place a strategy to identify, trace and isolate all individuals that had come into contact with confirmed cases in Lagos. It is also of note that long before the Federal Government began to spell out guidelines on prevention of coronavirus; Governor Sanwo-Olu took proactive steps to curtail the spread of the virus through different means.</p>
<p style="text-align: justify;">Worried by the increase in the number of cases of coronavirus in Lagos State a few days after the state recorded its first case, Governor Sanwo-Olu took some decisions to strike the balance between health, economy and security during the pandemic. The Governor immediately ordered closure of religious centres and banned public gatherings.</p>
<p style="text-align: justify;">He also limited gatherings at events to not more than 20 people. Schools were also closed down and all Lagos State Civil Servants from Grade Level 1-12 were instructed to work from home. Public parks and markets, except for sellers of food, medicines, medical equipment and other essential life-saving products, also closed down for some weeks. Lagos State government also embarked on grassroots sensitization on print, electronic, online media and other communication channels. All the steps were taken in a bid to protect residents from physical and other potential threats.</p>
<p style="text-align: justify;">To ensure that lives and properties of Lagosians were secured during the lockdown period, the State Government in conjunction with security agencies beefed up security apparatus to forestall hoodlums taking advantage of the lockdown situation to rob the residents and dispossess them of their personal belongings. The Governor approved funds for the cleaning up of the entire public spaces in the State. Disinfectant equipment was deployed with professional handlers to fumigate the entire state.</p>
<p style="text-align: justify;">As an empathetic governor, the place of the vulnerable and people at the lowest level of the economic ladder is very dear to Sanwo-Olu’s heart. Governor Sanwo-Olu put smiles on the faces of millions of people who fall in this category during the lockdown period by providing relief packages (first of its kind), comprising rice, beans, garri, bread, dry pepper, drinking water and vitamins to cushion the effects of the lockdown on them.</p>
<p style="text-align: justify;">In preparation for an eventual spike in the number of confirmed cases in the state, Lagos State Government, in conjunction with private partners, completed a 110-bed fully equipped isolation centre at Brigadier Mobolaji Johnson Arena. One hundred and eighteen-bed isolation centres in Gbagada; 150-bed isolation centre at the Mainland Infectious Disease Hospital, Yaba; 80-bed, 10 Intensive Care Unit isolation centre at Landmark Convention centre and 60-bed isolation centre at LUTH were also activated while the Agidingbi Isolation centre was dedicated to the treatment of the frontline health workers who became infected while treating the covid-19 patients.</p>
<p style="text-align: justify;">To ensure the well-being of Lagos residents during the lockdown period, especially with effect to medical services, Governor Sanwo-Olu declared that all emergencies including accidents, surgeries, deliveries by pregnant women and admission in any of the 27 state-owned general hospitals and other public health facilities should be handled free of charge.</p>
<p style="text-align: justify;">Sanwo-Olu also preached social distance and mandated wearing of facemasks and use of hand sanitizers in the state. The State Government also ensured reduction in the number of passengers by public transport. To ensure that some of the measures put in place by state government were effective, the Lagos State House of Assembly passed into law the Coronavirus Pandemic Emergency Law, 2020, with the aim of giving the Governor the power to carry out some functions in relation to addressing the COVID-19 pandemic.</p>
<p style="text-align: justify;">To assist people economically during COVID-19 pandemic, Governor Sanwo-Olu on June 18 launched HelpNow, a social intervention platform deployed to support at least two million Lagosians through a crowd-funding model that rallies support of well-meaning individuals and corporates. It is geared towards mitigating the debilitating effects of COVID-19 on the income and livelihood of millions of households in Nigeria.</p>
<p style="text-align: justify;">Though Lagos still remains the epicenter of the pandemic with highest confirmed cases in Nigeria, there is no doubt that Governor Sanwo-Olu’s pragmatic handling of COVID-19 pandemic has continued to earn him the people’s trust and the support of the private sector.</p>
<p style="text-align: justify;">Sanwo-Olu’s administration has enjoyed more support from the private sector and individuals than any other state in Nigeria during the pandemic. The goodwill and relationship contributed to Lagos State cash donations, equipment and facilities such as isolation centers donated by organisations and philanthropists.</p>
<p style="text-align: justify;">The support was kick-started by President Muhammadu Buhari who provided some cash relief for Lagos to mitigate the effects of the pandemic on the State&#8217;s economy.</p>
<p style="text-align: justify;">Some of the backend approaches that gave Governor Sanwo-Olu the resounding success over the coronavirus pandemic in Lagos State is the creation of structure and super structure with multi-level components for easy and smooth coordination.</p>
<p style="text-align: justify;">Apart from the centrally controlled Incident Command structure, which he heads as the Incident Commander, Governor Sanwo-Olu set up what we call the “War Room Cabinet”, comprising few Executive Council members saddled with different responsibilities during the lockdown. He also set up an inter-ministerial committee for the management of the COVID-19 fund. There is an outer leg known as the coviid-19 volunteer corps, which is coordinated by another Cabinet member. Everyone reports to the Incident Commander.</p>
<p style="text-align: justify;">Effective Communication is key in war situations. Governor Sanwo-Olu effectively communicated to the residents. He was clear about every piece of information he dished out on a regular basis, he was emotive, he was assuring and he carried every citizen along.</p>
<p style="text-align: justify;">One of the major wins for Governor Sanwo-Olu is leading from the front and from behind, where necessary. When he announced an executive decision, such as wearing facemasks, he would lead from the front by wearing it. He also demonstrated how to wash our hands with soap and running water at some public functions. It also applies to keeping social distancing protocols.</p>
<blockquote><p>As the world continues to find solutions to the virus, Governor Sanwo-Olu is not relenting in his efforts to ensure that Lagosians are kept safe and healthy.</p></blockquote>
<p style="text-align: justify;">Increase in the allowance of health workers and payment of special covid-19 allowance for frontline workers. This move has earned the governor some accolades from far and near. He has motivated and boosted the morale of the State health workers, giving them reasons to do more to save people that have been infected with COVID-19.</p>
<p style="text-align: justify;">Governor Sanwo-Olu’s effort has been commended by millions of Nigerians at home and in the diaspora. Many elder statesmen, captains of industries, professionals, politicians and Civil Society Organisations (CSOs), including the Secretary to the Government of the Federation, Mr. Boss Mustapha, the National Leader of the All Progressives Congress (APC), Asiwaju Bola Tinubu, who said the governor has shown leadership in managing the COVID-19 outbreak.</p>
<p style="text-align: justify;">Speaking during a private meeting with Governor Sanwo-Olu on Tuesday March 24, Tinubu threw his weight behind the preventive measures taken by the governor to stop the spread of coronavirus within the State.</p>
<p style="text-align: justify;">Asiwaju said Governor Sanwo-Olu had shown leadership in the implementation of the response strategy to manage confirmed cases of coronavirus infection and tracing of suspected cases, even beyond the borders of the State.</p>
<p style="text-align: justify;">“I congratulate the Government of Lagos State for what has been done so far and the regular information that the Government is sharing with the public. This is the essence of leadership. Nigerians need a lot of education in this challenge period,” Tinubu said.</p>
<p style="text-align: justify;">Mustapha, who is the chairman of the Presidential Taskforce on COVID-19, commended Sanwo-Olu for setting up a world-class facility to assist to manage people affected with the COVID-19 disease.</p>
<p style="text-align: justify;">The SGF, who gave the commendation on Tuesday April 7 during a tour by the Presidential Taskforce on COVID-19 to the facility set up by the State Government in Lagos, said that the state government had been on course.</p>
<p style="text-align: justify;">The Lagos State House of Assembly also described the efforts of Governor Sanwo-Olu and his team in the fight against the spreading COVID-19 pandemic as worthwhile.</p>
<p style="text-align: justify;">The House, which commended the executive arm for its cooperation and unity of purpose, said at this period of a major health crisis, it could only take a passionate person like Governor Sanwo-Olu, with the needed support of the state&#8217;s lawmakers, to keep things running.</p>
<p style="text-align: justify;">This support, the House said, necessitated the introduction of the Coronavirus Pandemic Emergency Law, 2020, by the Lagos Assembly with the aim of giving the Governor the power to carry out some functions in this case.</p>
<p style="text-align: justify;">A member of the Governor’s Advisory Council (GAC), the apex leadership of the Lagos State All Progressives Congress (APC), Chief Lanre Razak also expressed confidence that the way Governor Sanwo-Olu, is handling the issue of the COVID-19 has reinforced the belief and confidence the Lagos populace reposed in him.</p>
<p style="text-align: justify;">Speaking at a media parley in Lagos, Razak said that the Governor’s performance so far on the Coronavirus matter and other developmental issues in the state have brought the best out of him, adding that the governor’s performances have been heart-warming and impressive, which showed clearly that Governor Sanwo-Olu has not disappointed the people that gave him their mandate to be their governor.</p>
<p style="text-align: justify;">As the world continues to find solutions to the virus, Governor Sanwo-Olu is not relenting in his efforts to ensure that Lagosians are kept safe and healthy. He also believes that the residents should complement what the government is doing in the fight against the covid-19 pandemic.</p>
<p style="text-align: justify;">He has advised people to start taking responsibility for themselves and their loved ones, adding that “Self-regulation is the order of the day, and you should not wait for the government to regulate you or your conduct, even though we will be doing so, you must ensure as matter of responsibility, that you are self-regulating yourself in the interests of yourself and loved ones.”</p>

										<content:encoded><![CDATA[<p style="text-align: justify;">Thank God I am back at my duty post! I returned to work today, Wednesday, August 5, 2020 after several weeks away, battling the monstrous Coronavirus.</p>
<p style="text-align: justify;">It began with a feverish condition on Wednesday, July 1, 2020. I usually don&#8217;t joke with my health so I stopped at a pharmacy on my way home, got an anti malaria drug with some paracetamol and I used it as recommended.</p>
<p style="text-align: justify;">I must state here that I have never completed a full dose of any malaria treatment or drugs before getting back on my feet in my adult life, never! In fact, you would have to remind me sometimes before taking my drugs because I would have felt well after taking the second dose. This time, I completed the malaria medicine yet there was no improvement. By Thursday (July 2) evening and Friday (July 3) morning, my health condition had started to deteriorate. The feelings gradually moved from headaches to severe body pains and cold. Same day, I had a responsibility to organize a media briefing for my boss. I didn&#8217;t raise the alarm just yet because everybody was wary of everyone else, especially if you showed any signs of illness. But the truth is I was sick, terribly sick.</p>
<p style="text-align: justify;">I told my wife on Thursday evening that there was a need for us to get tested for COVID-19. I convinced her that we needed to clear all doubts. She understood clearly, knowing it may not be out of place that I had been exposed to the virus, especially now that Lagos was experiencing rise in community spread.</p>
<blockquote><p>No sooner had I left the State House than the real symptoms started in fearful proportion. To be honest, I was scared.</p></blockquote>
<p style="text-align: justify;">We drove straight to the Yaba Infectious Diseases Hospital on Friday morning and in less than an hour; the very efficient Lagos health workers in charge of sample collection and testing attended to us.</p>
<p style="text-align: justify;">Although he was not ill and showed no signs of COVID-19, I encouraged my driver to join us for the test. We left for Marina to continue with the day’s official activities. While Mr. Governor was briefing and responding to questions from journalists, I stood there on the beautifully tendered State House lawn shaking from within. I could feel that my legs were wobbling from inside my bone marrow. Not even the beauty of the grass, which I usually admire, could calm the way I felt.</p>
<p style="text-align: justify;">I remember how much I tried to keep more than two metres away from some colleagues who had come to me for some clarifications on issues or points raised by Mr. Governor. Since I was not sure of my status, I needed to take responsibility by ensuring that nothing was discharged into the atmosphere from my side.</p>
<p style="text-align: justify;">I waited till the end of the press conference, managed to move towards my boss but ensured that I didn&#8217;t move close to him. In that socially distanced position, I informed him of my state of health and his response was direct, &#8220;have you gone for another test?&#8221; He asked because he had mandated his entire close aides to go for COVID-19 test on two or three occasions. He has also done the test repeatedly, just for everyone to feel safe around the office. I answered him in the affirmative, &#8220;yes sir, I just did this morning. Results should be out on Sunday.&#8221; He then said I should go home for a couple of days. I thanked him and I left the State House.</p>
<blockquote><p>I decided to touch on my wife’s experience to draw attention to the fact that people do not necessarily die of COVID-19. You lose people to complications from underlining ailments.</p></blockquote>
<p style="text-align: justify;">No sooner had I left the State House than the real symptoms started in fearful proportion. To be honest, I was scared. I had never felt that way before in my entire life. Driving from Marina to Ikeja felt like travelling from Lagos to New York. The vibrations and other bodily pains I experienced that day can&#8217;t be described here. I rolled from one end of the vehicle to another. All I remember was my driver&#8217;s voice, saying &#8220;epele sir (sorry sir)&#8221;. It was excruciating! By the time we got home, my eyes had turned red, with the retinal looking the other way. My wife took over immediately as the resident nurse. She was scared too but she summoned the courage and took charge. She insisted we went to the hospital. We did. I told the doctor that I had gone for COVID-19 test but he said he would place me on another round of malaria treatment.</p>
<p style="text-align: justify;">I took some shots that evening, repeated them on Saturday morning and evening. I went again on Sunday morning but there was no remarkable improvement. By Sunday evening, our COVID-19 test results were sent to me via email. My worst fear stared at me in the face; we all tested positive for Coronavirus &#8211; my wife, driver and I. I immediately called my driver to inform him. Clearly he was asymptomatic because as at that time and up till the time of writing this piece, he had no symptoms. Life has been normal for him. Nonetheless, I insisted that he should self-isolate at home for 14 days and not go about infecting other people.</p>
<p style="text-align: justify;">I duly informed my principal and then called my direct boss, Mr. Tayo Ayinde, the Chief of Staff to Governor Babajide Sanwo-Olu, who immediately made arrangements for my treatment. The doctors called in and asked that we isolate at home. They tutored me on all the protocols, most of them I was already familiar with, having been part of the communication team on Lagos State Government&#8217;s response to COVID-19.</p>
<p style="text-align: justify;">Case management started and in two days, I had lost my sense of smell, taste and every symptom that comes with COVID-19 had fully manifested in me. Trust me, it was not a particularly pleasant experience.</p>
<p style="text-align: justify;">In eight to nine days of medication, the initial pains and discomfort started to disappear. I began to experience a new lease of life. My SPO2, which is a small device used in checking the flow of oxygen in a patient’s system was back to normal. BP was good and body temperature returned to normal. This time, I could attend to work related issues. I started working from home.</p>
<p style="text-align: justify;">Recall that three of us tested positive and one was asymptomatic. My wife too showed some symptoms from Monday, July 5, so she was placed on same medication. While I improved, her condition took a downward turn; her oxygen level was below the acceptable limit of 95! At first, it fluctuated between 90 and 94; sometimes it would hit 95 so I was hopeful. Her Blood Pressure was also irregular. The value was inconsistent; sometimes good, at another time bad.</p>
<p style="text-align: justify;">On Tuesday, July 14, her SPO2 went down to 88! That was when it dawned on everyone that she had to be evacuated to an isolation centre. She was taken to the Onikan centre, where she received some of the best treatment that COVID-19 patients in the United States of America are looking for. I don’t get scared easily by anything or situation. This time, I was very scared. I thought the worst phase of my life had come when after three days of her admission, she had not responded well to the treatment. She neither called home nor picked her phone. Everyone was worried.</p>
<p style="text-align: justify;">Thanks to the Lagos State Government, the Ministry of Health, the health workers; doctors, nurses and drivers, among others who ensured that my wife, like all the other patients that were brought in under very terrible conditions returned home with joy.</p>

<p style="text-align: justify;">After spending five days, we started to connect again via video calls.</p>
<p style="text-align: justify;">Since I was not in the isolation centre, the closest was when I took her birthday cake there for a symbolic celebration; I could only rely on her experience, which she described as wholesome.</p>
<p style="text-align: justify;">I decided to touch on my wife’s experience to draw attention to the fact that people do not necessarily die of COVID-19. You lose people to complications from underlining ailments. Unknown to us, my wife had a silent case of pneumonia and had some blood clot related issues. And since she had not fallen sick, these conditions never manifested in any form. Everyone in the house appeared healthy and truly so until the COVID-19 incident.</p>
<p style="text-align: justify;">It is very important to conduct comprehensive medical checks, even if it is once in a year. If we had known this earlier, perhaps our experience would have been less traumatic when COVID-19 came calling.</p>
<p style="text-align: justify;">Without sounding immodest, Lagos State Government is a model State on the COVID-19 response in Africa. Special thanks to Mr. Governor, Babajide Sanwo-Olu who built excess capacity in readiness for the pandemic. This has helped the State to manage the effects of the pandemic since it broke out.</p>
<p style="text-align: justify;">COVID-19 is not a hoax, it’s very real. Use your face mask  wash your hands regularly, use sanitizer and please keep to the social distance protocols.</p>
<p style="text-align: justify;">Now I am back on the beat, what have I missed?</p>

										<content:encoded><![CDATA[<p>Schools in Lagos State will partially re-open on August 3, Governor Babajide Sanwo-Olu has announced.</p>
<p>The resumption is for SS3 and TEC3 students only.</p>
<p>The Chief Press Secretary to the Governor, Mr. Gboyega Akosile, made this known on his Twitter handle.</p>
<p>He added that the dates for  schools to re-open for JS3 to to allow for revision classes and examinations would be announced later.</p>
<p>His tweet reads: “Governor of Lagos State, Mr @jidesanwoolu has announced Monday August 3, 2020, for SS3 &amp; TEC3 students ONLY. Dates for JS3 re-opening for revision classes &amp; examinations will be announced in due course (for ONLY Day-Schooling, no Boarding activities).”</p>
<p>Akosile also revealed that all restrictions applying to mass gatherings would remain in force (no more than 20 persons permitted, and this includes funerals as well) while the opening times for government and private offices, markets, supermarkets, eateries and so on, would remain as approved.</p>
<p>“Places of worship will remain CLOSED in Lagos State, until further notice.</p>
<p>“All Social and Events Centers, and Social Clubs, will also remain closed, for now,” he tweeted further.</p>

										<content:encoded><![CDATA[<p><strong><em>GBOYEGA AKOSILE writes on the focus of Lagos State Governor, Babajide Sanwo-Olu, on development as he inaugurates his cabinet. </em></strong></p>
<p>In fulfilling his electioneering promise that his cabinet would be constituted within 100 days of his government, Lagos State Governor Babajide Sanwo-Olu, recently released the first batch of 25 nominees to occupy cabinet-ranked positions in the state. The list shows an administration that is ready to serve, given the pedigrees of nominees, most of whom are tested individuals with proven records of accomplishment of performance in their various fields of endeavour.</p>
<p>Three weeks after, a new list consisting 13 names of another set of tested and trusted individuals was released making the cabinet positions 38 in all. Expectedly, the two lists generated a lot of interest in the political circle as well as the public domain. Every Lagosian at home and in the diaspora is interested in who occupies what position.  You cannot query their interest. First, the Babajide Sanwo-Olu’s government came into power, with an emphasis during electioneering that inclusive governance would be the core of its administration. In addition, Lagosians see the enormous challenges that have confronted the state in the recent years and they know that only a focused, dedicated and forward-looking cabinet can help to deliver Governor Sanwo-Olu’s campaign promises.</p>
<p>Lagos has grown in leaps and bounds, with its population hitting almost 23 million people and still counting. This naturally comes with its challenges; increase in tons of waste generated, rise in the number of patients at various government hospitals and primary health centres, more pressure on the existing infrastructure-roads, schools and housing among numerous social amenities being provided by government. Lagos, therefore, cannot be administered in 2019 using a 1979 template.</p>
<p>The state has undoubtedly benefitted from its population growth-more revenue generation; physical development is recorded in different sectors making it a state on the move. At the last count, Lagos is said to have hit close to N30 billion mark every month in internally generated revenue (IGR), making it the most economically viable state in Nigeria and fifth largest economy in Africa. However, the State government has argued that this feat is still a far cry from what is required to run a megacity such as Lagos. For example, the budgetary allocation of the police department in New York City is $5.6 billion, when compared to the budget of the entire Lagos state, which stands at $2.4 billion; one can safely conclude that there is more to be done by government to get the state running.</p>
<p>Being the nation’s economic nerve-centre, Lagos is a city on the move but with enormous challenges. Apart from poor state of arterial roads that complicate free flow of traffic, commuters spend productive hours in chaotic gridlocks that are caused by failed sections on roads and disorganised traffic management. Many observers have opined that planning the best campaign strategies to win the governorship election was not much of a challenge before Governor Sanwo-Olu, as his party, APC commanded large following and significant popularity in Lagos to ensure his victory. What they say will be the most testing hurdle waiting to be surmounted by him was the strategy to deploy in solving the long-standing and emerging challenges facing the state.</p>
<p>When Sanwo-Olu emerged as APC candidate, Lagos had literally become a dumpsite as heaps of municipal waste littered the streets. The state agency set up for waste disposal had been disengaged in a curious and controversial circumstance, leaving residents to resort to indiscriminate dumping of refuse, which became a daily eyesore, even to the government of the day. The aesthetics of the environment was affected. All of these brought down the pride of Lagos, despite its growing profile as a hub for commerce, technology and innovation.</p>
<p>Sanwo-Olu’s campaign was premised on the need to address these challenges, with the aim of proffering short and long-term solutions to them. Project T.H.E.M.E.S that became the thrust of his campaign slogan was formulated as an operational framework to solve these identified challenges and sustain the profile of Lagos as centre of excellence.</p>
<p>Upon assumption of office as the 15th Governor of Lagos on May 29, 2019, Sanwo-Olu channelled his energy towards a process of scouting for visionary individuals from various areas of human endeavour that will help him midwife his vision and deliver on his campaign promises. He said, during the electioneering that ‘‘as Lagosians, we can’t be like people who cannot solve their problems. Therefore, we must find solutions to our problems because they are created by us’’.</p>
<p>As one who believes in harnessing the capabilities of homegrown professionals, Sanwo-Olu assured Lagosians that his Commissioners and cabinet-ranked Special Advisers would be drawn from local pool of resources and will cut across acceptable demographics. Besides, he promised his cabinet would be constituted within 100 days to set the ball of governance rolling.</p>
<p>In keeping the promise made to Lagosians, Sanwo-Olu announced the names of members of his cabinet exactly 47 days after his swearing-in. This is a rare feat for a governor serving his first term. The Governor said he understood the challenges confronting the state, noting that the selection process was a painstaking and laborious exercise, which aimed at introducing fresh ideas to governance. He said the team of professionals and politicians would be serving Lagosians in line with his administration’s vision of delivering a smart city-state that will rank among the top most liveable cities in the world.</p>
<p>His words: “We took our time to pick the best hands for the tough job Lagosians have elected us to do. The nominees for the twenty five (now thirty eight) Commissioner and Special Adviser positions include women and men who have made their mark and at the zenith of their professional callings.” Tough job? Yes, the tasks ahead are expected to be rigorous as Gov. Sanwo-Olu posited, given the challenges the state is confronted with and the expectations of the people based on the confidence reposed in the administration.</p>
<p><strong>Infusion of technocracy and political know-how</strong></p>
<p>Being the centre of innovation, Lagos has raised the bar of excellence with injection of fresh ideas and energy in governance. This tradition has been sustained in the last 20 years, and the young administration of Sanwo-Olu appears to be toeing the path, if the profiles of his nominees are anything to go by.</p>
<p>Of the 38 cabinet members cleared for inauguration by the State House of Assembly are active politicians who are equally professionals in various fields. The infusion of politics and professionalism is perhaps the unique selling point of the Sanwo-Olu Cabinet.</p>
<p>A careful analysis of the nominees showed there is clear departure from the tradition of putting forward only politicians or only technocrats to fill up the state’s Executive Council. A private sector professional himself and having traversed the nook and cranny of the political space in Lagos, Sanwo-Olu understood the arduous task before his government, which possibly prompted him to go for politicians, professionals in politics and technocrats to drive the key areas of the public sector for greater impact.</p>
<p>Having worked closely with the Governor, one can safely say that he is inclined to work with technocrats, because he is a man that’s given to details &#8211; someone you can describe as ‘‘prim and proper’’ but one equally knows that he values the roles of experienced politicians, who are fully integrated in the new cabinet arrangement for political balancing.</p>
<p>The Governor is a politician himself and he quite understands the roles of politicians in governance and development process. Despite his inclination to work with professionals, he will not be leaving out politicians, especially those who have garnered ample experience in previous administrations, to join the team of key private sector players he has nominated to his cabinet.</p>
<p>It therefore came as no surprise that the name of Mr. Tunji Bello, the immediate past Secretary to the State Government, who had served three previous administrations, featured in Sanwo-Olu’s list of cabinet members. Aside being an influential figure in Lagos politics, Bello, a trained lawyer cum journalist, possesses vast skill on environmental issues and policies to help the administration have clear direction in this area.</p>
<p>Lagos is confronting fierce challenges of climate change, flooding and municipal waste disposal among other environmental problems. With him in the cabinet, Bello’s wealth of experience in climate issues and the environment would come as a great benefit to the Sanwo-Olu administration.</p>
<p>Gbolahan Lawal is another experienced administrator and politician that will be in the Executive Council. A seasoned development expert and social entrepreneur from the security background, Lawal has deep understanding of political economy for integrated development especially in low and medium-income economies. He has proven his mettle in previous administrations as Commissioner for Housing and in the Ministry of Agriculture and Cooperatives.</p>
<p>Same can be said of Wale Ahmed, a medical doctor turned politician. Ahmed is well grounded in the politics of Lagos State having traversed the different political tendencies in the state. He is no doubt a good pick by Mr. Sanwo-Olu to help create the political balancing that is required in today’s democratic governance. There are few other experienced politicians in the list of the new cabinet members.</p>
<p><strong>Fair representation of women</strong></p>
<p>Since the beginning of the Fourth Republic, Lagos has been setting the pace for gender balance and women involvement in political process. The state became the first that elevated the status of women in the realms of leadership and politics, producing the first woman Deputy Governor.</p>
<p>The state had sustained the tradition of reserving one of the two topmost leadership positions for women. However, the political horse-trading that trailed the emergence of Dr. Obafemi Hamzat as Sanwo-Olu’s running mate in the build up to the general elections raised concern among womenfolk, giving rise to insinuation that Sanwo-Olu may be nursing an agenda to upset the progress made in the State in the area of women representation in governance.</p>
<p>In his response, Sanwo-Olu allayed the fear of relegation of women, explaining that the choice of his running mate was to display the dynamism of Lagos politics and present a formidable team for the tough job of governing a State with big economy as Lagos. He promised to complement the work of his administration with an improved involvement of women in decision-making positions. True to his words, the Governor, after being sworn in, surprised the womenfolk with his first appointment, picking Mrs. Folashade Jaji, as the Secretary to the State Government.</p>
<p>This was followed by nominations of thirteen women in the cabinet list, signifying the Governor’s conviction of getting women involved in leadership and decision-making. The number showed women make up 32 per cent of cabinet members in the State. This is 3% less of the 35% affirmative action for women in politics and governance. Again, Lagos remains the first and till date the only State that has moved closer to the number advocated.</p>
<p>Sanwo-Olu did not just pick any woman out of gender consideration, the Governor gunned for greater service delivery with the selection of seasoned and highly resourceful women, among who are engineers, lawyers, experienced politicians and development-driven individuals such as first-rate engineering project manager, Mrs Aramide Monsurat Adeyoye.</p>
<p>Mrs. Adeyoye, a University of Lagos (UNILAG)-trained Civil Engineer, cut her professional teeth at Julius Berger Nigeria Plc in 1988 and rose through the ranks to become the multinational engineering firm’s Project Coordinator in Nigeria’s West region.</p>
<p>The list also parades Mrs Adetoke Benson-Awoyinka, a public-spirited legal practitioner with 30 years post call experience in Nigeria and United States. Benson-Adeyinka was among the highly skilled team of the Governor’s transition committee.</p>
<p>Ms Ajibola Ponnle, another nominee, is an accomplished consultant, accountant and entrepreneur, with experience in transformational and result-oriented leadership in start-ups, volunteer/member-led organisations and multinational firms. Mrs. Lola Akande and Mrs Yetunde Arobieke are seasoned politicians who will bring their individual wealth of experience to the new drive to deliver a greater Lagos.</p>
<p>Other women in the list, with enviable track records in public and private sector, include Mrs. Uzamat Akinbile-Yusuf, Ms Ruth Bisola Olusanya, Princess Aderemi Adebowale, Ms. Adekemi Ajayi, Mrs. Bolaji Dada and Mrs. Folashade Adefisayo, Mrs Shulamite Olufunke Adebolu and Mrs. Sholape Hammond.</p>
<p><strong>Key roles for the millennial</strong></p>
<p>Having joined public service as Special Adviser on Economic and Investment at his youthful age, Sanwo-Olu seemed inclined towards engaging the youth with the aim of harnessing their energy to deliver his programmes and vision.</p>
<p>This may have influenced the decision of the Governor to nominate four young people under the age of 37 years for cabinet-ranked positions in his government. By the time the cabinet is constituted, these four millennials will be among those that would be driving the Governor’s policies in key public sector, creating a generational shift in governance.</p>
<p>Olatunbosun Alake, a 35-year-old Product Development and Data Management Executive and three other young administrators will be in the cabinet to infuse youthful vigour into governance by bringing to bear his cognate experience in local and international telecommunications and innovative solutions.</p>
<p><strong>Ethnic diversity</strong></p>
<p>Lagos continues to blaze the trail in ethno-religious diversity. The State in 1999 under former Governor Asiwaju Bola Tinubu appointed non-Yoruba professionals into the Executive Council. This great feat has been sustained and almost becoming a norm. Govenor Sanwo-Olu, during the electioneering, unequivocally promised to reflect ethnic representation in his cabinet. In keeping to his word, erstwhile spokesperson for the APC in Lagos State, Mr. Joe Igbokwe, and a strong grassroots politician Architect Kabiru Ahmed made it into the cabinet of Lagos State.</p>
<p>Following their legislative ratification by the Lagos State House of Assembly, the 38 cabinet members will be sworn in on Tuesday. With this, residents of the state will begin to witness dynamic governance being driven by fresh, energetic and passionate team of professionals drafted to the Executive Council by equally adroit game changers – Gov. Babajide Sanwo-Olu and his deputy, Dr. Obafemi Hamzat.</p>
