										<content:encoded><![CDATA[<p>The national target to achieve 70 per cent broadband penetration by 2025 is receiving renewed attention from the Nigerian Communications Commission, NCC, which promises 50 per cent before the end of 2023.</p>
<p>This promise was one of the highlights of the special media chat with executive editors and media chiefs in the northern part of the country, hosted by the Executive Chairman of the Commission, Prof. Umar Danbatta, to unveil his achievements since the resumption of office till date.</p>
<p>At the occasion, where Danbatta informed the media chiefs that Fifth Generation (5G) services subscriptions had already hit half a million in subscription, the various efforts of the commission to improve broadband penetration were yielding fruitful results with the current estimates as at July 2023 standing at 47.01 per cent.</p>
<p>Using the extant reviewed five-pillar Strategic Vision Plan as building block, the EVC spoke to 119 milestones achieved under the five strategic pillars, including regulatory excellence, universal broadband, market development, digital economy and strategic collaboration.</p>
<p>Danbatta said through effective implementation of NCC’s mandates under his leadership and cooperation of internal and external stakeholders since 2015, telecommunications industry in Nigeria had achieved remarkable milestones under his leadership.</p>

<p>“While we acknowledge the challenges encountered by the industry, we have also witnessed explosive growth, improved regulatory standards, and digital innovations that have garnered global recognition,” he said.</p>
<p>While reeling out impressive statistics that have characterized his leadership at NCC from 2015 to date, the EVC said active telephone subscribers had increased from less than 150.7 million to 218.9 million, representing a teledensity growth of 115.70 per cent from 107.87 per cent in 2015.</p>
<p>Through stimulating broadband infrastructure across the country, Danbatta said broadband penetration, which stood at 6 per cent in 2015 had increased significantly to 47.01 per cent as of July, 2023, enhancing over 89.73 million subscriptions on 3G, 4G and 5G networks in the country.</p>
<p>Additionally, general internet subscriptions have reached 159.5 million up from less than 100 million in 2015.</p>
<p>“Also, from 8 per cent contribution to the Gross Domestic Product (GDP) in 2015, telecommunications sector now contributes 16 per cent quarterly to the Nigerian economy as of the second quarter of 2023. Besides, following the authorization of more telecommunications companies to operate in the Nigeria’s telecoms sector, the investments profile has increased tremendously from $38 billion in 2015 to $75 billion currently and this keeps growing daily. From the sales of Fifth Generation (5G) C-Band Spectrum, the NCC has generated over $847.8 million for the Federal Government,” he said.</p>
<p>Danbatta, who has received a gallery of awards nationally, regionally and globally in recognition of the outstanding performance of Nigeria&#8217;s telecom industry also listed several achievements recorded since 2015.</p>
<p>“Other milestones and initiatives recorded aside the regulatory activities that culminated in the landmark launch of 5G services in Nigeria include the introduction of Spectrum Trading Guidelines, re-farming and re-planning certain spectrum band for efficiency, the emplaced collaborative process for the release of C-Band Spectrum by Nigerian Communications Satellite (NIGCOMSAT) Limited, and introduction of the Expanded Revenue Assurance Solution (ERAS) to address revenue leakages and improve government revenue from the telecoms industry.</p>
<p>“These initiatives also include Licensing of Satellite Earth Stations, issuing of operating licence to SpaceX Satellite, facilitating the landing of additional submarine Cables, such as the Google 2,000km Equiano subsea Internet cable in 2022, listing of MTN on the Nigerian bourse, licensing of Mobile Virtual Network Operators (MVNOs), introduction of new unlicensed millimeter wave spectrum, and regulation of white space spectrum,” Danbata said.</p>
<p>Also, as part of NCC’s commitment under Danbatta’s leadership, the commission has endowed professorial chairs in Nigerian universities and committed over N500 million naira to Research and Development (R&amp;D) in the telecoms sector.</p>
<p>“The creation of the Digital Economy Department, the mandate to drive the implementation of the indigenous telecoms sector growth through the operation of the Nigeria Office for Developing Indigenous Telecom Sector (NODITS), are also important strides made by the commission,” he said.</p>
<p>Danbatta said other consumer-focused initiatives of the commission have also centered on the establishment of Emergency Communications Centres, ECCs, in over 30 States of the Federation and the Federal Capital Territory (FCT). All these centres are operational, as well as the creation of the Computer Security Incident Response Team (CSIRT).</p>
<p>The EVC said these two initiatives had been helping consumers to  get succour in times of emergencies as well as ensuring effective protection for telecom consumers while online.</p>
<p>The NCC Chief Executive said the commission had also taken very clear actions on consumer protection, advocacy, information-sharing and education.</p>
<p>“These include introduction of data roll-over just before the expiration of subscribed data plans, introduction of the 622 toll-free number for lodging service-related complaints to the Commission, the Do-Not-Disturb (DND) 2442 Short Code for tackling the menace of unsolicited text messages,  elimination of forceful/deceitful subscriptions to telecom services on mobile networks, tackling the issue of call masking, ensuring effective Subscriber Identity Module (SIM) registration, launching of National Roaming service and reduction of access gaps to telecom services from over 217 to 97, thereby enhancing access to telecom services by more Nigerians,” Danbatta said.</p>
<p>However, Danbatta said while the industry still faces a number of challenges such as vandalism, securing equitable Right of Way (RoW) from governmental stakeholders, as well as multiple taxation and regulation, the commission has put framework in place to work with necessary stakeholders to overcome the obstacles posed by these challenges and to sustain the growth trajectory which has been the hallmark of telecoms sector as an enabler of socio-economic development in Nigeria.</p>

										<content:encoded><![CDATA[<p>The Executive Vice Chairman/Chief Executive Officer, National Agency for Science and Engineering, NASENI, Dr. Bashir Gwandu, has called for stronger collaboration with the Air Force Institute of Technology, AFIT, Kaduna, Kaduna State for the smooth take-off of the permanent site of Aeronautics and Air Vehicle Development Institute, AAVDI, an institute under NASENI.</p>
<p>The institute is located within AFIT complex in Kaduna.</p>
<p>The NASENI boss who disclosed this on Wednesday when the new commandant of AFIT, Air Vice Marshal, AVM, S.L. Rabe, paid him a courtesy visit at NASENI headquarters, Abuja, congratulated the new AFIT boss on resumption of duty.</p>
<p>AVM Rabe came to NASENI with AFIT Provost, Professor Dauda Mohammed; Director, Quality Assurance, AFIT, Dr I. Yahuza and Director of Projects, AFIT, Group Cpt Ahmed.</p>
<p>He said his visit to NASENI was to congratulate the EVC on his appointment as well as touch base with him on the collaboration for the establishment of NASENI institute in Kaduna.</p>
<p>He said it was an honour and he looked forward to strengthening ties with NASENI to develop AADVI and also fast track the on-going work on made-in-Nigeria helicopter.</p>
<p>He promised to work with NASENI and asked that AFIT staff should be part of trainings for unskilled talents such as welding, etc.</p>
<p>“I am of the opinion that the AFIT staff should be part of the NASENI trainings to gain knowledge from the trainings.”</p>
<p>Dr. Gwandu informed him that he was barely two months on the job since his appointment and that he had been visiting NASENI institutes to see what some of them were doing.</p>
<p>“Surely, our work with the Air Force and the military establishment are areas that I want to focus on because there are some of our key projects that AFIT is championing and that cooperation is very important to us in particular and to the country.”</p>
<p>He said the main reason for having the helicopter and the AAVDI is for Nigeria to be self-reliant in aviation technology, noting that there would be manufacturing of components for the helicopter and other aircrafts that NASENI could produce.</p>
<p>“We can train people to learn to produce the components. Like I said, we have been looking at different components of aircrafts in particular and how we can penetrate that industry.</p>
<p>“We produce a lot of titanium in this country as we know the body of aircrafts in particular use composite materials which do not work with aluminum as we all know because of corrosion. One of the key projects I am working on is getting a team to work on Titanium.</p>
<p>“I have companies that I am talking to courtesy of your colleague at NASENI. We will work with what we have to produce some of the parts. We have institutes like HEDI in Kano that produce hydraulics that is needed in aviation. We are trying to form a team that we can train in different areas of aerospace such as satellites, down to aircraft aviation.</p>
<p>He said &#8220;one of the key projects we’ve discussed on Airbus is the MRO in Abuja. Instead of taking all our aircrafts out, we want to establish an MRO here so that we can do it here. Why Abuja is important is because it is centre of Africa. The distance to anywhere from Abuja is not more than five hours. It is the most central location and also not much rain activities as much as it is in other places.&#8221;</p>
<p>On training on aircraft parts and systems including Avionics, he said NASENI was interested in developing that areas that were earlier mentioned.</p>

<p>“We are just starting and we have to start from somewhere. We have to do something fast or else we will find ourselves lagging behind. Most of the advanced countries are making money mainly from high-tech that we do. We need to be there and compete with them. That is the thinking,” Dr. Gwandu added.</p>
<p>The Air Force Institute of Technology has already  provided land/space for the construction of NASENI’s Aeronautics and Air Vehicle Development Institute, including other necessary infrastructures for the smooth take-off of the projects; and also to provide counterpart technical team during aviation equipment installation and test-running.</p>
<p>The AFIT is also to provide training on helicopter piloting, maintenance of helicopters and development of Maintenance, Repairs and Overhaul (MRO) plans; provide counterpart technical team required for hangar development and testing as well as provide technical team for avionics and reverse engineering of Dynali helicopter.</p>
<p>On its part, NASENI would work with AFIT on prefabricated structures/homes in areas where there is deficiency, provide technical team with respect to setting up AFIT’s Laser Cutting machine and automation systems.</p>
<p>The agency will also provide counterpart technical team required during skills acquisition programmes, hands-on training workshop, seminars, conferences and other trainings as well as provide AFIT recommended science kits.</p>
<p>In December 21, 2021, a presidential order was given for relocation of the NASENI Made-in-Nigeria helicopter project to AFIT and also the establishment of the AAVDi within AFIT.</p>

										<content:encoded><![CDATA[<p>Executive Vice Chairman of the Nigerian Communications Commission, NCC,  at the weekend in Lagos, lifted the Platinum Award of the Nigeria Academy of Engineering (NAEng.) being a reward for his leadership of the nation’s telecom regulator for its contributions to the development and growth of engineering profession in the technological and economic development of the country.</p>
<p>President of the Academy, Prof. Azikiwe Onwualu, said during the award presented by doyen of engineering and former Director General of the Nigerian Television Authority, Vincent Maduka, that the commission deserved the award as it had done the profession proud in its telecom regulatory process and promotion of engineering as shown in its strong support for the NAEng.</p>
<p>While handing over the award at the 2023 Annual Technology Dinner of the Academy, Maduka said, “Prof. Danbatta has contributed immensely to the sustainability of all initiatives of the professional body, just as his role to the development of engineering profession in general is being felt in Nigeria, through his effective regulation of the telecommunications sector.”</p>
<p>Danbatta, a professor of electrical and electronics engineering, who is a member of the council, and a fellow of NAEng, while receiving the award, expressed appreciation to the illustrious institute for considering the commission worthy of the award.</p>
<p>Danbatta dedicated the award to the “hardworking and diligent staff of the Nigerian Communications Commission”, who, he said, had continued to demonstrate commitment to supporting his vision to promote regulatory excellence toward sustaining growth of Nigeria’s digital economy.</p>
<p>“I could not have done the good work you credited me with, without the support and cooperation of NCC staff and we are delighted that the public is watching, listening and observing what we are doing and a testimony to this fact is the platinum category award we have just been given by the apex engineering body in the country,&#8221; the EVC stated.</p>
<p>Danbatta further said: “I want to assure the public that the NCC will do whatever it can, within its mandates, to bring out impactful initiatives that will drive the digital transformation process that will ultimately make telecom services pervasive and affordable to all parts of the country.&#8221;</p>
<p>He used the opportunity to speak about some of the initiatives of the commission that have struck a rhythm in the socio-economic development of the nation.</p>
<p>These, he said, include the one targeted at the Nigerian youths across the country where the commission trains the youth, provides them with laptops,  and other equipment that can make them access the internet with a view to equipping them to develop their skill and earn a living.</p>
<p>Danbatta assured of the commission’s commitment to driving digital connectivity aimed at bridging extant clusters of access gaps in Nigeria.</p>
<p>“We have a target of 70 per cent broadband penetration by 2025, as contained in the Nigerian National Broadband Plan (NNBP). We are around 50 per cent currently and I can assure you that we are hopeful that we will achieve and surpass that target,” he said.</p>
<p>The Nigerian Academy of Engineering was established to pursue excellence in science, technology and engineering as well as provide a national platform for experts to harness their experiences and insights and make input into public and private technical policy.</p>

										<content:encoded><![CDATA[<p>The Executive Vice Chairman, EVC, of the Nigerian Communications Commission, NCC, Prof. Umar Danbatta, has invited international telecom companies and potential investors to take advantage of the opportunities presented by Nigeria’s population of over 200 million people to invest in its telecom sector, especially in infrastructure provisioning for broadband.</p>
<p>Danbatta, who spoke at the inaugural edition of the Gulf Information Technology Exhibition, GITEX, 2023, which ended in Marrakesh, Morocco recently, said Nigeria presented stable political and economic conditions.</p>
<p>Governor of Lagos State, Babajide Sanwo-Olu, and Nigeria’s Ambassador to Morocco, Mansur Bamalli, also spoke in the same direction and commended the commission for its regulatory prowess which has made Nigeria the next investment destination in Africa.</p>
<p>Danbatta, who was represented at the conference by the Team Lead, Nigeria Office for Developing the Indigenous Telecom Sector, NODITS, Babagana Digima, said the commission had a mandate to facilitate the development of the telecom industry in Nigeria, adding that one way through which that could be done was by attracting foreign investors that would further enhance the growth of the economy.</p>
<p>He informed the global stakeholders at the event that the Nigerian government had been very supportive of the telecom industry which had achieved an upward growth with over 220 million active mobile voice subscriptions in Nigeria, over 150 million Internet subscriptions and broadband penetration of 48 per cent, the country is yet to be fully connected.</p>
<p>“Our national plan is to achieve 70 per cent broadband penetration by 2025. We still have less than 50 per cent penetration. This means there is huge investment potential for investors. Nigeria’s telecom sector needs more investment in the area of infrastructure deployment,” the EVC stated.</p>
<p>He stated that the telecom sector in Nigeria had become a major contributor to the country’s Gross Domestic Product (GDP), quarter-on-quarter, driving the growth of the digital economy in the country.</p>
<p>&#8220;The importance of this event for us as a commission is to showcase the NCC as a Nigerian brand, a foremost telecom regulator in Africa and beyond and to bring about the much-needed investment that will enhance development of the Nigerian telecom industry,&#8221; Danbatta said.</p>
<p>The EVC stated that there was abundant talents in Nigeria that could be tapped by investors to support their business operations.</p>
<p>“There is abundant human resources waiting to be harnessed by potential investors for ground-breaking global technological innovations and advancement in providing digital solutions.</p>
<p>“This event provides us with the platform to showcase some of the talents that we have discovered in Nigeria. The commission has sponsored three indigenous start-ups that are at this event to display their solutions for prospective investors and partnerships,&#8221; he said.</p>
<p>The GITEX Africa 2023 was the maiden edition of the GITEX Global Summit held in Africa.</p>
<p>It is poised to be Africa&#8217;s most influential forum to accentuate the vast potential of the tech-driven digital economy.</p>
<p>It aims to be an international platform for cutting-edge technology for all players from both public and private sectors.</p>

										<content:encoded><![CDATA[<p>The Association of Public Procurement Practitioners of Nigeria, APPON, has conferred the Executive Vice Chairman and Chief Executive Officer of the Nigerian Communications Commission, NCC, Prof. Umar Danbatta, with the “Excellent Service Delivery and Accountability Award”.</p>
<p>The award was in recognition of Danbatta’s outstanding performance and contribution to the canons of the public procurement profession in Nigeria by ensuring that the NCC complies strictly with the provisions of the Public Procurement Act (PPA) 2007.</p>
<p>He received the award at the 3rd Annual National Conference and Awards ceremony organised by the APPON in Lagos recently.</p>
<p>Danbatta was adjudged to have led an NCC that is transparent and open and compliant with the provisions of public procurement as enshrined in applicable laws of the land.</p>
<p>In his remark, APPON National President, Akparawa Kanico, congratulated the EVC for his remarkable leadership and ability to inspire everyone around him towards ensuring effective procurement process in the commission.</p>
<p>He stated that the leadership finesse and administrative prowess of Danbatta had reflected in the impressive growth that the telecoms sector had witnessed in being an enabler of growth in other sectors of the economy and the national economy as a whole.</p>
<p>Responding, Danbatta appreciated the organisers of the awards for the recognition while describing it as ‘a great motivation to him and the commission to be more transparent, open and process-driven in its procurement activities.’</p>
<p>Meanwhile, speaking on the topic: &#8220;Implementation of e-procurement in Nigeria: Prospects and Challenges&#8221; at the event, Danbatta said broadband connectivity, being driven by the federal government, through the commission, would enhance electronic procurement (e-procurement) that would ensure greater accountability and transparency in governance process in Nigeria.</p>
<p>He stressed that e-procurement was the way to go and that the commission would continue to create the enabling environment required for e-procurement to thrive through NCC’s dedicated commitment to driving the attainment of ubiquitous broadband connectivity across Nigeria.</p>
<p>Danbatta said Nigeria&#8217;s investment in broadband infrastructure was yielding substantial benefits for the country&#8217;s e-procurement sector, revolutionising the way businesses engaged in procurement processes, especially Government-to-Business (G2B) and other e-government activities.</p>
<p>“With the new administration in the country making broadband connectivity an outstanding pillar in its policy thrust, the commission would continue to focus on improving broadband infrastructure to change the landscape of procurement governance, and help to unlock new possibilities for businesses and public institutions.</p>
<p>“With improved Internet connectivity, businesses across the country now have faster and more reliable access to e-procurement platforms, enabling them submit proposals, monitor tender opportunities in real time, and participate in online bidding process,&#8221; he said.</p>
<p>At the event, two members of staff of the commission were inducted as APPON Fellows.</p>
<p>They are Adejoke Atte, NCC&#8217;s Head of Procurement Department and a Principal Manager in the department, Bernard Kwembeh.</p>

										<content:encoded><![CDATA[<p>The Nigerian Communications Commission, NCC, is seeking the nation&#8217;s judiciary to be part of Information Communications Technology, ICT, trends, whose impact has now affected ways that justice is delivered across the world.</p>
<p>The leadership of the commission made the call during a workshop organised for Nigerian judges which started in Lagos on Tuesday with the theme: “The digital world and the future of adjudication,” with judges from the federal and state high courts, and appeal courts in attendance.</p>
<p>Speaking at the 18th annual capacity-building workshop, the Chairman, NCC Board of Commissioners, Prof. Adeolu Akande, urged the legal luminaries to make greater contributions towards Information and Communication Technology, ICT, development in Nigeria.</p>
<p>While stating the centrality of a functional adjudicatory system as a bedrock for any civilised society, Akande said there was the need to constantly equip judicial officers with the requisite skills for effectual adjudication, especially in the digitized world, where the rate of technology development is fast ahead of laws.</p>
<p>Executive Vice Chairman/Chief Executive Officer, EVC/CEO, of the NCC, Prof. Garba Danbatta, in his address, said the Internet came with several challenges, hence the need for judges to be exposed to the benefits as well as the challenges associated with new technologies.</p>
<p>The EVC said through the workshop, judges would be exposed to disruptive technologies, the rights of data subjects, and jurisdictional issues in the digital age, which have continued to make the ICT industry a dynamic one.</p>
<p>“The increased reliance on telecommunications, as well as the growth experienced in the sector, has introduced some issues of legal connotation which will be deliberated upon by various experts during this workshop. One of such issues is the ownership of online content and materials.</p>
<p>“So, it is envisaged that with the increase in the amount of online content, as well as the economic value attached to it, there will be a rise in conflicts as to ownership of online content and materials.</p>
<p>“It is necessary that your lordships are well prepared for the imminent increase in litigation in this area. Furthermore, with an increase in the number of transactions and businesses taking place in the online space, it is also expedient for your lordships to be exposed to the peculiarities of adjudicating conflicts in this era of digital presence and online identity,” he said.</p>
<p>He stated that the commission conceived the idea of the forum, as part of its strategic partnership and collaboration, as a forum to further build the capacity of the distinguished judges with practical insights on these emerging issues in the field of telecommunications.</p>
<p>“Hopefully, this workshop will illuminate these challenges and proffer ways to meet the dynamics of the changing times. I, therefore, enjoin you to freely make contributions and raise issues that would assist the commission in coming up with adequate regulatory measures that would enhance development in the communications sector of the economy.  We assure you that every view expressed would be respected and considered in this regard,” he said.</p>
<p>On his part, the Chief Justice of Nigeria, CJN, Olukayode Ariwoola, commended the commission for the annual forum while assuring the telecom regulatory of the commitment of the judiciary to using technology for justice dispensation as well as support a more robust legal ecosystem for sustaining socio-economic growth of Nigeria through telecoms sector.</p>
<p>Represented by Justice of the Supreme Court of Nigeria, Kudirat Kekere-Ekun, Ariwoola said, through the use of ICT, the judiciary has improved, not just in judicial administration and services, but also in infrastructural development.</p>
<p>Ariwoola said regardless of the benefits of digitalisation there are bound to be liabilities and risks involved with its introduction and usage as she highlighted such risks to include Cyber Crime, data piracy, and hacking among several other vices.</p>
<p>“Our judicial system has been challenged with delays in dispensing justice. However, with the introduction of ICT into the judicial space, many of the difficulties associated with the conventional methods are gradually being dispensed with,” he said.</p>
<p>The Chief Justice said the path to effective and efficient justice delivery in Nigeria was in the collective ability to continuously improve the nation’s justice sector with the use of ICT tools.</p>
<p>“The Nigerian judiciary is committed to achieving lasting structural and ethical reforms that would reposition it to adequately meet the aspirations of court users and the public for the reliable, effective and efficient administration of justice through the use of ICT,” he said.</p>
