Resident doctors across some federal government hospitals in Lagos State have demonstrated full compliance with the five-day warning strike declared by the National Association of Resident Doctors, NARD.

A visit by the News Agency of Nigeria (NAN) on Friday to some health institutions including the Federal Neuro-psychiatric Hospital, Yaba; Lagos University Teaching Hospital, LUTH, and National Orthopedic Hospital Igbobi Lagos, NOHIL, showed full compliance, as resident doctors were not seen working.

NARD, on Friday, declared a five-day warning strike following the expiration of a 24-hour ultimatum issued to the federal government after an earlier 10-day deadline lapsed on September 10 without resolution of their demands.

The issues raised by the doctors include the non-release of the 2025 Medical Residency Training Fund, non-payment of five months arrears arising from the revised Consolidated Medical Salary Structure, as well as outstanding specialist and hazard allowances.

The strike coincides with ongoing industrial action by resident doctors in Abuja and Oyo State, and comes after NARD issued a 10-day ultimatum to relevant government agencies over unmet demands.

The President, Association of Residents Doctors, LUTH, Dr Benjamin Uyi, urged the federal government to address the demands of resident doctors before expiration of the five-day warning strike to encourage the doctors go back to work.

Uyi said the demands of the doctors were long overdue, and should have been addressed by the government earlier before now.

According to him, the demands of the doctors centered on prioritising welfare of the doctors, to make their operations more conducive and motivating.

“Any doctor whose welfare is not met is already a risk to the patients.

“For any doctor to function optimally, his/ her physical, mental health and psychosocial needs must be balanced.

“The doctors are already burnt out and faced with excessive workload and work schedule, and the government is yet to prioritise their welfare,” Uyi said.

Speaking, the President, Association of Resident Doctors, NOHIL, Dr Babatunde Egberongbe, described the incident as “unfortunate”, decrying why FG must always allow strike in the health sector.

Egberongbe, who frowned at incessant industrial actions by health professionals, said it was a major contributing factor to the migration of health practitioners to other countries.

“The poor working conditions for the doctors are the major reasons why many of them are leaving the country to practise abroad.

“Presently, there are limited number of doctors in hospitals across the country, yet the government has not deemed it necessary to prioritise their welfare and demands.

“Let the government as a matter of urgency address our demands, because we are not asking for anything extraordinary,” he said.

An Investigating Police Officer, IPO, Inspector Elizabeth Osikolu, on Monday, told an Ikeja Sexual Offences and Domestic Violence Court how a housewife, Omolara Alashe, allegedly forced a 19-year-old lady to sleep with her husband, to bear a child.

Omolara and her husband, Ramoni Lateef, are facing a three-count charge of conspiracy, rape and sexual assault.

The defendants, however, pleaded not guilty.

The witness, while being led in evidence by the State Lead Counsel, Mr Babajide Boye, told the court that the alleged incident happened sometime in 2022, in Lagos.

Osikolu told the court that the mother of the victim died while they were living at Ojota and the couple offered to accommodate her.

She told the court that the victim said the couple also allegedly abused her physically whenever she made mistakes while living with them.

According to the witness, the first defendant (Omolara) on a particular day, allegedly woke up the 19-year-old in the middle of the night, and stripped her naked while the second defendant (Ramoni) slept with her.

The IPO told the court that her investigation further revealed that the couple had a baby but died sometime in October 2022.

The witness said: “The first defendant has not been able to conceive again after the death of the child.

“So they decided to use the survivor to bear children for him to prevent the husband from getting married again.

“The girl said they were in the sitting room one day when the first defendant started beating her, stripped her naked and inserted her fingers in her vagina.

“After she beat the girl, she threw out her belongings, seized her ATM card, MTN line and the salary she was making at the time to deny her access to her money.”

While being cross-examined by Defence Counsel, Mr Lekan Egberongbe, the witness maintained that the girl was not lying.

According to her, the first defendant admits it in her statement.

The witness told the court that if the 19-year-old had consented to the sexual assault, she would not have reported it to the Domestic and Sexual Violence Agency, DSVA.

“She would not have submitted herself for medical examination at Mirabel centre.

“The girl in question could not resist the man because she was intimidated by the wife,” Osikolu said.

Justice Oshodi adjourned the case to February 3, 2025 for continuation of trial.

An Ikeja High Court has refused the bail application of the Bus Rapid Transit, BRT, driver, Oluwaseun Osibanjo, who allegedly caused grievous harm and involuntary manslaughter by running into a moving train.

Justice Oyindamola Ogala gave the ruling on Friday in Lagos.

Ogala in her ruling, held that the defendant’s health was stable after spending seven weeks in the Intensive Care Unit, ICU, and discharged to face trial.

Ogala ruled that the defendant could continue to receive the care in custody.

According to her, the medical director of the custodial centre was the only authorised person to issue a medical report that indicated the need for the defendant to get external medical care.

She said: “The law is well settled to the effect that when in detention or custody the responsibility of affording the applicant access to proper medical facilities rests with those in whose custody he is, invariably the prison authorities.

“It is pertinent to state that though the applicant has placed before the court an exhibit (medical report) showing his state of health, same indicates that the defendant had stayed in the hospital for a total of seven weeks and has been discharged from the ICU and fit for trial.

READ ALSO: Train accident: BRT driver to face 16-count charge of manslaughter

“The defendant has also not shown that the correctional centre does not have the required facilities to take adequate care of him.

“The court in its considered view finds that at this time, the instant case does not warrant the exercise of its discretion in favour of granting the defendant bail.

“The defendant’s application for bail is hereby refused.”

Earlier, the defence counsel, Mr Lekan Egberongbe, prayed the court to grant Osibanjo bail to receive medical care.

Egberongbe said the defendant was an outstanding staff of Lagos State.

“My lord, the defendant has promised the court that he will not jump bail, escape upon release or interfere with the investigation.

“We pray the court to grant bail to the defendant,” he said.

The Director of Public Prosecution, DPP, Dr Babajide Martins, however, urged the court to refuse Osibanjo bail.

Martins argued that the defendant was a flight risk.

“My lord, the witness may be scared of the weight of sentences the charges against him carry.

“Moreover, there are number of witnesses against him and he may likely interfere with the investigation, if granted bail.

“We hereby urge this honourable court to refuse the bail of the defendant,” he said.

Two witnesses had on May 26 testified against Osinbajo.

The defendant is standing trial on a 16-count bordering on involuntary manslaughter and previous harm, preferred against him by the state government.

The offences contravened sections 224 and 245 of the Criminal Laws of Lagos State Criminal, 2015.

The case was adjourned until October 20 for continuation of trial.
