										<content:encoded><![CDATA[<p>President/Chief Executive of Dangote Industries Limited, Aliko Dangote, has urged African entrepreneurs, business leaders and wealthy individuals to invest in the development of the continent.</p>
<p>Speaking while hosting participants of the Global CEO Africa Programme from Lagos Business School and Strathmore Business School, Nairobi, after a tour of the Dangote Petroleum Refinery &amp; Petrochemicals in Ibeju-Lekki, Lagos, Dangote emphasised that with the right investments, Africa has the potential to grow and compete globally.</p>
<p>He asserted that what the continent needed were bold and transformative projects capable of addressing its long-standing challenges.</p>
<p>Citing the successful construction of the world’s largest single-train refinery—the Dangote Petroleum Refinery—as proof that nothing was impossible, he maintained that similar achievements could be replicated across sectors to drive economic growth.</p>
<p>Dangote reflected on the initial scepticism surrounding the refinery project, noting that despite numerous obstacles, the group remained steadfast in its commitment to delivering on its vision.</p>
<p>“There will always be challenges. In fact, life without challenges isn&#8217;t exciting. You just hope for the kind of challenges you can overcome—not the ones that overwhelm you,” he remarked.</p>
<p>He explained that completing the refinery had emboldened the group to pursue even more ambitious goals: “Now that we’ve built this refinery, we believe we can do anything. We aim to make our fertiliser company the largest in the world—and we’ve set ourselves a 40-month timeline.”</p>
<p>Dangote highlighted Africa’s wealth in both human and natural resources, stressing that business leaders were in a privileged position to harness the assets and create jobs for the continent’s growing population.</p>
<p>He stated that development could not be left to governments alone, urging the private sector to trust in national leadership and invest at home instead of moving capital abroad.</p>
<p>“We, as Africans, must stop taking our money abroad. We should invest it here to build our countries and the continent. As for me, I don’t take my money out of Africa. If we don’t show confidence in our own economies and leadership, foreign investors certainly won’t. After all, we know our leaders better than anyone else. That money being taken out of the continent should be left here, where it can benefit everyone,” he advised.</p>
<p>While many African nations have achieved political independence, Dangote argued that they remained economically dependent.</p>
<p>He cited countries like Dubai and Singapore, which were on par with some African countries in the 1970s but had surged ahead through deliberate policies and partnerships with visionary entrepreneurs.</p>
<p>Dangote expressed concern about the disparity between Africa’s rapidly growing population and the limited job opportunities available.</p>
<p>He called for a strong banking sector, a robust manufacturing base, and a thriving agricultural sector as cornerstones of the continent’s transformation.</p>
<p>He also stressed the importance of improved interconnectivity among African nations, revealing that it was currently cheaper to import goods from Spain than to transport cement clinker from Nigeria to neighbouring Ghana.</p>

<p>Acknowledging policy inconsistency and infrastructural challenges, Dangote encouraged the visiting CEOs not to be deterred but to remain ambitious while acquiring deep knowledge of their respective industries.</p>
<p>“If you think small, you don’t grow. If you think big, you grow. It’s better to try and fail than never to try at all,” he advised the 24 CEOs in attendance from six African countries.</p>
<p>Academic Director of the Global CEO Africa Programme at Lagos Business School, Patrick Akinwuntan, explained that the initiative was designed to inspire Africa’s future business leaders.</p>
<p>The programme, in partnership with Strathmore Business School in Nairobi, comprises three modules, requiring participants to spend a week each in Nairobi (Kenya), Lagos (Nigeria), and New Haven (USA).</p>
<p>“The goal is to nurture business leaders who see Africa as a single market—one without borders—focused on the continent’s vast potential. The refinery is a powerful symbol that vision goes beyond mere sight,” he said.</p>
<p>Akinwuntan, who is also the former Managing Director of Ecobank Nigeria, praised Dangote for his integrity, competence, and boldness in bringing such a monumental project to fruition.</p>
<p>Executive Dean of Strathmore Business School, Dr Caesar Mwangi,  echoed these sentiments.</p>
<p>He said the visit would inspire CEOs to realise that only Africans could truly develop the continent.</p>
<p>“This refinery is the world’s largest single-train refinery. It&#8217;s proof that we must dream big, think big, and—most importantly—act. If the Dangote Group can achieve this, then so can others across the continent,” Mwangi said.</p>
<p>“Every CEO here can take this inspiration back home and initiate impactful projects that will uplift our continent and create opportunities for the millions of young Africans who need them,” he added.</p>
<p>Dean of Lagos Business School, Prof Olayinka David-West, stated that the visit aligned with the school’s mission of grooming leaders capable of addressing Africa’s complex social and institutional challenges.</p>
<p>She lauded Dangote as a visionary leader who mobilised resources to confront the continent’s critical problems.</p>
<p>She noted that the refinery’s ripple effect extended beyond petroleum production, enhancing livelihoods and national wellbeing.</p>
<p>“This facility is pivotal. It serves as a practical tool to implement frameworks like the African Continental Free Trade Area (AfCFTA). While it’s one project, its effects will be felt across multiple sectors,” she explained.</p>
<p>Dr Rabiu Olowo, CEO of Nigeria’s Financial Reporting Council and a participant in the programme, said the visit had reignited the need for bold and courageous thinking in pursuing sustainable national development.</p>
<p>The visiting CEOs also included global banking leader Segun Aina; Managing Director of Family Bank, Nairobi, Nancy Njau; Executive Director and Chief Financial Officer for Cameroon, CEMAC, and CESA Region at Ecobank, Emmanuel Wakili; and former President of the CFA Society Nigeria, Ibukun Oyedeji, among others.</p>

										<content:encoded><![CDATA[<p>The Independent Petroleum Marketers Association of Nigeria, IPMAN, has said the price of petrol will drop to N935 per litre by Monday in view of Dangote Refinery’s new arrangement.</p>
<p>IPMAN said the new price was necessitated by the reduction in Dangote Refinery’s fuel ex-depot price and uniform arrangement, which would enable marketers to sell at N935 in their outlets nationwide.</p>
<p>Alhaji Maigandi Garima, IPMAN national president, who made this known on Sunday in an interview with the News Agency of Nigeria, NAN, in Abuja, lauded the Dangote refinery for the development.</p>
<p>Dangote refinery recently announced a significant reduction in fuel price by 7.27 per cent from N970 per litre to N899.50 per litre at its loading gantry and provided generous credit terms to marketers.</p>
<p>In the bid to ensure that the price reduction gets to the end consumers, it signed a partnership with MRS to sell petrol from its retail outlets nationwide at N935.</p>
<p>The price reduction which is designed by Dangote refinery to alleviate transport cost during the festive period and beyond, has already commenced in Lagos, and will be offered nationwide from Monday.</p>
<p>“Dangote refinery has brought another new arrangement of loading and pricing by which marketers would pay a fixed ex-depot price of N899. 50k.</p>
<p>“The refinery is running a programme whereby it wants the fuel consumption across the country to be at the same rate. We are expecting the new arrangement to kick-start on Monday.</p>
<p>“We have been loading from the Dangote refinery and the refinery is saving us in this festive period,’’ he said.</p>
<p>The IPMAN president said previously it was loading at N970 per litre at Dangote refinery, but based on the arrangement and promise from Dangote, by Monday fuel price will drop to N935.</p>
<p>Garima said the downstream sector competition being witnessed currently was expected by marketers since due to deregulation, adding that it would see the price of fuel dropping continuously.</p>

<p>“That is the reason why we have been asking the government to allow private sectors to participate in the refinery business.</p>
<p>“Very soon more refineries are coming up and the country will see a lot of price reduction in the downstream sector,’’ he said.</p>
<p>He recalled that during the 2023 yuletide, per litre of fuel was sold at N2, 000 in the Northern and Eastern part of the country because fuel was being imported at that period.</p>
<p>He added that the highest price of which fuel could be sold there currently is N1, 100 because refineries are running in the country.</p>
<p>“By the time Warri and Kaduna resume production, one can buy products at cheaper rates and it is good for the economy,’’ he added.</p>
<p>He however commended the Naira for the crude swap deal, adding that it is a good development for the growth of the economy.</p>
<p>The NNPC Ltd. had also slashed fuel ex-depot price from N1, 020 to N899.</p>
<p>The fuel price reduction reflects response to deregulation and increased industry competition.</p>

										<content:encoded><![CDATA[<p>In a landmark move for regional energy integration, Dangote Refinery and Neptune Oil jointly announced the first-ever export of Premium Motor Spirit, PMS, from Dangote Refinery, Africa&#8217;s largest oil refinery, to Cameroon.</p>
<p>The milestone, resulting from a strategic collaboration between the two companies, underscores their commitment to strengthening economic ties between Nigeria and Cameroon while meeting the region&#8217;s growing energy demands</p>
<p>Alhaji Aliko Dangote, President and CEO of the Dangote Group, stated: “This first export of PMS to Cameroon is a tangible demonstration of our vision for a united and energy-independent Africa. With this development, we are laying the foundation for a future where African resources are refined and exchanged within the continent for the benefit of our people.”</p>

<p>The collaboration between Dangote Refinery and Neptune Oil does not end with this first export.</p>
<p>Both companies are exploring new initiatives to establish a reliable supply chain that will help stabilize fuel prices and create new economic opportunities across the region.</p>

										<content:encoded><![CDATA[<p>The Port Harcourt Refining Company, PHRC, has not yet commenced bulk sales or opened its purchase portal, as essential processes are still being finalised.</p>
<p>The Nigerian National Petroleum Company Limited, NNPC Ltd., said an official announcements will be made if and when price reviews on the products occur.</p>
<p>Mr Olufemi Soneye, Chief Corporate Communications Officer, NNPC Ltd. in a statement on Friday, said currently its products being sold were originated from the Dangote Refinery.</p>
<p>The 60,000 barrels per day (bpd) capacity refinery began truck-out of petroleum products on Tuesday in Port Harcourt following its rehabilitation.</p>
<p>Some petroleum marketers and Nigerians have raised operational concern about the refinery as regards to pricing.</p>
<p>The Petroleum Products Retail Outlet Owners Association of Nigeria, PETROAN, also confirmed that the Refinery had not released any new price for products purchase.</p>

<p>The association said that it bought PMS with the old pricing template while awaiting the new prices.</p>
<p>“Currently, the products we are selling originate from the Dangote Refinery and include applicable Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) fees,” he said.</p>
<p>“Products from PHRC are exclusively for our retail stores at this stage. Our pricing is reviewed and adjusted periodically as necessary to reflect operational realities.</p>
<p>“We advise the public to disregard any misleading information regarding pricing. Official announcements will be made if and when price reviews occur,” he added.</p>

										<content:encoded><![CDATA[<p>The Ogun State Chamber of Commerce, Industry, Mines, and Agriculture, OGUNCCIMA, has praised the monumental contributions of Dangote Refinery to Nigeria’s economy and its role in revitalizing the private sector.</p>
<p>This flagship industrial project has not only reshaped the country’s energy landscape but has also created opportunities for private enterprises and driven sustainable economic growth.</p>
<p>Speaking on behalf of OGUNCCIMA, it&#8217;s president, Niyi Oshiyemi, lauded the refinery’s achievements, emphasizing its transformative impact on key economic sectors.</p>
<p>“The Dangote Refinery is a game-changer for Nigeria’s economy. With a capacity to refine 650,000 barrels of crude oil daily, it has reduced Nigeria’s reliance on imported petroleum products, conserved foreign exchange, and fortified our energy security. This milestone reinforces the critical role the private sector plays in national development,” he stated.</p>
<p>He said the impact of Dangote Refinery on the private sector was profound.</p>
<p>He said by creating thousands of direct and indirect jobs, the refinery had stimulated economic activities across multiple industries.</p>
<p>From manufacturing to logistics, the project has provided businesses with opportunities to grow and innovate, he added.</p>
<p>“The refinery’s operations have created employment for Nigerians at all levels while fostering technology transfer and skills acquisition. This has strengthened local businesses and equipped them with the tools to compete in domestic and global markets,” Oshiyemi noted.</p>

										<content:encoded><![CDATA[<p>The Prime Minister of Grenada, Dickon Mitchell, has described Dangote Petroleum Refinery and Petrochemicals as a significant investment in industrialisation and manufacturing needed by developing countries for their industrial growth.</p>
<p>He noted that it was through this type of investment that Africa and the developing countries could reverse the cycle of exporting raw materials while importing finished products from developed countries.</p>
<p>This is as Dangote hinted at potential partnerships with the Caribbean community in the production of cement and fertilisers as well as petroleum products.</p>
<p>Mitchell, who is the chairman of the Caribbean Community (CARICOM or CC) &#8211; a political and economic union of 15 member states and five associated members throughout the Americas, The Caribbean and Atlantic Ocean, disclosed this on Thursday during his tour of the Dangote Petroleum refinery and Petrochemicals complex in Ibeju Lekki, Lagos.</p>
<p>Mitchell said the investment was a tribute to the President of Dangote Group, Aliko Dangote, and his vision not just for Nigeria but Africa as a whole.</p>
<p>“This investment is a tribute to Dangote and his remarkable vision. It is the first of its kind in Nigeria and Africa, symbolising what the developing world needs: significant investment in industrialisation and manufacturing. This is an incredible achievement and a testament to Mr. Dangote’s vision, not just for his company, but for Nigeria and Africa as a whole.</p>
<p>“Dangote exemplifies what an African leader should be. We need not just political leaders, but business leaders who are willing to invest in Africa, particularly in manufacturing and industrialisation. We must ensure that we don’t continue to export our raw materials to the developed world, where they can be turned into sophisticated products and sent back to us. We need to reverse that cycle; it is the only way to grow the wealth of Africa and the developing world. Additionally, we need to support this with training and invest in job opportunities,” he said.</p>

<p>Applauding the sophistication and automation at the refinery, the Prime Minister expressed optimism for Nigeria’s future, especially given the number of young Nigerians trained and working at both the refinery and fertiliser plants.</p>
<p>The $20 billion refinery, the largest private investment in Africa, stands out for its team of young professionals, predominantly aged between 26 and 28, most of whom hold advanced degrees and were educated in Nigeria.</p>
<p>“It has been a wonderful experience to witness the shared skills, depth of sophistication, and automation here. Seeing so many bright young Nigerians, particularly in the laboratories, is truly inspiring. I believe this bodes well for the future development of Nigeria,” he added.</p>
<p>Mitchell stated that the Caribbean community would be exploring partnership opportunities with the Dangote Group to enhance its economy.</p>
<p>&#8220;One of the reasons I am here is to pursue synergies and partnerships between the diaspora and Africa, particularly in areas such as the refinery, cement, and fertiliser. We believe there are fantastic opportunities to develop partnerships between the Caribbean and Africa,&#8221; he added.</p>
<p>On his part, Dangote described the visit as symbolic, noting that many Caribbean countries are beginning to discover crude oil and are exploring opportunities to build their own refineries.</p>
<p>That, he said, would help them address the challenge of exporting crude while importing refined petroleum products at high costs.</p>
<p>“The visit shows that many countries are proud of what we have been able to achieve because a lot of countries have been unable to deliver their refineries. It shows their pride in seeing a Black person like them at the Caribbean, although I am from Nigeria, succeed. For them, this is a dream, especially as many Caribbean countries are beginning to discover oil but still depend largely on exporting crude while importing petroleum products, which is costlier than in America. Their dream is to set up a refinery—perhaps not of this size—but one that would cater to their people,” he said.</p>
<p>Africa’s wealthiest man emphasized that the company is looking for partnerships in the Caribbean not only in petroleum products but also in cement and fertilizer production.</p>
<p>He mentioned ongoing discussions about importing crude from these countries while supplying them with refined products.</p>
<p>“There are numerous partnerships in place. He is not only the Prime Minister of Grenada but also the Chairman of the Caribbean Community (CARICOM). We are exploring collaboration in areas such as cement and petroleum, including the possibility of buying crude from them while selling some of our petroleum products to them. We already export to the U.S., Mexico, and other regions, so there is significant collaboration we are looking to develop between us and them,” he added.</p>
<p>The 650,000 barrels per day (bpd) Dangote Oil Refinery—the largest single-train refinery in the world—is designed to process a wide variety of crude oils, including those from Africa, the Middle East, and US Light Tight Oil.</p>
<p>It conforms to Euro V specifications and is built to meet stringent standards set by the US Environmental Protection Agency (EPA), European emission norms, the Department of Petroleum Resources (DPR), and the African Refiners and Distributors Association (ARDA).</p>
<p>The refinery has the capacity to satisfy 100% of Nigeria’s demand for petrol, diesel, kerosene, and aviation jet fuel, with additional surplus available for export.</p>

										<content:encoded><![CDATA[<p>The Senate leadership yesterday described the 650,000bpd Dangote Petroleum Refinery as the 9th wonder of the world but came hard on those who are skeptical of the completion of Dangote Petroleum Refinery, describing them as dream killers.</p>
<p>Indeed, the Senate President, Godswill Akpabio, who led the leadership of the 10th Senate on a tour of the Refinery in Lagos said detractors of the refinery had all been silenced and that indeed, previous governments had been put to shame with the completion of the project.</p>
<p>He assured that the National Assembly would give it what it would take to protect the project because it is one project that Nigeria and indeed Africa should take the ownership and must be protected jealously.</p>
<p>Commending Alhaji Aliko Dangote for completing the construction of the largest single train refinery in the world in a record time, the Senate President said Dangote deserved all the accolades for this feat noting that ordinary residence of Nigeria’s Vice-President could not be completed until after 14 years.</p>
<p>Said he: “They told us in Abuja that Dangote Refinery is farce but we have come here and see for ourselves that the refinery is alive and running. Dangote has put to shame a lot of people. They are wondering how it will be possible for a single individual to accomplish what a whole nation could not accomplish; what 240 million people could not maintain; what a continent could not do and then one person will build 650,000bpd project.</p>
<p>“They keep wondering how one person can succeed where nations have failed; where a continent has failed. But Dangote has done it. It is highly commendable. We came to see the refinery because we in the current Senate believe in the Nigerian dream. We didn’t come as a doubting Thomas but we came because we believe the project, we came to rekindle the hope of Nigerians and the Nigerian’s can-do spirit.”</p>
<p>Senator Akpabio stated that the whole of Nigeria couldn&#8217;t make refineries function in Kaduna, Pot Harcourt, Warri, but that Dangote and his team had proven that it was possible to dream and achieve it in Nigeria.</p>
<p>Akpabio said the shame that came with the discovery of oil in Nigeria in 1958 has been removed by Dangote alluding to a report that India does not have oil but has refineries from where the country exports refined products.</p>
<p>The inability of the nation to refine its oil has brought untold hardship on Nigerians so much so that Belgian government recently ban the exportation of dirty and condemned fuel to the country to West African country just because we can’t refine our own products.</p>
<p>Describing the refinery as quite unbelievable, Senator Akpabio who was sandwiched by other senators comprising of the Deputy Senate President, Senate Leader, Senator Opeyemi Bamidele and a host of others said the Senate and the entire National Assembly would come up with a robust legislation that would protect the project and others like it.</p>
<p>He stated: “Mr. Dangote, I pity you a lot because even your friends will envy you simply because they will keep wondering how can you succeed when nations, and continents have failed? Now that we have seen for ourselves, we are here to announce our own endorsement of this major project. It is also shocking to see that we produce sufficient fertilisers for Nigeria and enough to be exported.</p>
<p>&#8220;As I said we will do our report and we will speak to Mr President to put a stop to fertisliser import to Nigeria. You will hear from us soon.”</p>
<p>Also speaking, Lagos State governor, Babajide Sanwo-Olu, enthused that it was a privilege that the refinery happened in &#8220;our time, our state and our country.”</p>
<p>He said, “People talk about dreams, but only few can make it happen. Dangote has put Lagos State and the whole of Nigeria on the world map of excellence.</p>
<p>&#8220;I am happy the Senate came to see for themselves; Dangote was not ready to rest after successfully building the largest cement factory chain in Africa, second largest sugar refinery in the world. With investment like this, I can assure you that we are on the right path to meet the projected GDP of $1trn by 2030.</p>
<p>&#8220;You have the key to the city, I have given you long time ago and I am happy you are using it very well,&#8221; Governor Sanwo-Olu stated.</p>
<p>In his remark, Dangote explained that the &#8220;visit could not have come at a more auspicious time than now just as the organization is in the process of bringing the various units of this complex integrated refining processes on stream, an eagerly awaited move.&#8221;</p>
<p>He stated further that the Dangote Refinery &#8220;produces a wide range of high-quality petroleum products, including premium motor spirit (petrol), diesel, kerosene, and jet fuel, all meeting the highest international standards (Euro V Grade). The Refinery apart from adding value to our crude oil, will yield 900,000 KTPA of Polypropylene and 36,000 KTPA of Sulphur and carbon black as by products.</p>
<p>&#8220;The Refinery will help boost Nigeria’s economic growth, with the creation of thousands of direct and indirect jobs. During the construction stage, it supported over 150,000 jobs, made up of mostly Nigerians. These Nigerians in the process acquired various skills that are still useful in other construction projects.</p>
<p>&#8220;The capacity of the refinery is enough to satisfy domestic demands for refined products. The Refinery will export about 50 per cent of its production thereby generating foreign exchange for the country.  It will lead to growth in adjacent sectors such as logistics, shipping, engineering, and servicing.</p>
<p>&#8220;The Refinery has the requisite capacity to provide energy security both by providing a ready home for our crude and in ensuring steady availability of petroleum products for all. Nigerians will also get to partake in the financial returns once we list the Refinery on the NGX.</p>
<p>&#8220;We are thus making an important contribution to this administration’s plan to grow our GDP to $1 trillion.</p>
<p>&#8220;Our Group is at the vanguard of job creation and employment generation in Nigeria. We are the biggest employer of labour after the Federal Government. Dangote Cement sustains about 70,000 (Seventy thousand) direct and indirect jobs across Africa, while the Refinery, Petroleum Chemical Complex and Fertiliser will be able to create over 150,000 (One hundred and fifty thousand) direct and indirect jobs.</p>
<p>&#8220;We have remained one of the biggest contributors to government coffers as our three subsidiaries, Dangote Cement, Dangote Sugar Refinery and NASCON Allied Industries paid a total of N788.98 billion as tax and N276 billion in VAT in three years.</p>
<p>&#8220;We envision in Nigeria the equivalent of Jamnagar in India where crude oil refining is the backbone of specialised industrial zones, transportation networks, and ancillary industries, contributing to the overall industrialisation of the region. Or Saudi Arabia’s Jubail Industrial City, which is also undergirded by large scale petrochemical complexes.</p>
<p>&#8220;The Legislature has a great role to play in this. Globally, the Legislature plays a great role in protecting and supporting domestic industry. I am sure that the members of the 10th National Assembly are more than equal to the task. Supporting the Refinery secures the benefits. It will ensure energy security. As co-creators of value, we appreciate and acknowledge your consistent efforts in ensuring the enactment of vital laws promoting a conducive business environment in the nation,&#8221; he said.</p>

<p>The Group Chief Branding and Communications Officer, Dangote Industries Limited, Mr Anthony Chiejina, had earlier announced the date of the event.</p>
<p>The facility is expected to produce 650,000 barrels per day with the cost of completion pegged at 19 billion dollars.</p>
<p>The 650,000 barrels per day refinery is expected to boost the federal government’s effort to make Nigeria self-sufficient.</p>
<p>The Dangote Refinery complex located in the Lekki Free Zone area of Lagos, covers a land area of approximately 2,635 hectares, which is larger than the entire Victoria Island.</p>
<p>The refinery is the biggest in Africa and also the biggest single-train facility in the world.</p>
<p>A single-train refinery uses an integrated distillation unit or one Crude Distillation Unit, CDU, to refine crude oil into various petroleum products.</p>
<p>This is against the use of multiple distillation units by most big refineries.</p>

<p>Chiejina made this known on Sunday in Lagos.</p>
<p>The facility is expected to produce 650,000 barrels per day with the cost of completion pegged at 19 billion dollars.</p>
<p>The 650,000 barrels per day refinery is expected to boost the federal government’s effort to make Nigeria self-sufficient.</p>
<p>The Dangote Refinery complex located in the Lekki Free Zone area of Lagos, covers a land area of approximately 2,635 hectares, which is larger than the entire Victoria Island.</p>
<p>The refinery is the biggest in Africa and also the biggest single-train facility in the world.</p>
<p>A single-train refinery uses an integrated distillation unit or one Crude Distillation Unit, CDU, to refine crude oil into various petroleum products.</p>

										<content:encoded><![CDATA[<p>The Central Bank of Nigeria, CBN, Governor, Mr Godwin Emefiele, says arrangement is being made to enable the Dangote Refinery sell refined crude to Nigeria in naira when it commences production.</p>
<p>Emefiele also disclosed that the first shipment of Urea from the Dangote Fertiliser Plant would begin in March to help boost agriculture in the country.</p>
<p>Emefiele made the disclosure on Saturday during an inspection tour of the sites of Dangote Refinery, Petrochemicals Complex Fertiliser Plant and Subsea Gas Pipeline projects at Ibeju Lekki, Lagos.</p>
<p>The CBN governor noted that the 15 billion dollar projects being constructed by the Dangote Group would save Nigeria from expending about 41 per cent of its foreign exchange on importation of petroleum products.</p>
<p>Emefiele said: “Based on agreement and discussions with the Nigerian National Petroleum Corporation and the oil companies, the Dangote Refinery can buy its crude in naira, refine it, and produce it for Nigerians’ use in naira.</p>
<p>“That is the element where foreign exchange is saved for the country becomes very clear.</p>
<p>“We are also very optimistic that by refining this product here in Nigeria, all those costs associated with either demurrage from import, costs associated with freight will be totally eliminated.</p>
<p>“This will make the price of our petroleum products cheaper in naira.</p>
<p>“If we are lucky that what the refinery produces is more than we need locally you will see Nigerian businessmen buying small vessels to take them to our West African neighbours to sell to them in naira.</p>
<p>“This will increase our volume in naira and help to push it into the Economic Community of West African States as a currency,” Emefiele said.</p>
<p>Emefiele expressed optimism that the refinery would be completed by the first quarter of 2022, adding that that would put an end to the issue of petrol subsidy in the country.</p>
<p>“I am saying that by this time next year, our cost of import of petroleum products for petrochemicals or fertiliser will be able to save that which will save Nigeria’s reserve.</p>
<p>“It will help us so that we can begin to focus on more important items that we cannot produce in Nigeria today,” Emefiele said.</p>
<p>He said the CBN had given a N100 billion intervention to the projects, adding that the apex bank was ready to support Nigerian businesses set up to uplift the country economically.</p>
<p>Also speaking, Alhaji Aliko Dangote said that the fertiliser and petrochemicals plants were capable of generating 2.5 billion dollars annually while the refinery would serve Nigeria and other countries across the world.</p>
<p>He said the projects would create jobs for Nigerians and build their capacity in critical areas of the oil and gas industry.</p>
<p>Dangote thanked President Muhammadu Buhari and the CBN governor for their support toward the completion of the projects.</p>
<p>He said: “I will like to thank the president personally for helping us and assisting us in making sure that we are now back on track.</p>
<p>“Mr President personally wrote a letter to the president of China and asked them to bring the expatriates that we don’t have so that we can continue work.</p>

<p>“The good part of it is that we have learnt a lot also and there are a lot of Nigerians that just need small training and they are doing extremely well.</p>
<p>”So now we only need a small number of people coming from abroad just to give that training.”</p>
<p>Dangote also called for the speedy passage of the Petroleum Industry Bill currently before the National Assembly to maximise the opportunities in the Nigerian oil and gas sector.</p>
