										<content:encoded><![CDATA[<p>Former UK Prime Minister and Member of Parliament, Boris Johnson, will address the 16th session of the Osigwe Anyiam-Osigwe annual lecture series.</p>
<p>The former UK leader will address the august gathering in Lagos on March 27, 2023 coming after the last edition that was addressed by the President of the Federal Republic of Nigeria, Muhammadu Buhari.</p>
<p>While announcing the 2023 event, Acting Coordinator-General of Osigwe Anyiam-Osigwe Foundation, George Anyiam-Osigwe, noted that the former UK prime minister, would join the rank of global statesmen and women that had addressed the lecture&#8217;s eminent audience in the past.</p>
<p>He said Johnson would bring to bear his experiential knowledge as one of the significant international statesmen of the 21st century to examine the central theme of the lecture, &#8220;Rehumanising Human Experience: A Synopsis of Anyiam-Osigwe&#8217;s treatises.&#8221;</p>
<p>The former Mayor of London and former UK Foreign Secretary, through his keynote address, would offer solutions to some of the global challenges that are currently plaguing the world, stoking citizens&#8217; frustrations and anger.</p>
<p>On the choice of Boris Johnson, the Coordinator-General said the former PM was chosen for his courage, extensive and practical knowledge in confronting some world knotty domestic and global problems such as Brexit, COVID-19, Russia-Ukraine war during his premiership.</p>
<p>&#8220;We considered him the right person to speak to the theme of Rehumanising the world. The world has gone through serious upheavals in the last two decades; from the civil war in Syria, political instability in parts of Africa, Brexit that has really tested United Kingdom and the entire European Union, trade war between China and America and the COVID-19 pandemic that shut down the entire world for more than a year with attendant social and economic dislocation.</p>
<p>&#8220;Former Prime Minister Johnson is one of the active global leaders of the last decade who had to deal with some of these problems and led the world through a once in a century pandemic. We are of the strong view that our country and the world can benefit from his experience and perspectives.&#8221;</p>

										<content:encoded><![CDATA[<p>Boris Johnson and Rishi Sunak on Friday were leading the potential contenders to replace British Prime Minister Liz Truss with candidates canvassing support to become Conservative Party leader in a fast-tracked contest.</p>
<p>After Truss quit on Thursday, ending her six weeks in power, those who want to replace her were trying to find the 100 votes from Conservative lawmakers needed to run in a contest that the party hoped would reset its ailing fortunes.</p>
<p>With the Conservatives all but facing a wipeout in the next national election, according to opinion polls, the race is on to become the fifth British Prime Minister in six years.</p>
<p>The winner will be announced on either Monday or Friday next week.</p>
<p>In what would be an extraordinary comeback, Johnson, who was ousted by lawmakers just over three months ago, was running high up the ranks alongside Sunak to be crowned the next prime minister.</p>

<p>“I think he’s got that proven track record to turn around things. He can turn it around again. And I’m sure my colleagues hear that message loud and clear,” Conservative lawmaker Paul Bristow said of Johnson on LBC radio.</p>
<p>“Boris Johnson can win the next general election,” he said.</p>
<p>Johnson, who left office comparing himself to a Roman dictator brought into power twice to fend off crises, might face difficulty in reaching the 100 votes after his three-year tenure was blighted by scandals and allegations of misconduct.</p>
<p>One of his former advisers, who no longer spoke  to Johnson and requested not to be identified, said he was unlikely to reach the target, haven alienated dozens of Conservatives during his scandal-ridden tenure.</p>
<p>The Financial Times newspaper, which called for a new election, said a Boris comeback would be “farcical”.</p>
<p>Will Walden, who also previously worked for Johnson, said the former prime minister was returning from holiday and was taking soundings.</p>
<p>“The country needs a grown-up, serious leader. Boris had his chance, let’s move on. I suspect that is not what the Tory party will do, they may well re-elect him,” he told the BBC.</p>
<p>Business minister Jacob Rees-Mogg said he was backing Boris, tweeting his support with the hashtag ‘#Borisorbust’.</p>
<p>The contest began on Thursday, hours after Truss stood in front of her Downing Street office to say she could not go on.</p>
<p>Sunak, the former Goldman Sachs analyst who became finance minister just as the COVID-19 pandemic arrived in Europe and was runner-up to Truss in the previous leadership contest this summer, was a favourite with bookmakers, followed by Johnson.</p>
<p>Running in third was Penny Mordaunt, a former defence minister popular with party members.</p>
<p>None had formally declared their candidacy.</p>

										<content:encoded><![CDATA[<p>Scandal-ridden Boris Johnson announced on Thursday he would quit as British prime minister after he dramatically lost the support of his ministers and most Conservative lawmakers, but said he would stay on until his successor was chosen.</p>
<p>Bowing to the inevitable as more than 50 ministers quit and lawmakers said he must go, an isolated and powerless Johnson said it was clear his party wanted someone else in charge, but that his forced departure was &#8220;eccentric&#8221;.</p>
<p>&#8220;Today I have appointed a cabinet to serve, as I will, until a new leader is in place,&#8221; Johnson said outside his Downing Street office where his speech was watched by close allies and his wife Carrie.</p>
<p>&#8220;I know that there will be many people who are relieved and perhaps quite a few who will also be disappointed. And I want you to know how sad I am to be giving up the best job in the world. But them&#8217;s the breaks,&#8221; he added, making no apology for the events that forced his announcement.</p>
<p>There were cheers and applause as he began his speech, while boos rang out from some outside the gates of Downing Street.</p>
<p>After days of battling for his job, Johnson had been deserted by all but a handful of his closest allies after the latest in a series of scandals sapped their willingness to support him.</p>
<p>&#8220;It was a short and bizarre resignation speech which didn&#8217;t mention the word resign or resignation once. There was no apology, no contrition,&#8221; Conservative lawmaker Andrew Bridgen said. &#8220;There was no apology for the crisis his actions have put our government, our democracy, through.&#8221;</p>
<p>The Conservatives will now have to elect a new leader, a process which could take weeks or months, with details to be announced next week.</p>
<p>A snap YouGov poll found that defence minister Ben Wallace was the favourite among Conservative Party members to replace Johnson, followed by junior trade minister Penny Mordaunt and former finance minister Rishi Sunak.</p>
<p>While Johnson said he would stay on, opponents and many in his own party said he should leave immediately and hand over to his deputy, Dominic Raab.</p>
<p>Former Conservative Prime Minister John Major said it was &#8220;unwise and maybe unsustainable&#8221; for him to remain in office when he could still exert its powers.</p>
<p>&#8220;For the overall wellbeing of the country, Mr Johnson should not remain in Downing Street &#8211; when he is unable to command the confidence of the House of Commons &#8211; for any longer than necessary to effect the smooth transition of government,&#8221; Major said in a letter released to media.</p>
<p>COST-OF-LIVING CRISIS</p>
<p>The crisis comes as Britons are facing the tightest squeeze on their finances in decades, in the wake of the COVID-19 pandemic, with soaring inflation, and the economy forecast to be the weakest among major nations in 2023 apart from Russia.</p>
<p>It also follows years of internal division sparked by the narrow 2016 vote to leave the European Union, and threats to the make-up of the United Kingdom itself with demands for another Scottish independence referendum, the second in a decade.</p>
<p>Support for Johnson had evaporated during one of the most turbulent 24 hours in recent British political history, epitomised by finance minister, Nadhim Zahawi, who was only appointed to his post on Tuesday, calling on his boss to resign.</p>
<p>Zahawi and other cabinet ministers went to Downing Street on Wednesday evening, along with a senior representative of those lawmakers not in government, to tell Johnson the game was up.</p>
<p>Initially, Johnson refused to go and seemed set to dig in, sacking Michael Gove &#8211; a member of his top ministerial team who was one of the first to tell him he needed to resign &#8211; in a bid to reassert his authority.</p>
<p>But by Thursday morning as a slew of resignations poured in &#8211; including that of Michelle Donelan who he&#8217;d only appointed education secretary on Tuesday night &#8211; it became clear his position was untenable.</p>
<p>&#8220;You must do the right thing and go now,&#8221; Zahawi tweeted.</p>
<p>Some of those that remained in post, including Wallace, had said they were only doing so because they had an obligation to keep the country safe.</p>
<p>Once it was clear he was standing down, Johnson began appointing ministers to vacant posts.</p>
<p>&#8220;It is our duty now to make sure the people of this country have a functioning government,&#8221; Michael Ellis, a minister in the Cabinet Office department which oversees the running of government, told parliament.</p>
<p>FROM POPULAR TO DESERTED</p>
<p>The ebullient Johnson came to power nearly three years ago, promising to deliver Brexit and rescue it from the bitter wrangling that followed the 2016 referendum.</p>
<p>He shrugged off concerns from some that his narcissism, failure to deal with details, and a reputation for deceit meant he was unsuitable.</p>
<p>Some Conservatives enthusiastically backed the former journalist and London mayor, while others, despite reservations, supported him because he was able to appeal to parts of the electorate that usually rejected their party.</p>
<p>That was borne out in the December 2019 election.</p>
<p>But his administration&#8217;s combative and often chaotic approach to governing and a series of scandals exhausted the goodwill of many of his lawmakers while opinion polls show he is no longer popular with the public at large.</p>
<p>The recent crisis erupted after lawmaker Chris Pincher, who held a government role involved in pastoral care, was forced to quit over accusations he groped men in a private member&#8217;s club.</p>
<p>Johnson had to apologise after it emerged that he was briefed that Pincher had been the subject of previous sexual misconduct complaints before he appointed him.</p>
<p>The prime minister said he had forgotten.</p>
<p>This followed months of scandals and missteps, including a damning report into boozy parties at his Downing Street residence and office that broke COVID-19 lockdown rules and saw him fined by police over a gathering for his 56th birthday.</p>
<p>There have also been policy U-turns, an ill-fated defence of a lawmaker who broke lobbying rules, and criticism that he has not done enough to tackle the cost-of-living crisis, with many Britons struggling to cope with rising fuel and food prices.</p>
<p>In his resignation speech, Johnson highlighted his successes &#8211; from completing Brexit to overseeing the fastest COVID-19 vaccine rollout in Europe. But he said his attempts to persuade colleagues that changing leader while there was war in Ukraine and the government was delivering on its agenda had failed.</p>
<p>&#8220;I regret not to have been successful in those arguments. And of course, it&#8217;s painful not to be able to see through so many ideas and projects myself,&#8221; he said.</p>
<p>&#8220;But as we&#8217;ve seen at Westminster, the herd instinct is powerful &#8211; when the herd moves, it moves and, my friends, in politics no one is remotely indispensable.&#8221;</p>

										<content:encoded><![CDATA[<p>President Muhammadu Buhari on Thursday told the Prime Minister of Great Britain, Boris Johnson, that the leader of the proscribed Indigenous Peoples of Biafra, IPOB, Nnamdi Kanu, was not granted bail because he had once jumped bail.</p>
<p>Buhari spoke during a bilateral meeting with Johnson on the margins of the 26th Commonwealth Heads of Government Meeting (CHOGM) in Kigali, Rwanda.</p>
<p>Said he: “He felt very safe in Britain, and said awful things against Nigeria. We eventually got him when he stepped out of the United Kingdom, and we sent him to court. Let him defend all that he has said there. His lawyers have access to him. Remember he jumped bail before, how are we sure he won’t do it again, if he’s admitted to bail?”</p>
<p>During the meeting, Buhari reiterated his resolve to respect the maximum term limit in the Nigerian Constitution.</p>
<p>The PM, obviously not quite familiar with the maximum two terms limit, had asked if President Buhari would run for office again to which the latter responded:</p>
<p>“Another term for me? No! The first person who tried it didn’t end very well.” (General laughter).</p>
<p>On the keenness expressed by the PM to help Nigeria in the area of security, the president said helping to stabilize Libya could be an initial good step, as the fall of Muammar Gadaffi after 42 years in power unleashed his armed guards on countries in the Sahel, “and they are causing havoc everywhere, as the only thing they know how to do is to shoot guns.”</p>
<p>On Boko Haram insurgency, President Buhari said there was serious effort to educate the people on the fact that only an unserious person could kill innocent people, “and say Allah Akbar (God is Great). God is justice. You can’t take innocent souls, and ascribe it to God. And the education process is working, the people now understand Boko Haram as anti-God, and not about religion.”</p>
<p>PM Johnson said he was delighted about the good news on trade between the two countries, adding that the UK was further reducing tariffs on some goods going to Nigeria.</p>
<p>He described the relationship between the countries as “very strong attachment,” adding: “I just want to be sure that we are doing enough. It’s a massive partnership for us, and we need to capitalise on it.”</p>
<p>The Prime Minister offered condolences on some recent attacks in Nigeria, particularly on churches.</p>

										<content:encoded><![CDATA[<p>President Muhammadu Buhari is now in London, the United Kingdom (UK), where he will participate in the Global Education Summit on Financing Global Partnership for Education (GPE) 2021 to 2025.</p>
<p>The president’s aircraft arrived at the Stansted International Airport, London at about 11:20 p.m. (local time) with the temperature at 22 degrees celsius.</p>
<p>An earlier statement by the president’s spokesman, Mr Femi Adesina, said the summit would be co-hosted by the Prime Minister of the UK, Boris Johnson, and the President of Kenya, Uhuru Kenyatta.</p>
<p>According to him, the summit will bring together Heads of State and Government as well as stakeholders and youth leaders, and provide a platform for partners to chart a way forward toward transforming education systems in partner countries through exchange of best practices.</p>
<p>“It will also offer the opportunity for leaders to make 5-year pledges to support GPE’s work to help transform education systems in up to 90 countries and territories.</p>

										<content:encoded><![CDATA[<p>President Muhammadu Buhari will today travel to the United Kingdom to participate in the Global Education Summit on Financing Global Partnership for Education (GPE) 2021-2025.</p>
<p>The announcement was made in a statement by the Special Adviser to the President on Media and Publicity, Mr. Femi Adesina.</p>
<p>The summit, which will be co-hosted by the Prime Minister of the United Kingdom, Boris Johnson, and the President of Kenya, Uhuru Kenyatta, will bring together Heads of State and Government as well as stakeholders and youth leaders, and provide a platform for partners to chart a way forward towards transforming education systems in partner countries, through exchange of best practices.</p>
<p>It will also offer the opportunity for leaders to make five-year pledges to support GPE&#8217;s work to help transform education systems in up to 90 countries and territories.</p>
<p>Deliberations at the Summit will focus on: The Power of Education –A Conversation between Global Champions; Transforming Education for Girls; Financing for Impact and Recovery and; What Now? Priorities for Transforming Education in the Coming Five Years, among others.</p>
<p>President Buhari will also hold a bilateral meeting with Prime Minister Boris Johnson.</p>
<p>After the summit, the president will spend a few days for an earlier scheduled medical check-up.</p>
<p>He is due back by second week of August, 2021.</p>
<p>The president will be accompanied by Minister of Foreign Affairs, Geoffrey Onyeama, Minister of State Education, Chukwuemeka Nwajiuba, National Security Adviser, Maj. Gen. Babagana Monguno (rtd) and Director General of National Intelligence Agency, Amb. Ahmed Rufai Abubakar.</p>

										<content:encoded><![CDATA[<p>Britain and the European Union, EU, have reached a deal on their post-Brexit trade relations, British media reported on Thursday.</p>
<p>British Prime Minister Boris Johnson is expected to confirm it at a press conference later, the reports said.</p>
<p>Johnson is quoted by British media as saying that “the deal is “done.”</p>
<p>“All of our key red lines about returning sovereignty have been achieved,” the BBC quoted an important government source as saying.</p>
<p>Meanwhile, European Commission President Ursula von der Leyen told a press conference in Brussels that a deal had been sealed.</p>
<p>“We have finally found an agreement. It was a long and winding road, but we have got a good deal to show for it,” she said.</p>
<p>She added that it was “fair” and “balanced”, and it was “right and responsible” for the two sides to pursue it.</p>
<p>The deal came with only a week to go before the Brexit transition period ends on December 31.</p>
<p>The historic deal will mean zero tariffs and zero quotas.</p>
<p>It also means that Britain has “taken back control of our money, borders, laws, trade and our fishing waters,” the Evening Standard newspaper quoted a British government source as saying.</p>
<p>The British parliament would still need to ratify the deal by the end of the year before it can be implemented on January 1, 2021.</p>
<p>The EU is likely to impose “provisional application” of the agreement until MEPs vote on it in 2021.</p>
<p>Britain left the EU on January 31, 2020.</p>
<p>The two sides have been locked in talks since March to determine their future relations.</p>

										<content:encoded><![CDATA[<p>Prime Minister Boris Johnson ordered England back into a national lockdown after the United Kingdom passed the milestone of one million COVID-19 cases and a second wave of infections threatened to overwhelm the health service.</p>
<p>The United Kingdom, which has the biggest official death toll in Europe from COVID-19, is grappling with more than 20,000 new coronavirus cases a day and scientists have warned the “worst case” scenario of 80,000 dead could be exceeded.</p>
<p>Johnson, at a hastily convened news conference in Downing Street after news of a lockdown leaked to local media, said that the one-month lockdown across England would kick in at a minute past midnight on Thursday morning and last until December 2.</p>
<p>In some of the most onerous restrictions in Britain’s peacetime history, people will only be allowed to leave home for specific reasons such as education, work, exercise, shopping for essentials and medicines or caring for the vulnerable.</p>
<p>“Now is the time to take action because there is no alternative,” Johnson said, flanked by his chief medical officer, Chris Whitty, and his chief scientific adviser, Patrick Vallance.</p>
<p>The government will revive its emergency coronavirus wage subsidy scheme to ensure workers who are temporarily laid off during a new England-wide lockdown receive 80% of their pay.</p>
<p>Essential shops, schools, and universities will remain open, Johnson said.</p>
<p>Pubs and restaurants will be shut apart from for takeaways.</p>
<p>All non-essential retail will close.</p>
<p>Johnson’s imposition of stricter curbs came after scientists warned the outbreak was going in the wrong direction and that action was needed to halt the spread of the virus if families were to have any hope of gathering at Christmas.</p>
<p><strong>Johnson</strong> was criticised by political opponents for moving too slowly into the first national lockdown, which stretched from March 23 to July 4.</p>
<p>He fell ill with COVID in late March and was hospitalised in early April.</p>
<p>The measures bring England into alignment with France and Germany by imposing nationwide restrictions almost as severe as the ones that drove the global economy this year into its deepest recession in generations.</p>
<p>So far the United Kingdom has reported 46,555 COVID-19 deaths &#8211; defined as those dying within 28 days of a positive test.</p>
<p>A broader death measure of those with COVID-19 on their death certificates gives the toll as 58,925.</p>
<p>The United Kingdom has the world’s fifth largest official death toll, after the United States, Brazil, India and Mexico, according to a Johns Hopkins University tally.</p>

										<content:encoded><![CDATA[<p>British Prime Minister Boris Johnson could return to governing the country as early as Monday after recovering from the novel coronavirus, according to a media report.</p>
<p>The Daily Telegraph newspaper reported on Friday morning that Johnson would be returning to office in London at a critical stage of the pandemic, as his party members wish to gradually ease lockdown restrictions.</p>
<p>His office had not confirmed the report.</p>
<p>Johnson was recuperating at Chequers country estate outside London, where he had been conducting some work duties including taking phone calls from the Queen and U.S. President Donald Trump, the Press Association news agency reported.</p>
<p>Johnson had been admitted to intensive care in London as his breathing became more restricted by COVID-19, the disease caused by the virus.</p>
<p>He was released from hospital on April 12.</p>
<p>Foreign Minister Dominic Raab is currently heading the government, which has come under criticism for its handling of the pandemic.</p>
<p>At least 18,500 people in Britain have died from COVID-19, according to Johns Hopkins university data.</p>

<p>In a congratulatory letter dated April 14, 2020 to Mr Johnson, President Buhari said he received “with great relief the news of your discharge from hospital after being successfully treated for Covid-19.”</p>
<p>Expressing delight on behalf of his family and the government and people of Nigeria, at the Prime Minister’s recovery, the Nigerian leader said:</p>
<p>“We all join you in appreciating the wonderful staff at both the hospital and the NHS who worked round the clock to look after you and those afflicted by Covid-19.”</p>
<p>President Buhari also wished the Prime Minister “full recovery and good health in the coming days.”</p>
