										<content:encoded><![CDATA[<p>No fewer than four persons died and several others injured in two separate auto accidents along Abakaliki-Enugu Expressway in Ebonyi State on New Year Day.</p>
<p>Mr Anthony Okore, Sector Commander, Federal Road Safety Corps, FRSC, Ebonyi Command told the News Agency of Nigeria, NAN, in Abakaliki that the accidents occurred in separate spots along the road.</p>
<p>He explained that the first accident involving a <em>Toyota Sienna </em>collided with an articulated vehicle.</p>
<p>“The accident happened in two locations, Ezzamgbo and Nkalagu axis of the road in Ohaukwu and Ishielu local government area of Ebonyi.</p>
<p>“The first involved a tanker coming from Abakaliki to Enugu and a <em>Sienna</em> vehicle coming from Lagos to Abakaliki. The tanker number plate is ENU 282 XT while the Sienna number is KPU 537 YE.</p>
<p>“The tanker was trying to avoid pothole and unfortunately swapped and hit two commercial motorcycles (Okada). Two persons died from the motorcycle.</p>
<p>“Two persons also died from the Toyota Sienna, making a total of four deaths. Some others who received various injuries were taken to the hospital,” he said.</p>
<p>On the second accident, Okore said it involved a truck loaded with garri which somersaulted on the road.</p>
<p>“The truck capsized, but no life was lost in that particular incident. The truck capsized and blocked the road. Our personnel have been there and they are trying to clear the road.</p>
<p>“Yes, it is causing gridlock on the highway, but FRSC officers are on top of the situation,” he said.</p>

										<content:encoded><![CDATA[<p>The Federal Road Safety Corps, FRSC, in Ogun State said on Saturday that six persons lost their lives in an accident that involved two vehicles on the Lagos-Ibadan Expressway.</p>
<p>The sector Commander, Mr Ahmed Umar, confirmed the incident to the <em>News Agency of Nigeria, </em>NAN, at Ota, Ogun State.</p>
<p>He said that 12 other persons sustained various degrees of injuries in the accident.</p>
<p>Umar explained that the unfortunate accident, which involved 18 persons, occurred at about 3.20 a.m.</p>
<p>He said that the two vehicles involved in the accident were a Toyota Hiace bus with registration number, MKA 567 XZ and an Iveco articulated vehicle marked XF 854 KTN.</p>
<p>“The corpses of the victims have been deposited at Idera Hospital, Sagamu, while the survivors are taken to different hospitals for treatment,’’ he said.</p>
<p>He blamed the crash on excessive speeding and loss of control.</p>
<p>He urged motorists to desist from over speeding to avoid unnecessary loss of lives and property.</p>
<p>Umar said N127,900 was recovered from the accident scene.</p>
<p>He advised cautious driving and enjoined families of those who might have travelled in the Toyota bus to contact FRSC Ibafo outpost for more information.</p>
<p>The sector commander commiserated with the families of the crash victims and prayed God to grant them the fortitude to bear the loss.</p>

										<content:encoded><![CDATA[<p>An official of the Federal Road Safety Corps, FRSC, has been crushed to death by a truck at Sagamu-Ijebu Ode Road in Ogun.</p>
<p>Mr Ahmed Umar, the Sector Commander, confirmed the incident to the <em>News Agency of Nigeria, NAN,</em> in Abeokuta on Wednesday, saying that the accident occurred on Monday.</p>
<p>Umar added that it was caused by the carelessness and excessive speeding by the truck driver.</p>
<p>“It was carelessness on the part of the driver, he was on high speed, he lost control and hit the officer.</p>
<p>“As officers were standing by our patrol vehicle, a flat-body trailer hit the officer and brush him in between the truck and the patrol vehicle. The officer died while another marshal got injured,” he said.</p>
<p>The sector commander explained that the truck driver did not stop after hitting the officers but was chased by motorists and motorcycle riders who witnessed the incident.</p>
<p>“They pursued him, he stopped, left the vehicle and ran away but was arrested and we have handed him over to the police,” he said.</p>
<p>He noted that the injured FRSC marshal was in the hospital receiving treatment.</p>

<p>The FRSC gave the warning on Thursday in a statement issued by its spokesman, Mr. Bisi Kazeem.</p>
<p>The warning, he said, was given against the backdrop of a publication that about FRSC release of shortlisted names for recruitment.</p>
<p>The statement reads in full:</p>
<p>“The attention of the Federal Road Safety Corps has been drawn to a publication by Opera news online misinforming the public about the release of shortlisted names for recruitment into the services of the Corps.</p>
<p>“This medium is to let the public know that the Corps is presently not recruiting neither is there any list of shortlisted candidates published on any platform whatsoever.</p>
<p>“Our recruitment processes have always been transparent, credible and made public through adequate placements of advertorials and notifications on all available media platforms including our website; www.frsc.gov.ng, our social media handles, and the National Traffic Radio 107.1FM</p>
<p>“The public is by this warned to desist from any form of engagement with the purveyors of that misinformation and outright disinformation as the Corps will not be liable should anyone fall victim.”</p>

										<content:encoded><![CDATA[<p>The Federal Road Safety Corps, FRSC, is to deploy 35,000 personnel and equipment for special patrol during <em>Eid-El-Fitr.</em></p>
<p>The Corps Marshal, FRSC, Dr Boboye Oyeyemi, said this in a statement signed by the Corps Public Education Officer, Mr Bisi Kazeem, on Monday in Abuja.</p>
<p>Oyeyemi said the deployment was to ensure safety on the road before and during the festive period.</p>
<p>He said the personnel included FRSC Regular, Special Marshals and Road Safety Club Members.</p>
<p>Oyeyemi said over 750 patrol vehicles and 120 ambulances would also be deployed.</p>
<p>This, he said, also included 25 tow truck and over 200 bikes that would be on the road during the special operation that would commence from Tuesday to Monday.</p>
<p>Oyeyemi stated that the Corps would embark on the special patrol operation to ensure that motorists and other road users had a hitch free celebration, amidst the COVID-19 pandemic and security challenges in the country.</p>
<p>According to him, the mission of the special operation was to ensure free flow of traffic, provide prompt rescue services and timely clearance of obstructions on all major roads.</p>
<p>“The critical corridors across the country will be guarded before, during and after the festive period to minimise the occurrence of road traffic crashes on the nation’s highways.</p>
<p>“This will be carried out through effective patrol operations and sustained public enlightenment campaigns,” he said.</p>
<p>The FRSC boss said the corps had a tradition of always organising special patrols during festive periods as a way of averting the chaos that characterised the road during the celebrations.</p>
<p>He said this year’s Eid-el-Fitr would not be an exception.</p>
<p>Motorists, according to him, must endeavour to avoid traffic violations and remain conscious of their safety.</p>
<p>This, he said, would be to avoid not only arrest and prosecution by members of the corps, but falling prey to avoidable road crashes.</p>
<p>Oyeyemi directed all the commanding officers operating across various formations nationwide to ensure that the 52 corridors were properly manned throughout the period for effective operations.</p>
<p>He appealed to motorists to obey all traffic rules and regulations and cooperate fully with the FRSC and other law enforcement agencies that would be deployed for traffic management duties.</p>
<p>The Corps Marshal said mobile courts would be in session across the country for prompt dispensation of justice to traffic violators.</p>
<p>Oyeyemi directed that the operatives pay first-rate focus on effective traffic control, wrongful overtaking, use of phone while driving and drivers licence violation.</p>
<p>“Lane discipline, removal of rickety vehicles on the road, driving with expired/worn out tyre and driving without spare tyre among others.</p>
<p>“To achieve these, the Corps has deployed equipment in the categories of radar guns, breathalysers to put a check on drunk driving; operational logistics materials are also to be fully deployed for this exercise.</p>
<p>“More so, the Corps has equally worked on all Zebras and must be active 24/7 and be responsive to calls within the minimum FRSC response time to crashes reported,” he said.</p>
<p>Oyeyemi noted that, among the 52 corridors to be covered were: Akwanga-Lafiya-Makurdi, Jos-Bauchi-Gombe, Sokoto-Tambuwal-Jega-Birnin Kebbi corridor, Katsina-Kano-Wudil-Dutse-Azare-Potiskum corridor and Kaduna-Saminaka-Jos corridor.</p>
<p>Others include: Abuja-Kaduna-Kano corridor, Okene-Ogori-Isua-Owo corridor, Makurdi-Otukpo-Obollo Afor-9th Mile corridor, Asaba-Abraka-Ughelli-Warri corridor, Ibadan-Ogere-Sagamu corridor and Sagamu-Mowe-Lagos corridors.</p>
<p>“In line with the foregoing, the patrol is to run in shifts as follows: 0600hrs -1400hrs, 1400HRS-2000hrs, 2000hrs -2200hrs, and night rescue teams to be on standby at all operational commands,” he said.</p>
<p>Oyeyemi said the corps would collaborate with the military units en-route or resident, the Nigerian Police Force, NPF, the Nigerian Security and Civil Defence Corps, NSCDC, and Department of State Security, DSS, to carry out the exercise.</p>
<p>This, he said, included state owned/NGO’s ambulance service providers, National Network on Emergency Rescue Services, NNERS, and Federal Roads Maintenance Agency, FERMA.</p>
<p>Oyeyemi assured all Nigerians of full deployment of personnel on the highways and crash emergency rescue services for prompt rescue and evacuation of crash victims in case of any mishap.</p>
<p>He urged them to show special consideration and attention to other road users so as to create a safer atmosphere for all during the celebration.</p>
<p>Oyeyemi further called on Nigerians to cooperate with law enforcement agents and ensure maximum compliance with all directives on restrictions and physical distancing.</p>
<p>He also stated that the National Traffic Radio 107.1 FM would continue to operate 24/7 to give real time traffic update and called on all travellers to take advantage of the station.</p>
<p>The FRSC boss added that the FRSC Toll Free numbers 122 was available to report any obstruction, crash or gridlock witnessed on the road for prompt intervention of the nearest command.</p>

										<content:encoded><![CDATA[<p>The Ogun State Sector Command of the Federal Road Safety Corps, FRSC, has in a quick response to a distress call, rescued passengers by arresting a drunk driver.</p>
<p>The driver was spotted driving recklessly and was capable of causing accident.</p>
<p>According to Bisi Kazeem, the Corps Public Education Officer, the drunk driver was arrested in Kyakyama, Ogere, Ogun State at about 1335HRS when the Sector Commander received a distress call from a passenger who noticed the dangerous way the driver of the vehicle she boarded was driving.</p>
<p>The passenger, one Mrs. Matina reported that few minutes into their journey, they noticed that the driver was driving under the influence of alcohol which prompted the passengers to caution him against his recklessness.</p>
<p>She revealed that it was when the driver refused to heed to the warning from all the passengers that the passengers got the FRSC call line from the internet and hurriedly put the call through to the FRSC for rescue.</p>
<p>Kazeem stated that upon receiving the call, the Sector Commander ordered a patrol team from RS2.24 Ogere Unit Command  immediately to effect the arrest of the driver and ensure the impoundment of the vehicle, which was reported to be a white colour Toyota Hiace bus with the following registration details FKJ 991 YA.</p>
<p>Upon arrest and impoundment of the vehicle, the driver was subjected to BAC test and the result was 0.18%, which is extremely higher than the 0.05% permissible by road traffic regulations.</p>
<p>The Corps Marshal, Federal Road Safety Corps, Dr. Boboye Oyeyemi, while thanking the passengers, expressed joy over the bravery.</p>
<p>He noted that the conduct did not only prove that they were observant enough to discover the recklessness of the driver, but also proved that that Nigerians were also courageous to report dangerous road use behaviour.</p>
<p>He therefore called on the motoring public to emulate the actions of the passengers, emphasising that road safety was a collective responsibility and  every body&#8217;s business.</p>
<p>All road users must play their role to ensure their own safety and that of other road users.</p>
<p>He also said that the FRSC toll free numbers 122 is always available 24/7 for emergency and prompt rescue services.</p>

										<content:encoded><![CDATA[<p style="text-align: justify;">Thirty three years ago, precisely on 18 February 1988, the Federal Government of Nigeria established the Federal Road Safety Corps (FRSC) as the nation&#8217;s lead agency saddled with the responsibilities of identifying the causes of road traffic crashes and proffering appropriate solutions to the menace that had placed the country in the position of the second most hazardous nations in Africa to drive motor vehicles in.</p>
<p style="text-align: justify;">With its lead agency status, FRSC was set as an institution to make effective use of instruments of education, science and technology to resolve the intractable challenges of motorisation in the country which was heightened by people&#8217;s fatalistic beliefs towards road traffic crashes.</p>
<p style="text-align: justify;">For a nation that had nearly surrendered itself to wanton killings on its highways which most of the people falsely attributed to either &#8220;the will of God&#8221; or &#8220;evil spirits,&#8221; the establishment of the FRSC 33 years ago was hailed by some discernible Nigerians as the most comprehensive policy that could address the menace of road traffic crashes in the country.</p>
<p style="text-align: justify;">It&#8217;s worthy of note that prior to the establishment of the Corps, there were various efforts made by some concerned individuals, organisations and corporate bodies to create public awareness on the effects of road traffic crashes and tackle the menace to no avail.</p>
<p style="text-align: justify;">With the incapacity of such efforts evidenced by the yearly public enlightenment programmes annually carried out by the Nigerian Army during the ember months particularly in the month of December; the creation of the Highway Patrol Unit under the Nigeria Police and the Oyo State Road Safety, the mandates of the new FRSC were expanded to essentially include conducting research into the causes of road traffic crashes and using all modern tools to adequately address them while prompt removal of obstructions formed an essential part of its mandates.</p>
<blockquote><p>For a nation that had nearly surrendered itself to wanton killings on its highways which most of the people falsely attributed to either &#8220;the will of God&#8221; or &#8220;evil spirits,&#8221; the establishment of the FRSC 33 years ago was hailed by some discernible Nigerians as the most comprehensive policy that could address the menace of road traffic crashes in the country.</p></blockquote>
<p style="text-align: justify;">FRSC thus, started its operations with a renewed spirit of road traffic management system built on public goodwill, integrity and service delivery by its personnel.</p>
<p style="text-align: justify;">Backed by enabling law espoused in Decree 45 of 1988 as amended by Decree 35 of 1992 under the military rule, captioned as Laws of the Federation of Nigeria 1990, but repealed and reenacted as FRSC Establishment Act 2007, during the civilian rule, the statue provided adequate powers to members of the Corps to utilise not just the efficacy of public enlightenment programmes, but to embark on aggressive enforcement of traffic rules and regulations to return sanity to the otherwise chaotic Nigeria highways.</p>
<p style="text-align: justify;">Accordingly, right from its inception to date, successive leaderships of the Corps have strived to build on the solid foundations laid by the founding fathers in creating public awareness on issues of road safety and enforcement of traffic rules and regulations without fear or favour.</p>
<p style="text-align: justify;"><strong>First Decade of the FRSC</strong></p>
<p style="text-align: justify;">The first decade of the FRSC from 1988 to 1998 was devoted to laying solid foundation for the organisation; creating alliances between the organisation and strategic members of the public through enlightenment programmes particularly, among the drivers and raising awareness that could convince every Nigerian that in its enforcement strategies, FRSC would not be &#8220;business as usual.&#8221; To this end, offenders who were apprehended for various traffic violations were not only sent to the banks to effect payment of the coded fines, but made to attend post- payment lectures in the commands after which video clips of road traffic crashes were shown to convince them that road traffic crashes were real, and that because they are caused mostly by human factor, they could be prevented with adequate caution and adherence to the rules of the road by the drivers.</p>
<p style="text-align: justify;">However, this non-relenting efforts of the young and energetic members of the Corps who shared the value orientation with the leadership of the organisation chaired by the internationally acclaimed Nobel Laureate, Professor Wole Soyinka and managed by Dr Olu Agunloye as the pioneer Corps Marshal, it became evident that most of the notorious traffic violators started showing remorse and promising to abide by the rules and regulations guiding the use of the roads.</p>
<p style="text-align: justify;">As for the elite members of the society who believed that any law could only be enforced on those less-privileged members of the society, the target of the public enlightenment efforts at them coupled with enforcement system that did not exclude anyone from being apprehended whenever they committed traffic violations saw them cautioning their drivers and abiding by the regulations.</p>
<p style="text-align: justify;">With the combined strategies of aggressive public enlightenment and robust enforcement coupled with the introduction of the new licensing system by the Corps, Nigeria&#8217;s FRSC successfully commenced a new engagement with the Nigerian public in matters of road safety that restored relative sanity to the roads. This tempo of aggression was sustained throughout the Corps&#8217; first ten years of existence with majority of the people hailing its non-compromising stance on matters of road safety as a healthy development</p>
<p style="text-align: justify;"><strong>FRSC in the Second Decade</strong></p>
<p style="text-align: justify;">By the time the FRSC entered its second decade which commenced in February 1998, the organisation had experienced its first leadership change four years earlier. This saw the change of Barton from the pioneer Corps Marshal, Dr Olu Agunloye to Major General Halidu Anthony Hananiya (rtd) who introduced obvious changes into the organisation&#8217;s culture of civility upon which the Corps was founded, to a new regimentation that gave impetus to the organisation as a paramilitary agency.</p>
<p style="text-align: justify;">In line with the new postures of a paramilitary agency, changes were effected on the Corps&#8217; uniforms; trainings, including arms trainings were organised for management staff and some selected members of the Corps, while the general comportment of the staff to make them more reflective of the new regimentation were introduced as evidenced by the launch of a new FRSC Disciplinary Code and dominance of military styles in the operational and administrative activities of the Corps.</p>
<p style="text-align: justify;">Despite these massive structural changes however, the Corps&#8217; core values of ensuring safety on the nation&#8217;s highways and civility in enforcement remained uncompromised while the civil approach to patrol activities and pursuit of public enlightenment programmes were adhered to religiously. The various changes in the military leaderships of the country within the period especially with the stepping aside of General Ibrahim Badamasi Babangida (rtd) to the brief Interim Government of Chief Earnest Shonekan, to Generals Sani Abacha and Abdulsalami Abubakar within a spate of five years, the FRSC&#8217;s first and second decades also witnessed leadership changes. These ranged from General Hananiya to Deputy Corps Marshals Dahiru Yakassai and Engr Abba Wakilbe.</p>
<p style="text-align: justify;">Importantly, within the same period, the Corps also experienced merger and demerger with the Nigeria Police and its return to General Hananiya in November 2003 in the aftermath of the demerger, all of which affected the operations and structures of the Corps in various ways.</p>
<p style="text-align: justify;">Despite the celebrated &#8220;second coming&#8221; of General Hananiya, he only held the saddle of leadership of the Corps till a new Corps Marshal was appointed from outside in May 2007, few months before the celebration of  the Corps&#8217; 20th anniversary, which ushered in a new chapter in the organisation&#8217;s tortuous journey.</p>
<p style="text-align: justify;"><strong>The Third Decade of the Corps</strong></p>
<p style="text-align: justify;">The third Decades of the FRSC which effectively commenced in February, 2008 saw  a new leadership of the Corps under Chief Osita Chidoka. The new Management came with the introduction of a digital era of rapid development in information and communication technology; consolidation of the gains of the past twenty years of the Corps and charting a new course for its future as a technology-driven organisation. The decade&#8217;s activities commenced with an international Conference on Road Safety, which was organised to mark its 20th anniversary celebration at the Sheraton Hotel Abuja.</p>
<p style="text-align: justify;">The third decade was characterised by a new dynamism in road safety management with the launch of several road safety programmes that are technology-driven; reaffirmation of the FRSC as a veritable tool for achieving the socio-economic goals of the government and membership of the Corps to the security and other socio-economic bodies across the States. Meanwhile, with more funding and active participation of the Corps in road safety activities, various local and international recognitions came to the organisation.</p>
<p style="text-align: justify;">Seven years into his tenure and four years before its 30th anniversary, Chief Osita Chidoka was appointed as Minister of Aviation, leading to the appointment of Dr Boboye Oyeyemi, the first Corps Marshal from within the organisation who is currently saddled with the leadership of the organisation.</p>
<p style="text-align: justify;">Dr Boboye Oyeyemi, a founding officer of the Corps took over the mantle of leadership on 24th July 2014 and has since been pursuing the modernisation policy of the Corps with commendable dexterity. A firm believer in policy continuity, the Corps under his leadership has in the last seven years been propelled by a new force that aligns with the principles of the founding fathers: More Federal Government&#8217;s moral and logistics support have been secured; road safety strategy document was first approved under him while the second edition of the strategy is currently in operations.</p>
<p style="text-align: justify;">There have been greater vigour in the pursuit of anti-corruption war in the Corps under his Management with the formal launch of anti-corruption app in partnership with some strategic stakeholders. Meanwhile, more collaborative initiatives have led to greater vigilance on the activities of members of the Corps with those caught engaging themselves in anti-corruption practices being arraigned by the EFCC and ICPC to courts while others are facing the FRSC Disciplinary panel for trial and appropriate sanctions on various allegations to serve as deterrence for others.</p>
<p style="text-align: justify;">The policy of expansion of the Corps&#8217; presence nationwide to bring its operations closer to the grassroots which the Oyeyemi-led Management initiated has led to the opening of a liaison office in each of the remaining local councils across the country where FRSC was yet to establish a full unit command, while liaison officers have been appointed to all such councils since last year. In pursuit of the new agenda, more unit commands, zebra and roadside clinics are being opened while training programmes for staff to prepare them adequately for their tasks have been on the increase.</p>
<p style="text-align: justify;">Moreover, the Corps has also witnessed improved provision of patrol logistics, rescue and tow trucks by the federal government under the present administration of President Muhammadu Buhari to prepare the Corps to carry out its statutory responsibilities most efficiently. There&#8217;s no doubt that FRSC has over the years endeared itself to the generality of people of Nigeria and positively impressed the government which has continued to give it supportive hands.</p>
<blockquote><p>By the time Nigeria will celebrate the 40th anniversary of the establishment of FRSC in 2028, it&#8217;s expected that all the lessons learnt over the years would have come to assist the organisation to stand firmly on its feet in order to continue to deliver on safety to the people.</p></blockquote>
<p style="text-align: justify;">With the growing desire for urbanisation by the government coupled with the central role which transportation and safety plays in the liveability of the people, there is every possibility that the demand on the FRSC to perform more optimally will be on the increase and the present Management is up to the tasks in closing such gaps.</p>
<p style="text-align: justify;"><strong>FRSC in the Next Decade</strong></p>
<p style="text-align: justify;">By the time Nigeria will celebrate the 40th anniversary of the establishment of FRSC in 2028, it&#8217;s expected that all the lessons learnt over the years would have come to assist the organisation to stand firmly on its feet in order to continue to deliver on safety to the people.</p>
<p style="text-align: justify;">Therefore, it is also expected that the capacity of the Corps would have developed to a level where the personnel would be in a position to address whatever traffic challenges that the nation maybe faced with more professionally and efficiently.</p>
<p style="text-align: justify;">In addition, with improved funding by government and closer collaboration with stakeholders, the entire Nigeria road network would have been effectively covered with the activities of the special marshals being more widely embraced by Nigerians from all strata of life which aligns with the collective nature of road safety campaigns.</p>
<p style="text-align: justify;">Happy 33rd anniversary to the FRSC.</p>

										<content:encoded><![CDATA[<p>The Federal Road Safety Corps, FRSC, has directed its Commanding Officers to step up the enforcement of the law on use of speed limiting device.</p>
<p>The decision followed the increasing cases of speed related crashes recorded within the first phase of the end of year special patrol being embarked upon by personnel of the FRSC.</p>
<p>The directive, according to the spokesman of the FRSC, Mr. Bisi Kazeem, was issued by the Corps Marshal, Dr. Boboye Oyeyemi.</p>
<p>According to him, while the Corps Marshal expressed satisfaction with the conduct of most drivers and the performance of the personnel in containing the rate and fatalities of road traffic crashes within the period of Christmas celebration, he expressed concerns that the increasing level of speed induced crashes as recorded within the period were undermining the efforts of the Corps to ensure safer road environments.</p>
<p>He said every steps must be taken to restore normalcy to the road.</p>
<p>Kazeem further noted that while other causative factors such as route violation, dangerous driving and light sign violations were not completely ruled out in the records of crashes that occurred within the period, the reoccurring nature of speeding as a major factor was a source of deep concern to the Corps Marshal who had ordered for a review of the strategy for a more effective enforcement of the regulations on use of speed limiting device.</p>
<p>While warning the drivers to be cautious of the speed which he said had become a major causative factor in crash occurrences within the period under review, despite the massive public enlightenment campaigns launched by the Corps to sensitize members of the public on the menace of speed induced crashes, the Corps Marshal described the phenomenon as unacceptable.</p>
<p>&#8220;We must step up enforcement of the regulations on use of speed limiting device in the second phase of the special operations and first quarter of next year to drastically force down the growing trends of speed induced crashes,&#8221; he stated.</p>
<p>&#8220;Commanding Officers are hereby given special directives on aggressive enforcement of the regulations on the use of speed limiting device to curb the rate of crashes and fatalities that speeding causes, as shown by the records of the first phase of the special operations.</p>
<p>&#8220;Consequently, those that are operating without speed limiters or those using faulty as well as those that have reset their own speed limiters to make them ineffective must not be spared to endanger other road users.”</p>
<p>It would be recalled that FRSC as part of its annual special end of year patrol has been engaged in this year&#8217;s special Christmas and New Year patrol to address the usual cases of traffic holdups, crashes, death and injuries resulting from increased human and vehicular traffic within the festive periods.</p>
<p>The massive deployments of personnel and logistics to the major highways and identified black spots across the country is being done at the same time with traffic counts to determine the volume and types of vehicles that are plying the roads within the period for a more efficient future traffic management planning.</p>
<p>The codename for this year&#8217;s special operations is, &#8220;Drive Safe; Stay Safe,&#8221; which was chosen in view of the threats of COVID-19 pandemic and need for members of the public especially the road travellers to operate in full compliance with road safety rules and regulations and strict adherence to the guidelines issued by the Presidential Task Force on COVID-19 protocols.</p>

										<content:encoded><![CDATA[<p>The Corps Marshal, Federal Road Safety Corps, FRSC, Dr Boboye Oyeyemi, has tasked Commanding Officers to begin immediate deployment of personnel for aggressive sensitisation of the motoring public on the need to observe maximum safety precautionary measures in the face of the recent threat of the second wave of COVID-19 in Nigeria.</p>
<p>According to Bisi Kazeem, the Corps Public Education Officer, FRSC, in a press release, Oyeyemi further directed that safety managers domiciled with fleet operators must endeavour to ensure strict compliance to all standing directives given by the Presidential Task Force on COVID-19.</p>
<p>That, he said, included provision of running water and hand washing equipments and making available, hand sanitisers both in parks/terminals and in vehicles.</p>
<p>Oyeyemi stated that as the Corps commenced this year&#8217;s end of year special patrol towards successful Christmas and new year celebrations, the Corps would not relent in its commitment to safer motoring environment as Commanding Officers had been directed to heighten  advocacy and sensitisation campaigns in motor parks to bring the message of the rising cases of COVID-19 pandemic to the consciousness of  road travelers.</p>
<p>He said that was because creating understanding and enforcing compliance with the rules was strategic to achieving the required success.</p>
<p>Oyeyemi further ordered that drivers of vehicles must be made to comply with every directive on physical distancing by carrying only one person at the front and not more than three at the rear seat of the vehicles.</p>
<p>He said motorcycle riders should carry only one person at a time so that occupants would be able to guard themselves and watch out for symptoms as they commuted to their destinations.</p>
<p>Kazeem equally stated that the Corps Marshal advised travellers to stay away from overloaded vehicles at all times no matter the urgency of their trip.</p>
<p>He warned all vehicle occupants to always wear their seatbelts, put on their facemasks and ensure that they fill the passenger manifest before the trip commences.</p>
<p>According to him, at that point, it was better to be late on one’s trip than to indulge in unhealthy acts that would lead to contracting or spreading the virus as the world had already had enough of the epidemic.</p>
<p>Oyeyemi further cautioned motorists who might notice any strange type of flu to consider the welfare of others and stay back, notify the family and loved ones of the development, and report him or herself for medical examination.</p>
<p>While he gave the advice and warned against indiscriminate overloading of vehicles, the Corps Marshal enjoined all motorists and road users to drive to stay alive as they continually observed all traffic rules and regulations.</p>
<p>He cautioned FRSC personnel detailed on enforcement to treat road users with tolerance, civility, empathy as he called on the public to report any noticeable noncompliance by any transporter to the Corps through the Toll Free emergency numbers 122 or the Public Education Officer through the National traffic radio live lines Glo 08052998090, MTN 09067000015, and SMS on Glo 08052998012.</p>

										<content:encoded><![CDATA[<p>In order to prevent the increasing rate of petroleum tanker crashes in the country, the federal government has been urged to consider urgent intervention through the provision of soft loans for truck renewal.</p>
<p>The intervention is one of the measures suggested by participants at the strategic stakeholders meeting held in Abuja on Monday to address of petroleum tanker crashes.</p>
<p>At the meeting held at the Federal Road Safety Corps, FRSC, National Headquarters, Abuja, the Corps Marshal of the FRSC, Dr Boboye Oyeyemi, represented the Secretary to the Government of the Federation, Boss Mustapha.</p>
<p>Also present were representatives of Major Oil Marketers of Nigeria, MOMAN, and the National Association of Road Transport Owners, NARTO.</p>
<p>In a statement issued at the end of the meeting by the spokesman of the FRSC, Mr. Bisi Kazeem, the stakeholders said the government should use a similar template as applicable to pharmaceutical companies and other sectors of the economy at the peak of COVID -19 .</p>
<p>He added that it was also suggested that as a long term solution to the safe, efficient and sustainable transportation of petroleum products across the country, there was need for the Nigerian National Petroleum Corporation, NNPC, to re-activate failed and vandalised pipelines in the country.</p>
<p>That it was said would reduce the burden of transportation of petroleum products by road.</p>
<p>“Members further called for a timeline to be set for the enforcement of the maximum load capacity of 45,000 litres of petroleum products by trucks operating from the Tank Farms across the country,” he added.</p>
<p>Kazeem disclosed too that the meeting resolved that enforcement of all safety standards including anti-skid, anti-rollover and anti-spill (safety valves) be prioritised within a given time frame as outlined in the similar communiqué reached in 2018.</p>
<p>He said it was suggested that government should consider issuing directives on enforcement of the 10-year policy on importation of trucks so that any articulated vehicle beyond 10 years of age should not be allowed into the country.</p>
<p>Part of the resolutions, according to him was also that FRSC, MOMAN and NARTO should organise a joint enlightenment campaign for articulated vehicle drivers including production and placement of jingles in different languages on radio and television stations, production of handbills and also convene a press conference within two weeks.</p>
<p>The resolutions were endorsed on behalf of the relevant stakeholders by Clement Isong and Aloga Ogbogo, executive secretaries of MOMAN and NARTO respectively and the Corps Marshal of FRSC.</p>
