Mohammed made the disclosure on Saturday in Bauchi after an expanded stakeholders meeting.

He said that the action was due to the unresolved internal challenges within the PDP and the need for political repositioning.

The governor said the move also involved several PDP stakeholders and party members across the state.

“After careful consideration and wide consultations with leaders and stakeholders across the country, it has become clear that our efforts to restore stability have not yielded the desired results,” he said.

He, however, appreciated the PDP for its contributions to Nigeria’s democratic development, noting that the party provided a platform for growth, service, and meaningful national contributions.

“As political leaders, we cannot allow our people to lose faith in our core values or in the effectiveness of the platform we represent.

“Our duty is to provide clarity, direction, and opportunity for our people and the next generation,” he added.

Mohammed explained that his decision to join the APM was strategic and aimed at creating a credible platform to better serve the people.

He said the new political direction would focus on mobilising supporters, strengthening party structures, and presenting a viable alternative in the next elections.

The governor expressed confidence in the integrity and capacity of the APM leadership.

He also disclosed that members of the State Executive Council intending to contest elective positions had resigned in compliance with the law, commending them for their service and wishing them success.

Mohammed emphasised that the defection was a deliberate effort to reposition for effective governance.

“It is not a retreat, but a strategic repositioning. We remain committed to strengthening democracy and advancing governance in our country,” he said.

He outlined plans to establish compliance committees, commence membership registration, strengthen party structures at all levels, and intensify grassroots mobilisation.

The governor urged supporters to remain calm, united, and focused while engaging the public with the party’s vision for good governance.

He also expressed appreciation to the APM leadership for providing a platform for democratic advancement, assuring that the movement would work collaboratively to build a strong political structure.

Receiving the defectors, Mr Yusuf Dantalle, National Chairman APM, said that the party was governed by a clear constitution.

“We don’t have god-father, no court cases and we take decisions based on the majority,” he said.

Tuggar said he would contest the election under the platform of the All Progressive Congress, APC, to bring positive change to the state.

He said that he developed a blueprint to guide implementation of his administration’s 10-point agenda to fast track sustainable social and economic development of the state.

The former minister said the agenda focused on economic diversification, agricultural transformation, livestock development, health, education, and women/youth empowerment.

Others, he listed, were digital innovation/entrepreneurship development, clean energy, infrastructure and rural development, anti-corruption campaign, improved salaries and welfare for the workers.

Tuggar said that if elected, he would initiate sound programmes to promote youth inclusive governance, and encourage community policing through collaboration with the government, security agencies, community and religious leaders, to foster peace and stability in the state.

“I’m standing forward not for power but for service and progress.

“I’m coming forward to build on the legacies of our good leaders and move the state forward,” he said.

He therefore sought the support of the stakeholders to enable him to secure the party’s ticket to run as its gubernatorial flagbearer.

Sen. Sams’ila Dahuwa (APC – Bauchi North), said that members of the national assembly from state threw their support behind Tuggar’s candidature.

Dahuwa said the lawmakers believed that Tuggar possessed the capacity, experience and respect to win election and deliver.

“APC is the party that brings change,” he said, and urged its members to rally behind Tuggar’s candidature.

Also, Nentewe Yiltwada, APC national chairman, assured that the party would provide a level playing ground to all candidates.

Represented by Ibrahim Sama’ila-Ilali, APC Zonal Vice Chairman, Bauchi Central, Yiltwada urged candidates to adhere to the party’s rules, election protocols and respect its leadership.

He also urged the electorate to register and obtain their Permanent Voters Card, PVC, to enable them to exercise their franchise in the election.

Mohammed, while briefing newsmen at the end of a closed door security meeting on Monday in Bauchi, said the military conducted successful operations in synergy with the Police, other security agencies and vigilantes.

“The operations routed bandits’ enclaves in Dajin Malam Forest linking Bauchi, Plateau and Taraba.

“The troops neutralised thousands of bandits, destroyed camps and motorcycles. They also disrupted their supply routes forcing many of them to flee.

“The troops dismantled several bandits camps.

“Four war planes bombed the bandits and successfully cleared several camps,  disrupting criminal activities within the forests. Several bandits were neutralised while others fled under sustained military pressure.

“Several motorcycles used by the criminals were destroyed, limiting their mobility and operational capability,” he said.

Mohammed said the state government had provided a temporary surrender window to the bandits, and urged them to lay down their arms, to consolidate recent security gains.

He emphasised the need for a balanced approach that combined enforcement with an opportunity for rehabilitation.

“We are calling on those still hiding to surrender within this period. This is not amnesty, but a chance to return and reintegrate under the government supervision,” Mohammed said.

He said that arrangements were being made to relocate surrendered bandits and their families, adding that most of them were not indigenes of the state.

The governor announced plans to conduct a biometric data capture of residents in the affected communities as part of broader security reforms to end banditry, ensure peace and stability.

Mohammed said the government would adopt strict surveillance mechanisms, intelligence-led monitoring and verification of activities in markets, motor parks and public spaces.

He said the state government would also strengthen community-based security systems via recruitment and supports to vigilantes to enable them to complement security agencies.

The governor said the biometric data profiling would be conducted in collaboration with the National Identity Management Commission, NIMC, and other relevant agencies, to ensure proper documentation and monitoring of population movements in high-risk areas.

According to Mohammed, the measures aim to prevent the existence of ungoverned spaces that could serve as safe havens for criminal elements.

He enjoined residents to be vigilant and cooperate with security agencies to enhance security and prevent the re-emergence of criminal hideouts across the state.

“We are taking these measures to ensure that no space is left ungoverned or unmonitored, so that criminal elements cannot regroup or threaten our communities again,” he said.

Mohammed lauded President Bola Tinubu for the prompt response and decisive actions against the bandits.

He also commended the troops for establishing firm hold within the forest to consolidate gains and prevent re-infiltration by the fleeing bandits.

The governor reiterated his commitment to the protection of lives and property through effective collaboration with security agencies and traditional institutions.

The report was made available on Wednesday in Abuja.

According to the report, troops of 33 Artillery Brigade, in conjunction with a team from the Office of the National Security Adviser, ONSA, conducted the clearance operation.

It said the troops successfully cleared several bandits’ camps, including the notorious Azuge and Hari camps, disrupting criminal activities within the forest.

The report added that several bandits were neutralised during the operation, while others fled under sustained military pressure.

The report also said that troops took into custody 19 family members of the bandits, comprising six women and 13 children.

It further said that AK-47 magazine, tramadol drugs and items linked to impersonation as well as a pair of police uniform, several military uniforms and two horses were recovered by the troops.

”Several motorcycles used by the criminals were destroyed, limiting their mobility and operational capability,” the report said.

It noted that troops had established firm hold within the forest to consolidate gains and prevent re-infiltration by fleeing bandits.

The report also said that in a related development, troops conducted a follow-up clearance operation at Mainamaji after recent air strikes on bandits’ hideouts.

It said that no contact was made during the operation, indicating that sustained military pressure had degraded the bandits’ presence in the area.

The report added that the ongoing operations had continued to disrupt bandits’ networks and limited their freedom of movement.

It reaffirmed the commitment of the Nigerian Army to sustaining pressure on criminal elements until lasting peace and security were restored.

The report urged members of the public to support security agencies with timely and credible information.

His resignation was confirmed on Monday in Abuja by the ministry’s spokesperson, Kimiebi Ebienfa, who spoke with journalists.

Tuggar’s resignation is to enable him contest for Bauchi State governorship seat on the platform of the All Progressives Congress, APC.

Tuggar was said to have submitted his resignation letter to President Bola Tinubu in fulfilment of the presidential directive requiring political appointees seeking elective positions to resign on or before March 31, 2026.

The directive communicated through the Office of the Secretary to the Government of the Federation applies to ministers, ministers of state, special advisers, senior special assistants, and heads of federal agencies.

The policy directive which is in line with Section 88(1) of the Electoral Act 2026, is aimed at preventing conflict of interest ahead of the 2027 general elections in Nigeria.

Tuggar, a 59 year old Nigerian diplomat, is an experienced organisational analyst, who previously served as Nigeria’s ambassador to Germany had played various roles in both the private and public sectors.

The organisation, however, called on the Nigeria Police Force at Federal and State levels to take concrete measures to prevent future occurrences and end attacks against journalists.

Police Superintendent Nafiu Habib, the Police Public Relations Officer at the Bauchi State Command, said in a statement on March 23 that earlier in the day, the commissioner met with the leadership of the Correspondents’ Chapel of the Nigeria Union of Journalists, NUJ, in the state; the General Manager of Albarka Radio, and the relatives of the journalist in his office, during which he condemned the attack on the journalist and promised to investigate the incident.

Responding to the announcement, MRA said in a statement issued in Lagos by its Communications Officer, Mr. Idowu Adewale: “We consider the commissioner’s swift reaction and his decision to constitute an investigative and disciplinary team as a positive step toward accountability.

“We are particularly encouraged by the commissioner’s acknowledgment that police personnel are deployed to protect citizens and not to engage in attacks on civilians, as well as his recognition that the incident constitutes an affront to journalists and undermines media freedom.”

Saying that “Such statements are important in reinforcing the principle that journalists must be free to carry out their professional duties without fear of intimidation, harassment, or violence”, Mr. Adewale noted that “similar assurances have been given in the past following attacks on journalists in different parts of the country, yet incidents of harassment, assault, unlawful arrest, and intimidation of media professionals by security agencies continue to occur with disturbing frequency.”

For that reason, he said, it was essential that the Bauchi State Police Command went beyond statements of condemnation and ensured that that case resulted in a transparent investigation, the identification of all the police officers involved, and the imposition of appropriate sanctions in accordance with the law.

Adewale argued that a starting point in ensuring a transparent and credible investigation would be to place Police Superintendent Jamilu Kabir, the Divisional Police Officer (DPO) alleged to have led the assault on Mr Adamu, on suspension, which is standard practice in a criminal investigation against an official and in cases of alleged misconduct, especially in a situation such as the present case where he can easily influence witnesses, tamper with evidence or use his authority to obstruct the investigation in various ways.

He said: “The continued stay of Police Superintendent Jamilu in office gives the unfortunate impression that whatever investigation may be going on is not a serious one and that he is being protected by the institution despite the serious allegations of wrongdoing against him.  This situation is capable of undermining the integrity of the investigation and public confidence in it.”

Adewale urged the Nigeria Police Force at both federal and state levels to take more proactive action and concrete measures to prevent future occurrences by instituting appropriate training for police officers on the rights and constitutional duties of journalists, issuing clear operational directives on engagement with the media, as well as adopting and enforcing strict disciplinary consequences for violations.

According to him, “Ensuring accountability in this case will send a strong signal that attacks on journalists will not be tolerated and will help rebuild public confidence in the commitment of the Police to uphold the rule of law. We reiterate that the safety of journalists is essential to the protection of freedom of expression, access to information, and democratic governance.”

He noted that the Police and the media served the public in different capacities, arguing that each sector would only be effective and successful where there was clear recognition of the important role that each side played and where an atmosphere of mutual respect, professionalism, and adherence to the law existed.

Adewale stressed that Media Rights Agenda would continue to monitor the situation closely as the investigation progressed, adding that the organisation expected the outcome of the investigation to be made public within a reasonable time.

The command’s spokesman, SP Nafiu Habib, stated this at a news conference on Thursday in Bauchi.

He disclosed that following a detailed security assessment, a joint security personnel was  massively deployed to Gwana, Digare, and Kafin Duguri communities in Alkaleri local government area, where there had been a resurgence of security concerns in recent days.

The operation, he said, conducted in collaboration with sister security agencies, was aimed at suppressing kidnapping and banditry.

According to him, the affected border communities have long faced challenges due to the infiltration of criminal elements from neighbouring states.

He emphasised that the current intervention included enhanced weaponry and reinforced patrol operations designed to neutralise threats and restore lasting peace.

He reassured residents of Mansur town, who recently fled their homes over security fears that their community remained safe and unaffected by incidents recorded in neighbouring Gwana District.

Habib further highlighted the collaborative efforts of the police, Military, DSS, NSCDC and other security agencies in fighting terrorism in the state, with support from   Bauchi State government.

He said that the combined operations were already yielding positive results.

The spokesman urged residents to cooperate by providing timely intelligence and reporting suspicious movements, with assurances that identities of  informants would be protected.

He reiterated that there would be no safe haven for criminal elements in Alkaleri and encouraged residents  to go about their lawful activities without fear.

The agency disclosed this in its Lassa Fever Situation Report for Epidemiological Week 51, covering December 15 to 21, 2025, providing a comprehensive overview of cases, deaths, and affected states across the country.

According to the report, people aged 21 to 30 years accounted for the highest burden of confirmed infections, with the median age among patients recorded at 30 years nationwide.

The NCDC noted that males were slightly more affected than females, reflecting gender differences in exposure or health-seeking behaviour in communities with high Lassa fever transmission risk.

So far, 206 deaths have been recorded among confirmed cases, representing a case fatality rate of 18.4 per cent, higher than the 16.4 per cent reported during the same period in 2024.

During Week 51 alone, 21 new confirmed cases and five deaths were reported, down from 28 confirmed cases in the previous week, indicating a modest week-on-week decline in new infections.

The cases were reported from Bauchi, Ondo, Taraba, Edo, Kogi, Ebonyi, and Plateau states, with a total of 21 states across 105 local government areas recording at least one confirmed case in 2025.

Four states, Ondo, Bauchi, Edo, and Taraba, accounted for 88 per cent of all confirmed infections, with Ondo State alone contributing 35 per cent of the nationwide total, the report highlighted.

The NCDC identified late presentation at treatment facilities, poor health-seeking behaviour due to high treatment costs, and poor environmental sanitation in high-burden communities as key challenges affecting outbreak control.

It urged healthcare workers to maintain a high index of suspicion for Lassa fever, ensure early diagnosis and treatment, and called on state authorities to strengthen risk communication and community engagement.

The centre said it would continue to coordinate a multi-sectoral national response, including surveillance, case management, laboratory support, and infection prevention and control activities in affected and at-risk communities.

Lassa fever is an acute viral haemorrhagic illness transmitted mainly through contact with food or household items contaminated with urine or faeces of infected rodents, while human-to-human transmission can also occur.

Justice Emeka Nwite, who ordered that the two sureties must be land owners within Maitama, Asokoro or Gwarimpa District of Abuja, said the property documents shall be verified by the court registry.

He directed that the sureties must depose to affidavit of means.

The judge said that the defendant and the sureties shall deposit their passports (travel document) with the court registrar and must not travel out of the country except with the leave of the court.

He also held that they shall deposit two passport photographs with the court registrar.

Justice Nwite, who ordered that Adamu should be remanded in Kuje Correctional Centre pending the perfection of his bail conditions, adjourned the matter until January 20 for commencement of trial.

The judge, in a ruling, held that the court was minded to exercise its discretionary power in favour of Adamu since the prosecution had no strong reason that the defendant would jump bail or interfere with the trial.

Justice Nwite held that the power to grant bail must be exercised judicially and judiciously, hence, the need for the defendant to be admitted to bail.

The EFCC had, in the charge marked: FHC/ABJ/CR/694/2025, named Adamu and a firm, Ayab Agro Products and Freight Company Ltd, as 1st and 2nd defendants in the money laundering case involving about N4.6 billion.

The charge is dated and filed on December 19 by EFCC’s lawyer, Samuel Chime of the Legal and Prosecution Department.

They were alleged to have facilitated and agreed to the conversion, transfer, concealment and use of funds in the sum of about N4,650,000,000.00 (Four Billion, Six Hundred and Fifty Million Naira) availed by Polaris Bank under the guise of financing the supply of motorcycles to Bauchi State Governmeni through Emmanuel Asomugha General Enterprises.

“The motorcycles were not supplied, and you thereby committed an offence contrary to Section 21(a) and punishable under Section 21 of the Money Laundering (Prevention and Prohibition) Act, 2022,” the count reads in part.

Count six accused Adamu, Aliyu and Duguri of retaining and causing the transfer of proceeds of an unlawful act to nominees and third parties, by causing parts of the funds connected with the Polaris Bank facility to be paid and circulated through third-party accounts sometime in 2023.

It further alleged that the transfer included the one made through I.S. Makayye Investment Resources Ltd and the transfer of #165, 900,000.00 to Ayab Agro Products and Freight Company Ltd.

The funds were said to form part of proceeds of an unlawful act.

The offence is contrary to Section 20(a) and punishable under Section 20 of the Money Laundering (Prevention and Prohibition) Act, 2022, among other counts.

The defendants were arraigned on December 30, 2025, but pleaded not guilty to the six-count charge.

The judge then ordered Adamu’s remand pending the ruling on his bail application which was argued same day.

Adamu and three other co-defendants, who are Bauchi State’s workers, are also facing another criminal charge bordering on alleged terrorism financing to the tune of $9.7 million before Justice Nwite.
