Lagos State governor, Mr. Babajide Sanwo-Olu, has released the sum of N200 million to support the Coronavirus (COVID-19) response of the Federal Government-run isolation centres that are based in the state.

The grant is specifically to ramp up the capacity of the federal isolation centres in Lagos to efficiently manage and cure infections from all identified COVID-19 variants.

This development was disclosed in the Governor’s latest update on the state’s COVID-19 response, which was released on Sunday evening.

The beneficiary treatment centres are the Lagos University Teaching Hospital, LUTH, in Idi Araba, and Federal Medical Centre, FMC, in Ebute Metta, which will get N150 million and N50 million respectively.

Also, the state government announced that its isolation centre situated in the Gbagada General Hospital would now be transformed into fee-paying private wards.

The move, Sanwo-Olu said, was in response to the growing requests from patients and families willing to pay for personalised care in government-run facilities, while also protecting their privacy.

Payable fee for the private treatment, the governor noted, would be moderately lower than charges at licenced private hospitals.

Sanwo-Olu said the state-owned treatment centre at Infectious Disease Hospital, IDH, in Yaba would continue to offer high-quality treatment to all persons, free of charge.

He said: “In view of the rising profile of the Coronavirus disease due to the mutating variants now being discovered globally, and to shore up our containment and management capacity, I have approved the sum of N200 million to support the ongoing patient management and treatment efforts in two Federal Government’s treatment centers in our state. To this end, LUTH will be receiving the sum of N150 million and the FMC Ebute Metta will be receiving N50 million. These sums will be disbursed today, February 1.

“Also, in response to the growing clamour by patients and families who are willing to pay for COVID-19 treatment but would like to do so at a cost that is lower than is currently obtainable at private facilities, Lagos State Government is making efforts to transform the State-owned isolation center in Gbagada into a fee-paying facility that people can elect to be treated at. While the treatment facility in Yaba will continue to offer free and high-quality treatment to all persons, Gbagada isolation centre will offer treatments at a moderated and affordable cost to those who wish to take advantage of extra offerings like private treatment rooms and more personalised levels of care.”

Despite that oxygen demand had spiked up from 300 cylinders to 400 cylinders per day across state-owned treatment facilities, Sanwo-Olu said the state government would not charge patients who receive oxygen.

The governor said Lagos was working hard to ensure oxygen supply met and surpass the demand, disclosing that the state was on the verge of delivering its second oxygen plant at the Gbagada General Hospital.

The new plant will be ready in the next seven days.

Sanwo-Olu said when the COVID-19 vaccines are finally delivered to Lagos in the coming days, distribution priorities would be accorded to frontline workers, persons with co-morbidities, essential workers and the elderly who are within the age bracket of 50 to over 65 years.

He said: “The Government will keep the integrity of the vaccines intact along the entire supply and distribution chain, while also ensuring approved dosages are complied with. The state will follow up on possible post-vaccination adverse event; the monitoring strategy will be diligently followed in line with protocols of pharmaceutical public safety.”

The state government frowned at what it called “widespread flagrant disregard and non-adherence to COVID-19 guidelines and protocols” issued to stem the tide of infection. Sanwo-Olu particularly noted that some event centres’ owners had been operating their facilities outside the acceptable parameters for usage, warning that defaulters would be decisively dealt with.

In line with the COVID-19 Health Protection Regulations of 2021 signed last week by President Muhammadu Buhari, Sanwo-Olu directed that no gathering of more than 50 persons shall hold in an enclosed space, except for religious purposes, in which case the gathering shall not exceed 50 per cent capacity of the space.

“A breach of the provisions of the presidential regulations attracts upon summary conviction, a fine or six months imprisonment or both. Our enforcement agencies have been appropriately tasked to ensure maximum compliance,” the governor said.

Lagos State has discharged five coronavirus patients from its Infectious Disease Hospital, Yaba, having been certified to be well.

This brings to 29 the number of persons discharged so far in Lagos State.

Two of the newly discharged patients are males while three are females including a 10 years old girl.

They were said to have tested negative twice before allowed to go.

Governor Babajide Sanwo-Olu broke the news of the newly discharged persons on Sunday in an address.

While expressing the determination of his government to continue to be steadfast and aggressive in its battle against coronavirus, the governor urged all to continue to observe social distancing and other measures put in place to prevent the spread of the disease.

The statement by the governor reads in full:

My dear Lagosians, greetings.

Yesterday, I announced the discharge of one more patient at our Infectious Disease Hospital, Yaba.

Today, I am happy to inform you that five more patients comprising two males and three females including a 10 year old girl have tested negative twice consecutively to #COVID19 and have been discharged to reunite with their families. This brings to 29 the total number of patients who have fully recovered and discharged from our facility at Yaba.

It is however sad that the State has recorded another death, bringing to two the total number of deaths from COVID19 in Lagos State.

Although, there is a strong indication that the State is winning the battle against the disease which is ravaging several countries across the world but we need to remain steadfast and aggressive to curtail the spread.

I need to reiterate that the result of tests conducted by our health workers on the recovered patients is a confirmation that they pose no threat to the community.

I will like to use this opportunity to advise Lagosians against stigmatising the discharged patients as this act could bring feelings of shame, hopelessness and despair. We need to do all we can to support them in whatever form to get over the memories as soon as possible.

I wish to thank our frontline health workers who are taking good care of the patients, members of the Lagos State Health family and the Emergency Operation Centre for their kindness and flexibility in managing the patients and checking the spread of the disease.

As the disease ravages countries all over the world, Lagos State will continue to do the needful in terms of responding to emergencies in an effort to ensure the health and wellbeing of our people. We will do our best to make sure that other patients at the facility receive the best of care and attention so that they can return home to join their families and the community soonest.

In order to contain the spread of the disease, I strongly advise you to continue observing Social Distancing. Let us remain indoors and shun the temptation to breach the presidential restriction that has been placed on our state so that the gains recorded so far are not eroded.

You should regularly and thoroughly wash your hands with soap and clean, running water and where water is not readily available, an alcohol-based hand sanitizer can be used.

It has come to our notice that some of our youths still engage in sporting and related activities, this is very unfortunate. This act could jeopardise our efforts and the laudable intention of the lockdown. I therefore advise you to adhere strictly to our instructions so that together we can win the battle.

Thank you.

Babajide Olusola Sanwo-Olu

Lagos State government will be offsetting the medical bills of any patient admitted into the state-owned secondary and tertiary healthcare facilities during the period of the lockdown imposed to stem the spread of coronavirus.

Governor Babajide Sanwo-Olu announced this palliative measure during a briefing after a State’s Security Council meeting held at the State House in Marina.

The new palliative scheme, Sanwo-Olu said, would cover the medical equipment expenses of pregnant women on maternity delivery and other categories of patients in emergency, casualty cases, laboratory testing and surgeries.

Also, the governor said the cost of any medication bought at the State-owned secondary and tertiary healthcare facilities would be borne by the government during the period of lockdown.

The move, Sanwo-Olu said, was to ameliorate the difficulties that might be experienced by the those whose wellbeing might have been affected by the ongoing restrictions initiated to curtail the spread of the novel coronavirus pandemic in the state.

Lagos is worst hit of the three states currently locked down by the Federal Government.

Others are Ogun State and Federal Capital Territory, FCT.

Sanwo-Olu said measures had been put in place to ensure the scheme was not compromised, adding that the palliative would make great impact on those in need of medical attention in the period of lockdown.

He said: “Lagos State Government will, for the duration of the restriction on movement, be taking full responsibility for the medical bills of all patients who fall in the following categories at all Lagos State-owned secondary healthcare facilities.

“The first category are patients in emergency, casualty cases, including registration, laboratory tests, surgeries, and drugs. Those in the second category are maternity cases. We will bear the full cost of pregnant women on normal delivery and Caesarean sections in our hospitals in this period of lockdown.

“What this new scheme means is that, at this time, patients with the listed medical conditions will not need to pay to access treatment and care in all our 27 General Hospitals across the State.”

The Governor said the state had started to review the process of distribution of food relief package, which was introduced at the beginning of the restriction, admitting that the programme had made positive difference in the lives of the intended beneficiaries.

He, however, pointed out that there was ongoing appraisal of the social intervention programme, which, he said, was necessitated by pockets of irregularities observed in its implementation.

Sanwo-Olu disclosed that the restrictive measures had started to pay off, stressing that lockdown had afforded the Nigeria Centre for Disease Control, NCDC, to keep up and make appropriate progress in tracing of contacts.

“The restrictions have started paying off; the Nigeria Center for Disease Control has told us that they have been able to take advantage of the absence of traffic on our roads to make appreciable progress in their contact tracing,” the governor said.

He said all patients in the state’s isolation centres were doing well and recovering faster despite the surge in COVID-19 case in Lagos.

A patient, Sanwo-Olu said, was discharged on Saturday afternoon, making it 24 COVID-19 patients treated and released by the state.

Sanwo-Olu reiterated his government’s commitment to security of residents’ lives and property, warning hoodlums who may want to take advantage of the ongoing restriction of movement to rob.

The governor ordered 24-hour security surveillance across residential areas and asked the police to dislodge hoodlums in various spots across the state.

He also said more measures would be introduced to ensure the lockdown remained effective.

On whether there would be extension of the lockdown, Sanwo-Olu said: “We are in the period of national emergency and the ongoing restriction was declared by the President. If there’s need for an extension, the Federal authorities will decide that based on the outcome of the ongoing measures.”

Eleven coronavirus patients admitted and treated have been discharged in Lagos, as they have fully recovered.

They have tested negative.

The patients include two females and nine males.

The number of patients who have recovered and discharged in Lagos since the disease broke out in Nigeria is now 18.

Recall that seven patients had earlier been discharged.

The Governor of Lagos State, Mr. Babajide Sanwo-Olu, announced that the patients were discharged on Thursday in a statement to the people of Lagos State.

He, however, warned that the battle against coronavirus was not over.

According to him, Nigerians should “maintain our vigilance against Coronavirus because of the community infection that we are beginning to experience.”

He thanked the health workers involved in the battle for a good job and thanked the people of the state for their co-operation.

The statement reads in full:

COVID-19 Update by the Incident Commander, Governor Babajide Sanwo-Olu

My dear Lagosians, greetings.

Today, I have some good news for you concerning our desperate battle against Coronavirus, the lethal disease that has changed our world and tested to the limit our resilience as a people.

Even as this battle continues, amid so much anxiety all over the world, I am happy to break to you, my good people of Lagos, the news of the release today of 11 more patients from our facility in Yaba. They have fully recovered and tested negative to COVID-19 and have been allowed to return home to their families. This brings to 18 the number of discharged patients in Lagos since the index case was reported.

The patients include two females and nine males, who were discharged after testing negative twice consecutively to #COVID19.

That the tests results of these patients came out negative twice is a big assurance to us that they pose no threat to the community. We are, therefore, releasing them in furtherance of our commitment for a disease free State.

May I use this opportunity to, once again, thank our frontline health workers who took care of the patients as well as members of the Lagos State Health family and the Emergency Operation Centre for their resilience and diligence in the face of the daunting challenges confronting our State in curtailing the spread of this pandemic.

It is a thing of joy that we have not recorded any mortality and we hope – and pray – that it remains so. We will not rest on our oars but continue to work assiduously for the full recovery of the other patients so that they can return home to their families and the community.

I am happy to note the excitement of the patients. They are full of gratitude to our dear State that has stood by them all the way, the health workers and all those who contributed one way or the other in the fight against this unseen but vicious enemy of mankind. The Health Commissioner and all members of the medical team got kudos.

One of the former patients said: “Initially, I found it hard to settle into the facility. In fact, the first two days I spent here were so lonely for me, but I gradually settled and found companion in my fellow ward mates. The doctors and other health workers who attended to us were amazing and we appreciate their sacrifices.”

May I warn that this is not the time to relax, but to maintain our vigilance against Coronavirus because of the community infection that we are beginning to experience. We should be sober as the battle continues.

I, therefore, advise Lagosians to remain steadfast as they stick to the rules of hygiene we have been told to practise. Let us continue to observe Social Distancing. Let us remain indoors, shunning the temptation to breach the presidential restriction that has been placed on our state so that the gains made so far in the fight against COVID-19 is not eroded. We should shun any gathering for whatever reason at this delicate period.

Reports of youths gathering for social and sporting activities – as well as those massing for religious purposes – are unfortunate. This kind of insensitivity could be a weak link in our collective effort to break the chain of transmission of the infection.

The order for law enforcement agents to ensure that residents comply with the directive to stay indoors remains. I enjoin members of the Organised Private Sector and others to read the Federal Government’s guidelines on the restriction of movement so that the directive is not breached in any way.

Again, I assure you that at the end of it all, we will hoist a flag of victory – with your co-operation and by the grace of The Almighty.

Thank you.

Babajide Olusola Sanwo-Olu

Lagos State Government, on Wednesday, launched a Real Estate Transaction portal to curb fraudulent practices in the real estate business.

Governor Babajide Sanwo-Olu unveiled the portal at a stakeholders’ meeting held at Eko Hotel & Suites in Victoria Island.

The portal, the governor said, would secure investments in property market by checkmating unscrupulous dealings in transactional process.

He said it would also afford property owners and tenants to register and transact genuinely with one another without interference of third parties.

Sanwo-Olu, who was accompanied to the event by his deputy, Dr. Obafemi Hamzat, said that the launching of the portal became imperative to find lasting solution to incidences of fraudulent and unprofessional practices observed in the real estate sector.

The initiative, he said, would promote transparency and best practice in the business.

He said: “Apart from facilitating smooth business relationships between people selling or buying landed property, the portal will also be useful to those in leasing or renting of properties across the state. Removing fraud and doubts from their transactional activities will, in no small measure, contribute to the state’s GDP.

“The data collected from the portal will help the government to formulate policies and programmes to regulate, control and professionalise the real estate sector, which is one of the extremely important needs of mankind.”

The governor said the state had initially introduced Lagos State Real Estate Transaction Department, LASRETRAD, in its civil service in 2012 to regulate, monitor and develop the institutional framework that would enhance the integrity of the property market.

The electronic platform, he said, was introduced to consolidate the activities of the department.

Sanwo-Olu used the occasion to reiterate his administration’s commitment to bridging the housing deficit in the state by partnering with private sector, urging stakeholders in the housing sector to embrace the new technology deployed by the government in securing business transactions in the market.

Special Adviser to the Governor on Housing, Mrs. Toke Benson-Awoyinka, hinted that Lagos had more innovative and sustainable plans to improve the fortunes of the real estate sector and promote the state as first destination for property business in the country.

She said the Smart City aspiration of Lagos made it necessary for the government to track all real estate transactions and capture them electronically with access to data.

The cabinet member observed the need by the state to continuously capture and update a unified central database for real estate activities within the state, noting that it would help in planning and decision-making.

The Minister for Works and Housing, Mr. Babatunde Raji Fashola, SAN, represented by the Federal Controller for Works and Housing, Lagos State Field Office, Mrs. Sarah Alawode, urged stakeholders to embrace the new initiative, stressing that the platform remained critical in strengthening ease of doing business in the country.

Lagos Commissioner for Housing, Hon. Moruf Akinderu-Fatai, said the event was timely to curb fraudulent practices inherent in real estate business.

He added that the launching of LASRETRAD was aimed at standardising the operations of the real estate sector and agents’ operations in the space.

The last four months have been devoted to ensuring sustainable solution to the traffic challenge in Lagos State, Governor Babajide Sanwo-Olu has said.

Beyond a short-term fix that resulted in the ongoing rehabilitation of highways and arterial roads, the governor said Lagos would be expanding the capacity of its water transportation and leveraging Information and Communication Technology, ICT, to address the observed disorderliness in the mass transit system.

To this end, Sanwo-Olu said his cabinet had approved the deployment of a six-kilometre wide metropolitan fibre optic cable to be laid across the city.

Upon completion, it would deliver fast Internet broadband to all residents across the length and breadth of the state.

The project, which is expected to be delivered in four months, would be used to drive compliance with the state’s traffic laws as well as expand the capacities of its waterways, the governor said.

That, he said, would also help in tackling the traffic challenge.

The governor was a guest at The Platform Nigeria, a yearly programme organised by the Covenant Christian Centre in Orile-Iganmu, Lagos.

The church’s senior pastor, Poju Oyemade, coordinated the session.

Giving details about why Lagos would continue to experience traffic congestion, Sanwo-Olu said more than 10 per cent of the nation’s 180 million population resided in the state, adding that Lagos also had a vehicular movement average of 240 vehicles per kilometre as against the national average, which ranges between 11 and 15 vehicles per kilometre.

For these reasons, the governor said, there would always be traffic challenge on Lagos roads, but pointed out that the transportation programmes of his administration were developed to proffer solution that would reduce the residents’ pains.

He said: “To solve Lagos traffic problems from short to medium term basis, we have decided to come up with intermodal transport scheme, which will simultaneously see us developing capacities in waterways, rail and terrestrial mass transit. Our intervention is largely focused on the road, because it is the most used method of transportation. Once the rainy season passes, we are going to embark on extensive road rehabilitation across the state.

“The BRT programme is on course and we have taken delivery of additional 800 buses, which we are currently trying to clear from the Nigerian Port. Once this is done, we will be able to remove a lot of yellow commercial buses off the road and we will have articulated buses in line with our transportation plan.

“Our medium to long-term plan involves the strengthening of water transportation system. We have just acquired about seven new boats and we are about introducing ‘water taxis’ that can ferry about 60 to 80 passengers each on a single trip. In our long-term plan, we are developing our rail system by completing the Blue Line, which started from Mile 2 to Marina.”

Sanwo-Olu explained his administration’s policy direction on education, giving details on how technology and fast Internet connectivity would be leveraged to deliver quality education to pupils in public schools.

The governor said the state had finalised agreement with a tech-based education consultant to begin the process of digitising school curriculum, with the objective to promote accountability in the delivery of quality education.

Sanwo-Olu disclosed that his administration had audacious programmes lined up to address the current challenges facing the state, but hinted that the implementation of his development agenda had largely been slowed down by a number of irrevocable financial liabilities tied to the state’s resources by his immediate predecessor.

He said: “We have to look at the finances of the state. But, I know I cannot give excuses to Lagosians that I met the state in financial mess. It would amount to meaningless stories. And nobody will never know the real status of finances of any state until they get there. It is until I got there that I realised how bad we are in terms of outstanding liabilities, financial commitments to local banks and Federal Government’s bonds.”

The governor said efforts were on to widen the tax net and improve the Internally Generated Revenue, IGR, of the state, which, he said, would be used to fund some of the pending capital projects.

Sanwo-Olu cautioned those passing judgment on his four-month old government with a charge that the period was “too short” to measure the impact of the administration.

The governor said he believed in proper planning of key programmes before implementation of decisions that would affect lives of the people.
