										<content:encoded><![CDATA[<p>National Institute of Security Studies, NISS, has engaged the Nigerian Communications Commission, NCC, to advance strategic collaboration that would enhance the application of Information and Communication Technology, ICTs, towards improving national security.</p>
<p>Speaking during a visit to the Executive Vice Chairman of the Commission, Prof. Umar Garba Danbatta, at the NCC’s Head Office in Abuja recently, the institute’s Director, Research Estimates and Library Services, Dr. Adegboyega Karim, said the visit was on a fact-finding mission to enrich ongoing research that focuses on globalization and regional integration for sustainable development in Africa.</p>
<p>Karim led to the commission a team delegation of Executive Intelligence Management Course Sixteen Participants, EIM16, a study group with representations from various security agencies under the auspices of NISS, typically senior officers in security agencies, including the military, police, intelligence services, and other relevant agencies.</p>
<p>He noted that the commission had made giant strides advancing the course of digital economy development in Nigeria, and that its regulatory processes provided a good opportunity for the collaboration to enable the group to research further into matters regarding telecommunications and national security.</p>
<p>Director, Special Duties of the Commission, Dr. Ikechukwu Adinde, who received the team on behalf of Danbatta, affirmed the readiness of the commission to collaborate with the institute, and, indeed, any private and public institution that was focused on national development.</p>
<p>Reiterating the advancements made in ICTs, Adinde said it was within the context that the commission continued to promote the deployment of robust digital infrastructure capable of supporting and improving the security of lives and property.</p>
<p>&#8220;As a way of consolidating on the tremendous successes that had been recorded in the telecoms industry through effective regulatory regime emplaced by the commission, the federal government has formulated a number of policies such as the Nigerian National Broadband Plan, NNBP, and the National Digital Economy Policy and Strategy, NDEPS, among others, which serve as a compass for our efforts at building a resilient digital economy that supports security,” he said.</p>
<p>Adinde enlightened the visiting delegation on NCC’s efforts towards ensuring adequate protection for telecoms facilities, across the nooks and crannies of the country where it is treated as Critical National Infrastructure, CNI, the building of Emergency Communications Centres, ECCs, across states and Federal Capital Territory, FCT, as well as series of collaborations with relevant agencies to ensure effective connectivity to individuals and institutions.</p>

										<content:encoded><![CDATA[<p>An innovative journalist and consummate public relations practitioner, Mr. Reuben Muoka, has been appointed at the new Director of Public Affairs of the Nigerian Communications Commission, NCC.</p>
<p>The announcement was made on Thursday by the management in a statement signed by the Executive Vice Chairman of the NCC, Prof. Umar Danbatta.</p>
<p>Muoka takes over from Dr. Ikechukwu Adinde, who has assumed duties as the Director of Special Duties Department of the Commission.</p>
<p>The new NCC’s spokesman, according to Danbatta, was recently promoted a substantive director, alongside Ismail Adedigba, now Director of Research and Development (R&amp;D); and Giwa-Tobi Mohammed, who has also assumed duties as Director/Secretary to the Board of the Commission.</p>
<p>The statement reads in part:</p>
<p>“Muoka was in 2021, appointed to head the Special Duties Department, which superintends the International Relations Unit; Emergency Communication Centres Unit; the Public Private Partnership Unit; and the Security Services Unit of the Commission.</p>
<p>“He was promoted as Director of the Department before his current redeployment to lead the Public Affairs Department, the arm of the Commission mandated to manage the image and visibility of Nigeria’s telecom regulator and a leading light of the Nigerian public service.</p>
<p>“Muoka is expected to bring his rich and versatile experience in both specialised and traditional journalism, public relations, integrated marketing communications (IMC), corporate communication and people management, to bear on the Commission’s vision to expand the frontiers of its public goodwill and the impact of its reputational assets.”</p>
<p>A former Deputy Communications Editor of the Vanguard Newspapers, former Deputy General Manager at MTS First Wireless (Nigeria’s first mobile telephone operator), Muoka joined the NCC in 2007 as a Principal Manager, and was deployed to the Public Affairs Department where he headed the Media and Public Relations Unit. He later rose from the rank of Principal Manager to the position of an Assistant Director in 2010, and by 2015, as a Deputy Director, appointed to head the re-engineered Public Relations Unit of PAD.</p>
<p>In 2017, he was redeployed to the Policy, Competition and Economic Analysis Department to head the Economic Analysis unit of department.</p>
<p>Muoka earned M.Sc. degree in Mass Communication from the University of Lagos, specialising in Public Relations and Advertising, where he had earlier successfully completed a Postgraduate Diploma (PGD) in the same field of Mass Communication.</p>
<p>Much earlier, he had obtained a bachelor’s degree in Performing Arts at the University of Ilorin.</p>
<p>As a mark of his distinctive journalism career, Muoka received a fellowship of the Egyptian Embassy in Nigeria to undertake a Pan-African training and tour of Egypt in 1999, leading to an award of a continental Diploma Certificate in Journalism at the instance of the Egyptian Ministry of Information, and the African Journalists Union, AJU, in Cairo, Egypt.</p>
<p>“The focused, innovative and illuminating coverage and analysis of the Information and Communications Technology (ICT) in the pre and immediate post liberalisation period of telecom industry in Nigeria is credited to the insights of visionary journalists like Muoka, whose pioneering initiative led to the establishment and institutionalisation of the Hi-Tech Desk in Vanguard Newspapers in late 1990s. As the Chairman of the League of Communications Correspondents (LECCO), Muoka led his colleagues to give voice and focus to the advocacy for the liberalisation and deregulation of the telecom industry in Nigeria in the 1990s.</p>
<p>“During his active days in journalism at Vanguard Newspapers, Muoka served concurrently as Africa’s contributing editor to the London-based CommunicationsWeek for four years beginning from 1998, during which he undertook copious reportage of the African telecom landscape. The London-based magazine shared Muoka’s work to an enthusiastic global audience in a rare showcase of Africa’s promise as a flourishing point for the emergent converging telecommunications industry.</p>
<p>“Between 1995 and 2001, Muoka leveraged his expertise to provide part-time public relations consultancy to notable companies and institutions in the telecommunications industry, including the Nigerian Mobile Communications Limited, Abuja; Multi-links Telecommunications Limited, Lagos; Satellite Telecommunications Limited, Lagos; Pulse Marketing Communications Ltd, Lagos; and the Nigerian Communications Commission, Abuja, years before he joined the Commission as a staff.</p>
<p>“Reuben Ejike Muoka is a member of the Nigeria Union of Journalists (NUJ); a full member of the Nigerian Institute of Public Relations (mnipr); and an associate member of the Registered Practitioners of Advertising (arpa), regulated by the Advertising Practitioners Council of Nigeria (APCON).</p>
<p>“On behalf of the Board and Management of the Commission, I heartily congratulate Reuben on his new role and look forward to working closely with him and his team in Public Affairs Department, as key internal stakeholders in the Commission’s re-engineering processes to meet and surpass Federal Government’s expectations for a robust telecommunications sector and a remarkably emergent digital economy,” the statement reads further.</p>

										<content:encoded><![CDATA[<p>The Nigerian Communications Commission, NCC, has commenced the process of conducting a study to assess the current level of competition in the Colocation and Infrastructure Sharing, CIS, segment of the Nigerian telecommunications sector.</p>
<p>Seventy-eight licensees are currently operating in that market segment.</p>
<p>The study, according to NCC’s Director, Public Affairs, Dr. Ikechukwu Adinde, is to enable the commission to have insightful and evidence-based facts to glean the dynamics at play and ensure the continuous growth of the CIS segment of the telecom market.</p>
<p>The NCC takes this issue as priority in view of the critical role played by the colocation and infrastructure sharing segment of the telecom ecosystem in ensuring robust services, he said.</p>
<p>He stated that already, the commission had engaged the services of Messrs. Price Waterhouse Cooper (PwC), one of the world’s reputable consulting firms, to conduct the study on its behalf, in exercise of NCC’s regulatory functions as provided in the Nigerian Communications Act (NCA), 2003.</p>
<p>The study is expected to be concluded between April and July, 2022.</p>
<p>Speaking at the NCC’s stakeholders’ forum recently organised in Lagos on the commencement of the study, the Director, Policy, Competition and Economy Analysis (PCEA) at NCC, Yetunde Akinloye, who represented the Executive Vice Chairman of the Commission, Prof. Umar Garba Danbatta, said the forum was hosted to intimate operators in the CIS segment of the telecom market on the study and to secure their buy-in and cooperation with the consultants undertaking the study.</p>
<p>Akinloye reasoned that in line with its mandate of creating an enabling environment for competition among operators in the industry as well as ensuring the provision of qualitative and efficient telecommunications services, the NCC periodically conducts studies to assess the level of competition in the industry.</p>
<p>“Having successfully conducted competition assessment studies in 2005, 2010 and 2013, the Commission had issued determinations based on the findings of the studies while outcome of such studies has also enabled the Commission to come up with various regulatory interventions and initiatives to continuously provide a level-playing field for the interplay of market forces. These procedures are emplaced by the Commission to ensure fair, efficient and sustainable competition in the Nigerian telecom industry,” Akinloye said.</p>
<p>Despite the measurable progress made by the commission, Akinloye stated that, since the successful completion of the 2013 study, there had been significant development and activities in some market segments of the industry that had necessitated the conduct of another competition study.</p>
<p>For instance, at the time the 2013 study was conducted, the CIS market segment was still at embryonic stage and as such, much emphasis was not placed on it. However, “The CIS segment has recorded significant growth and transformation over the years having about 80 licensees, operating in the segment while its performance and activities continue to impact significantly on other segments of the Nigerian industry. The Director PCEA also informed that activities in the CIS market has also  attained the targets set out in the Nigerian National Broadband Plan (2020-2025)”.</p>
<p>Akinloye further declared that the overarching objective of the study is to provide current insights into the level of competition in the CIS market segment and articulate strategies to enhance opportunities in the market, as well as ensure the deepening of competition which will ultimately support the provision of innovative services for the benefits of both market players and the consumers at large.</p>
<p>“Therefore, in line with NCC’s participatory approach to regulation, this initial stakeholders forum has been convened to formally introduce the project and the appointed consultants to the industry&#8221;.</p>
<p>Akinloye informed participants and asserted that the forum provided opportunities for stakeholders to gain an understanding into the objective, scope and methodology of the study, as well as to ensure that questionnaire or Request for Information (RFI) developed by the consultants to access the level of competition in the market were well understood.</p>
<p>Thus, Akinloye rallied the stakeholders to see the forum as an opportunity “to seek and receive clarification based on presentation delivered by the consultant and to make comments on issues relating to the study. She urged all participants to &#8220;commit to the objectives of the study, by providing complete, timely feedback to questionnaires.”</p>
<p>Director, Technical Standards and Network Integrity at NCC, Bako Wakil, also joined Akinloye in seeking the full cooperation of licensees in the CIS segment of the telecom market whenever they were approached by the consultants for relevant information either through the instrumentality of the RFI or through one-on-one sessions with consultants in the course of the implementation of the study.</p>
<p>According to Wakil, the study is in the interest of the CIS licensees, other players and the consumers.</p>
<p>He said it would also provide the commission with useful and evidence-based insights necessary to ensure healthy competition and a level-playing ground in the CIS segment and ensure sustainability in the growth of the telecommunication industry.</p>
<p>&#8220;Also, rest assured of the confidentiality of any information provided to the Commission in the course of this study, no matter how sensitive,” Bako said to the enthusiastic audience.</p>
<p>Earlier in her presentation to telecom stakeholders at the event, Partner at PwC, Mary Iwelumo, amplified the voice of the commission on the objectives of the study and urged them to cooperate with the firm in providing accurate, timely and adequate responses to the RFI or the questionnaire that would be administered.</p>
<p>That it was said, would ensure that appropriate information were to obtained to address the challenges in the sector.</p>
<p>Iwelumo stated that the study was to analyse the structure and operations of the collocation and infrastructure sharing segment of the telecoms market, draw out insights and advise the commission on necessary regulatory interventions required.</p>
<p>Iwelumo further listed three major tasks of PwC in the execution of the study to include: gathering data, reviewing and analysing information that would be sourced from the Commission, the operators, other jurisdictions for benchmarking; engaging identified stakeholders to get feedback and suggestions after the completion of market assessment; and finally to make recommendations and prepare the study report.</p>
<p>&#8220;Operators are very critical to the success of the study. Therefore, they would be involved in this critical assignment, as important sources of information, as provider of technical inputs, and finally, help to validate the findings of the study,&#8221; Iwelumo said to underscore the role of operators in the study.</p>

										<content:encoded><![CDATA[<p>ipNX has praised the management of the Nigerian Communications Commission, NCC, for its superlative regulatory activities, describing the commission’s action as marked by efficiency and effectiveness.</p>
<p>ipNX, a licensee of the NCC, gave the commendation during its courtesy visit to the commission.</p>
<p>The delegation was led by Group Managing Director, Ejovi Aror.</p>
<p>Aror also hinted about the company’s plan to expand its operations in Nigeria, in a manner that he said, would  heighten the role of the telecom sector in the growth of the Nigerian economy.</p>
<p>The Group Managing Director of ipNX also notified the commission that the operation of the company had come to a critical juncture and ipNX was happy to migrate from the stage where it was to a more strategic stage where it would play a greater role in the efforts to expand broadband infrastructures in Nigeria.</p>
<p>“Therefore, we are here to solicit your support for our plan to expand our businesses because we are at the threshold of closing a chapter and moving onto another, particularly in expanding broadband infrastructure which is critical to national development,” Aror stated with optimism.</p>
<p>Aror also informed the management of NCC about some of its Corporate Social Responsibility, CSR, programmes.</p>
<p>The most central and significant of them, according to Aror, was the free Internet access to schools in Lagos and Oyo states.</p>
<p>Importantly, Aror emphasized ipNX readiness to extend such services to other parts of the country, particularly in schools, because of the importance of ICT to educational development.</p>
<p>Responding to the ipNX delegation, the Executive Vice Chairman of NCC, Prof. Umar Danbatta, who was represented by the Commission’s Executive Commissioner, Stakeholder Management (ECSM), Adeleke Adewolu, thanked ipNX for the visit and for the testimony about how NCC’s regulatory activities have caused growth in leaps and bounds in the fortunes of the telecom ecosystem.</p>
<p>Adewolu declared that NCC was particularly gratified by the remarkable and quantifiable impact of Commission’s activities on the economy, including increase in the sectoral contribution to Gross Domestic Product (GDP).</p>
<p>Adewolu promised that the encouraging words of ipNX&#8217;s delegation would spur the commission to put in more efforts towards achieving its mandate.</p>
<p>Putting in context the trajectory of landmarks in the telecom sector, Adeleke recalled the history of the evolution of the telecom industry in Nigeria, declaring that Decree 75 of 1992 which established the Commission, was a great feat.</p>
<p>The NCC Executive Commissioner also said the courageous deregulation and liberalisation of the telecom sector by the federal government in the year 2000 was a masterstroke.</p>
<p>Adewolu said that action triggered uncommon liberalization that caused a rare leap in the democratisation of access to telephone services, from a few hundred hitherto existing fixed lines in 1992 to over two hundred million subscriptions today.</p>
<p>Nudging ipNX to offer its best to the growth of the telecom sector, the ECSM stated that the outbreak of Covid-19 pandemic and the capacity of the Nigerian economy to survive the contagion had demonstrated the importance of the telecom sector because most social and economic activities simply migrated to online platforms.</p>
<p>“So we are delighted about your interest in expanding broadband infrastructure,” Adewolu said to underscore the importance and contribution of broadband infrastructure to human survival at the peak of the COVID-19 pandemic.</p>
<p>The ECSM also informed the visitors that the commission, with the supervision of the Ministry of Communications and Digital Economy, is ready and willing to partner with stakeholders to accomplish the objectives of the National Digital Economy Policy and Strategy (NDEPS) 2020-2030; and the Nigerian National Broadband Plan (NNBP) 2020-2025.</p>

										<content:encoded><![CDATA[<p style="text-align: justify;">Durojaiye Anthony Okodu is an unusually calm, friendly, stylish and very considerate staff of the Nigerian Communications Commission, NCC. A man without negative airs, yet he carries himself with the avuncular grace. His physical persona is marked by an exceptional gait that matches his physique. A man of naturally tall framing devoid of excessive fat that makes him able to move swiftly and magisterially. Importantly, Okodu’s humility and affable disposition easily endear him to everyone.</p>
<p style="text-align: justify;">So, expectedly, last Friday, April 8, 2022, staff of NCC gathered at the imposing auditorium of the Commission’s Head Office Annex at Mbora District, Abuja, to honour Okodu, also known as “Baba Naira”, as he bowed out of NCC having reached the mandatory retirement age of 60 years and after 28 years of meritorious service.</p>
<p style="text-align: justify;">Okudu began his career at the Commission in July 1994, as a cashier on transfer from the erstwhile Ministry of Communications, where he was headhunted by a former director of the Commission, Felicia Onwuegbuchulam. From then on, he had risen through the ranks, before eventually retiring as a Principal Manager, Projects, at NCC.</p>
<p style="text-align: justify;">At the well-attended valedictory session, staff, friends, and well-wishers of Okudu, paid glowing tributes in torrents to the man who can aptly be described as man of the people. Many were nostalgic and poignant while others were joyous, optimistic and tellingly introspective that Okodu would thrive in the next phase of his life.</p>
<blockquote><p>In her remark, the NCC’s Director, Projects, Iyabode Solanke, who is Okodu’s last supervisor before his retirement, and who was Okodu’s head of Department while they both worked at the Commission’s Department of Financial Services, extolled the retiree for his dedication, as well as his dressing code and excellent work ethics, which she said are worthy of emulation.</p></blockquote>
<p style="text-align: justify;">In her remark, the NCC’s Director, Projects, Iyabode Solanke, who is Okodu’s last supervisor before his retirement, and who was Okodu’s head of Department while they both worked at the Commission’s Department of Financial Services, extolled the retiree for his dedication, as well as his dressing code and excellent work ethics, which she said are worthy of emulation. Sholanke was represented by a Deputy Director in the department, Philip Eretan, who also attended the valedictory session in his own capacity as a friend of Okodu.</p>
<p style="text-align: justify;">In the same vein, NCC’s Director, Zonal Operations, Amina Shehu, in her goodwill message, stated that in every interaction she had with Okodu, she had observed his stellar qualities, such as empathy, kindness, and gentleness. She added that he was also consistent in everything he did.</p>
<p style="text-align: justify;">For Dr. Ikechukwu Adinde, NCC’s Director, Public Affairs, who also attended the valedictory party, anyone would be easily impressed by Okodu’s level of dedication to duty, which has become a mark of Okodu’s outings and career at the Commission. Adinde said that Okodu was not merely ever-present whenever he was needed most, he also, every so often, displays emotional intelligence, and never lost his temper no matter the level of provocation. “I am also impressed by Okodu’s social networking skills which had enabled him to remain connected with every staff,” Adinde emphasised.</p>
<p style="text-align: justify;">The Director, Compliance Monitoring and Enforcement, at the Commission, Ephraim Nwokonneya, profoundly recalled the attributes exhibited by Okodu that are so quite distinctive when he had the opportunity of working with Okodu in the Financial Services Department of the Commission.</p>
<p style="text-align: justify;">Nwokonneya said when he was assigned to the Department of Financial Services of the Commission as a Principal Manager, he had worked closely with Okodu, who characteristically was full of zeal and energy. He said Okodu was very efficient and easily endeared himself to everyone. Nwokonneya encouraged him to look at retirement as a time of rejuvenation, reflection and prosperity.</p>
<p style="text-align: justify;">A longtime companion and friend of Okodu, who was so evidently elated at Okodu’s befitting retirement, Olatokunbo Oyeleye, a Deputy Director at the New Media and Information Security Department of the Commission, said Okodu made her beginnings at the Commission a wonderful experience. To Oyeleye, Okodu is more than a colleague, “he is a brother,” she said and proceeded to recall with gratitude when she joined the Commission as a fresh graduate, “Okodu and his wife accommodated me, taking me under their wings”.</p>
<p style="text-align: justify;">This humane side of Okudu was underscored by Hafsat Lawal, Head, Consumer Policy Development and Monitoring, who asserted that Okudu was a mentor and a friend in need. “He is reliable and dependable, exuding high level of understanding in all matters and he would go out of his way to ensure everyone was comfortable,” Lawal said.</p>
<p style="text-align: justify;">Former staff of the Commission were also not left out of the celebration. Among them, who attended and poured encomiums on Okodu, are Felicia Onwuegbuchulam, who retired from NCC as Director Consumer Affairs two years ago, and Abubakar Yakubu, a former Director at the Commission who voluntarily retired in 2019.</p>
<p style="text-align: justify;">Onwuegbuchulam, a noted friend and confidant of Okodu who influenced Okodu to join the Commission 28 years ago, said she had no regrets in recommending Okudu to the Management of the Commission at the time. She said she was gratified that Okodu did not only have a chequered career at the Commission, he also excelled remarkably.</p>
<blockquote><p>Reflecting on the occasion with philosophical calmness and thanksgiving to God, Okodu said there had to be an end to every beginning but he thanked God for the privilege to witness his retirement day alive.</p></blockquote>
<p style="text-align: justify;">Yakubu, in a goodwill message he sent to the valedictory programme which was read on his behalf, praised Okodu for his dedication to the Commission. He declared that Okodu was one of the few staff who would work long hours, and would even work at home. He added that Okodu’s commitment and relentlessness to delivering on his assigned duties were total and spectacular.</p>
<p style="text-align: justify;">Okodu, who spoke at the end of the speeches, thanked the audience and all those who had honoured him with their presence and kind words. Reflecting on the occasion with philosophical calmness and thanksgiving to God, Okodu said there had to be an end to every beginning but he thanked God for the privilege to witness his retirement day alive. While expressing delight over all the goodwill messages received, he enjoined the younger staff who would be taking over the baton, to be hardworking. He also advised that Commission can only thrive if staff remain hardworking in a consistent manner, and are dedicated and loyal to the Commission.</p>
<p style="text-align: justify;">Other contributors at the event included Ajoke Atte, Head, Procurement; Solomon Igbayue, Assistant Director, Policy Competition and Economic Analysis; Emeka Nnama, Senior Manager, Zonal Operations; and Anthony Bassey, Senior Manager, Administration, all staff of the Commission who extolled Okodu’s distinctive virtues and dedication to the aspirations of the Commission. They all wished Okodu a life of grace and bliss in retirement.</p>

										<content:encoded><![CDATA[<p>The Nigerian Communications Commission, NCC, has asserted that linking the Subscriber Identity Module, SIM, with the National Identification Numbers, NINs, remains the only way to open lines prevented from making calls by network providers.</p>
<p>The commission made the assertion against the background of a viral web link being circulated on social media and websites indicating an alternative way of opening lines already barred from making calls due to problem of non-linkage of SIM with NIN.</p>
<p>It would be recalled that the federal government has directed network providers to bar all lines not linked to NIN.</p>
<p>In the statement issued by the Director, Public Affairs, Dr. Ikechukwu Adinde, the commission stated that the link and its accompanying narrative in circulation were misleading and did not emanate from NCC.</p>
<p>It therefore warned members of the public to disregard the message and obey the instruction as given by the NCC and network providers to have their lines opened.</p>
<p>The statement reads in full:</p>
<p><em>Unblocking SIM cards require SIM linkage</em></p>
<p><em>The Nigerian Communications Commission, NCC, wishes to officially inform telecoms consumers, whose Subscriber Identity Module, SIM, cards are barred from making calls, that affected SIMs will not be unbarred by the service providers until they are linked with the National Identification Numbers (NINs) of the SIM holders.</em></p>
<p><em>This information has become necessary in view of a viral web link (https://bit.ly/NCC-Sim-Unbar-Gov-Ng) being circulated on social media and on some websites. The link and accompanying narrative represent patent misinformation and disinformation certainly designed to mislead the general public about the SIM cards that are barred from making calls, due to non-linkage with NIN at the set deadline.</em></p>
<p><em>The misleading, viral message mischievously displays NCC logo and ostensibly promises members of the public that, by clicking the web link and following further instructions in that regard, subscribers with barred SIM cards can unbar such SIMs across mobile networks without a valid NIN.</em></p>
<p><em>For the avoidance of doubt, the NCC wishes to state categorically that it never issued such statement, directing subscribers or  indicating that subscribers can unbar their SIM without a NIN. As such, the originators and peddlers of the spurious message were out to mischievously mislead unsuspecting members of public. Therefore, their message should be disregarded.</em></p>
<p><em>The NCC is the national regulatory authority for telecommunications in Nigeria, and it is co-driving the process of the NIN-SIM linkage with the National Identity Management Commission (NIMC) as directed by the Federal Government.</em></p>
<p><em>The Commission will not, under any circumstance, act contrary to Federal Government’s directive to MNOs to bar SIMs cards not linked to NINs at the expiration of the last deadline given for the NIN-SIM linkage exercise.</em></p>
<p><em>Having disclaimed the false viral message, the Commission wishes to officially inform affected telecom subscribers on how they can get their SIMs actively connected to make calls.</em></p>
<p><em>First, for subscribers that have not registered for their NIN, what to do is to get their SIM registered at accredited centres across the country and then link the NIN with their SIM cards through channels provided by their service providers.</em></p>
<p><em>Secondly, for subscribers with registered NINs, what to do is to simply go and link the NIN with their SIMs through channels provided by their service providers.</em></p>
<p><em>The NCC, therefore, uses this opportunity to reiterate its commitment to the Federal Government’s directive on the NIN-SIM Linkage to among others, strengthen security situation in the country, assist in other socio-economic planning activities of the government, as well as to always advance the course of consumer protection from falling victim to the antics of cyber fraudsters.</em></p>
<p><em>Finally, the NCC wishes to also inform the general public that it is not recruiting at the moment.</em></p>
<p><em>Accordingly, the advertisement indicating there is ongoing recruitment at NCC, which is circulating on Twitter, and through polymediation, may have been diffused to other social media networks, is a scam and should be disregarded.</em></p>

										<content:encoded><![CDATA[<p>The Nigerian Communications Commission, NCC, has insisted that Mobile Network Operators, MNOs, their licensed agents and telecom subscribers should always comply with the Subscriber Identity Module, SIM, registration, activation and replacement procedures as set out in the Revised National Identity Policy for SIM Registration.</p>
<p>The commission made the request during the 6th edition of the Telecom Consumer Town Hall on Radio, TCTHR, a radio-based interactive consumer outreach programme of the commission, broadcast under the auspices of NCC Digital Signature, the Commission’s flagship radio programme.</p>
<p>The programme, which had NCC officials and representatives of MNOs in attendance in the studio, was aired live on <em>Treasure FM 98.5</em>, Garden City, Port Harcourt, Rivers State, over the weekend with the theme: “Understanding SIM Replacement Procedures.”</p>
<p>Speaking during the radio sensitisation programme, the Director, Consumer Affairs Bureau, NCC, Efosa Idehen, said while operators were to ensure strict compliance when registering their customers, the SIM card owners too had the responsibility to be vigilant to ensure that they were properly captured either for new SIM activation or SIM replacement.</p>
<p>“As the telecom regulator in Nigeria, our role is to enforce compliance with the extant SIM activation and replacement procedures in order to avoid problems that may arise in the event of stolen, lost, damaged SIMs or the need to upgrade SIM cards,” he said.</p>
<p>Idehen underscored the significance of SIM registration to personal and national security, and asserted that compliance with the stipulated procedures for SIM replacement would forestall identity theft, fraudulent SIM swap and other deceitful activities that could be carried out with a SIM card.</p>
<p>He informed the listeners that, in accordance with the Revised National Identity Policy for SIM Registration, all SIM replacements shall be undertaken by the service providers or their licensed agents in a controlled environment to eliminate the recurrent complaints of inconclusive SIM replacement procedures.</p>
<p>He said such experiences had resulted in subscribers being defrauded by cyber fraudsters.</p>
<p>Idehen also advised the telecom consumers to be wary of fake SIM registration agents purporting to be working for MNOs with intent to defraud unsuspecting subscribers.</p>
<p>He said one of the antics of such agents was to ask for the One-Time Password, OTP, forwarded to the consumer for activation of the SIM, especially after the SIM replacement process had been done.</p>
<p>He warned telecom consumers to be wary of such scams.</p>
<p>Addressing the requirements for SIM replacement, the Director, Public Affairs, NCC, Dr. Ikechukwu Adinde, said the use of National Identification Number, NIN, is compulsory in addition to all other criteria stated in the SIM Replacement Guidelines.</p>
<p>He declared that the provision is stipulated in the Revised National Identity Policy for SIM registration.</p>
<p>Adinde, who was represented by the Port Harcourt Zonal Controller, Venny Eze-Nwabufoh, explained that using the NIN for SIM replacement was beneficial as it helped in identifying the real identity of a mobile phone user, limiting identity fraud, other network related crimes as well as improving national security.</p>
<p>The Director Public Affairs also stated that the public sensitisation on SIM registration generally was in line with the obligation of the commission to ensure effective implementation of the Revised National Identity Policy for SIM Registration.</p>
<p>Conclusively, both Directors at the Commission informed the listeners that the NCC was saddled with the responsibility to oversee the implementation and management of the National SIM Registration Database.</p>
<p>The NCC senior executives explained that one of the obligations of the Commission was to ensure the implementation of the policy on revised national identity for SIM registration, and to have oversight of its strategies, standards, guidelines as well as frameworks in order to improve the identity and security management of mobile phone subscribers in Nigeria.</p>

										<content:encoded><![CDATA[<p>The federal government has ordered telecommunication companies in the country to bar outgoing calls on any line without its National Identification Number, NIN, linked to Subscriber Identification Module, SIM (NIN-SIM linkage).</p>
<p>The order takes effect from today, April 4, 2022.</p>
<p>The order is contained in a statement issued by the Director, Public Affairs, Nigerian Communications Commission, NCC, Dr. Ikechukwu Adinde, and the Head Corporate Communications, NIMC, Mr. Kayode Adegoke, on Monday.</p>
<p>This is as the government commended Nigerians and legal residents in the country for the support and compliance.</p>
<p>The government however pointed out that “Subscribers of such lines (not linked) are hereby advised to link their SIMs to their NINs before the Telcos can lift the restriction on their lines.</p>
<p>“Affected individuals are hereby advised to register for their NINs at designated centers and thereafter link the NINs to their SIMs through the channels provided by NIMC and the Telcos, including the NIMC mobile App.”</p>
<p>The government revealed that “as of date, over 125 million SIMs have had their NINs submitted for immediate linkage, verification and authentication. Similarly, the National Identity Management Commission (NIMC) has issued over 78 million unique NINs till date.”</p>
<p>The statement reads in full:</p>
<p>“NIN-SIM Linkage: Federal Government Commends Compliance and Directs Telcos to Bar Outgoing Calls on Unlinked Lines from 4th April, 2022.</p>
<p>“On behalf of the Federal Government, the Honourable Minister of Communications and Digital Economy, Professor Isa Ali Ibrahim Pantami, has commended Nigerians and Legal Residents for their support during the exercise to link National Identification Number (NIN) to the Subscriber Identification Module (SIM). As of date, over 125 Million SIMs have had their NINs submitted for immediate linkage, verification and authentication. Similarly, the National Identity Management Commission (NIMC) has issued over 78 Million unique NINs till date.</p>
<p>“It would be recalled that President Muhammadu Buhari, GCFR, gave the directive for the implementation and commencement of the exercise in December 2020, as part of the administration’s security and social policies. The deadlines for the NIN-SIM linkage has been extended on multiple occasions to allow Nigerians to freely comply with the Policy. The FG also took into consideration the passionate appeals by several bodies &#8211; Association of Licensed Telecoms Operators of Nigeria (ALTON), Civil Societies, Professional Bodies and a host of others &#8211; for the extension of the deadlines in the past.</p>
<p>“Accordingly, Mr. President graciously approved the many requests to extend deadlines for the NIN-SIM linkage. At this point however, Government has determined that the NIN-SIM Policy implementation can proceed, as machinery has already been put in place to ensure compliance by citizens and legal residents. The implementation impacts on Government’s strategic planning, particularly in the areas of security and socio-economic projections.</p>
<p>“President Muhammadu Buhari has approved the implementation of the Policy with effect from the 4th of April, 2022. Consequently, the Federal Government has directed all Telcos to strictly enforce the Policy on all SIMs issued (existing and new) in Nigeria. Outgoing calls will subsequently be barred for telephone lines that have not complied with the NIN-SIM linkage Policy from the 4th  of April, 2022. Subscribers of such lines are hereby advised to link their SIMs to their NINs before the Telcos can lift the restriction on their lines. Affected individuals are hereby advised to register for their NINs at designated centers and thereafter link the NINs to their SIMs through the channels provided by NIMC and the Telcos, including the NIMC mobile App.</p>
<p>“Professor Pantami specially appreciates President Muhammadu Buhari (GCFR) for his tremendous support.  He also commends the Executive Vice-Chairman of the Nigerian Communications Commission (NCC), Prof. Umar Garba Dambatta, the Director-General/Chief Executive Officer of the National Identity Management Commission (NIMC), Engr. Aliyu Azeez Abubakar along with their Management and Staff, as well as other notable bodies whose efforts have seen to the monumental success of the exercise. The Minister also extends his thanks to the telecommunication operators for their support towards the success recorded.</p>
<p>“The Honourable Minister also emphasised that enrolment for the NIN is a continuous exercise and NIN is a precondition for service in Telcos, banks, Nigerian Immigration Service, and for several other government services. He also encouraged Nigerians and legal residents to visit NIN registration centers for the enrolment and issuance of valid NINs.”</p>

										<content:encoded><![CDATA[<p>The Nigerian Communications Commission, NCC, is unwavering in its commitment to deploy a Revenue Assurance Solution, RAS, in the telecommunication sector.</p>
<p>This is to ensure a more robust Annual Operating Levy (AOL) administration in the telecom industry.</p>
<p>The subject matter was the focus of an industry stakeholder consultative engagement organised by the commission at its Head Office in Abuja on Friday, February 25, 2022, which is in congruence with the NCC’s renowned commitment to inclusive participation and consultative stakeholder engagement as part of its regulatory practice.</p>
<p>The RAS application is designed to ensure a linkage with licensed telecommunications operators’ systems and will have the capability of capturing and reporting in near real-time, billing activities by the operators for the purposes, amongst others, of computing and assuring with minimal margin of error, the accruable AOL to NCC from the licensees.</p>
<p>When deployed, the NCC RAS will bring significant solutions to the industry’s challenges, including a more effective and enhanced monitoring and regulation of the licensed telecommunications operators.</p>
<p>Speaking at the event, which was well attended by representatives of Mobile Network Operators, MNOs, Licensees of the Value Added Service chain, officials of the commission and other industry stakeholders, the Executive Vice Chairman and Chief Executive Officer, EVC/CEO, of NCC, Prof. Umar Garba Danbatta, said AOL remained the bedrock of an efficient and effective telecommunications regulatory environment.</p>
<p>Danbatta said the event was organised to sensitize industry stakeholders through a conversation on the commission’s plan to deploy RAS that would instill greater transparency and increased accuracy in the administration of AOL in the sector, as stipulated by the Nigerian Communications Act, NCA, 2003.</p>
<p>According to the EVC, since the NCA 2003 came into force and pursuant to Section 72 of the Act, various efforts had been made by the commission towards achieving an effective AOL administration, including the development of AOL Regulations 2014, which he said was being reviewed.</p>
<p>He said the commission believed that the deployment of appropriate RAS would enhance monitoring and regulatory activities around AOL administration and confer higher levels of integrity and fidelity on the AOL figures obtainable in the industry.</p>
<p>In a contextual recall, Danbatta stated that the need to deploy the most appropriate Revenue Assurance Systems in the Nigerian telecommunications industry began since 2015 when Commission published an invitation to bid for the services, in which 3R Company Nigeria Limited emerged the preferred bidder.</p>
<p>The EVC informed that during the bid process, the Bureau of Public Procurement, BPP, indicated a ‘no objection’ to the process.</p>
<p>“However, it was reasoned thereafter, that due to the scope of the project, the solution would be more appropriately procured under a Public Private Partnership (PPP) arrangement. This led to the invitation of the Infrastructure Concession Regulatory Commission (ICRC) to guide the process, as mandated by its regulations. Following this, the commission set up a Project Delivery Team (PDT), which worked with a consortium of legal advisers, financial modelers and PPP experts under the guidance of ICRC, and took the appropriate steps required under the ICRC Regulations 2005,” he said.</p>
<p>He said part of the process included a proper due diligence of the preferred partner, which received a clean bill of health from the Office of the National Security Adviser, ONSA, while the commission also subjected the software and hardware components of the proposed RAS to the certification of the National Information Technology Development Agency, NITDA.</p>
<p>The EVC stated further that the commission recorded a major feat in December 17, 2021, as the transaction received the Certificate of Compliance from the ICRC in line with the Provisions of the ICRC Act 2005.</p>
<p>“Thus, the Honourable Minister of Communications and Digital Economy, Prof. Isa Ali Ibrahim (Pantami) graciously presented the NCC RAS project to the Federal Executive Council (FEC) Meeting on January 26, 2022, where the final approval was given for the implementation of the solution,” he said.</p>
<p>Underscoring the EVC’s position, the Head, Special Duties, Reuben Muoka, stated that the industry has been waiting for the RAS from the Commission.</p>
<p>He also signaled that this current regulatory intervention will bring about a multiplier effect on the economy, local content and several other sectors in the Nigerian economy.</p>
<p>Speaking in the same vein, Deputy Director, Technical Standards and Network Integrity, NCC, Edoyemi Ogoh, stated that the approval of the RAS project by the FEC was a major success in finding a transparent process for an independent assessment, validation and completeness of the Annual Operating Levy, AOL.</p>
<p>Ogoh said the solution had the capability to limit the loss of revenue due to faulty billings, inaccurate or incomplete data and information from service providers, redundantly provided services and frauds.</p>
<p>“It will enable the resolution of inconsistencies in billings for services provided by licensed service providers to their subscribers as well as AOL bills from NCC to service providers, resulting in optimum efficiency and accuracy. The RAS would enable the commission to validate the information, records and data that are supplied to the commission by the licensees,” Ogoh emphasised.</p>
