Ibietan is a Professor of Public Administration at the Federal University Lokoja, and the university’s Director of (Academic) Quality Assurance.
The title of the lecture is “Why Reforms Fail In Nigeria’s Public Bureaucracy: A Public Administrationist’s Perspective.”
Ibietan was described as a “decidedly dedicated patriot,” and his paper is said to be capable of offering alternate pathways to better public administration in Nigeria.
