The directive was announced on Sunday in a statement issued by the Head, Public Affairs Department of NCC, Nnenna Ukoha.

The commission’s position is that subscribers should not be made to bear the full burden of service disruptions where operators fail to meet prescribed standards of service delivery.

Under the directive, erring operators will compensate affected users directly for breaches of Quality of Service, QoS, Key Performance Indicators, KPIs.

Mobile Network Operators, MNOs, it was stated, shall be required to pay the compensations for instances of poor quality of service recorded within specified time frames.

The compensation will be provided in the form of airtime credits, calculated based on subscribers’ average spending patterns and their presence within local government areas where service failures occur.

The directive was said to be rooted in the commission’s broader regulatory philosophy that placed the consumer at the centre of Nigeria’s telecommunications ecosystem.

“Telecommunications services today underpins economic activity, social interaction, and access to digital opportunities. When service quality is poor, the consequences affect productivity, commercial activities, and even public confidence in our communications system,” the NCC stated.

The commission said while regulatory fines had traditionally served as a deterrent against poor service delivery, it was adopting a more consumer-focused approach that strengthened accountability within the industry.

The commission said it had designed the measure to complement existing and ongoing efforts to strengthen service quality monitoring and enforce performance standards.

“Further to this directive by the Commission to MNOs on compensation to consumers, the Commission is also mandating Tower Companies who own the critical infrastructure for Quality of Service delivery, such as masts, to invest in infrastructure with measurable outcomes using sums that it has fined these companies, in addition to other financial fines the Commission will deem appropriate.

“The Commission will continue to reinforce the obligation of operators to invest consistently in network resilience, capacity expansion, and infrastructure upgrades to meet the growing demand for telecommunications services. At the same time, it will deploy regulatory tools that promote fairness, transparency, and accountability across the sector, ensuring that every subscriber receives the quality of service they deserve while sustaining a telecommunications industry capable of powering Nigeria’s digital future,” the statement reads in part.

Okwudili graduated with a Bachelor of Science (Honours) in Accounting in 1998 from the University of Maiduguri, Nigeria, with a Second Class Upper division.

He obtained a Masters of Business Administration, MBA, from the Ahmadu Bello University, Zaria, Nigeria in 2008 and a Masters of Science in Accounting from Veritas University, Abuja, Nigeria in 2021.

Okwudili has over twenty-five years of cognate banking experience spanning credit and marketing, treasury, compliance as well as operations and had at different times worked in various zones and departments of the bank.

He is a Fellow of the Institute of Chartered Accountants of Nigeria, ICAN, 2013, a Fellow of the Chartered Institute of Bankers of Nigeria, CIBN, 2024 and an Associate of the Chartered Institute of Taxation of Nigeria, CITN, 2016.

He has attended several Executive Education Programmes both within and outside the country, including: Senior Leadership Development Programme at the Lagos Business School, Corporate Directorship Programme at the Harvard Business School and Oxford Advanced Management and Leadership Programme at the University of Oxford, SAID Business School.

The position was reiterated on Monday during a courtesy visit by the Executive Commissioner, Stakeholder Management, NCC, Ms. Rimini Makama, to the governor of Plateau State, Barrister Caleb Mutfwang, at the Government House, Rayfield, Jos, Plateau State.

During the visit, the commission described Plateau State as a strategic and indispensable partner in the advancement of Nigeria’s national broadband agenda, citing the State’s strong educational base, growing innovation ecosystem, youthful population, and policy direction that supports digital transformation.

Makama said, “The NCC has identified Plateau State as a pivotal partner in Nigeria’s broadband agenda; not ceremonially, but strategically. You have the educational institutions, the growing innovation ecosystem at nHub and beyond, the youth talent, and now a governor whose public commitments, from the Right of Way policy to the TechFest declaration, signal the political will that digital infrastructure demands”.

“We have taken notice. At the same time, we must be honest: many rural LGAs remain underserved, cut off from the digital economy that could transform their livelihoods. Bridging that divide is a shared responsibility, and the NCC is ready to fulfil its part,” she declared.

She further stated that the visit was “the beginning of a conversation” and that the NCC had a genuine desire to explore how its mandate and instruments could align with Plateau State’s “development agenda, from supporting the operationalisation of Right of Way policy, to exploring how the NCCs Universal Service Provision Fund can reach underserved communities across Plateau’s LGAs.”

Makama said the commission’s recognition of Plateau State was based not on symbolism, but on clear indicators of digital potential already visible in the state.

She pointed to ongoing reforms, including Right of Way policy support and commitments made by the state government at the Plateau TechFest, as evidence of the administration’s willingness to create an enabling environment for broadband expansion and innovation-led growth.

According to her, such policy alignment is critical to building the infrastructure foundation required for sustainable digital development.

The executive commissioner had observed that despite the state’s growing digital promise, many rural Local Government Areas remained underserved and excluded from the benefits of reliable connectivity.

She noted that the persistence of access gaps in such communities continued to limit opportunities for education, enterprise, innovation, and access to digital services.

Receiving the Executive Commissioner for Stakeholder Management of the NCC, Governor Caleb Mutfwang commended the commission’s recognition of Plateau State’s digital potential.

He described the visit as both timely and significant, aligning with the administration’s declaration of 2025 as the year of digital innovation.

The governor emphasized the need to move from policy discussions to practical, high-impact implementation, particularly in emerging areas such as Artificial Intelligence.

He noted ongoing initiatives, including collaboration with the United Nations Development Programme, UNDP, on establishing an innovation hub at Plateau State Polytechnic, and an existing Memorandum of Understanding with Solitran to accelerate broadband deployment statewide.

Highlighting the economic opportunities within the digital sector, Governor Mutfwang announced plans for a Business Process Outsourcing, BPO, initiative designed to create jobs for at least 500 young people who would work remotely from Jos.

He stressed the urgency required to seize the time-sensitive opportunities and avoid losing competitive advantage.

The governor further underscored the importance of a coordinated, whole-of-government approach to digital transformation, expressing concern over outdated administrative practices and emphasized the need for rapid adoption of modern, technology-driven systems to enhance governance, improve service delivery, and unlock opportunities in e-commerce and innovation.

The ceremony was attended by representatives of the federal government, the Kogi State Government, Industrial Training Fund, ITF, as well as traditional rulers and other key stakeholders.

The beneficiaries, mostly women, were drawn from the host communities of Iwaa, Oyo, Obajana and Apata.

This scheme builds on a series of previous community empowerment programmes, including training in poultry production, solar entrepreneurship, and fashion design, among others.

The Plant Director, Azad Nawabuddin, described the skills acquisition programme as a strategic scheme aimed at promoting job creation and driving overall economic development within the host communities.

Engr. Nawabuddin said: “In learning the art and business of fish farming, you have embraced a cycle of life that teaches responsibility. You nurture, you wait, you adapt, and in time, you harvest. This mirrors the journey of community development itself: it is not built in a day, but through consistent effort, shared knowledge, and collective commitment.”

According to him, fish farming does not stand alone, but creates ripples by providing food for families, income for households, and opportunities for others.

“One fish pond can support a network: feed suppliers, transporters, market women, and processors. In this way, what begins as an individual skill becomes a communal asset,” he added.

Also speaking to newsmen on the sideline of the graduation ceremony, he said: “When a community feeds itself, it strengthens not only its economy but its sense of identity and pride.”

Speaking at the event, General Manager and Head of the Social Performance Department at Dangote Cement Plc, Obajana, Prince Ademola Adeyemi, said the event was part of the Corporate Social Responsibility, CSR,sScheme of the company.

He said: “We don’t Lord ourself on the communities. We jointly agree to carry out this CSR programme. We invest proactively in skills, in people, and in ideas that can uplift communities. Through partnerships like the one we have with the Industrial Training Fund, we ensure that our interventions are not just well-intentioned, but impactful and sustainable.”

The project was delivered 11 days ahead of schedule and without any safety incident, reinforcing SNEPCo’s longstanding commitment to operational excellence and asset integrity.

“Completing the turnaround safely and ahead of schedule is a testament to the dedication and professionalism of our Nigerian workforce and the helpful support of our partners,” SNEPCo Managing Director Ronald Adams said, adding that “The achievement not only secures the long‑term integrity of the Bonga FPSO but also positions us strongly for the successful delivery of the Bonga North project, which will leverage the improved reliability of the FPSO.”

The exercise which began on February 1, 2026, highlights SNEPCo’s leading role in advancing deep‑water expertise in Nigeria.

Of the 55 companies involved in the execution, 43 were wholly Nigerian.

Additionally, eight of the 12 international service providers maintain operational bases in Nigeria, contributing to knowledge transfer and increased local investments.

More than 1,000 personnel worked offshore during the turnaround, with over 95% being Nigerians involved in maintenance, engineering, operations, inspection and construction.

Thousands more supported activities from onshore locations, reflecting the depth of Nigerian capability in offshore oil and gas operations.

Adams added: “We acknowledge the support of several stakeholders towards the successful execution of the exercise, including the NNPC Upstream Investment Management Services (NUIMS), the Nigerian Upstream Petroleum Regulatory Commission (NUPRC), the Nigerian Content Development and Monitoring Board (NCDMB) and our partners.”

The adjustment is said to be aimed at easing the financial burden on consumers and supporting broader economic stability across Nigeria.

Under the new pricing framework, the gantry price of PMS has been lowered from ₦1,175 to ₦1,075 per litre—a reduction of ₦100.

The coastal price has also been adjusted downward from ₦1,150 to ₦1,028 per litre, representing a ₦122 decrease.

Diesel prices have similarly been reduced from ₦1,620 to ₦1,430 per litre, amounting to a ₦190 cut.

The decision was said to have underscores the company’s commitment to maintaining a pricing structure that remains sensitive to global market trends and reflective of its principles of fairness and transparency.

The refinery noted that as a company operating under strict governance standards and strong ethical values, it was important for it to ensure its pricing aligned with the ongoing decline in global crude oil prices.

“All crude processed at the refinery is purchased at the global benchmark price, plus a premium of $3 to $6. Foreign exchange payments are made at the prevailing market rate, with no subsidies applied to either crude or forex. Additionally, crude supplied through the Naira‑for‑Crude arrangement is priced in line with the global benchmark plus premium and converted to naira using the current exchange rate,” the press statement by the refinery reads in part.

It added: “In 2025 alone, we reduced our gantry prices on no fewer than eight occasions, increasing them only twice—an effort rooted in economic patriotism and our responsibility to the Nigerian people. We remain committed to ensuring that any cost advantages are passed on to consumers across the 36 states and the Federal Capital Territory.”

Recently, the Managing Director of Dangote Petroleum Refinery, David Bird, assured Nigerians that the refinery would continue to meet the nation’s fuel demand despite turbulence in the global oil and gas market.

He noted that while fuel‑import‑dependent nations were experiencing panic buying and rationing, Nigeria would not face similar conditions because of the refinery’s unwavering commitment to ensuring nationwide fuel availability.

Bird highlighted that the refinery continued to supply uninterrupted fuel to the domestic market even as geopolitical tensions in the Middle East have triggered sharp increases in crude prices, freight charges, and insurance costs.

He described the recent spike in crude markets as unprecedented, pointing out that oil surged from the mid‑$60 range to nearly $120 per barrel in just one week—disrupting every segment of the global energy supply chain.

While acknowledging that the refinery is not insulated from global price fluctuations, freight volatility, or rising insurance premiums, Bird emphasized that Nigeria now enjoys a significant advantage: a secure fuel supply driven by domestic refining capacity.

Speaking at the Energy Week of the Lagos Section of the Society of Petroleum Engineers (SPE) recently, Ralph said investors needed “a stable, fast and transparent implementation” of rules while a fair pricing regime could be achieved with “the right incentives to grow pipeline gas” which would also attract more investments.

On infrastructure ownership models, he called for the completion of ongoing projects and ensuring the reliability of the Escravos-Lagos Pipeline System through “clear service standards.”

He said government could also encourage investments in gas distribution through “demand aggregation.”

“We need to create a friendly business environment and a clear plan (e.g., industrial parks or designated zones) so demand is clustered. That makes it easier for a distributor to get a license, invest, and build shared infrastructure that serves many industries—not just one or two.”

Ralph added: “Public–private partnership is crucial. Government backing helps planning and delivery. This model can also support industrial parks and other ways to aggregate demand.”

Dangote, whose conglomerate spans cement, sugar, salt, fertiliser, and petrochemicals, said his long term goal was to deepen Africa’s manufacturing base beyond oil refining and position the continent as a global industrial force.

His latest flagship project, the Dangote Petroleum Refinery & Petrochemicals, is now operational and producing about 650,000 barrels of refined products daily.

He said output was expected to double within the next three year as expansion plans progressed.

However, Dangote in a recent interview with The New York Times, indicated that refining is only one phase of a larger vision.

“We have to industrialise Africa,” he said, noting that his next focus areas include the steel industry, expanding access to electricity and building additional port infrastructure to support large scale manufacturing and trade.

Industry analysts say entry into steel would position the group in a sector critical to infrastructure, housing and heavy industry, while investments in power and ports could address two of Nigeria’s most persistent constraints to economic growth.

Dangote cited India’s Tata Group as a model for diversified industrial expansion, describing the conglomerate’s multi sector footprint as an example of how large scale manufacturing can transform emerging economies.

Beyond expansion, Dangote said job creation remained central to his strategy.

With Nigeria projected to require between 40 and 50 million new jobs by 2030, he argued that large scale industrial projects are essential to absorbing the country’s growing youth population.

The refinery alone currently employs about 30,000 workers, approximately 80 per cent of them Nigerians.

Expansion across new sectors is expected to raise total employment within the group to about 65,000.

Dangote also announced plans to list shares in the refinery on the Nigerian stock market, a move that would broaden local participation in the asset.

Despite progress, he acknowledged that infrastructure gaps and crude supply challenges remained obstacles.

He has previously raised concerns about logistics bottlenecks and inefficiencies in the oil value chain that complicate feedstock supply to the refinery.

Nevertheless, Dangote said the group would continue to invest aggressively in sectors that reduced import dependence and retained economic value within Africa.

“Nobody dared to do it, so we did it,” he said, reiterating his belief that large scale private investment was key to transforming Nigeria’s industrial landscape.

With cement plants operating across multiple African countries and a refinery that has reshaped Nigeria’s downstream outlook, Dangote’s next push into steel, electricity and port infrastructure signals a new phase in his ambition to industrialise the continent.

The annual international fair, which started on the 21st of February 2026 and will conclude on the 1st of March 2026, remains one of the most widely attended agricultural show with thousands of people from across the world in attendance.

The Pan-African Food and Agro-Giant, FMN, has maintained a proven record of commitment to fostering food self-sufficiency in Nigeria and in nurturing valuable relationships that will transform Nigeria’s International trade outlook.

As a member of the France – Nigeria Business Council, FNBC, FMN is now a second-time sponsor and partner for the Salon International de l’Agriculture, following the success of the first outing in 2024.

This year, through the PIAS, the theme “Generations Solution” is being explored to foster knowledge transfer from younger generations and structure processes through which knowledge can be harnessed to drive technological advancement within the global Agricultural sector.

Speaking on the invaluable nature of the relationship between Nigeria and France, and the FMN’s commitment to process and product innovation, Mr. John G. In his address on the inaugural day of the Nigerian Pavilion, which took place on Monday, the 23rd of February 2026, Mr. Sadiq Usman, the Managing Director, FMN Agro & Director, Strategic Engagement/Stakeholder Relations, said, “At FMN, our mission is Feeding and Enriching Lives Every Day. This is a mandate we have fulfilled through decades of economic shifts, rooted in a culture of deep resilience and constant innovation.
